The Finnish Refugee Council (FRC) is an international Non-Governmental Organization that


has been working in Myanmar since 2015. FRC works globally in post-conflict areas and
prolonged refugee situations with refugees, IDPs, returnees, hosting and receiving communities
to promote equality, livelihoods and peaceful development in post-conflict working
environments. Components of FRC’s Myanmar Country Programme are 1) Vocational / skill
training to expand target groups’ livelihood opportunities; 2) Gender Based Violence
Prevention, mitigation, and response; 3) Strengthening civil society.

FRC started its operations in Kachin in 2019. The projects currently under implementation
target women and the youth, both from IDP and host communities, fall under Components 1 &
2 of FRC Country Programme, and are funded by LIFT, Ministry for Foreign Affairs of Finland,
and CERF (UNFPA and UN Women).

FRC Myanmar is looking for a motivated and qualified Field Office Manager (expatriate or
Myanmar national) who has previous experience in working in post-conflict/IDP settings, in
managing humanitarian and development interventions, and is a natural team leader.

Job Purpose

The Field Office Manager (FoM) will have the overall responsibility for leading FRC’s programme
and staff in Myitkyina. The FoM will ensure all activities are implemented in line with agreed
workplans and forecasted budgets, progress reports and donor reports are prepared and
submitted on time and in compliance with FRC and donor requirements, the FoM will also
support FRC Main Office technical officers and Programme Manager to design and develop new
project proposals in Kachin.
The FoM will serve as FRC reference person in Kachin for the LIFT-funded VESI Consortium
project led by ADRA “Vocational Education to Support IDPs and Host Communities in Kachin
and Northern Shan State: Sustainably Enhancing decent work opportunities and bridging the

gap between the youth from IDP and vulnerable host communities”.
Until the appointment of FRC Humanitarian Coordinator for Kachin, FoM will also serve as
coordinator of the humanitarian project “Enhanced Prevention and Response to GBV in Kachin
State, Myanmar” funded by the Ministry for Foreign Affairs of Finland.

Main duties and responsibilities will be:

• Provide direct management of programme and support services staff;

• Provide on-site support to FRC and implementing partners staff through frequent visits to
project sites and partner offices;

• Ensuring the implementation of FRC Risk Management in Kachin State. This includes
regular assessment of contextual, programmatic and institutional risks and contributing to
the adjustment of mitigation measures

• In cooperation with Programme Manager and Finance Team (country main office and field
office) submit to CD for authorization monthly budget forecasts related to the project
activities to be implemented at field level.

• Supervising all financial reporting and financial procedures, including the monthly schedule
for financial reporting, donor reporting and audits, cash flow and liquidity management.
This includes maintaining a master budget for the Field Office and regular monitoring of
expenditure against the monthly budget forecast.

• Ensure programme/projects are developed, implemented and evaluated within clear


monitoring systems and against clear people/program/finance planning that meets FRC
and donor regulations and humanitarian principles.
• Represent FRC in Kachin and establish and maintain open and productive dialogue with
the state government, township authorities, relevant line ministries (Department of Social
Welfare) and Governmental Technical High School (GTHS), community and IDP leaders,
relevant national and international NGOs, community-based organizations, private
businesses and donors; with reference to private business, identify small and medium
enterprises relevant to the vocational training courses and facilitate internships.
• Participate in consortium Project (VESI) meetings and state level Technical Working
Group meetings.
• Coordinate and supervise the work of national implementing partner organizations to
ensure timely implementation of project activities; ensure partners’ compliance with the
signed partnership agreements.
• Monitor monthly the work plan and unmet targets and apply corrective measures to
remain on track and to facilitate resolution of problems in a participatory way.
• Support the technical Officers (Vocational Education, GBV and Life skills Officer etc.) and
other team members’ efforts for increasing the technical quality of the programe and the
capacities of the implementation team.

• Facilitate a harmonious professional relationship between the field-based implementation
team, Yangon-based team, and consortium partners.

• Prepare monthly reports and contribute to quarterly/biannual/annual reports, ensuring the


reporting meets FRC’s and Donor’s expectation and requirements;

• Ensure compliance to systems and processes for planning and reporting to consortium
members and FRC Yangon Office and donors.

• Promptly inform Programme Manager of any major or unforeseen developments that


substantially alter the projects’ aims and objectives.

• Contribute monitoring and evaluation of the whole project activities.

• Lead an effective team through result-oriented management systems, providing


leadership, on-job capacity building and designing staff development strategies in
coordination with Programme Manager and CD.

• Ensure the compliance of FRC policies and of financial, HR, admin and procurement
procedures at the field office level.

Required qualifications/experience:

• Relevant Bachelor or higher degree with extensive work experience

• A minimum of 5-7 years’ experience implementing aid projects, including experience in a


humanitarian/conflict setting and with INGOs.

• Experience working with community groups in humanitarian, post-conflict, and/or


recovery development context.

• Ability to work well in a team and train other staff and demonstrated experience efficiently
managing a team.

• Excellent interpersonal, communication and presentation skills.

• Ability and willingness to travel area as assigned

• Skilled at conducting assessments, monitoring, and evaluation.

• Demonstrated skills, experience, and knowledge of community development and working


in partnership with other organizations.

• Commitment to and understanding of FRC’s Mission, Vision and Values.

• Good written and spoken English.
