1. TITLE
Restoration of Sea Water Canal Divider Wall at RTR in Plant-35
LOCATION:
Ras Tanura Refinery (RTR), Plant-35, Air & Water, Canal divider wall.

2. WORK SCHEDULE:
2.1. The start date of this contract January 1, 2021 (01/01/2021)
2.2. The period of the contract shall be three years from starting date of this contract.

3. SCOPE OF WORK
This scope of work together with relevant drawings, documents, and applicable Saudi
Aramco Engineering Standards constitute the project basis for installation of a new
Divider Wall for sea water canal at plant 35 in Ras Tanura Refinery.
Sea water canal is identified as one of the critical assets. Failure of a critical asset may
lead to a business interruption. Currently, 2,132 ft (650 meters) long portion of divider
wall located between the sea water intake and return is showing concrete deterioration
and rebar corrosion.
To extend useful service life of the sea water canal system without operational
interruption; the proposal is to fabricate a precast concrete wall panels and anchoring
them in place using divers. This scheme will eliminate the need to divert or control
water level in the canal, allowing construction to proceed un-interrupted.

Unless noted otherwise, all design and engineering work shall be performed by Contractor
in accordance with the latest edition in effect of the following industry codes, standards

3.2.3. Technical Proposal


3.2.3.1. CONTRACTOR shall provide technical proposal for review by Saudi
Aramco for below:
3.2.3.1.1. Concert material specification for the panels.
3.2.3.1.2. Execution and under water activity experience.
3.2.3.1.3. Manpower certification.
3.2.3.1.4. Equipment & tools list.
3.2.3.1.5. Topographic survey procedure.

3.3. Canal Divider Wall Repair

3.3.1. Refer to CIVIL-SK-01 for Sea Water Canal layout and overall scope of the NEW
wall
3.3.2. CONTRACTOR shall perform topographic survey and develop require
engineering work to obtain the as-built condition of the divider wall, including
wall height measured from both sides, wall thickness at top, wall thickness at
the base, and alignment.
3.3.3. Based on the as-built conditions, CONTRACTOR shall prepare precast
concrete panels fabrication drawings. The attached drawings (SK-03, 04, and
05) show the panel thickness, minimum reinforcement and proposed anchorage
detail with maximum of 1 meter long of each pre-cast panel . Contractor shall
not increase the wall thickness without first getting approval from Saudi Aramco
representative. All other details can be adjusted as needed. Final drawings
showing dimensions, reinforcements, anchoring detail of the new wall to

existing footing, joint details between panels, grouting method, and lifting plan
shall be submitted for Saudi Aramco review and acceptance.
3.3.4. CONTRACTOR shall provide special concrete mix which is required for this
project. Concrete shall be ready mixed, normal weight, meeting the
requirements shown on Notes #5 on CIVIL-SK-02.
3.3.5. CONTRACTOR shall clean the bottom section of canal that will come in
contact with new wall panel/footing of all debris, mud and other sediments.
Average thickness of sediment layer is anticipated to be 8” (200 mm) at the
intake canal and 6” (150 mm) at the return channel.
3.3.6. Protective coating is not required for concrete mix meeting the requirements
shown on CIVIL-SK-02.
3.3.7. CONTRACTOR shall fabricate the precast panels and transport to the site.
3.3.8. Before installation of precast panels, the CONTRACTOR shall thoroughly
clean both faces of existing divider wall and footing (that will come in
contact with panel) by water-jetting or any other suitable method complying
with Saudi Aramco engineering standards.
3.3.9. CONTRACTOR Shall Start with panels that are required under low headroom
pipe crossings. These panels have to be pushed in their final location. Using
divers drill holes in the footing and anchor the wall panel as per the design
document.
3.3.10. CONTRACTOR shall supply and meet the anchors bolts specification as per
drawing # CIVIL-SK-03, CIVIL-SK-04 and CIVIL-SK-05.
3.3.11. CONTRACTOR shall use hydraulic driven tools due to underwater drilling.
3.3.12. CONTRACTOR shall ensure the panels are tied together at the top before
grouting can proceed.
3.3.13. CONTRACTOR shall continue with rest of the panels by lifting and setting
them at the correct location.
3.3.14. CONTRACTOR must use divers to anchor the wall panels.
3.3.15. CONTRACTOR shall provide grout to fill all gaps between the new and old
wall as well as the joints between the new wall panels. The CONTRACTOR
shall properly fill all gaps.
3.3.16. CONTRACTOR shall for filling the gap between existing and new wall,
contractor shall provide method to reduce the loss of fine materials into the
water during underwater placement of grout.
3.3.17. CONTRACTOR shall drill using carbide or diamond core bit utilizing hydraulic
tools for anchoring in to existing concrete holes.
3.3.18. CONTRACTOR shall install anchors into existing footing using hilti hit-re 500
epoxy adhesives (or equivalent) as per sketch # CIVIL-SK-06.

