The Iloilo City District Jail Male Dormitory is a detention facility catering Persons
Deprive of Liberty (PDL) undergoing court hearing, serving sentence and/or awaiting for
their final judgement. Currently, we have 1043 PDL safely secured, controlled and
availing development programs and services under our care.
This orientation will guide, educate and protect every family and its member
particularly the women and their children against any form of abuses and threats to
uplift their personal safety and security in the community.
In this regard, we would like to request a Resource Speaker from your good
office on March 14, 2019, Thursday at 2:00 o’clock in the afternoon, at ICDJ-MD Multi-
purpose Hall. An Estimated of sixty (60) participants will be attending the activity.

The Iloilo City District Jail Male Dormitory, will be joining the annual celebration of
the National Women’s Month with the theme “We Change Work for Women” which aims
to give recognition to the contributions of Filipino women in our society . It highlights the
empowerment of women as active contributors to and claimholders of development.
This pursuit of development is also anchored on the commitment of “Malasakit at
Pagbabago” or True Compassion and Real Change. The 2019 NWMC shall focus on
strengthening efforts to improve and track the progress of implementation of the Magna
Carta of Women (MCW), and other relevant laws and commitments to the international
community such as the Convention on the Elimination of All forms of Discrimination
Against Women (CEDAW), the Beijing Platform for Action (BpfA), and the Sustainable
Development Goals (SDGs) (Presidential Proclamation No.227 Series of 1988).
Part of the celebration, the ICDJ-MD will conduct a get together activity wherein
female PDL from Iloilo City District Jail Female Dormitory will be invited. The celebration
happened only once a year to give an opportunity to both male and female PDL reunite
with their love ones specifically with their wives and common law wives, together with
their other family member. The IDJ-MD and ICDJ-FD personnel will augment to ensure
the safety and security of the PDL during the activity.
In this regard, we would like to request from your good office to allow the
following female PDL from ICDJ-FD to attend the “Get Together Activity” on March 25,
2019, Monday, 10:00 o’clock in the morning to 1:00 o’clock in the afternoon at ICDJ-MD

The Iloilo City District Jail Male Dormitory is a detention facility catering Persons
Deprived of Liberty (PDL) undergoing court hearing, serving sentence and/or awaiting
for their final judgement, that may include Child in Conflict with the Law- a person under
eighteen (18) years old who is alleged as accused of or adjudged as having committed
an offense under the Philippine law (BJMP Manual 2015).
Please be informed that accused Jey Bee Sucgang y De Pedro, 19 years old,
single and a resident of Brgy. Rizal Pala-Pala Zone 1, Iloilo City, and a minor with the
age of 17 years old at the time of the alleged commission of an offense occurred on
April 20, 2017 and considered as a Child in Conflict with the Law (CICL). He was
charged for Violation of Sections 5&11, RA 9165 with Criminal Case Numbers 17-
80327-28 before the Regional Trial Court (RTC) Branch 30, Iloilo City and was detained
in this facility last December 6, 2018 up to present.
In this regard, we would like to request, a copy of the list of requirements needed
prior to the transfer of the said CICL to your institution.
This has reference to the Court Order signed by Atty. Maria Lourdes R. Apawan,
Division Clerk of Court, 18th Division, Court of Appeals, Cebu City dated July 18, 2019
requiring the undersigned to inform the Honorable Court, within five (5) days from the
receipt of the Notice of Decision in People of the Philippines versus Christian Lentija y
Celebrar.
In this regard, the undersigned respectfully inform the Honorable Court that the
Notice of Decision in PP versus Christian Lentija y Celebrar was forwarded to Iloilo

