Executive Order Abolition and Creation
PROVINCE OF BOHOL

WHEREAS, it is the policy of the government to adopt institutional reforms and effect
functional, operational and organizational adjustments in the bureaucracy to continuously improve the
quality and efficiency of public service delivery and transform it into an efficient and results-oriented
structure;
WHEREAS, the existing organizational structure of the Provincial Government dates back to the
pre-Local Government Code of 1991 (RA 7160) and that some of its personnel lack certain competencies
necessary for the sustainable implementation of our development agenda. There is, therefore, a need to
redesign the organization so that it can meet the new challenges and the needs of its clients and
constituents, and in order to address the pressing demands of the province;
WHEREAS, pursuant to Section 465(b)(1)(iv) of the Local Government Code of 1991, the
Governor may “initiate and propose legislative measures to the Sangguniang Panlalawigan and as often as
may be deemed necessary, provide such information and data needed or requested by said sanggunian in
the performance of its legislative functions” and in relation thereto, Section 463(c)(2) and (3) of the same
code provides that the Sangguniang Panlalawigan may create such other offices as may be necessary to
carry out the purposes of the provincial government; or consolidate the functions of any office with those
of another in the interest of efficiency and economy;
WHEREAS, there is a need to create a committee to evaluate the organizational structure of the
Provincial Government to meet the demands of its clients and stakeholders.

Section 3. Functions of the Committee. - The Evaluation Committee shall exercise the
following duties and functions:
a. Review and evaluate the organizational structure of every office of the Provincial
Government by conducting strategic assessment and review of the operations and
organization of all component departments of the PGBh by identifying the gaps in
implementation and recommend solutions therefor and in this connection shall:
ii. Review the overall structure of the office where a position is sought to be
created and/or abolished;
iii. Evaluate and prepare budget proposal necessary for the intended creation and/or
abolition of positions
c. Perform such other functions as may be required by the Governor in connection with the
abovementioned tasks;
d. Attend a short-term Training under the auspices of the PAHRDF to equip them with
knowledge and skills to implement the re-engineering plan.
