Sir:

Greetings!

This has reference to the Memorandum from the Bureau of Jail Management and
Penology (BJMP), National Head Quarters (NHQ) dated October 12, 2020 re:
NATIONAL CORRECTIONAL CONCIOUSNESS WEEK (NACOCOW) on October 25-
31, 2019 with the theme “SEGURIDAD AY PAIGTINGIN, MANATILING LIGTAS SA
COVID-19”.

Yearly, every jail facility under the BJMP enjoins the celebration of NACOCOW
nationwide. This celebration is under the Proclamation Number 551 dated March 15,
1995, declaring the last week of October and every year thereafter as “National
Correctional Consciousness Week”. In addition, in order to achieve the rehabilitation of
offender as embodied in Book IV, Tittle III, Chapter 8, Section 26 of the Administrative
Code of 1987, it is appropriate and necessary to raise the level of standards and to
continuously create awareness for public participation in re-socialization and re-
integration of prisoners, probationers and parolees into society as productive and law
abiding-citizens .(Philippine Proclamation 551)

Moreover, due to Covid-19 pandemic the celebration of NOCOCOW this year will
be in line also to the adaptation of the New Normal practices including the conduct of
“Ugnayan Talakayan”: a dialogue between Persons Deprived of Liberty (PDL) and
representative from the five pillars of the Criminal Justice System which was previously
held as a face to face interaction beetwen the parties.

“Changing Lives, Building a Safer Nation”

In this regard, we would like to invite you or any of your representative from your
office to be part of our “Ugnayan Talakayan” on October 28, 2019 Wednesday at 9:00
o’clock in the morning thru a Video Conference (Google Classroom Meeting). We will
send the link of the meeting to all ivited guests ahead of time.

Your favorable response on this matter will be highly appreciated.
