VA Field Office Manager Myitkyina FRC-reopen 0
FRC started its operations in Kachin in 2019. The projects currently under implementation
target women and the youth, both from IDP and host communities, fall under Components 1 &
2 of FRC Country Programme, and are funded by LIFT, Ministry for Foreign Affairs of Finland,
and CERF (UNFPA and UN Women).
FRC Myanmar is looking for a motivated and qualified Field Office Manager (expatriate or
Myanmar national) who has previous experience in working in post-conflict/IDP settings, in
managing humanitarian and development interventions, and is a natural team leader.
Job Purpose
The Field Office Manager (FoM) will have the overall responsibility for leading FRC’s programme
and staff in Myitkyina. The FoM will ensure all activities are implemented in line with agreed
workplans and forecasted budgets, progress reports and donor reports are prepared and
submitted on time and in compliance with FRC and donor requirements, the FoM will also
support FRC Main Office technical officers and Programme Manager to design and develop new
project proposals in Kachin.
The FoM will serve as FRC reference person in Kachin for the LIFT-funded VESI Consortium
project led by ADRA “Vocational Education to Support IDPs and Host Communities in Kachin
and Northern Shan State: Sustainably Enhancing decent work opportunities and bridging the
• Provide on-site support to FRC and implementing partners staff through frequent visits to
project sites and partner offices;
• Ensuring the implementation of FRC Risk Management in Kachin State. This includes
regular assessment of contextual, programmatic and institutional risks and contributing to
the adjustment of mitigation measures
• In cooperation with Programme Manager and Finance Team (country main office and field
office) submit to CD for authorization monthly budget forecasts related to the project
activities to be implemented at field level.
• Supervising all financial reporting and financial procedures, including the monthly schedule
for financial reporting, donor reporting and audits, cash flow and liquidity management.
This includes maintaining a master budget for the Field Office and regular monitoring of
expenditure against the monthly budget forecast.
• Ensure compliance to systems and processes for planning and reporting to consortium
members and FRC Yangon Office and donors.
• Ensure the compliance of FRC policies and of financial, HR, admin and procurement
procedures at the field office level.
Required qualifications/experience:
• Ability to work well in a team and train other staff and demonstrated experience efficiently
managing a team.
