2021 PGOM Annual Performance Assessment Report


With the aim of embracing the “new normal”, the country has slowly risen and the national government and
local government units continued providing services to the people. This has been coupled with the efforts
to incessantly battle against and recover from the prevailing impacts of the COVID-19 pandemic. The
necessity to once again boost the economy while combatting the virus influenced the formulation and
implementation of plans and programs.

The Provincial Government of Oriental Mindoro (PGOM) has likewise taken the necessary actions to
prepare for the shift to the new normal especially in its policies and services. The preparation has started
since 2020 when the targets and success indicators of each office and division were duly adjusted taking
into consideration all the measures and interventions in response to the pandemic.

For the year 2021, the programs and targets postponed or halted by the restrictions brought about by the
pandemic have been included in the commitments of the different offices and where implemented and/or
conducted in order to restore development in the different sectors.

Comments and recommendations for the revisions in the respective Strategic Performance Management
System Manual have been submitted by the Provincial Planning and Development Office, the Provincial
Human Resource Management Office, and the Internal Audit Services Division for approval of the
Performance Management Team (PMT). Rating Scales for Quality as to the number and percentage of
errors, number of invalidations, and the percentage of client satisfaction have likewise been unanimously
approved by the PMT on 18 January 2021, and shall be effective and applicable to the January – June
2022 rating period.

Additional amendments to the revised SPMS Manual were made, to wit:

 Adjustment of the submission of the Quarterly Physical Report of Operations to PPDO and PAdmO
on the 10th of January, April, and October;
 Submission dates of the Quarterly Physical Report of the Provincial Budget Office, Office of the
Provincial Accountant, and the Provincial Treasure’s Office for the last quarter of the previous year
have been adjusted to the 14th day of February of every year in consideration of the closing of
books; and
 Provision of Learning Development (L&D) interventions shall be targeted by the Division Chief,
instead of by the individual employees.

In its mandate to lead in the translation of the policy directions of the Chief Executive into measurable
organizational targets, the Provincial Administrator’s Office - Organizational Development and Performance
Management Division of the (PA-ODPMD), with the Performance Management Team (PMT) sub-
committee of the Provincial Human Resource Management Office (PHRMO), have once again
spearheaded the SPMS implementation with regards the assessment and validation of accomplishments of
offices.

Relative to this, the PA-ODPMD and the PHRMO jointly conducted the accomplishments validation of all
Office/Division/Individual Performance Commitment and Review (OPCRs/DPCRs/IPCRs) of the different
PGOM offices and G.O. divisions for the rating periods: January to June 2021 and July to December 2021
per attached schedule (Annex A). These series of activities were attended by almost all Department
Heads, Division Heads, Administrative Officers and technical personnel of each office/division. Overall
office ratings for 2021 (Annex B) and photo documentation (Annex C) of the validation activities are
likewise attached.

Procedures during the 2021 SPMS Validation

As the regular validation of office ratings has already been conducted in the past rating periods, it was
expected that the appropriate documentary evidence of the office activities/accomplishments will be
presented accordingly to support their office accomplishments.

To better facilitate the validation activities and in consideration of the new normal, the following procedures
were adopted:

 strict implementation of minimum health protocol for the duration of the validation, such as, but not
limited to wearing of face mask and face shield, physical distancing and frequent hand sanitation;
 designation of two teams of validators for the morning and afternoon validation sessions along with
the assigned lead validators and members of the PMT;
 only the head of office, division chiefs, head of the administrative unit and one (1) technical
personnel were allowed during the validation while individual employee was called as need arises
or upon the discretion of the validators; and
 all evidence requirements were brought to the venue at the start of the validation.
Ratings in the O/DPCRs reflect only the averages per MFO of the office/division as details of each activity
are reflected in the DPCRs. The following guidelines for computation were once again adopted:

Computation of General Administration and Support Services (GASS):

GASS shall be the average of all GASS from all divisions. There shall be no separate ratings for quantity,
quality and timeliness.

Computation of Major Final Outputs (MFOs) from Operations:

Each MFO from Operations shall be the average of the Operations MFO per division.

The combined average of GASS and MFOs from Operations shall compose the 90 per cent of the total
office rating.

Computation for Support Functions:

The average of the combined averages of Enhanced Competency/Skills of Personnel and Related and
Other Services shall compose the 10 per cent of the overall rating.

