1. OBJECTIVE:
The purpose of the Fire Emergency Preparedness and Response or FEPR is to define the coordination
mechanisms of the response team and the relevant Government institutions for emergency preparedness
and response. Furthermore, its objective is

a. To assess current programs to develop, implement and maintain a plan to mitigate, prepare for,
respond to and recover from emergencies.
b. Have a municipal emergency response plan that specifies procedures for handling sudden unexpected
situations and to reduce the possible impact of the emergency by:
 Meeting legal and social responsibilities
 Preventing fatalities and injuries
 Reducing damage to buildings, stock, and equipment
 Accelerating the resumption of normal operations
c. Additionally, through the development of specific Emergency Action Plans, it ensures all personnel can:
 Identify and use on-site emergency equipment (fire alarms, extinguishers, etc.)
 React safely to specific emergencies (fire, hazardous material spills, etc.)
 Quickly evacuate buildings and move to designated assembly areas outside.

2. SCOPE:
The Fire Emergency Preparedness and Response, is designed to provide duties/responsibilities,
instructions and guidance throughout the Company, in the event of a fire or other occurrence of any
serious nature that would require persons to evacuate the site and consolidates information on the
architecture, tools and services of the ERP Team.

3. REFERENCE:
Health and Safety at Work Act 1974
The Factories Act (Cap. f1 LFN 2004) and Labor Act (Cap L1 LFN 2004)
ISO 45001:2018 clause 8.2 of the Occupational Health and Management System (OH&S).

4. RESPONSIBILITY:
4.1 Emergency Response Coordinator (ERC)
Coordinators (ERC) is Engineering Manager and the Deputy Coordinator (DERC) is health and Safety
Head.

Duties of the coordinator:


 Identifies various potential hazards and risks that may arise in the event of an emergency; develops
plans to mitigate or manage those risks.
 Plans, coordinates, and facilitates Safety and evacuation meetings and drills as required.
 Ensures that relevant policies and procedures are current and in compliance with applicable regulatory
requirements.
 Directs emergency efforts, collaborating with plant manager regarding partial or complete evacuations
and evacuating employees as needed or in the absence of plant manager.
 Reviews emergency preparedness plans with employees and supervisors; provides updates when
employee responsibilities or assigned actions change.

4.2 Deputy Emergency Response Coordinator (DERC)

 Reviews and analyses existing emergency preparedness and evacuation plans; makes
recommendations for modifications to improve safety, efficiency, and effectiveness the plans.
 Develops, distributes, and maintains Emergency communication protocols and documentation, which
may include emergency contact trees, emergency response hierarchy, and other records.
 Drafts emergency preparedness response for facility, ensuring OSHA requirements, national and local
fire protection codes, and industry requirements are addressed and implemented. When applicable,
submits plans to appropriate regulatory agencies in a timely manner.
 Monitors and assesses work environment for situations requiring activation of emergency procedures.
 Regularly inspects evacuation paths, ensuring exits and exit access are clear and free of obstructions.
 Oversees the operational and financial aspects of fire emergency preparedness and response
management.
 Calls the Lagos state fire service, when there is a fire emergency

4.3 Emergency Response Teams (ERT)


The Team members comprises of managers, heads of departments, supervisors, staffs, security and
categorized into ERT-Fire, ERT-Evacuation, ERT-Medical. They are the First lines of defense in any
Emergencies. All teams must be trained in the Use of various types of fire extinguishers, administering
first aid, Cardiopulmonary resuscitation (CPR) and Evacuation procedures.

Duties of the Emergency Response Team:


a. Communications/Public Information – Establish a line of communication with the media through
telephone, radio, messenger reception and it Includes both internal and external links.
Responsible Units – Plant manager, ERC or DERC
b. Evacuation – Relocate personnel/employee from dangerous scenes or areas throughout the company
and will rely on outside help in the course of an emergency.
Responsible Units – ERT members, Security Personnel’s, Emergency Responders.
c. Fire Suppression – Containment, control, and light suppression of fires while awaiting arrival of Lagos
state Fire Department personnel. Securement of utility systems.
Responsible Units – ERT in charge of fire,
d. Health Services – Coordinate medical and psychological personnel and resources to address the needs
of casualties and trauma victims.
Responsible Units – Trained medical practitioners, ERT in charge of medical, King Solomon Hospital
e. Law Enforcement, Security and Traffic – Enforcement of laws and special orders to protect public
safety, civil order, and Control access. Coordinate with outside law enforcement agencies.
Responsible Units – Police, Security personnel’s, ERT.
f. Search and Rescue – Identify and remove missing or entrapped persons. Provide critical life Safety
information for the search and rescue team.
Responsible Units – Police, Security, ERT in charge of evacuation, Lagos state Fire Department,
engineering personnel with vehicles and heavy equipment, ERT.

g. Supply and Maintain – Obtain, order, receive, store, distribute and maintain emergency response
equipment required by the Emergency Response Teams.
Responsible Units – HSSE Manager/Executive, ERT
h. Documentation of Recovery Operations – Coordinate preparation of damage assessment reports for
submittal to State and insurance for reimbursement of costs incurred during emergency.
Responsible Units – Plant Manager, ERC or DERC, Orange group risk Management Office.

