Greetings from the HLM Group of Institutions!!!
With lots of Enthusiasm and zeal we introduce the first
ever issue of “HLM IN FOCUS”. Through this issue
we aim at making you aware of the various
achievements as well as activities that we have added
to our basket in the year 2021.
This first issue features various regular Institute’s
activities, Teacher’s contributions Student’s efforts and
participation, Alumni Speak and Media coverage.
We hope that you enjoy the mixed bag of emotions
with this issue.

Message from Chief Patron
The HLM Group of Institutions (HLM) is a place where you find endless possibilities and a
passion for excellence in defining and dealing with the needs of tomorrow. HLM has
achieved many milestones since its year of inception and is recognized among the top
educational Groups in India. HLM, over the year, has developed a strong infrastructure and
intellectual capital with access to journals, databases, and many other requisite facilities.
Professionals, who have graduated from HLM, are successfully meeting challenges of global competitiveness in both
manufacturing and service sectors. HLM alumni today are top business leaders with a proven record of commitment
and performance.
Today, I am proud to introduce the first newsletter “HLM IN FOCUS” of this institute which highlights the various
activities and achievements which showcase the hard work of our faculty members as well as the students.
I wish all the best for the success of this very first edition of HLM IN FOCUS and look forward for many more.

Message from Patron


It is said that education and educating others touches millions of lives. Education is the
medium through which we academicians can change and transform lives. Students are the
future for any institution and I feel it’s our responsibility to shape them into responsible
citizens and professionals. I believe in moulding our students morally, socially,
intellectually so that they can present themselves with firm conviction and moral values.
Success and Failures are the two sides of the same coin. At HLM we teach our students to accept both success and
failures in the right spirit and to strive hard and adjust effectively through different phases of life. Covid-19 has taught
us to think beyond ourselves and I believe these values and thought process will help them to handle every situation that
they face in future with immense confidence and positive spirit.
At HLM we are continuously striving to give our students the best possible opportunities to grow holistically. It is a
matter of great pride for us to launch the very first edition of our Annual Newsletter “ HLM IN FOCUS”. It is a trailer
of what our mission stands for .In the end I would like to thank my staff as well as the students without whom the team
spirit would not have existed. I convey my best wishes to the Editorial Team for making it a memorable issue.

Message from Editor-in-Chief
Dear Readers,
Education in general and higher education, in particular, is the subject of a great deal of study.
Higher education is the backbone of any society and nation. It is the quality of higher
education that decides the quality of human resources in a country. Higher education includes
college and university teaching and learning process towards which students march to attain the higher educational
qualification. Higher education imparts in-depth knowledge and understanding so as to advance the students to new
frontiers of knowledge.
Higher education also provides opportunities for lifelong learning, allowing people to upgrade their knowledge and
skills from time to time based on societal needs.
We at HLM boast of one of the best quality models of traditional and professional higher education available in the
country. We have the widely experienced pool of Faculty members who mentor, prepare, equip and train our students
for future challenges. We here presents some glimpses of our quality driven model of education through our very first
newsletter.

I am highly gladdened to extend my best wishes to the entire team behind the first issue of our much awaited
newsletter “HLM IN FOCUS” It’s a remarkable initiative which presents the account of our achievements and journey
in the year 2021. I am proud of all editorial members for their sincere and committed efforts for bringing the very first
issue of our newsletter.
I am highly thankful to the Executive Director Dr. Suman Singh Chauhan for her constant guidance, support and
motivation to the HLM Family in all creative and innovative strides.
HLM IN FOCUS is not only a humble beginning of expressions but at the same time an overview and estimation of our
potential with self belief.

