I. INTRODUCTION

Barangay or also known as barrio, is the smallest administrative division in the

Philippines and is the native Filipino term for a village, district or ward. In metropolitan areas,

the term often refers to an inner-city neighborhood, a suburb or a suburban neighborhood

(Oxford., 2015). According to Republic Act 7160, barangay should be equipped with at least the

following facilities: barangay hall, health center, daycare center, library/reading area and

multipurpose hall. These facilities will help the leaders governing the barangay to function well

as a unit of the government. Establishing these facilities could help in meeting the needs of

everyone belonged in the barangay. These facilities could also be conducive for the growth

barangay and its people.

Brgy. 162 is one of the barangay belonged in the municipality of Caloocan. The barangay

is only equipped of three out of five facilities from the republic act which was stated. It currently

has its own barangay hall, health center and daycare center. The community currently does not

have its own multipurpose hall and library. Whenever the barangay leaders decided to conduct

event for its people, the barangay rents the court of the Sta. Quiteria Village or the court at St.

Francis of Assisi church. According to the barangay captain, the barangay is already planning to

add these additional two facilities and change the location of the current facilities and place it all

in one area. The target location is the lot near the St. Francis Assisi church and Sta. Quiteria

Village. As the population of the community around it is continuously growing, the barangay

aims to improve and add facilities for its people.

With the stated conditions, this paper will propose a plan which would make sure that it

satisfies the required facilities for barangays.

II. OBJECTIVES

In this paper, the following objectives are ought to satisfy at the end of the paper:

1. To add two facilities which is mainly the multipurpose hall and library/reading area

for public purpose of use of the leaders and people belonged within the barangay.

2. To propose a layout of each facilities in one area in accordance of the target place of

the barangay.

3. To propose a floor layout for each facility for the barangay that is stated in the

Republic Act 7160.

4. To satisfy the needs of the users based on their profile and activity through the new

layout.

III. ANALYSIS AND INTERPRETATION

In this section of the paper, the needs requirements which includes the user profile and

user activities are analyze and interpreted as this will be one of the bases of the proposed floor

plan of each facility. A short rationale is presented at the end of the section.

a. User Profile

Each table shows the user profile for the existing facilities which is the barangay hall,

health care center and the day care center. The barangay captain is also interviewed for the

expected user profile for the additional facilities.

c. Rationale

It could be seen for the tables presented the user profile and activities for each facility.

These will be used in determining the ideal room requirements for each area of each facilities to

attain the objective of the paper.

IV. DESIGN SOLUTION

a. The Site

i. Location

Caloocan is divided into two non-contiguous areas. Southern Caloocan

lies directly north of the Manila and is bounded by Malabon and Valenzuela to

the north and west, Navotas to the west, and Quezon City to the east. Northern

Caloocan is the northernmost territory of Metro Manila which most residents

call Novaliches, Caloocan; it lies east of Valenzuela, north of Quezon City, and

south of San Jose del Monte, Meycauayan and Marilao in the province of

Bulacan. Caloocan's northern part is much larger than its southern half.

Caloocan is divided into 188 barangays. The city uses a hybrid system

for its barangays. All barangays have their corresponding numbers but only a

few — mostly in the northern part — have corresponding names. However,

names of barrios and districts do not necessarily coincide with barangay

perimeters. Barangays in southern Caloocan are smaller compared to their

northern counterparts.

Among the cities in Metro Manila, only Manila, Pasay and Caloocan

implement the so-called "Zone Systems". A zone is a group of barangays in a

district. Although a zone is considered a subdivision in the local government

units, the people do not elect a leader for the zone in a popular election similar

to the normal barangay or local elections. The zoning system is merely for

statistical purposes. Caloocan has 16 zones. The biggest zone in Caloocan is

Zone 15 in District 1 (North Caloocan) directly west of the second biggest zone

in Caloocan which is Zone 16.

