Tt was @ pleasure speaking with you last week, Earlier this week, I toured the Scattered Site properties
yith Kathy and our constriction menager.
As always, the LMHA team has been extremely helpful to us in our management of these properties.A
Over 40+ years, we have worked with many Housing Authorities, and I can say without reservation that
the caliber and commitment of the LMHA staff is exemplary.

‘As LMHA is aware after having self-managed the Scattered Site properties for 15+ years, this portfolio of
roperties poses unique operating challenges end in this stage of their post-renovation life cycle, they
require Immediate and comprehensive redevelopment.A Any comprehensive list of capital needs would
require professional Capital Needs Assessment.A However, for your reference and review, I have
giteched o brief summary of outstendina/atisl repels inthe Scsttered Site portfolio.
Based on a review of financial capacity vs. physical needs, along with extended conversations with
contractors and our intemal team, it has become obvious that the curent approach of plecemeal and
partial renovation efforts does not adequately adéress the physical issues present, nor does It best serve
fur residents.
‘as a result, we regretfully feel that it is necessary for us to resign our role as property manager so that
LMA can take these properties in-house’ and allocate the financalA resources to make the Necessary
physical improvements without unnecessary delay stemming from having an external party trying to
hovigate the required procurement poliees,A To be cendid, we relish challenge and take immense pride
in collaborating wellA with our public partners;A however, the current status of the Scattered Sito
properties requires that we step aside so that LMHA can immediately focus on theA physicalA needs at
these properties. A