Message from Editor
Nelson Mandela said, “Education is the most powerful weapon which you can use to change the
world”. I am glad that as an academician I get the opportunity to train young minds to learn,
think and act in their respective areas of interest, in benefit of the organizations they are
associated with.
The world today is changing at an accelerated rate and as educators, we need to pause and reflect on how education is
changing and its impact on the society. Learning has no age bar hence We too are a part of this continuous learning
process which helps us to change with the times and be in sync with the competitive learning environment to be able to
impart effective knowledge to our students .We should train our students on “how to think” rather than “what to think”.
Keeping these factors in mind, we at HLM nurture and train our students to be able to contribute to the wellbeing of our
society and generate good future citizens, the glimpses of which will be visible in the first issue of “HLM INFOCUS”.
It gives me immense pleasure to introduce to you “HLM INFOCUS”, which gives life to the thoughts and aspirations,
marks our growth and breathes creativity of our students through various events and programs around the year. The Year
2021 has not been an easy journey with the current pandemic but nevertheless we did manage to surpass it with vibrant
colors, the rainbow of which is shining in our 1st newsletter. I congratulate one and all who were a part of this journey.
Confucius said “Education Breeds confidence, Confidence breeds Hope and Hope breeds Faith”. With this thought I rest
my words with a leap of faith for a bright and successful 2022.

It is indeed a great honor to be the editor of “HLM IN FOCUS”. The College creates
various platforms for the students to inculcate and develop different skills, which in turn
help in the overall development of the students to face the challenges in the competitive era.
It is a matter of pride and satisfaction for HLM College to bring out the first issue of
newsletter “HLM IN FOCUS”.
Extracting talent, ideas, and skills from different field was a difficult task but we made it possible. “HLM IN FOCUS”
an annual newsletter is like a mirror which reflects the clear picture of HLM. These issues contains reports of various
activities held in the college, the upcoming events, informative articles and many more interesting write-ups.we hope
this platform of our help in enhance motivation ,communication and collaboration among the students .

Rashtriya Balika Diwas
(13/01/2021)

On occasion on “Rashtriya
Balika diwas a two-day
program was organized to
create awareness amongst the
girls of the law Department
regarding their rights. The
chief guest was Mrs. Vimla
Batham, (Adhyaksh-Mahila
Aayog) accompanied by
Ms.Rakhi Tyagi, (Member-
Mahila Aayog).

Republic Day Celebrations
(25-01-2021)

To honor the constitution of Independent India, Republic


Day was celebrated by all students and faculty members.
The flag was hoisted by Dr. Ajay Sharma followed by the
cultural program presented by students of various streams.

Guest Lecture
(28-01-2021)

A guest lecture was conducted on


28th January 2021 on “Security
Market” by Prof. Santosh Singhal
from Jaipuria School of
Management, Ghaziabad. Prof.
Singhal is a stock market analyst
and Resource person of IICA. His
experience and insights helped the
students of BBA, B.Com, MBA and
M.Com to understand the
functioning of stock markets.

Deliberation on Budget
(02-02-2021)
HLM management and the budding commerce professional
of our college came together for a discussion and exchange
of views on the proposed budget for the financial year 2021.
It was an enriching experience for both the students and the
faculty members. This discussion highlighted all the
upcoming changes in the proposed budget and the pros and
cons of the changes that would impact the tax payer.

Training Program
(03-02-2021 – 12-02-2021)

Rubicon’s “Connect with Work”


Program, supported by Barclays aims
at improving the employability
skills of the youth. They held a 9-Day
training program for the students of
B.Com., BBA, BCA, M.Com. and
MBA students who were trained by
Corporate Trainers to enhance their Life skills which would help
them significantly to increase their chance of succeeding in a job
interview.

Intramural Games
(12-2-2021-13-2-2021)

To celebrate our annual sports meet “Intramural


Games “for the year 2020-21 were organized.
competitions between various undergraduate as
well as post graduate students of different
streams were held in a 2-Day event on
12th&13th February 2021.
Games like volleyball, kho-kho, shot-put, Long jump, races,
Tug of war were held. The students participated with a lot of
vigour and enthusiasm. Various group coordinators organized
the event and contributed to its success.

