Orientation Booklet

Background
COMMIT, the Blended Training Programme is being piloted in the
6 states of Maharashtra, Tamil Nadu, Assam, West Bengal, Telangana
and Haryana with the objective to improve public service delivery and
Promote Good-governance and citizen centricity of administration.
The Blended Training Programme is strategically aligned and will
supplement the 12-day Induction Training Programme (ITP) being
implemented by DoPT for newly recruited (0-2 years) frontline state
government functionaries who have received no training. Under
COMMIT, all newly recruited frontline state government functionaries
who have received no induction training for professional and personal
development in last 5 years will be covered.

Concept
COMMIT will allow officers and faculty to take advantage of much
of the flexibility and convenience of an online course while retaining
the benefits of the face-to-face classroom experience.

Under the Induction Training Programme (ITP), approximately 10,000


officers are trained in all states annually, on organizational and
personal development and attitudinal orientation. Through the
Blended Training Programme approximately 85000 officers will be
covered in the pilot phase.

The advantages of such a programme will be providing opportunities


to more officers who have had limited or no training to build the
requisite skills, knowledge and attitude; require limited classroom
space; and offer the advantages of online learning combined with
the social and instructional interaction.

: Programme Design :
The Programme is 28 hours of blended training
with 20 hours of e-learning and 8 hours of
face-to-face training.
The Participants will:
1. Attend a 1-day / 8 hours face-to-face orienta-
tion programme.
2. Have 60 days access to comple the 15 e-mod-
ules. The e-modules will be hosted on DoPT
server and will be accessible to each participant
through a dedicated user name and password,
generated on registering on the Portal.
3. On completion of 20 hours of e-Learning, will
collect their certificates and provide feedback on
the programme.

Implementation
COMMIT modules will be hosted on DoPT server under the
LRC link (http://www.doptlrc.in) of the Training Division.

The programme will be manned by one nodal officer and


one technical expert at the State ATIs.

Access to Modules for Roll out of the Programme:

• Participating ATI’s Technical person will be given 1 User ID and


Password. Using this they will create unique User ID and
Passwords for each officer participating in the Programme
• The ATI will hold a one-day face-to-face orientation programme
for the participants conducted by the Master Trainers
• During the orientation participants will:
- Receive an orientation booklet and a unique User ID and
Password
- Participate in an overview of the programme and workshop
on the programme
- Complete 2 modules Goal Setting and Personal and
Organisational Values
• 60 days will be available to each participant to complete the
remaining 13 of the 15 e-modules (12 soft skill modules and
3 domain modules) at their own pace
• Only on completion of 20 hours of e-modules, the participants
will provide feedback and receive a Certificate of Completion,
on prescribed dates and venue each month by the ATI
