STEP PROCEDURE

1 Check and confirm all of the PTW on Air Preheater had been Cancellation; Not any person still working or stay
there, if not, report to operator

2 Check and confirm all of the Pipe/Valve/Platform/Damper/Manhole/Thermal Insulation Layer etc. had been
installed and complete

3 Check and confirm all of the Equipment's Label and Flow Indicating complete

4 No sundries and any waste oil/material near Air Preheater or inside Air Preheater, if not, need to clean them
all with safety ways

5 Isolation Belt and Safety Fence had been removed

6 Anchor bolts of Motor and Air Preheater are not loose, coupler shield is complete

7 Air Preheater Lubrication Oil level at 1/2 position, oil temperature is 30-40℃, oil quality is normal

8 Check and Confirm all of the device status are correct, and not any leakage or alarm:

9 Item 1 Air Preheater Oil Station Local Control Box(10HLD00GH001) had been put in service

Item 2 Air Preheater Guide Bearing Lube Oil Station(?) had been put in service
Oil Pump()'s Power On
Oil Filter() put in service
10 Oil Cooler() put in service
Oil Cooler Inlet Water
Valve() open Oil Cooler
Outlet Water Valve() open
Item 3 Air Preheater Support Bearing Lube Oil Station(?) had been put in service
Oil Pump()'s Power On
Oil Filter() put in service

insulation is qualified

27 Item 19 If Air Preheater Motor(10HLD10-M001) had been stopped for 7 days, need to measure its insulation after
separation with Frequency Converter, and confirm its insulation value ≧4MΩ

28 Item 20 If Air Preheater Standby Motor() had been stopped for 7 days, need to measure its insulation after
separation with Frequency Converter, and confirm its insulation value ≧4MΩ

29 Auxiliary Steam to Air Preheater Soot Blower Main Pipe(10LBG42BR001) put in service, already warming up and
drain fully. Soot Blower Main Steam Inlet Vlalve() open.

30 Air Preheater IntLet Motorized Damper(10HNA71AA001) close, its Power On

31 Primary Air Fan Outlet Hot Primary Air Motorized Damper(10HFE10AA002) close, its Power On

32 Forced Drafe Fan Outlet Secondary Hot Air Motorized Damper(10HLA10AA002) close, its Power On

33 Primary Cold Air Interconnection Motorized Damper(10HFE30AA001) close

check and confirm Sytandby Motor's position still at Backup

3 On the #1Unit No.1 Air Preheater's Control Graphic, confirm the Interlock between Main & Standby Motor already
put in service

4 Click the "Start" Button on Graphic, put Air Preheater into operation by progaram, need to check and confirm
step by step:

5 Step 1 Air Preheater Support Bearing Lube Oil Station(?) running, and not any alarm

6 Step 2 Air Preheater Guide Bearing Lube Oil Station(?) running, and not any alarm

7 Step 3 Main Motor's Frequency Converter running, and not any alarm; Main Motor(10HLD10-M001) running

8 Step 4 StandBy Motor's Frequency Converter running, and not any alarm

9 Step 5 Primary Air Fan Outlet Hot Primary Air Motorized Damper(10HFE10AA002) open fully, and not any alarm

10 Step 6 Forced Drafe Fan Outlet Secondary Hot Air Motorized Damper(10HLA10AA002) open fully, and not any alarm

6 Click the "Stop" Button on Graphic, Air Preheater stop by progaram, need to check and confirm step by step:

7 Step 1 close Primary Cold Air Interconnection Motorized Damper(10HFE30AA001)

8 Step 2 close Secondary Cold Air Duct Interconnection Motorized Damper(10HLA30AA001)

1 Air Preheater Guide bearing: High lubricating oil temperature linkage oil pump test

2 C&I Engineer relieve the real signal of Guide Bearing LUB Oil Temperature; send a testing a signal to DCS and
let the temperature signal reach 55℃

3 Check and confirm the LUB oil pump A or B running

4 C&I Engineer let the testing temperature signal reach 45℃, confirm the LUB oil pump A or B stop

5 C&I Engineer recovery the real signal and confirm there is not any alarm in DCS

6 Air Preheater Support bearing: High lubricating oil temperature linkage oil pump test

7 C&I Engineer relieve the real signal of Support Bearing LUB Oil Temperature; send a testing a signal to DCS and
let the temperature signal reach 55℃

8 Check and confirm the LUB oil pump A or B running

9 C&I Engineer let the testing temperature signal reach 45℃, confirm the LUB oil pump A or B stop

10 C&I Engineer recovery the real signal and confirm there is not any alarm in DCS

11 Air Preheater Main and auxiliary motor interlock test

12 Start the Main Motor and confirm it is normal

13 Check and confirm the Auxiliary Motor is interlocked in DCS

14 Stop the Main Motor and confirm the Auxiliary Motor can running automatically
15 Check and confirm the Main Motor is interlocked in DCS

16 Stop the Auxiliary Motor and confirm the Motor Motor can running automatically

STEP PROCEDURE

1 Fire in Air preheater

2 Phenomenon

3 Negative pressure of fuel duct and furnace is drastic changing

4 Flue gas temperature and hot air temperature suddenly increased

5 Fire alarm indication in DCS

6 Black smoke come from boiler stacks

7 Reason

8 Boiler keep at low load for a long time and need the Micro-Oil Ignition System keep running

9 Boiler restrat up again

10 Air preheater had not been sootblowing for a long time. And so many Combustible Material keep inside the Air
preheater

11 Boiler combustion instability, coal quality change, and combustion adjustment is not reasonable

12 Oil Burner: atomization quality bad, serious oil leakage, spray nozzle fall off

13 After Boiler outfire and still supply fuel. It is not enough air for the combustible

14 Handle:
15 Start up the Air Preheater and Fuel Duct Sootblowing System continuously

16 Confirm any Fire inside the Air Preheater on site immediately

17 The Unit Load decreased to 80MW quickly. Stop the same side (FDFan/PAFan/IDFan)Fan, close all of the Air
Preheater Inlet and Outlet Damper, keep it is running

18 If the Outlet temperature reach 250℃, it should emergency shutdown boiler

19 Start up the Air Preheater Fire-fighting System, and open the Air Preheater drain valve

20 After confirm the fire is extinguished, and then stop the Air Preheater Fire-fighting System

21 If the Air Preheater Turning Gear cannot be start up, need to be run by manpower

If need to restart, it should be:


Open the Air Preheater Inlet and Outlet Damper
22 Confirm the outlet temperature should not be rise again
Restart the Fule Gas and Air System, keep 5-10 minutes, cnfirm
the fuel duct normal
Restart the Pulverized Coal System

4 According to PT-MB/2/IOI/B/05/02/8, need to isolate U1 Induced Drafe Fan A

5 Under the 380_220V Unit PC Section 1A, On the Switchboard "+10.B.F.A09", check and confirm Air Preheater A

2 Check and confirm all of the Pipe/Valve/Platform/Damper/Manhole/Thermal Insulation Layer etc. had been
installed and complete

3 Check and confirm all of the Equipment's Label and Flow Indicating complete

4 No sundries and any waste oil/material near Air Preheater or inside Air Preheater, if not, need to clean them
all with safety ways

5 Air Preheater's Manhole and Air Duct's Manhole are complete, they had been closed and no leakage

6 Isolation Belt and Safety Fence had been removed.