A workshop on “Meet
Solutions” was held for
the students of BCA on
17th Feb 2021.DUCAT
organization aimed to
give students of BCA a
brief knowledge on
“PYTHON”.

Fest - Rachnatmak Rangmanch


(18-02-2021)
The annual HLM Fest “Rachnatmak
Rangmanch“ was held on 18th Feb
2021.The fest coordinators, Dr.Shivani
Tyagi, Dr.Deepa Singhal and Ms.Preeti
Pal organized the event with great pomp
and show. The various events like crafts
workshop, essay writing, recitation,
Best out of waste ,food without fire
,Poster making, Notice Board
Decoration and sci-fi exhibition were
co-ordinate by event co-coordinators
which made this event a great success
amongst students.

Scout and Guide Camp
(22-2-2021--24-2-2021)

2nd year B.Ed. students


organized a Scouts and Guide
Camp from 22ndto 24th March
2021.It was honored by
Mr.S.K.Arya, Commissioner of
Scouts and guides –UP. This 3
day event involved around 300
students participating in
activities like yoga, Sarvdharm
prarthna sabha, Pyramid making
,tent pitching and community
lunch. The event ended with a
cultural program and bonfire.
Badges and memberships were
given to all the participants.

Community Workshop
(25-02-2021)
A community workshop was held under “work with community”
where the students organized a social awareness program for the
villagers of “Milak” Village to discuss hygiene and other social
awareness. This was followed by a plantation program “Green
HLM”. The workshop ended with a nukkad natak on dowry and
Girls education.

Farewell 2021
(03-04-2021)

To bid adieu to our outgoing batches a


Farewell function was held for our BBA,
BCA, B.COM., B.SC., BA ,M.COM., MBA
,PHY. EDU. LL.B. streams on 3rd
April2021.Mr.Abhinav Choudhary of B.Sc
(maths) was felicitated with as Mr.
Farewell and Ms. Tanya of B.Com was
felicitated with Ms. Farewell. It was a
tearful good bye to all the outgoing
students along with the confidence to fly
high in the professional world with open
wings. The farewell for B.Ed. was held on
26th march 2021.

After the 2nd lockdown, HLM


Group of Institutions organized a
plantation event under the co-

SAMMELAN” on 5th sept 2021 to

To mark the occasion of “Hindi
Diwas”, Dr. Shailesh Gupta from
B.A Department organized an
event on 14thSeptember 2021
where the students were
encouraged to share stories, poems
as well as articles in Hindi.

Vaccination by Students of
Nursing College
(05-09-2021)

To contribute to the vaccination, drive


the students of our Nursing Dept held a
vaccination camp in Sept 2021 under
the supervision of Ms. Rashami Singh.

WEBINAR
(22-09-2021)

On 22nd September-2021 a
webinar was held on
“FINANCIAL LITERACY”
for the students of BBA,
B.Com and M.com. This was
organized by SV Wealth
Partners and Key speaker for
the event was Mr.Shamsher
Singh who is a certified

Speech Competition
(01-10-2021)
On occasion of “GANDHI JAYANTI
& LAL BAHADUR JAYANTI” a
speech competition was held for B.Sc
department. Every participant was
given 5-10 min to talk about the
subject. The winner of this
competition was Ms.Aaliya (B.sc-II
yr) followed by Ms.Saloni (B.Sc-II yr)
and Ms.Vidhi Tyagi (B.Sc-IIyr) in 2nd and 3rd positions. The winner of
this competition was Ms.Madhuri (B.Sc-II yr.) followed by Ms.Sakshi
(B.sc-II yr.) and Mr.Utkal (B.Sc-II yr.) in 2nd and 3rd position.

Mehendi Competition
(23-10-2021)
The students of BBA,BCA,B.Com and
B.sc were made to participate in
Mehendi competition on 23-10-2021 to
bring out their creativity. The winner
of this competition was Ms.Aaliya
(B.sc-IIyr) followed by Ms.Saloni
(B.Sc-II yr) and Ms.Vidhi Tyagi (B.Sc-
IIyr) in 2nd and 3rd positions.

