NATIONAL ASSEMBLY

INVITATION FOR EXPRESSION (PRE-QUALIFICATION)

1. The National Assembly Management wishes to notify the General Public of its intention to Pre-
qualify competent and reputable companies for the under-listed LOT for contracts being
contemplated under 2022 Fiscal Year/Budget.

2. Scope (LOTS)
(i) ICT (Lot 1)
(ii) Supply of Utility Vehicles and Accessories (Lot 2)
(iii) Supply of Office Equipment (Lot 3)
(iv) Furnishing of offices/Residence (Lot 4)
(v) Rehabilitation of Offices/Residences (Lot 5)
(vi) Supply of Security Equipment (Lot 6)
(vii) Supply of Drugs/Medical Consumables/Medical Equipment (Lot 7)
(viii) Supply of Information and Printing Equipment/Printing of official Document (Lot 8)\
(ix) Provision of Consultancy/Training Services (Lot 9 )
(x) Procurement of Law & Legislative Books & other Library Books (Lot 10)
(xi) Building/Civil Engineering, Mechanical & Electrical works/Fittings (Lot 11)
(xii) Cleaning and Maintenance Services (LOT 12), and.
(xiii) Supply of office Consumables (Lot 13)

3. Pre-qualification Requirements
Prospective Bidders are required to submit the following documents along with the completed
Tender Document(s)
(i) Evidence of Registration with CAC, including Forms CAC 2 & 7;
(ii) Evidence of Tax Clearance certificate for the past 3 years (2019, 2020 & 2021);
(iii) Evidence of VAT Registration and Remittance;
(iv) Evidence of Audited Account for the last 3years (2019,2020 & 2021) signed & stamped by a
registered Auditor
(v) Evidence of Financial Capability to execute the contract by submission of Reference Letter from a
reputable Financial Institution in Nigeria, indicating willingness to provide credit facility for the
execution of the contract needed (ORIGINAL COPY);
(vi) Evidence of Execution of at least 3 Recent Similar Projects in the Last 3Years;
(vii) Evidence of PENCOM Registration and Remittance;
(viii) Evidence of Registration with NSITF;
(ix) Evidence of Relevant/professional certification (where applicable);
(x) Evidence of Registration with Bureau of Public Procurement (BPP);
(xi) Evidence of Registration with Financial Reporting Council;
(xii) Underwriters and Brokers shall include Valid NAICOM License, Valid Reinsurance/Treaty
Cover. Membership of Nigerian Corporation of Insurance Brokers and Valid Professional Indemnity;
and.
(xiii) Sworn Affidavit in line with the provisions of part IV, section 16, subsection 6(e-f) of the Public
Procurement Act, 2007 and also to confirm authenticity of documents submitted and listed above
(ORIGINAL COPY).

4. Tender Instructions
(i) All Pre-qualification Document submitted shall be assessed in full compliance with the pre-
qualification requirements (especially the highlighted requirements) which shall form the basis of
Eligibility of Contractors.

5. Submission of Bids
(i) The Pre-qualification documents must be paginated, initialed and have table of content page as
the cover page, enclosed in a 15×9.5 envelopes and marked appropriately at the left-hand corner
“Pre- qualification” and “LOT Number” (properly sealed) and addressed to The Director, Tenders
Board Secretariat, National Assembly, Three Arms Zone, Abuja.
(ii) Accompanied with a soft copy of all documents submitted on a flash disc.
(iii) To be registered and dropped in the appropriate Tender Box in the office of the Director Tenders
Board Secretariat not later than 1pm on Wednesday, 20 April, 2022.

KINDLY NOTE
(i) All submissions would be verified from relevant agencies like the FIRS, CAC etc;
(ii) National Assembly reserve the right to reject any pre-qualification document;
(iii) This invitation should not be construed to be as a commitment on the part of the National
Assembly to enter into any form of contract with any company, enter into any communication with
any company not found suitable nor shall it entitle any company to make any claim whatsoever from
the National Assembly;
(iv) All costs incurred as result of this Tender Invitation and any subsequent requests for information
shall be borne by the bidding companies;
(v) The Pre-Qualification Bid should be very clear about the bidders’ areas of competence and
interest.
(vi) All documents shall be submitted in person and not through post
(ix) Only successfully pre-qualified companies (based on approved benchmark/threshold) would be
contacted at a later date (as the need arises) for collection of Financial Bids and Request for
Proposals respectively.
(x) Failure to comply with the Instructions and provide any required document(s) may automatically
result in disqualification.
(xi) Submission of false document is an offence and would lead to disqualification and prosecution;
and
(xii) The National Assembly also reserves the right to annul the process at anytime without incurring
any liabilities and assigning reason thereof.
