Introduction from the Leader of


Liverpool City Council, Councillor

The City Council is proud of the work undertaken in our City by voluntary and
community groups and social businesses and the support we give. There is a long
tradition of community involvement and service in Liverpool and we want to continue
to develop this. Many Liverpool citizens work tirelessly to meet the needs of the
most disadvantaged and excluded residents.

Following the success of the ‘Crucial’ Directory which gave details of the
organisations funded by the City Council’s Community Resources Unit we are
keen to ensure that information is provided on all three larger funding programmes
that the Council runs which support the Voluntary and Community Sector. This new
directory provides details of funding awarded by Liverpool Integrated Youth and Play
Service, Culture Liverpool which is the new name of the City Council Business Unit
which funds and delivers culture and events in the City and again the Community
Resources Unit. The directory does not include detail of all one off grants awarded
through programmes like the Councillors Community Initiative Fund or the Youth
Opportunities Fund though it is our intention to develop and extend our publications
to give everyone more information about all the funding available. There are 182
imaginative projects described in this directory being delivered by 163 voluntary
and community organisations across the City. The total amount committed to these
projects in 2009/10 alone is over £9.4m.

This directory demonstrates the contribution made by the many people of the City
who work in, work with or act as volunteers for voluntary organisations including
youth, arts and community groups in Liverpool. Voluntary, Community and Statutory
agencies can use the directory to assist their customers to access services or get
involved in activities both as participants and volunteers. Local Councillors and
residents can see what is funded in their neighbourhood.

On behalf of the City Council I would like to thank all our citizens who give of their
time so freely to improve the quality of life and extend opportunities for local people
through their involvement in projects we fund. The contribution to the City’s
recreational, cultural, youth and community facilities through these funding
programmes is of immense value to Liverpool residents and beyond.

The Community Resources Unit


The Community Resources Unit (CRU) Funding Programme 2008-2011 offers three
year funding to over 70 diverse voluntary and community organisations both long
standing and relatively new. The projects funded are fully consistent with the Council’s
twin aims of empowering residents and developing communities. They are a
testament to the strength and vibrancy of communities in the City who want to
ensure that there is a strong and caring community response to the issues that
matter in people’s everyday lives. This can be things like ensuring that older people
get a nutritious hot meal and the opportunity to socialise in a friendly environment
or ensuring that parents have the chance to interact positively with their children in
a community setting.
The Funding Programme ensures that Council funding is targeted at key priorities
for the City that meet the enduring needs of vulnerable and hard to reach residents.
For example, we invest over a £1m a year in independent advice agencies like CAB’s
to assist residents to pursue their legal rights especially in relation to welfare law.
Our monitoring shows that there has been a substantial increase in the need for
money advice as the credit crunch continues to bite. For example, in the first six
months of 2007/08 Council funded advice agencies handled debt enquiries from
Liverpool residents related to £4.5m of debt but in the first six months of 2008/09
this figure climbed to £6.4m. It is worth noting that from October 2009 there will be
a common welfare law advice line phone number in Liverpool 0844 848 7700 Monday
to Thursday 10 – 4 and Friday 10 – 1 which is being serviced by Liverpool Advice
Alliance which is comprised of all the CAB’s in Liverpool plus the following independent
advice projects in this directory: RAISE, Age Concern, Croxteth and Gillmoss
Community Federation, Merseyside Welfare Rights Resource Centre, Merseyside
Employment Law, Vauxhall Law Centre and HEAT. This is a great example of
collaborative working.

Liverpool Integrated Youth and Play Service


The Integrated Youth and Play Service is the personification of partnership in practice.
It operates under the banner of two sectors one service, which perfectly describes the
integrated nature of its service delivery. A pioneering service, it was at the forefront of
budget devolution and the development of the neighbourhood structures used across
the city. Through formula funding it has successfully merged universal access for young
people with targeted provision for those young people with greatest needs.
The organisations funded by the Integrated Youth and Play Service form part of the
infrastructure of the service. In addition to the provision of monetary grants, the
Service also seconds full-time and part-time youth work staff to work within a number
of voluntary organisations. Although the grant-aided sector largely contributes
geographically–based youth and play provision, there are also city-wide services such
as counselling and advice and arts/drama projects. The majority of organisations receive
a three-year rolling grant through Service Level Agreements, which are renewable
subject to satisfactory annual review. The new Youth Arts grants programme operates
on a three year cycle, after which tenders will again be invited via the City Council’s
procurement process.
It also provides opportunities for organisations to tender to deliver specific functions as
in the arts programme mentioned above, for example, Merseyside Play Action Council,
organises the summer holiday play schemes. This combination of grant-in-aid, Service
Level Agreements and Commissioning ensures that community based organisations
are supported to operate at different levels. Through agreement with Merseyside Youth
Association there are processes in place to build capacity in small community-based
organisations.