Rangoli Competition
(30-10-2021 & 02-11-2021)
A Rangoli competition was arranged
by B.Ed department and Nursing
Department on 30th November
2021and 2nd November 2021.The
bright colors and designs
mesmerized the spectators.

Faculty Debate
(15-11-2021)
A faculty debate was held
on 15th Nov 2021.The topic
of the debate was “Impact of
Covid-19 on Education and
Business”. Dr.Nisha
Chaudhary, Mr. Dinesh
Kumar, Mr.Tribhuvan Tyagi
and Mr.Sunil Bhatia
participated in the debate .
It was a wonderful discussion of pros and cons of the topic and
enhancement of different view-points of the subject. Ms.Tosham Singh
was the moderator for the event.

Orientation Program
(22-11-2021)

To welcome the students of 1st year for B.A,


B.Sc, B.Com, BBA, BA-LLB an orientation
Program was held on 22nd November
2021.Students were appraised about the code
of conduct of the college and were
introduced to their respective HODs and
faculty members. To grace the occasion
Dr.Suresh Kumar, Former National President
of Indian Institute Materials Management(IIMM) and
CA Ajeet Kumar –GM BSES Yamuna Power Ltd
were invited .Both The guests shared their valuable
thoughts and experience to enrich the students.The
students of 1st year also performed Ganesh Vandana
and Saraswati Vandana to embark the auspicious
beginning of the occasion. The whole event was
enchanting with lot of excitement from the young
crowd.

National Constitution Day
(26-11-2021)

To mark the occasion of National


Constitution Day the Law
department of HLM held a speech
competition for the budding lawyers
of the institute.The pariticipants
gave very enthusiastic speech .The
winners of the competition were
Ms.Mukta Bharadwaj –B.A.L.L.B
-1st year,Ms.Nimisha Tyagi and
Ms.AanyaAbbasi bagged the 2nd
and 3rd position respectively.

Mock Interview Session


(26-11-2021)

A Mock Interview Session was


held for the final year students of
BBA, BCA, B.com, and MBA &
M.com. Dr. Shivani Tyagi, Dr.
Deepa Singhal and Ms. Tosham
Singh acted as recruitment panel
who interviewed the students for
placement in a financial
organization. Participation of the
students was very encouraging and after the process the students were
guided and made aware of their shortcomings for further improvements.

Management Games
(27-11-2021)
Team work is the essence of any
organization. To display this aspect
management games were organized for
the staff as well as students of BBA,
BCA, B.com, MBA & M.com. There
were 3 games-Musical chairs, Team-
building and Confidence-building
which demanded good team navigation
and co-operation. There were a
number of teams from all the
departments and the whole event was
full of fun and excitement.

Workshop
(30-11-2021)

A 1-day workshop was conducted on


Digital Marketing for BBA, B.Com,
BCA, MBA and M.com students. This
workshop was designed for the practical
knowledge of students. The speaker for
the event was Mr.Kuldeep Dixit
(director sales-Shape My skills).The
focus of the workshop was to make the
students aware of how digital marketing
works and importance of it in current
business scenario.

World Aids Day
(01-12-2021)
B.Sc department celebrated
the World’s Aids day on 1st
dec 2021.The held a poster
making competition for
marking this day. The 1st
year students of the
department participated with
lots of enthusiasm and
winners of the event were
Harsh Sharawat (1st Position) ,Sakshi Pal and Raj upadhyay bagged
the 2nd and 3rd position respectively.Prof Mukul Sharma and
Prof.Himanshu chaudhary co-ordinated the event for the
department.