5. MATERIAL AND EQUIPMENT


5.1 Communication and Suppression System
 Alarm, fire extinguishers, hydrant, smoke detectors, Public Address System.
5.2 Personal Protective Equipment (PPE)
 Safety boots, Fire resistant Jackets, hard hats/helmets, eye goggles, dust/gas mask, first aid kits

6. PROCEDURE:
6.1 Fire Emergency
If on discovers a Fire:
a. Alert all other employees within the workplace by shouting clearly “Fire! Fire!! Fire!!!’’
b. Do not attempt to fight the fire if you have not been trained on firefighting but assist to provide
information to ERT-fire when they arrive.
c. ERT suppresses the fire by using the correct fire extinguisher.

In the case of a Large fire


d. ERT activates the fire alarm by Pull/Push action and commence evacuation procedures.
 Activate the hydrant system and mobilize other ERTs with the nearest fire extinguisher to the scene.
 Get fire extinguisher from Orange group when necessary.
 ERT informs other members from other Departments including security, ERC, ERDC, Plant
Manager.
 ERC leads/co-ordinates the firefighting process.
e. Plant Manager/ERC/DERC calls Ilupeju fire station at 08032265576, 08150901973, 08150901974 or
Lagos Emergency Free Line at 767, 112
f. Non-ERTs/Employees will follow evacuation procedure.
g. ERTs will continue to fight the fire using all necessary PPE until help arrives from the Lagos state fire
service team.

h. Once the Lagos firefighting team arrives, the ERTs will give way for them to operate and will assist
when called upon.
i. After the fire has being put out, ERT ensures that all possible point of re-ignition of fire around the area

are secured.

6.2 Building Evacuation


The ERT-Evacuation directs, co-ordinates and oversee this process.
If you hear the fire alarm, do the following steps:
a. Safely stop your work.
 Shut down equipment that could become unstable or present a hazard.
 Gather your personal belongings with you at the time.
 ERTs will run a swoop of the area and ensure that this is done

b. Stay calm and leave the building through the nearest EXIT.
 ERTs will direct anyone to the closest possible escape route.
 Help those who need special assistance, such as disabled and injured persons.
 Close (do not lock) all doors you pass by so as to cut the spread of smoke and fire.
 Touch closed doors before opening. If the surface is hot, do not open — use another exit route.

c. Go to your designated assembly area.


 ERTs will co-ordinate the assembly of employees for easy identification of missing persons
 Stay in your designated assembly area for a head count/roll call.
 Report any missing individuals and last known locations to ERT.
 Move to orange group muster point once that of orange-kalbe is compromised.

d. Wait for instructions from ERT-evacuation.


 Remain outside at your designated assembly area.
 Do not re-enter the building until authorized to do so by an appropriate authority (police, fire
department, ERTs)

 In a situation where everybody needs to vacate the premises, wait to be released by emergency
personnel. Everyone must go to the Designated Assembly Area before leaving to report three things:
where you are going, how you are getting there, and when you are leaving

e. Whenever in doubt, please endeavor to learn about orange-kalbe Ltd emergency exit routes.
 Check the emergency evacuation plan (appendix 1) posted in your building.
 Find the muster point/assembly area for both orange-kalbe and orange group.
 Read the organization’s FEPR SOP or ask the HSE head for assistance.
 All information related to an emergency should be treated as extremely sensitive and held in strictest
confidence. "Heat of the moment" statements may be admissible as evidence in court trials involving
liability even though they may be hearsay. Therefore, it is in the best interest of all concerned to
decline responses to questions that seek an expression as to the cause of any incident. All
communication with regard to an incident or other emergency will come from senior management
only, and all inquiries should be referred for response.

CAUTION
1. Each new document should be clearly explained to all concerned employees and should be
implemented in accordance with the contents of the document, without any addition or
subtraction.
2. The document must be stored / placed at work area of the document user.
3. In the event of a document replacement, the document holder must immediately destroy the old
document.
4. Any consequences caused by not destroying the old document is the responsibility of the holder
of the document.