Brgy. 162 is in south of Caloocan which is belonged in zone 14 and has

an area name of Sta. Quiteria. The barangay is equipped facilities which is

mainly the barangay hall, daycare center and health care center. The landmarks

in the barangay includes the St. Francis supermarket, St. Francis of Assisi

Church and also the Sta. Quiteria elementary school as shown in figure 1.

Figure 2 shows the site map of the current facilities in Brgy. 162.

iii. Site Utilities.

Brgy. 162 is equipped with the basic requirements of any barangay

community. Both electricity and water supply of the barangay is dependent on

utility companies. For the electricity, the barangay is powered by Meralco. For the

water, the barangay is supplied by Maynilad. The barangay is also equipped with

light post which is turned on every night.

For communication, signals for network SMART and GLOBE are strong

enough for calls and text messages. However, if the network is used for internet

through the use of data, then SMART telecom has the upper hand than GLOBE.

Brgy. 162 is situated just along Tullahan Road. Several forms of

transportations are accessible in the barangay to serve needs of an individual.

There are jeepneys, taxis and tricycles that have made this place a part of their

daily route.

iv. Site Development Plan

Figure 3 shows the site development of the current facilities in Brgy. 162.

It could be seen that the three facilities are place in one congested area. Figure 4

shows the image of the outside of the current facilities where the barangay hall is

in the 2nd floor of the infrastructure while the day-care center and health care is in

the 1st floor of the property.

v. Personal Reconnaissance

Streets in the barangay are usually quiet and empty at night since there is a

curfew at 10:00 pm in the evening where barangay officers or also called as

“tanod” roam the village every night. During celebrations of birthdays or any

special occasion the used of videoke and loud music should be lowered when

10:00 pm comes in the evening as a rule by the barangay. The barangay still has

a vibrant environment, the people living in the community can still have an

environment that’s conducive for the growth and development of each people

Table 11 shows the SWOT analysis for the site of the Brgy. 162 residence.

ii. Site Justification

Through SWOT analysis, it could be seen what the ups and downs of the

site are. Different transportation modes are available like taxis, jeepneys and

even tricycles. Establishing business is also preferable for the people in the

barangay. Fire is considered as threats because of the placement of each

property. Another threat that is considered is the Big One or the massive

earthquake that could be experience anytime in the future. Even though that

the site of is not located in the fault line, the effect of the earthquake could

still be experience in the site.

c. Interrelationship Analysis

i. Facilities’ Requirements

Table 12 presents the room requirements which states necessary

requirements for each facility in Brgy 162. Only one desk and chair for

councilor’s desk as there will only be one councilor assigned per day which

was randomly assigned every week.

iv. Preliminary Solution

With the data shown in the room requirements, matrix and bubble diagram,

placement of each area in each facility were easily done and translated into the

preliminary floor plan of the project. Each figure shows the preliminary solution

for each facility.

Figure 21 shows the site development plan for the facilities. It could be

seen that all of the facilities are placed in one area. This will be called as

“Barangay Complex” of Brgy. 162.

V. TRANSLATION

In this final section of the paper presents the floor plan and the site development of

the project based on the data presented on the previous sections. The conclusion is also

presented in the last part of this section.

Figure 27 shows the site map of the barangay complex of Brgy. 162.

c. Site Development

Figure 28 shows the site development plan of the facilities in the barangay

complex of Brgy. 162. The lot is a government owned lot and, currently terminal of

jeepneys. The terminal of jeepneys will be moved to another lot once the project

starts.

d. Conclusion

In this work, it is found out that there are many factors that is needed to be

consider in achieving the optimal and appropriate design in planning a medium-scale

project which in this case is the facilities of Brgy. 162. User profile and user activities

were one of the factors that is considered in the planning. Each area in the facilities

must fits the activities and needs of each user. Determining each room/area

requirements and constructing a matrix and bubble diagram were also used in planning

in making the floorplan of each facility. Through considering all this factor, the

researcher was able to plan and then design a floorplan that fits the everyday activities

and needs of the user which is conducive for the growth of the barangay and its

people.