Khula Manch; Man Ke vichar: Open Mic


(04-12-2021)
An ice breaking session was organized for
the faculty to participate in this session
called Khula Manch, where all the members
could express or showcase their thoughts
and speak what the feel regarding any
general topic. Various topics like humanity,
spirituality, Patience, Depression etc were
discussed. Faculties of all Departments
participitated whole heartedly. This event
was co-ordinated by Ms.Preeti Pal and
Dr.Shivani Tyagi and compered by
Dr.Prachee Mittal Tandon.

Psycho Analytical Test
(16.12.2021)

On 16th of December, Director


Academics- Dr. Pankaj took a
session for the Faculty of HLM
based on Psycho Analysis .With
a wide experience of two
decades in academics and as a
trainer in corporate he shared
his insights on various
personality traits that exist and their strengths and weaknesses. It
was a very interactive and interesting session for the faculty.

Cricket Tournament & Kho-kho


(17-12-2021 & 18-12-2021)
An inter institute Cricket tournament for
boys and Kho-kho tournament for girls and
races was held between the various colleges
that come under the umbrella of HLM Group
of institutions. This tournament showed high
level of excitement and team spirit as
various departments cheered their teams
respectively. This 2-Day events was full of
fun and excitement. The winners of the
Cricket Match were Physical Education
Department under the captainship of Ayush
with B.Com. as runners-up under the
captainship of Himanshu Sirohi.
For the Kho-kho match the Girls of Physical Education department with Kavita as
their captain bagged the trophy with B.Com as the runners –up lead by Yukta
Tyagi. Ms.Sanjana Yadav, Astha Tiwari and Abhilasha came 1st, 2nd and 3rd
respectively in Races. This event was co-ordinated by Mr.Dheeraj Sharma.
HLM GROUP 21.
A collage making competition was held
Canvas 2021 by the college for all departments. The
topics were Sanitization, Covid-19,
(16-12-2021) Women Empowerment, Pollution and
Waste Management. Dr. Pankaj Kumar
(Director-Academics), Dr. Abha
Shrivastav and Dr. Shivani Tyagi were
the jury members of the event. The
Event Coordinator was Ms. Malika
Chaudhary. The students displayed
immense creativity for Canvas-2021.
The winners were Mamta Sharma (B.Ed) for the 1st place, Annu
Choudhary, Ashish Sharma and Rohit Kashyap (B.Com) for the 2nd place.
The 3rd place was a tie amongst 3 groups- Shagun and Banie (BCA),
Kashish and Anjali (B.A) and Mukta Bharadwaj and Ayushi Tyagi
(B.A.L.L.B).

Students Bonfire
(24-12-2021)
A pre-Christmas event was organized for
the students of professional courses of
HLM .It had bonfire, games and
refreshment. The Staff and the Students
enjoyed and had fun celebration with
dance.

A workshop on Data Science with Python


Workshop was organized by the Computer
Department on 30th December 2021 for
(30-12-2021) the BCA students. Mr. Prem Kumar Bharti
,Data science instructor with Amazing
Training Basket Pvt. Ltd, Noida was the
eminent speaker for the occasion. He
explained about machine learning through
practical methods. Mr. Tribhuvan Tyagi,
HOD of BCA department coordinated the
event.

Placement Drive @HLM
(30-12-2021)

The month of December was a fabulous


time for the final year students as many of
them got campus placement. Organizations
like Invest Mango, Policy Bazaar,
Synergistic Compusoft Pvt Ltd, Apollo
showed their presence and gave
opportunities to the students of HLM.
Around 20 students from the nursing college and 8 from BBA, BCA, MBA and
B.com were selected for Invest Mango around 4 students are shortlisted for and
Synergistic Compusoft Pvt Ltd .

life, studying, playing, making friends and pursuing their heart's desire.

opportunity to enjoy life as children should do. They do not play, study
or go to school. They are striving hard to earn their living by working

dhobis and in several households as domestic helps. Children are seen
doing odd jobs such as polishing shoes, washing dishes and utensils,
car, buses, auto rickshaws and taxis. And in these type lots of work they
do. They are not paid well and are seen as a cheap source of labor that
makes them vulnerable to exploitation by the masses.

