NEWLY ESTABLISHED CLC

Despite the pandemic, I had approved a proposal from 3 Barangays for 3 CLCs and they are now
operational and active through the cooperation of Barangay Chairpersons.

Project–Based Learning (Adopting Gulayan a Paaralan and Clean-Up Drive)

To support the Gulayan sa Paaralan implemented in formal school, CLC Banlic selected Pulo Elementary
school to help them implement the Gulayan sa Paaralan.

With the partnership of the Barangay officials and Purok leaders, the enrollment had inflated to 60%.
Despite the pandemic threats, we continue the advocacy of reaching the unreachable through
different innovations. We use various media platforms, post tarpaulins, and seek cooperation with the
other partners of the different barangays.

Radio–Based Instruction and Live Streaming

The Radio-Based Instruction (RBI) Program is an alternative learning delivery mode using radio
broadcasts to deliver the ALS programs. As a form of distance learning, it can expand access to education
by bringing it to where the learners are. It aims to provide learning opportunities to listeners and enable
them to acquire equivalency in primary education through the broadcast of lessons.

The Community Learning Center of Banlic proposed a partnership with the Barangay Chairman
of Banlic, Hon Phillip L. Austria, to pilot the implementation of Radio-Based Instruction as an alternative
delivery mode utilizing ALS A&E through radio. Hence, barangay Banlic has many enrollees, and there is
a well-equipped building for RBI. The program provided more opportunities for the OSY and Adults to
gain more knowledge, attitudes, values, and skills needed to improve their quality of life and increase their
participation in barangay activities.
While CLC closures seem to present a logical solution to enforcing social distancing within the
barangay, prolonged closures disproportionately impact the most vulnerable students. Learners are more
vulnerable and unprotected.
Community Learning Center Radyo-Aralan Program is a radio-based mode of instruction. The
lesson aired every day on a radio program 108.0 FM. But, due to the high cost of airtime rental in local
radio stations, the CLC set up a mini-radio station instead.
ALS RBI helped in achieving the goal of ALS by reaching out to the unreached OSY and OSA.

 Private School Partnership

With the partnership of the Subsidized Education Program (STEP) in CLC Banlic. All JHS
graduates who are willing to pursue SHS with modular and online modalities can pursue STEP
considering that they ALS learners are working students, nursing mothers, PWD, and some are
experiencing mental health problems.
Partnership in STEP to CLC Banlic, CLC San Isidro, CLC San Isidro Extension, creates hope for
our ALS learners, and they are more motivated to finish their ALS interventions to complete their SHS
through STEP partners.