This has reference to your Court Order dated December 5, 2019 directing the
undersigned to Remit PDL Edmund Azufra y Perin to the Department of Health-
Treatment and Rehabilitation Center (DOH-TRC), Pototan, Iloilo for his Out-Patient
Rehabilation as soon as he has satisfied his Subsidiary Imprisonment.
In this regard, we would like to inform the Honorable Court that PDL Edmund
Azufra y Perin was committed in this facility December 4, 2014 for Violation of Sections
5 & 11 RA 9165 with Criminal Case Numbers 15-76809-10 docketed under this
Honorable Court. Under the Plea Bargaining Agreement Framework, he was sentenced
to suffer an indeterminate penalty ranging from Six (6) months and One (1) day of
Imprisonment, as Minimum to Two (2) years and Eleven (11) months Imprisonment as
Maximum and to pay the Fine of Twenty Thousand Pesos (P20,000.00) for Criminal
Case Number 15-76809 and he is sentence to suffer an inderminate penalty ranging
from Six (6) months and One (1) day of Imprisonment, as Minimum, to Two (2) years
and Eleven (11) months of Imprisonment as Maximum and to pay the Fine of Ten
thousand Pesos (P10, 000.00) for CC No. 15-76810. The sentence imposed shall be
served simultaneously as per Court Order dated October 5, 2018.
In addition, pursuant to Republic Act No. 10159, an act amending article 39 of act
no. 3815, as amended, otherwise known as the Revised Penal Code, Section 1. Article
39 of Act No. 381, " Subsidiary Penalty. – If the convict has no property with which to
meet the fine mentioned in paragraph 3 of the next preceding article, he shall be subject
to a subsidiary personal liability at the rate of one day for each amount equivalent to the
highest minimum wage rate prevailing in the Philippines at the time of the rendition of
judgment of conviction by the trial court.
Further, under the Summary of Current Regional Daily Minimum Wage Rates
Non- Agriculture, Agriculture (As of January 2020) the highest minimum wage in the
Philippines is five hundred thirty seven (P537.00) pesos in the National Capital Region
(NCR). Considering that the above-mentioned PDL was detained for four (4) years, one
(1) month and two (2) days and he was granted a total of One Thousand Two Hundred
Thirty (1, 230) days GCTA or equal to three (3) years, five (5) months (16) days and his
total detention is equal to seven (7) years, Eight (8) months and Sixteen (16) days. His
Subsidiary Imprisonement is equal to one hundred thirty (130) days or four (4) months
and ten (10) days of Imprisonment Hence, PDL Bryan Lopena y Panes has already
satisfied his subsidiary imprisonment and he is ready for transfer to the DOH-TRC,
Pototan, Iloilo anytime.

Magno y Samilo was committed in this facility dated March 24, 2015 for Violation of
Section 5 RA 9165 (2 counts) with Criminal Case Numbers 15-75560-61 docketed
under the Honorable Court and he is considered as High Risk for he is sentenced to
suffer Life Imprisonment in each case as per Court Decision dated August 6, 2019.

Casten Y Dalida was not be able to bring or scheduled for his DDE up to now and
according to him, he has no financial capacity to pay for the cost of the Examination.

This has reference to the Letter Order dated September 11, 2019 re: accused
DANILO LAGAMO Y DIAZ who was found GUILTY beyond reasonable doubt for the
crime of Violation of Sec. 41 of RA 10591 and is hereby sentenced to suffer an
indeterminate penalty of four (4) months of arresto mayor as minimum to four (4) years
and two (2) months of prision correctional as maximum with all the accessory penalties
provided by law.
In this regard, we would like to inform the Honorable Court that PDL Danilo
Lagamu y Diaz was committed in this facility on August 27, 2015 for Violation of Section
5,6& 11 RA 9165 with Criminal Case Numbers 15-76301-03 docketed under RTC Br. 25
and the case was DISMISSED as per Court Order dated April 8, 2018. He was also
charged for Violation of sec. 28 of RA 10591 with Criminal Case Number 15-76304
docketed under this Honorable Court and he was sentenced to suffer an indeterminate
penalty of four (4) months of arresto mayor as minimum to four (4) years and two (2)
months of prision correctional as maximum as per court order dated September 11,
2019.
He has Preventive Imprisonment reckoned from the date of his Commitment that
the Honorable Court has credited in his favor (as per Decision dated September 11,
2019) and he voluntarily agreed in writing to abide by the same disciplinary rules
imposed upon convicted prisoners as seen in his Detainees Manifestation.
In addition, he has a total detention of fifteen (15) days from August 11, 2015 to
August 27, 2015 as per Certificate of Detention from the Iloilo City Police Station 2, La
Paz, Iloilo City dated October 8, 2019.
Further, the said PDL has undergone imprisonment for a period more than
maximum sentence imposed by this Honorable Court based on the Computation below;

