1 INTRODUCTION
The Iranian Offshore Oil Company (IOOC) is planning for expansion of the existing onshore Sirri
Island complex located in the South East of Sirri Island in the Persian Gulf, Iran. The Sirri Island Gas
Gathering and NGL Recovery Project involves expansion of existing reception facilities and addition
of new gas and condensate transmission lines, gas compression and processing facilities, with
associated utilities.
1.1 SCOPE

This Specification covers the minimum requirement for the foam system equipment, type and design
for this project.

Where more stringent, the requirements of local regulation shall be followed.

1.2 DEFINITION OF CONTRACTING PARTIES


Owner: Iranian Offshore Oil Company (IOOC)
Contractor: Oil Industries’ Engineering and Construction (OIEC)
Vendor/Manufacturer: Who is responsible for fabrication of complete unit

1.3 GENERAL EQUIPMENT REQUIREMENTS

All equipment must offer a high degree of reliability under all weather conditions and require minimum
maintenance for this reliability.

All equipment shall be listed for its use and meet international codes and standards.

All equipment shall be readily available and able to withstand a highly saline onshore environment.

All materials used in the manufacture of the equipment shall be vendors proven onshore standard.

All equipment shall be provided with manufactures data sheets including maintenance periods,
commissioning requirements, operational spare requirements and manufactures instructions.

All commissioning and operational spare requirements shall be fully specified by the supplier and full
details provided of all necessary maintenance periods and work involved within each period.

Compliance by Vendor with the provisions of this specification and Contractor’s approval do not
relieve them of responsibility to furnish equipment and their accessories of proper design and
mechanically suited to meet the operation requirements of the specified service conditions.

3 GENERAL REQUIREMENTS
Foam systems shall consist of foam concentrate, suitable proportioning equipment, distribution piping,
and discharge devices designed to adequately distribute the foam over the hazard.
The required fire water will be supplied from connections to the underground fire main network.
System design shall be based on the protecting the most remote area/tank requiring the largest foam
solution flow, including supplementary hose streams if required.
Where protecting tanks, fixed or semi-fixed discharge piping and outlets will be utilized to protect the
rim or both rim and surface area fires on the tank.
Fixed foam systems shall be equipped with diaphragm type (bladder) tank complete with integral
foam proportioning (foam mixing) device, an initial supply of foam concentrate, foam discharge
devices, deluge & foam valves and associated trims, OS&Y gate valves, deluge valve solenoids and
associated trims, water flow pressure switches, check valves and strainers.
Semi-fixed foam system systems shall be equipped with suitable connections and line proportioners
to permit the required foam solution to be delivered through a piping system and discharge devices to
adequately protect the hazard.
In a fixed or semi-fixed system, the water supply will pressurize the foam concentrate storage tank.
At the same time, water flowing through the proportioner will create a pressure differential. The
difference between the water supply pressure and this lower pressure area will force the foam
concentrate to flow through a fixed or metering orifice into the water stream. The water/foam solution
will discharge into the delivery piping network.

3.1 FOAM
Low expansion foam concentrate shall be used to protect the surface of flammable liquid fires.
1 Depending on the hazard, foam shall be applied though fixed foam discharge outlets, portable hose
streams or large capacity monitor nozzles.
Monitor nozzles shall be considered as primary means of protection for fixed roof tanks up to 18 m
diameter.
Foam hand lines shall be considered as primary means of protection for fixed roof tanks up to 9 m in
diameter or up to 6 m in height.
Semi-fixed foam systems shall be utilized for tanks exceeding the above limitations and for all floating
roof tanks.
Fire protection of floating roof tanks will be based on rim fires only, because this type of tanks has an
excellent fire record and if maintained properly, the possibility of a large fire is remote. Also, overfilling
of the tank shall be avoided under all circumstances.
Where applicable, in addition to the primary semi-fixed foam system, supplementary protection from
mobile foam equipment complete with suitable foam producing devices and/or hydrant mounted
foam/water monitors shall be provided. Fir hydrants installed throughout the site shall provide fire
water to both equipments.
Additional tank shell cooling shall be provided to avoid failure of the shell by prolonged burning.

3.2 BLADDER TANK


Bladder tank will be either a vertical or horizontal bladder type.
Bladder tank will be a steel pressure vessel, which will store the foam concentrate contained within an
elastromeric bladder.
Bladder tanks shall be supplied with corrosion-resistant piping. Exterior tank surfaces shall be
finished with enamel paint or coated with an epoxy finish for use in marine or corrosive environment.
Tank shall have a coal tar epoxy coated interior for use with both fresh and salt water. Vertical and
horizontal tank assemblies shall be U.L. listed.
The bladder tank shall come complete with sight tube, drain, discharge port, inlet port, fill port and
vent.

3.3 PROPORTIONER
Proportioner shall consist of a body, inlet nozzle, and metering orifice, all of which will be corrosion-
resistant such as brass. The metering orifice shall be sized according to the type and percentage of
concentrate used and secured with a stainless steel retaining ring.
The proportioner body, inlet nozzle, and foam orifice shall be of ASTM 85-5-5-5 brass. The nozzle
and foam orifice retaining rings shall be of stainless steel.

3.4 STRAINER
A listed strainer suitable for use with the proportioner and foam devices shall be provided in the water
line upstream of the water valve. Supplemental strainers shall be permitted to be used as
recommended by the foam equipment manufacturer.
