Minutes of 1st meetins of State Level Committee

forSap l{iring Schgme in Madliva Pradesh held on 5.03.2020

The meeting of SLC for Cap Hiring Scheme-2019 in the State of Madhya Pradesh
was held on 5.03.2020 at Vallatrh Bhawan, under the chairmanship of Shri. Slreo
Shekhar Shukla, Principal Secretary, Dept. of Food, Civil Supplies and Consurrrer
Frotection, Govt. of MP.
List of participants of the meeting is placed at Annex-|, Copies of agenda items
submitted by MPWLC are placed at Annex-ll which form an integral part of this
proceeding.

Aggnda-f :: Finalization of locations and capacity in Cap Hiring Scheme 2019

Cap creation of 21,L0 with the locatiorr were finalizecl
LMT capacity along
by SLC enclosed at Annex-lll. Further SLC approved creation of balance cap capacity
upto 3.90 LMT as per need to be decided by GM, FCl, Bhopal arrd the PS Food, Govt.
of MF itr accordance with FCl, H.Q. lettcr no. E-1(10/Cap)-Hiringistg/Vt1112019 ltiev,;
Delhi dt. 24.12.2019

Agenda-Z:- Proposal for finalization of rates under the scheme.

(i) Since the capacity constructed underthis scherne will be guaranteerl for 3 Years,
so the CAP's corrstructed urrder this scheme will be preferrecl over JVS/Covered
godowns and Siio Bags for storage of wheat. lt should be endeavored to ensure 100 ?(,

.-'o utilization of created cap storage.

(ii) FCI has inentioned that lr4inistry of l-ood, GOI has finalized PMS rates at Rs.

2.77 p*r qtl per morrth for the year 2020.21.

(iii) For fixation of rental charges, breakup of cost sheet of MPWLC in wirir.lr
MPWLC subrnittecl Rs. 4.48 pe{-qtl, per month to cover the cost of constructiort, reparir
& maintenance, capital cost and lease rent etc was presented before SLC and the sarne
is enclosecj at Annex-lV.
After rJetaited deliberations, IiLC decided that Rs. 7.25(Rs.4.4Bq- 2.77) per qtl per
month will be the base rate for tender received with lease and services and all bids up
to Rs. 7.25 per qtl. per rnontlr + 50% of the base rate to account for land /hiring of lancl
cost and profit margin of the prir,,ate bidder will be awarded to L-L and all bids above
this li'mit will be rejected and put to retender. Further it was cortsrderecl that tinte o{

construction of cap is very less, so thi:s would also escalate the cost, Further due to
current storage crises, it is extrenrely essential for state to s.tart constructisn of these
caps immediately. The justification for increase in to the extent of SAYo are as under :

i M.P State has got big geographical area and hence, in remote places
creation of capacity is costll, as availability of men and materials in these
remote locations will have extra transportation costs.
r High cost of Sand in M.P due to less availability and other local issues.
. Higher expenditure due to very short time period of construction (2 Months)
. Guarantee for only three years in spite of high capital expenditure,
r Shoit tilne period for making of wooden crates available and relatively short
supply of wooden crates.

. The Chairnrarr is autlrorized to approve bids received in future for rabi 2020'2L
upto Rs. 10.875 per qtl. per month.

Apgnda No, 4 - Authoriiation for change in location for construction of cap in cap
hiring scheme 2019.
SLC authorized the Chairmarr of the committee to change the locations fcr
constrLlction of CAP depending on change in requirement of storage in tlre state
keeping in view the impact on transportation cost dure to this change.

Aeenda N-g. 5 - Regarding fixation of CAP Storage rates for the CAP being
constucted on Govt.lMPWte Land.
MPWLC placed before the SLC;heLirt of locations for 5 LMT capacity to be built on
Govt/MPWLC Land under Cap Hiring Scheme enclosed at Annex-V. ln view of the
shortfall of the capacity and in accordance witlr Gol letter no. E1(10)CAP- Hiring stg,
Vnl201g New Delhi dt 18.2,2020, the SLC agreed for creation of 5 LMT open CAP by

For fixation of rental rates for state agency, MPWLC submitted proposals for
finalization of rates under Cap Hiring Scherne @ Rs. 8.33 per qtl per month which

After dietaited deliberation in SLC, i view of FCI headquarter letter no. E1(10)CAP-
Hiring stg. Vll/2019 New Delhi t 18.2.7A20 and letter no E-1(10/Cap)-
Hiring/stg/Vill/20L9 New Dethi dt. 24. , SLC approved the rate of Rs. 8.33 per
qtl per month for MPWLC. lt was also ided by the SLC to send the nrinutes of this
meeting to Gol for information, especi in view of the fact that there is no bench
marking of rates available under Cap Hi ng Scheme.
