2020 PGOM Annual Performance Assessment Report


During the latter part of 2019 and the entire year of 2020, COVID-19 pandemic has ravaged entire
countries with its innumerable challenges and damages to governments both here and abroad. It has put
into ultimate test the capacity and resilience of these government institutions in addressing multiple crises
in almost all levels of societies worldwide, not sparing countries like the Philippines, the Province of Oriental
Mindoro included.

Working proactively with all of its available resources and mechanisms, the Provincial Government of
Oriental Mindoro responded to these most difficult times. Supported by all of its departments, divisions,
manned by its department heads, program implementers and its personnel, the PGOM endeavored to
tackle all COVID-related concerns simultaneous with all other equally important concerns and issues within
the province and among its people amidst this pandemic.

Taken into consideration all the necessary measures and interventions put in place in response to the
global health crisis, targets and success indicators of each office and division for 2020 were duly adjusted
as bases for the assessment and validation of actual accomplishments of offices for the whole year.

As such, per Memorandum No. 27, Series of 2020 issued by the Provincial Governor and based on the
approved Resolution No. 1 of the Performance Management Team (PMT), the new Strategic Performance
Management System (SPMS) measures for performance targeting and assessment for calendar year 2020
were adopted, which specifies the following:

 accomplishments of the departments, divisions and individuals for the year 2020 shall be rated on
an annual basis, January to December; and
 the targets, specifically for the 2nd semester, shall be adjusted taking into consideration the “new
normal” and based on the Oriental Mindoro Recovery Plan and Supplemental Investment Program.

Accordingly, in its mandate to lead in the translation of the policy directions of the Chief Executive into
measurable organizational targets, the Organizational Development and Performance Management
Division of the Provincial Administrator’s Office (PA-ODPMD), with the Performance Management Team
(PMT) sub-committee of the Provincial Human Resource Management Office (PHRMO), moved on with the
implementation of the SPMS.

The PA-ODPMD and the PHRMO jointly conducted the accomplishments validation of all
Office/Division/Individual Performance Commitment and Review (OPCRs/DPCRs/IPCRs) of the different
PGOM offices and G.O. divisions for the rating period: January – December 2020 per attached schedule
(Annex A). These series of activities were attended by almost all Department Heads, Division Heads,
Administrative Officers and technical personnel of each office/division, except PGDH-PTIEDO. Overall
office ratings for 2020 (Annex B) and photo documentation (Annex C) of the validation activities are
likewise attached.

Procedures during the 2020 SPMS Validation

Initially, the Provincial Administrator’s Office and the PHRMO each underwent the first validation sessions
to test the process and uncover, resolve and/or prepare strategies for any possible issues and concerns
that might likely arise from succeeding validation activities. It was ascertained that only through proper
documentation of all activities/accomplishments that an acceptable and reliable office/division rating might
be achieved.

To better facilitate the validation activities, the following procedures were adopted:

 strict implementation of minimum health protocol for the duration of the validation, such as, but not
limited to wearing of face mask and face shield, physical distancing and frequent hand sanitation;
 designation of two teams of validators for the morning and afternoon validation sessions along with
the assigned lead validators and members of the PMT;
 only the head of office, division chiefs, head of the administrative unit and one (1) technical
personnel were allowed during the validation while individual employee was called as need arises
or upon the discretion of the validators;
 list of needed evidence requirements of offices was issued by the validators one day prior to their
scheduled validation; and
 all evidence requirements were brought to the venue at the start of the validation and no evidence
requirements were allowed to be brought in upon the start of the validation

As the 2020 targets were based from the approved 2020 AIP, ratings in the O/DPCRs reflect only the
averages per MFO of the office/division as details of each activity are reflected in the DPCRs. The following
guidelines for computation were adopted:

Computation of General Administration and Support Services (GASS):

GASS shall be the average of all GASS from all divisions. There shall be no separate ratings for quantity,
quality and timeliness.

Computation of Major Final Outputs (MFOs) from Operations:

Each MFO from Operations shall be the average of the Operations MFO per division.

The combined average of GASS and MFOs from Operations shall compose the 90 per cent of the total
office rating.

Computation for Support Functions:

The average of the combined averages of Enhanced Competency/Skills of Personnel and Related and
Other Services shall compose the 10 per cent of the overall rating.

Comments and Recommendations:

The following are the general comments and recommendations made during the validation activities:

 office targets for the latter part of 2020, specifically from October to December 2020, should
have been adjusted, taking into consideration the actual accomplishments of offices that were
inadvertently affected due to the COVID-19 pandemic;
 delineation/cascading of tasks according to position must always be ensured;
 specific tasks should be reflected as individual targets (IPCs) and shall not be included in the
O/DPCs;
 targets/specific tasks/ functions of every personnel should be proportionate, equitable for every
staff;

 targets must always be measurable, whether in its quantity, quality or timeliness;


 accomplishments should always be properly documented and proofs/evidences should be
filed, maintained and updated regularly, whether on a daily, weekly or monthly basis for easier
and faster retrieval during validation activities.

Notably, among all PGOM offices and G.O. divisions, only the Provincial General Services Office (PGSO)
rated Satisfactory (3.80) as its overall rating was affected by the rating of one of its operations (MFO 2
Records and Archives Management Services, 3.11). Among the reasons put forth behind PGSO’s under
accomplishment was the designation of its personnel to man the COVID desk for returning overseas
Filipinos (ROFs) during the previous months. Apparently, division targets were not met as concerned
personnel were on duty outside the office most at the time during the pandemic.

It must also be noted that remarkable improvement, particularly in the documentation of the
accomplishments and activities of their respective divisions were demonstrated by the Administrative Unit
Head of the Environment and Natural Resources Office (ENRO), the Division Chief of the Appraisal and
Assessment Services Division of the Provincial Assessor’s Office and the Supervising Tourism Operations
Officer of the Tourism Development and Promotions Division of the Provincial Tourism, Investment and
Enterprise Development Office (PTIEDO).
