Welcome to the Health 7 Alternative Delivery Mode (ADM) Module 4


Agencies Responsible for Non-Communicable Diseases!

Non-Communicable Diseases (NCDs) are growing issues in the Philippines


because it badly affects health and development. NCDs and other health risk factors
have been getting much needed attention not just from the government, but from
non-government organizations, international development partners, and the private
sectors as well.

This module was designed to help you identify agencies responsible for the
prevention and control of NCDs. These government agencies and institutions
demonstrate their support to the cause by developing and implementing their own
policies and programs in support of the national goal of preventing and controlling
NCDs.

What I Need to Know

Having recognized non-communicable diseases (NCDs) as an emerging


threat, the government required all sectors, including health, finance, transport,
education, agriculture, planning and others, to collaborate to reduce the risks
associated with NCDs, and promote interventions to prevent and control them.

Department of Health, Department of Education and Department of Interior


and Local Government led in the prevention and control of NCDs. These government
agencies and other sectors initiated several programs, campaigns, policies, and to
control this threat. As such, these programs, campaigns, and policies of the
government have achieved significant milestone in addressing the common risk
factors leading to NCDs.

After reading this module, you are expected to identify agencies responsible
for non-communicable disease prevention and control (H7DD-IVg-h-30); and
promote programs and policies to prevent and control non-communicable and
lifestyle diseases (H7DD-IVg-h-29).

Specifically, you are expected to:


1. identify agencies and their programs, campaigns and policies for non-
communicable disease prevention and control;
2. make a poster promoting programs and policies for non-communicable
disease prevention and control; and
3. value the importance of the knowing the different agencies responsible for
non-communicable disease prevention and control.

In going through these modules, you have to extend your patience in

What Is It?

Agencies that Provide Health Services

1. Department of Health (DOH) is the primary government


agency responsible for the equitable, sustainable, and
quality health for the Filipinos. Health centers are also
established in different cities, municipalities and
barangays. There are doctors, nurses, midwives, dentists
and other health workers assigned to serve the people.
They serve free of charge for child delivery, vaccination,
treatment, pre/-post natal care for mothers and other lesser health-related issues.

Programs and Policies of the Department of Health

The DOH implements these programs vertically with policies that targeted
a particular disease. Some of these programs include the following:

PROGRAMS POLICIES
A. Diabetes Mellitus Prevention and Republic Act No. 8191 also known as

campaigns at the national, regional and local levels. It develops materials to
support the programs on NCDs and other health risks. Specifically, the materials

In 2009, the DOH revitalized and repackaged its healthy lifestyle


campaign into a new brand called “HL to the Max” Campaign. It sought to
promote a healthy lifestyle among Filipinos by advocating seven (7) vital, yet
simple, healthy practices:

 No smoking
 Do not drink alcohol
 No to illegal drugs
 Eat low-fat, low-salt, and high-fiber diet

2. Department of Education (DepEd) regularly
conducts activities that promote school health and
nutrition, and the control and preventions of NCDs in
partnership with donors and NGOs. DepEd also
supports Presidential Proclamation 958 that declares
2005 to 2015 as the Decade of Healthy Lifestyle.

d. Giving of Anti-Filariasis Tablet