Anita Desai's Cry, the Peacock
Anita Desai's Cry, The Peacock projects the common contemporary issues of
‘isolation, alienation and spiritual desolation’ that almost every individual is facing
whether in Western or Indian literary tradition. Desai has truthfully portrayed or her
characters specially women who are suffering from the sense of existential
dilemmas and passions. Her woman protagonists like Maya of Cry, The Peacock
are hypersensitive, solitary and helpless. They always show their mettle as they
posses all the virtues of a great character but, unfortunately, they are denigrated,
isolated and tormented by the patriarchal dominion. In Maya, heroine of the novel,
speaks of existentialism grows from her yearning for self discovery, but she was
initially restricted by her father and after marriage by her husband. Her quest for
freedom remains incomplete as a fit of frenzy she kills her husband and commits
suicide. Desai tries to explore the unfathomable world of existence through weak
women characters and falls short of the reader’s expectation due to her blind
accusation of males.

Chemistry of Smart Phone
Many as 70% of Indian would not last a day without their cell phone.
Could you last a day without your cell phone? As many as 70% of Indians
could not, according to a recent poll conducted by Time magazine. It is hard to
believe that 20 years ago, hardly anyone even owned a cell phone. And now the
cell phone has morphed into something bigger and better—the smartphone.
Worldwide, more than one billion smartphones were purchased last year. If you
own a smartphone, you are probably aware that in a year or two, it will be
practically obsolete, because the smartphone just keeps getting smarter.
None of this would be possible without chemistry, and every time you use your
smartphone, you are putting chemistry into action.

Smartphone chemistry
If you are wondering what chemistry has to do with smartphones, just look at
the periodic table. Of the 83 stable (nonradioactive) elements, at least 70 of
them can be found in smartphones! That’s 84% of all of the stable elements.
Metals are what make smartphones so “smart.” An average smartphone may
contain up to 62 different types of metals. One rather obscure group of metals
—the rare-earth metals—plays a vital role. These rare-earth metals include
scandium and yttrium, as well as elements 57–71 known as the lanthanides. A
single iPhone contains eight different rare-earth metals. If you examine several
varieties of smartphones, you can find 16 of the 17 rare earth metals. Many of
the vivid red, blue, and green colors you see on your screen are due to rare-
earth metals, which are also used in the phone circuitry and in the speakers.

Smartphone’s display
When shopping for a smartphone, the single most important feature that people look
for is the display. The screen allows you to see the phone’s display. If you have ever
dropped your phone without damaging the screen, you were probably relieved.
Smartphone screens are designed to be extremely tough.
The combination of glass and ceramic forms a material that is tougher and stronger
than each of the materials by themselves. A glass-ceramic is formed by overheating the
glass, so a portion of its structure is transformed into a fine-grained crystalline
material. Glass-ceramics are at least 50% crystalline, and in some cases, they are more
than 95% crystalline.
This amazing glass-ceramic material is so resistant to heat that it has been used in the
nose cones of supersonic-guided missiles used by the military. Gorilla Glass is
composed of an oxide of silicon and aluminum—also called aluminosilicate glass—
along with sodium ions.Gorilla Glass, which is used in smartphone displays, is a type
of glass that is strengthened by the addition of potassium ions, which replace smaller
sodium ions.

What’s behind a touchscreen?