3.3.19. CONTRACTOR shall strictly follow epoxy adhesive manufacturer's
instructions for proper installation of anchors underwater.
3.3.20. CONTRACTOR shall pressure pumped the grout from the bottom of the new
divider wall and not gravity fed from top of the wall.
3.3.21. CONTRACTOR shall use under water grout material approved by Saudi
Aramco .
3.3.22. CONTRACTOR shall develop repair scope for the existing concrete piping
support crossing the canal at the high lift pump area .
3.3.23. CONTRACTOR shall carry out the repair for the existing concrete piping
support crossing the canal at the high lift pump area.

3.3.24. CONTRACTOR shall employ an independent Saudi Aramco approved testing


agency to perform testing for the concrete. The tests shall include concrete
cylinder compressive strength tests, test for slump, unit weight, and fresh
concrete temperature. All testing shall be in accordance with 09-SAMSS-
097, Ready-Mix Portland Cement Concrete. In addition, concrete mix
design approval will require testing including ABSORPTION and CHLORIDE
PERMEABILITY tests.

3.3.25. Saudi Aramco inspection representative shall witness and approve all
concrete pouring and tests.

3.3.26. CONTRACTOR shall provide testing result for mix the concrete to Saudi
Aramco for review and approval .

3.3.27. CONTRACTOR shall provide red line drawings for the installed precast walls.
The markings have to be done in sketch CIVIL-SK-01.

4. RESOURCES:
4.1. Resources To Be Supplied By The CONTRACTOR:
4.1.1. Manpower:
4.1.1.1. CONTRACTOR shall supply all management, supervision, skilled labor,
technical and professional services, scheduling, reporting,
transportation and handling for all personnel, equipment and materials
to carry-out the Work as per the scope of work, applicable Codes,
SAUDI ARAMCO Engineering Procedures and Engineering Standards to
the satisfaction of SAUDI ARAMCO.
4.1.1.2. CONTRACTOR shall supply certified divers equipped with all diving
equipment and tools that ensure safe handling and execution
throughout the execution for this project .

4.1.1.3. CONTRACTOR shall supply the require number of divers to ensure safe
handling and execution throughout the execution for this project .
4.1.1.4. In the event of any work slippage due to poor contractor’s
performance, CONTRACTOR shall at no additional cost to SAUDI
ARAMCO increase its resources to meet the completion date. If the
CONTRACTOR fails to do so, SAUDI ARAMCO will compensate for
deficiencies and carry out the balance work activities utilizing its own
resources or by other contractors where the cost and overhead of
which shall be recovered from the CONTRACTOR.
4.1.1.5. CONTRACTOR shall provide the required number of work permit
receivers. At least one permit receiver must be present at work site
per crew at any given time.

4.1.2. Materials:
4.1.2.1. CONTRACTOR shall provide materials required for this project are
listed below. All the material shall be supplied by the Contractor. The
Contractor is also responsible for construction equipment, and all consumable
items such as screws, tape, paint brushes, etc… to complete this project.

4.1.3. Tools & Equipment:


4.1.3.1. CONTRACTOR shall supply all equipment, tools and tackles required
for the successful completion of the WORK.
4.1.3.2. CONTRACTOR shall supply truck, trailer etc. for its own material
movement and transportation.

4.1.3.3. CONTRACTOR shall supply all required Personnel Protective
Equipment (PPE) for its employees to perform the work.
4.1.3.4. CONTRACTOR shall supply all required scuba diving gear for its
employees to perform the work.

4.2. Resources To Be Supplied By SAUDI ARAMCO:


4.2.1. Manpower:
4.2.1.1. SAUDI ARAMCO shall provide its Site Representative(s) Contacts to the
CONTRACTOR. SAUDI ARAMCO will provide communication media from
field to control room.
4.2.2. Tools & Equipment
4.2.2.1. SAUDI ARAMCO will provide Crane, scaffolding works, forklift and
Assistance for temporary gate access if require.
4.2.2.2. Saudi ARAMCO will erect work platform or provide other means to
mitigate risks associated with working near/over water. CONTRACTOR
shall employ a full-time safety professional to help facilitate the
project safety execution plan.

