REACTION PAPER #6/ CUATON’S’ REPORT

This particular topic talks about HAZARD SPECIFIC REDUCTION

MEASURES wherein under Resistive Rating of materials to be used in
constructing school buildings should be classified according to fire resistive
criteria, pursuant to Section 601–604 of the National Building Code of the
Philippines (2005 Edition). All building materials, assemblies, and combinations
of them must be categorized according to their fire-retardant or flame-spread
ratings, as established by widely accepted testing procedures. Fire tests of
building construction and materials, door assemblies and tin clad fire doors and
windows, smoke and fire detectors for fire protective signaling system,
application and use of controlled interior finish shall comply with rules and
regulations on testing of construction materials for flame-spread characteristics,
tests on fire damages, fire tests of building construction and materials, door
assemblies and tin clad fire doors and windows, and smoke and fire detectors for
fire protective signaling system. It also mentions the use of open spaces as
temporary evacuation sites in the event of an earthquake, fire, or other
emergency. In the event of an emergency that requires pupils to leave their
classrooms quickly (such as a fire or earthquake), there should be a provision for
an open space inside the school premises that will be designated as a temporary
evacuation location. The open space should be large enough to accommodate
the whole school population. Buildings, power poles, and hanging things that
might fall and hurt people must be kept at a safe distance from the available open
area.

On the other hand, lateral improvements such as storm drains, drainage

mains, open canals, ditches, and so on are required to prevent inland floods, as
is tributary enhancement of Main River branches. To reduce riverbed erosion,
revetment, spur dike, alteration of waterways/cut-off channels, and groundsill are
also required. There is a need for sabo works and regular river maintenance
through channel excavation and dredging to prevent obstructions to river flow,
which may also cause floods. In this particular topic it is very evident that our
government has the idea of preventing any hazardous things to happend
specially in the event that cannot be controlled or beyond the controll by us, as
human being.