This has reference to the Letter Order dated November 15, 2019 re:
accused JOEL CIPRIANO who was found GUILTY beyond reasonable doubt of the
crime of Light Threats defined and penalized under Art. 283 of the Revised Penal Code
and is hereby sentenced to suffer the penalty of imprisonment of two (2) months.
In this regard, we would like to inform the Honorable Court that PDL Joel
Seperiano y Perras a.k.a Joel Cipriano was committed in this facility on September 4,
2019 for Light Threats with Criminal Case Numbers R 188-19 docketed under this
Honorable Court and he was found guilty beyond reasonable doubt of the crime of Light
Threats defined and penalized under Art. 283 of the RPC and he was sentenced to
suffer the penalty of imprisonment of two (2) months and the period within which the
accused was detained shall be credited to him full, as long as he abides by and follows
strictly the rules and regulations of the institution where he is detained or confined as
per Court Order dated November 15, 2019.
In addition, he has a total detention of two (2) months and fifteen (15) days from
September 4, 2019 to this date and he is detain more than the imposed penalty.
Further, we would like to clarify to the Honorable Court if Joel Seperiano who
was committed in this jail facility last September 4, 2019 for Grave Threats with Court
Information and with Case Number R 188-19 is the same person with Joel Cipriano
mentioned in the Court Order dated November 15, 2019.
Lastly, we would like to ask for any corrected/amended copy of Information and
Order.
This has reference to the Court Order signed by Atty. Ace Victor F. Risma,
Division Clerk of Court, 19th Division, Court of Appeals, Cebu City dated December 13,
2019 requiring the undersigned to inform the Honorable Court, within five (5) days from
the receipt of the Notice of Decision in PP v Lunie Palma y Candido alias “Loney”.

accused EDISON ESPAGO Y BELMONTE is sentence to four (4) months arresto
mayor and fine of ten thousand Pesos (P10, 000.00) with subsidiary imprisonment in
case of inability or failure to pay the said fine.
In this regard, we would like to inform the Honorable Court that PDL Edison
Espago y Belmonte was committed in this facility last July 18, 2019 for Trespass to
Dwelling with Criminal Case Numbers R 238-19 docketed under this Honorable Court
and found guilty beyond reasonable doubt and sentenced to four (4) months arresto
mayor and fine of ten thousand Pesos (P10, 000.00) with subsidiary imprisonment in
case of inability or failure to pay the said fine as per Court Order dated September 24,
2019.
In addition, under the Summary of Current Regional Daily Minimum Wage Rates
Non- Agriculture, Agriculture (As of December 2019) the highest minimum wage in the
Philippines is five hundred thirty seven (P537.00) pesos in the National Capital Region
(NCR). The ten thousand pesos (P10, 000.00) fine of the above-mentioned is equal to
nineteen (19) days subsidiary imprisonment.
Further, the above-mentioned PDL was released last December 17, 2019 after
he served his sentence including his subsidiary imprisonment for CC No. R 238-19.

accused GERALD DAUN GUILLAMAS Y DESBARO is sentenced to suffer a penalty
forty five (45) days of imprisonment.
In this regard, we would like to inform the Honorable Court that PDL Gerald
Daub Guillamas y Desbaro was committed in this facility last November 15, 2019 for
Violation of PD 1602 as amended by RA 9287 with Criminal Case Numbers 17-80412
docketed under this Honorable Court and found guilty beyond reasonable doubt and
sentenced of the afore-said penalty.
In addition, he has a total detention of thirty four (34) days from November 15,
2019 to this date. Finally, he will fully serve his sentence on December 29, 2019 and he
is to be release on December 30, 2019.

In this regard, we would like to inform the Honorable Court that for the time being
we can not allow the PDL to leave this jail facility to undergo DDE and Medical
Examination because this jail is still on lockdown due to Covid-19 until lifted by our
Higher Office.