There are two basic categories of touchscreens. The first category of
touchscreens, called resistive touchscreens, can be touched with any type of
material and they will still work. Resistive touchscreens are composed of two
thin layers of conductive material under the surface When you press down a
resistive touchscreen, it physically indents, causing the two layers to touch,
completing the circuit and changing the electrical current at the point of contact.
The software recognizes a change in the current at these coordinates and carries
out the action that corresponds with that spot. Resistive touchscreens are also
known as pressure-sensitive screens When a finger presses down on a resistive
touchscreen, the top and bottom resistive circuit layers are pressed against each
other, causing the two transparent metal coatings (left and right) to touch. This
leads to a change in the electrical current at the point of contact,

resolving conflict, that violence is not a necessary mean to achieve their
goals. Peace education is a means of achieving this end. Peace education
raises awareness of the roots and causes of conflict, and it provides people
with the necessary skills and knowledge how to respond to conflict.
Through channelling this energy into programs that rebuild the community
and strengthen bonds between communities, peace education can inspire
people to look to the future for a better tomorrow. It can stimulate and
revitalize morale and work towards developing the infrastructure of
developing economies. The United Nations and its partners can encourage
this directed effort for peace by raising standards and initiating programs
that catalyze the growth of a truly universal culture of peace. The creation
of peace is a long, ongoing process that will take years to accomplish, but at
least the generations to come will have the chance to experience its benefits.
It must become our united goal as human beings to live with one another in

कानून बनाए जाने के बाद भी देश में यौन अपराध घट नहीं रहे हैं। एनसीआरबी के आंकड़े बताते हैं कि
पिछले 10 वर्षों में महिलाओं के बलात्कार का खतरा 44 फ़ीसदी तक बढ़ गया है। 2010 से 2019 के
बीच पूरे भारत में बलात्कार के कु ल 3,13,289 मामले दर्ज हुए हैं। हर तरफ से इंसाफ पाने की आवाज
दस्तक दे रही है ,।कठोर कानून के बाद भी यौन उत्पीड़न की घटनाएं अपरिमित रूप से बढ़ रही हैं। घटना
की भयावहता हमें किसी कु कृ त्य के बाद नजर आती है। घर व घर से बाहर मानवीय संवेदना से रिक्त
भयावह वातावरण कहीं स्त्री जनित समस्याओं को और ना गहरा दे अतः समाजशास्त्रीय संदर्श से इस
समस्या का अध्ययन वर्तमान समय की महती आवश्यकता प्रतीत होता है। बलात्कार कामुक पुरुष द्वारा
महिला से जबरन, डरा धमकाकर ,अत्याचार पूर्ण व हिंसक तरीके से किया गया अस्वीकृ त यौन कृ त्य है
जिसमें शारीरिक रूप से ही नहीं अपितु मानसिक रूप से भी महिला की प्रतिष्ठा को आघात पहुंचता है।
बलात्कार विरोधी विधेयक -2013 के अनुसार पुरुष द्वारा महिला के साथ उसकी सहमति के बिना किए
गए सभी प्रकार के यौन संबंधी अपराधों को बलात्कार की परिभाषा में रखा गया है। दरअसल यह मनुष्य
के भीतर बैठी पाशविकता है जो स्त्री (युवा, प्रोंढ,बच्ची, वृद्धा) की देह से सरोकार रखती है ।

बलात्कार या महिलाओं के विरुद्ध होने वाले किसी भी तरह के अपराध में महिला के प्रति वस्तु वादी, भोग
वादी ,सामंती सोच ,विकृ त मानसिकता ,मद्यपान ,अश्लील चलचित्र ,लिंग भेदभाव ,पुरुष- वर्चस्व
वादिता,पारिवारिक दशाएं ,सहजता से उपलब्ध पॉर्नोग्राफी, कभी-कभी पुलिस निष्क्रियता, कानून के प्रति
डर का अभाव तथा सुरक्षा तंत्र का मजबूत ना होना ही सहयोगी कारक नहीं है बल्कि पुलिस तंत्र में
साधनों की कमी भी समस्या को घटित होने में महत्वपूर्ण भूमिका निभाती है। समस्या तब और भी गहरा
जाती है जब समाज पीड़िता व उसके परिवार के प्रति कु ष्ठ रोगी सदृश व्यवहार करता है। परिवार की
बदनामी तथा अंधकारमय भविष्य के भय से पीड़िता आगे आकर आवाज नहीं उठाती। उच्च राजनीतिक
प्रतिष्ठा वाली घटनाओं में तो कभी-कभी पुलिस प्राथमिकी दर्ज करने में निष्क्रियता दिखाती है। आरोपी
यदि परिवार का कोई सदस्य है तो परिवार घटना की लीपापोती में लग जाता है।

