TESDA Circular No. 082-2021
In the interest of the service and in line with TESDA's effort to strengthen
the integrity of the Philippine Competency Assessment and Certification System,
new technology in the issuance of the National Certificates (NCs) and Certificates
of Competency (CoCs) shall be adopted. The initial pilot implementation on the
issuance of E-Certificates (NCs/CoCs) was conducted in selected Assessment
Centers in TESDA MuntiParLasTaPat District Office. Based on the results of the
pilot implementation, the institutionalization of the implementation on the issuance
of E-Certificate in the National Capital Region shall follow these guidelines:
I. Background
2.1 ALL TESDA Assessment Centers in the National Capital Region that
have accreditation in qualifications related to outbound Overseas
Filipino Workers (OFWs) namely:

b. Domestic Work NC II
c. Housekeeping NC II
d. Ship's Catering Services NC I
e. Ships' Catering NC III (Ships' Cooks)
a. Portfolio Assessment
b. Capability Building Program for Regional Lead Assessors
1.3 Health and safety protocols shall adhere to the provisions in Section
IV. Implementation Protocols of TESDA Circular No. 045 series of
2021 or current guidelines.
2.2 The CO Processing Officer shall require the candidates to submit the
following:
4. Competent candidates shall have the option to still receive the paper-based
certificates, in parallel with the issuance of the E-Certificates.

5. The issuance of E-Certificate shall be the basis of the report on the GAA
Indicator on the Process Cycle Time on the Preparation and Issuance of
Certificate. The PCT that will be recorded as received by the certified worker
is when the E-Certificates have been transmitted by email to and registered
as received by the candidates.
V. Procedure Details
1. Pre-assessment
1.1 The District Office shall create the schedule in the T2MIS, assign the
Competency Assessor and inform the candidates on the details of
the assessment.
1.2 The District Office shall submit the list of candidates together with the
application documents to the Assessment Center.
2. Assessment Day
2.2 The AC Processing Officer shall ensure that the photo of the
candidate shall be from shoulder level up with the head and face
occupying at least 80% of the picture.
2.3 The AC Processing Officer shall upload the photo and digital
signature of each candidate in the T2MIS.

3. Post-assessment
3.2 For competent candidates who still prefer to receive the paper-based
certificate, the payment of P50.00 shall be collected by the
Assessment Center, for which an Official Receipt shall be issued.
The Assessment Center shall remit the collection for the paper-based
Certificates to the District Office. The Assessment Center shall inform
the successful candidates on the schedule for claiming of the paper-
based certificates at the District Office.
3.3 The District Office shall encode the assessment result in the T2MIS,
generate certificate number, generate E-Certificate of competent
candidates, and send the E-Certificate to the registered email
address of the competent candidate in a password protected
Portable Document Format (PDF).
3.5 The certified worker shall receive the E-Certificate and can print the
E-Certificate in any A4 size, clean white paper.
3.7 The Certification Office shall generate the PCT Report from the
T2MIS on a monthly basis, or as often as necessary.

2. All Assessment Centers that were given authority by the Regional Director
shall be given a maximum of fifteen (15) working days to comply with the
requirements.
4. The District Offices shall submit their respective evaluation of the activity on
November 8, 2021.
1. The Regional Director of the TESDA National Capital Region shall be the
overall-in-charge of the institutionalization within the NCR.
4. The Certification Office shall initiate the orientation for all concerned officers
and monitor the implementation.