5. QA/QC (Quality Assurance and Quality Control)


5.1. CONTRACTOR shall employ an independent Saudi Aramco approved testing agency
to perform testing for the concrete. The tests shall include concrete cylinder
compressive strength tests, test for slump, unit weight, and fresh concrete
temperature. All testing shall be in accordance with 09-SAMSS-097, Ready-Mix
Portland Cement Concrete. In addition, concrete mix design approval will require
testing including ABSORPTION and CHLORIDE PERMEABILITY tests.
5.2. CONTRACTOR is responsible to make sure that the work scope is completed with
Total Quality by deploying sufficient numbers of qualified, skilled, certified and
experienced staff applicable to the particular type of job.
5.3. CONTRACTOR’S representative shall be always available near the work site
throughout the duration of the work. They must speak & write in English.
5.4. CONTRACTOR shall prove the competency of all its craftsmen and supervisory staff
as required by SAUDI ARAMCO. (SAUDI ARAMCO Certification, previous work or
project activities, experience …etc.). SAUDI ARAMCO may interview contractor’s
on-the-site workers including Foremen, Supervisory staff & specific craftsman to
check their competency.
5.5. It is the responsibility of the CONTRACTOR to comply with all relevant codes,
practices, procedures and specification applicable to this Scope of Work and all
SAUDI ARAMCO relevant standards and procedures which include but not limited to
safety, welding, coating and construction.

5.6. CONTRACTOR shall replace any employee/resources as instructed by SA
Representative without any additional cost to SAUDI ARAMCO if such
employee/resource are found to be detrimental to the desired quality standard.
5.7. CONTRACTOR shall restore, repair, clean and replace any damages resulted by its
work, equipment, or its employees, to a condition equal to that existed
immediately. Such restoration repair and replacement must comply with any
existing SAUDI ARAMCO Standard and General Instructions and Inspection
requirement.

6. HEALTH, SAFETY & ENVIRONMENT (HSE) REQUIREMENTS


6.1. CONTRACTOR and its employees, agents and staffs shall comply at all times with all
applicable SAUDI ARAMCO and SAUDI ARABIA Government Safety, Health and
Environmental regulations throughout the execution of the work.
6.2. SAUDI ARAMCO shall show the CONTRACTOR’s work location and accessible route
for its trucks and equipment
6.3. CONTRACTOR shall ensure that all Contractors personnel are aware of SAUDI
ARAMCO Safety Rules and Regulations, as any breach of these rules will result to the
immediate removal of the concerned employee from the work site.
6.4. Personal Protective Equipment (PPE): CONTRACTOR shall, as a minimum, provide,
maintain and enforce the use of the items of personal protective equipment (PPE).
PPE also, include any requirement to prevent COVID-19 virus spreading as per SAUDI
Aramco and Government Guide.
6.5. Near Miss, Incident Reporting: The CONTRACTOR shall encourage & ensure that all
near misses are reported immediately to prevent recurrence. CONTRACTOR shall
report orally any accidents, injuries, illness, fire etc. that occur on the WORK site
immediately to the SAUDI ARAMCO Representative.
6.6. House Keeping: The proper housekeeping is the part of the scope for the
CONTRACTOR. CONTRACTOR shall implement efficient housekeeping program which
is Continuous and effective. The work permit shall not be closed if the area is not
cleaned.

7. GENERAL REQUIREMENTS
7.1. General
7.1.1. The terms and conditions of SAUDI ARAMCO Contract shall be applied. The
CONTRACTOR shall read the Contract and comply with all rules & stipulations.
7.1.2. The CONTRACTOR shall coordinate with SAUDI ARAMCO Representative in
order to start, execute and complete the work in safe and secure environment.
7.1.3. The CONTRACTOR shall comply with the government and SAUDI ARAMCO
policies, regulations and guidelines at all time.
7.1.4. CONTRACTOR shall comply with safety rules governed by “SAUDI ARAMCO
Safety Handbook” at all time.

7.1.5. All garbage, trash and work debris shall be carried by the CONTRACTOR on
daily basis to a disposal area as approved by SAUDI ARAMCO Representative
7.1.6. CONTRACTOR shall not charge SAUDI ARAMCO for any “Force Majeure”
including sandstorms, strong winds etc. that may affect CONTRACTOR’s ongoing
activities.
7.2. Progress Report
7.2.1. CONTRACTOR shall have daily contact (in English) with SAUDI ARAMCO Site
Representative and submit the Daily Progress Reports.
7.3. Work Control and Coordination
7.3.1. CONTRACTOR shall coordinate with the appointed Company Representatives,
follow instructions and ensure that they are kept informed of all aspects of
operations.
7.4. Logistics, Certification, ID/Stickers
7.4.1. CONTRACTOR shall obtain the appropriate SAUDI ARAMCO Identification Cards
and vehicle stickers from Industrial Security Department for CONTRACTOR
personnel performing the WORK under this Contract as applicable.
7.4.2. SAUDI ARAMCO shall issue gate passes for the CONTRACTOR’S trucks,
equipment, and ID’s and Stickers for CONTRACTOR’s personnel and Vehicles
performing WORK under this Contract.
7.4.3. CONTRACTOR shall ensure that its personnel carry their ID cards with them
at all times while performing the work under this Contract on SAUDI ARAMCO
property. CONTRACTOR’S personnel shall present their SAUDI ARAMCO
identification card to any SAUDI ARAMCO authorized personnel or to the
Company Representative upon request as applicable.

8. CONTRACT PAYMENT