प्रभुत्व शाली आरोपी के भय से पीड़ित महिला के पीछे हटने , त्वरित न्याय के ना मिलने ,सरकार
द्वारा गरीब पीड़िता के पक्ष में मुफ्त वकील की व्यवस्था ना होने, मुकदमे की कार्यवाही के समय
अपमानजनक प्रश्नों के पूछे पूछे जाने व दुष्कर्म के आधार पर महिला के चरित्र का विश्लेषण
किए जानेआदि के कारण महिलाएं बलात्कार के विरोध में आवाज नहीं उठा पाती।

स्त्री देह से सरोकार रखती दिन प्रतिदिन की असंख्य अमर्यादित घटनाएं स्त्री के शरीर व मन दोनों
की प्रतिष्ठा पर आघात पहुंचा रही है । उनसे उनके जीने का अधिकार छीन रही है। घर व घर से
बाहर मानवीय संवेदना से रिक्त भयावह वातावरण मां-बाप को अपनी बेटियों की सुरक्षा के प्रति
डरा रहा है। यौन साम्यवाद की घृणित मानसिकता बेटियों को पहरे में रखने का नकारात्मक
संदेश दे रही है। कन्या जन्म विरोधी मानसिकता पनप रही है। नारी के आत्मविश्वास ,स्वतंत्रता व
विकास को कुं ठित कर रही हैं। यदि इस समस्याका समाज, सरकार, पुलिस व न्याय व्यवस्था
द्वारा त्वरित उपचार नहीं किया गया तो समाज को अनेकों गंभीर प्रवृत्तियों से गुजरना पड़ेगा।

देश में आपराधिक कानून अधिनियम 2013 तथा 2018 (संशोधित )पारित हो चुके हैं।
आपराधिक कानून (संशोधित )अधिनियम 2013 के अधीन दंड के प्रावधानों को और भी अधिक
कठोर एवं व्यापक बनाया गया है। इस अधिनियम में अवांछनीय शारीरिक स्पर्श ,शब्द या संके त
तथा यौन-अनुग्रह (sexual favor) करने की मांग करना भी यौन अपराध में शामिल किया गया
है। इसके तहत किसी लड़की का पीछा (stalking)करने पर सजा का प्रावधान है। आपराधिक
कानून (संशोधित)अधिनियम 2018 नाबालिगों के मामले में 20 वर्ष की सजा /मृत्युदंड का
प्रावधान करता है। अतःयौन अपराधों से जुड़े कानून व सजा का प्रचार-प्रसार सरल एवं प्रभावी
भाषा में होना चाहिए। फास्ट ट्रैक कोर्ट का अधिकाधिक संख्या में गठन तथा मामलों का
निष्पादन समय सीमा में होना चाहिए। यदि 21वीं सदी की महिला अपने प्रति होने वाले अपराधों
को लेकर चुप्पी साधे रहेगी तो अपराधियों को वैधता मिलती रहेगी। स्त्रीसुरक्षा का मुद्दा अब एक
आंदोलन बन गया है इसलिए आमूल परिवर्तन का स्रोत पुलिस ,प्रभावी कानून, न्याय प्रणाली के
अतिरिक्त समूचे समाज को बनना होगा ।नैतिकता व मूल्यपरक शिक्षा हेतु परिवार ,शैक्षिक
,धार्मिक संस्थानों तथा समूचे वैश्विक धरातल को भी आगे आना होगा ताकि महिला को
सुरक्षात्मक , गरिमामयस्वस्थ वातावरण मिल सके ।
