IMPLEMENTING RULES AND REGULATIONS

Under the provisions of the advocacy campaign entitled Alagang Nurse, this states that Filipino
Registered Nurses with the necessary documents, skills, and education shall be free to
participate in this campaign, which focuses on providing health services and health education to
the community through volunteering efforts.

Guiding Principles
 The Alagang Nurse advocacy and campaign is deeply rooted in the preservation of life,
respect for human rights, and promotion of healthy environment within a community as
the responsibilities of registered nurses.
 Necessary health measures that are within the jurisdiction and scope of registered
nurses are done for the benefit of the community while establishing connections and
associations through local, national, and international efforts.

Committees and Organization


 In order to provide quality service and care to the community, the Alagang Nurse
campaign must be spearheaded by a board of elected proficient nurses. This is done as
well to maintain organization, orderliness, professionalism, and system within the
advocacy and campaign.
 A coordinating committee will be formed before organizing and executing any kinds of
Alagang Nurse affiliated activities to ensure that all standards, government laws, and
protocols are met. Proper coordination must be done with the following
organizations/departments/persons: City Mayor, Health Services Officer, Members of
the Association of Barangay Councils – Committee on Health and Sanitation, DOH
Representative, and other necessary personnel.
 The committee will be responsible in sending and processing the letters of intent to
conduct medical missions and health education seminars to the government agencies,
departments, and personnel. The committee will also thoroughly check and evaluate the
capacity of the members of the campaign, the medical services which will be performed,
and the signed consent of the volunteer nurses.
 All records and documents must be compiled and properly documented before, during,
and after executing the medical mission and health education teaching of the Alagang
Nurse campaign.
 The committee and all volunteer members of the Alagang Nurse campaign will be
responsible for all of the damages, harm, or unnecessary occurrences that may take
place given that it would be proven true.

Objectives of the IRR


 To ensure organization and regulation of the Alagang Nurse campaign.
 To safeguard the safety and well-being of the volunteer nurses and most importantly
those of the clients and patients.
 To establish a law-bounded rules and regulations that could protect the rights of all
persons involved in the campaign and its affiliated activities.
 To ensure that accurate, timely, and scientifically-based health information and
interventions are provided to the clients and patients.
 To ensure that all legal and necessary protocols are followed by the members and
volunteers of the Alagang Nurse campaign.
Untoward Incidents (Accidents, Problems, Negligence, etc.)
 Any kinds of untoward incidents shall be reported immediately to the members of the
committee of the Alagang Nurse campaign and to any personnel who has the authority
under the government organizations and bodies.
 The entire members, volunteers, and committee of the Alagang Nurse campaign will be
responsible for any harm or damage done, as long as enough proof and evidence will be
provided.
 The legal counsel of the Alagang Nurse campaign would be responsible in handling all
possible cases and complaints that the volunteers and committee might face.

Infectious Diseases
 In a case wherein the members and volunteers of the Alagang Nurse campaign would
come into contact of a confirm infectious disease cases, it shall be reported immediately
to the necessary personnel such as the Department of Health, LGU, and the City
Epidemiology Surveillance Unit.
 All of those who came into contact with the infectious disease case shall be kept in
quarantine according to the recommended number of days along with the necessary
measures and interventions.

Misconducts
 In case of situations wherein a volunteer would be proven to have done inappropriate
actions and/or used inappropriate language to any persons (fellow members, clients,
etc.), they shall be reprimanded and must face necessary consequences depending on
the recommendation of the legal counsel and according to the severity of the case.
 Any member of the campaign who would be proven to conduct misbehaviors and
delinquencies that are against the regulations, Code of Ethics, and the law shall be
prohibited to perform any procedures immediately and shall no longer be acknowledged
as a part of the campaign.