Comments and Recommendations:

The following are the general comments and recommendations made during the validation activities:

 Ratings for the OPCR shall be the validated Division ratings;


 office targets should have been adjusted, taking into consideration the actual accomplishments
of offices that were inadvertently affected due to the COVID-19 pandemic and the various
mass gathering restrictions implemented in the province;
 format for the Actual Accomplishments should be in “apple to apple” comparison with the
Targets;
 delineation/cascading of tasks according to position must always be ensured;
 specific tasks should be reflected as individual targets (IPCs) and shall not be included in the
O/DPCs;
 targets/specific tasks/ functions of every personnel should be proportionate, equitable for every
staff;
 targets must always be measurable, whether in its quantity, quality or timeliness;
 the targets and the accomplishments in the DPC should be consistent with the targets reflected
in the LBAC reports;
 negative feedbacks should be addressed and documented accordingly;
 non-implementation or delayed accomplishments of target must be justified/explained by
accountable personnel; and
 accomplishments should always be properly documented and proofs/evidence should be filed,
maintained and updated regularly, whether on a daily, weekly or monthly basis for easier and
faster retrieval during validation activities.

Rating period of January to June 2021:

For the rating period of January to June 2021, two (2) GO divisions and one (1) office rated Satisfactory.
These are the GO - Provincial Detention Management Division (3.59), the GO - Public Information Serviced
Division (3.65), and the Provincial Tourism, Investment, and Enterprise Development Office (3.69).

Overall rating of the PTIEDO was heavily affected by the ratings of its divisions wherein the Enterprise
Development Division headed by Mr. Romeo Paner and Ms. Djonna Gay I. Albufera garnered 3.72
(Satisfactory) and 3.86 (Satisfactory), and the Investment Division headed by Ms. Michelle G. Catly rated
2.71 (Unsatisfactory). Among the reasons cited for the underaccomplishment of PTIEDO for this specific
rating period are the instances where employees where tested positive of COVID-19 and were required to
undergo mandatory quarantine, the lack of personnel/manpower complement to undertake the targets and
the lack of appropriate evidence to support the accomplishments presented in their respective DPCRs.
Further, their SPMS documents were submitted a month late than the deadline setforth by the Provincial
Administrator in Memorandum No. 37, Series of 2021. Relative to this, a resolution from the PMT
recommending the imposition of sanction to the permanent personnel of PTIEDO has been submitted to
the Provincial Governor for approval.

The PISD, on the other hand, lacked in the presentation of proper evidence requirements of their
accomplishments resulting to failure to support the figures and ratings reflected in their DPCR.

Another concern was the performance and accomplishments vis-à-vis the probationary appointment of Mr.
Buenaventura P. Carvajal, Provincial Warden. The validated ratings of Mr. Carvajal were 2.88 for the
period of 17 May 2021 – 16 August 2021, and 2.43 for the period of 17 August 2021 – 16 November 2021,
both with Unsatisfactory adjectival ratings. Per validation results, the major contributing factor affecting the
ratings was the lack of evidence requirements supporting the ratings of the DPC of Mr. Carvajal.

As a result, and in compliance with the provisions of the 2017 Omnibus Rules on Appointments and Other
Human Resources Actions (ORAOHRA), as Amended, the probationary period of Mr. Carvajal has been
extended, for another three months.

It must also be noted that high numerical ratings, coupled with efficient documentation of the
accomplishments and activities, were demonstrated by the PHRMO - Human Resource Planning,
Placement and Performance Management Division (4.53), PSWDO - Family and Community Welfare
Services Division (4.51), SP - Legislative Services Division (4.45), PGSO - Civil Security Division (4.45),
PAdmO - Organizational Development and Performance Management Division (4.44), PTO - Cash
Disbursement Division (4.44), and PAgO - Technical Services Division (4.44).

Rating period of July to December 2021:

Based on the validated performance ratings of the office and divisions, there is a significant improvement in
the ratings of the offices/division as well as in the presentation of evidence requirements to support the
ratings in the DPCRs.

Remarkably high ratings were recorded by the OPA - Accounting Division (4.79), SP - Legislative Services
Division (4.75), PAgO - Agro Technology Resource Management Division (4.73), PAgO - Fisheries and
CRM Division (4.67), PAsO - Appraisal Assessment and Examination Division (4.66), PAgO - Technical
Support Services Division (4.73), ENRO - Environmental Management Division (4.63) , and Training,
Education and Development Division (4.60).

However, PDMCD rated 3.59 and the PISD rated 3.83, both Satisfactory in adjectival rating. Low ratings
obtained by the two (2) GO divisions are still attributable to the lack of evidence requirements necessary to
support their DPC ratings.

All the comments and recommendations consolidated from this year’s validation activities shall serve as the
basis in improving the succeeding SPMS targets. This shall prove most beneficial not only to the
employees but most especially to the constituents in need of the services of the Provincial Government.
