1. GENERAL PROJECT DESCRIPTION


Siraf Refineries Park program is defined with the aim of preventing wholesale gas condensate,
creating added value, creating jobs and ensuring maximum profit gain from South Pars Gas fields,
to be built in Boushehr province. The Siraf Refinery Park has 8 gas refineries, each of them with a
capacity of 60,000 BPSD.

The Javid Energy Parto Company that owns of Refinery No.7 among 8 refineries is a subsidiary of
Pasargad Energy Development Company (PEDC), is owned by Pasargad Financial Group. JEPCO
wishes to build new Plant with capacity of 60,000 BPSD for producing Liquefied Petroleum Gas
(LPG), Light and Heavy Hydro treated Naphtha, Jet Fuel, Gasoil and Fuel Oil.

JEPCO is developing a grass root gas condensate refinery which will be located at Pars Special
Economic Energy Zone, Pars-2, Tonbak , Kangan ,Bousher Province ,Iran.

Hydrocarbon condensate feed will be mainly supplied from existing gas refineries in mentioned
region.

Siraf Refineries Infrastructure Company (SRIC) Owned by Refinery Owners is responsible for
leveling and preparing the land for the whole refinery park. SRIC will provide some of common
utilities and services for all refineries.

JEPCO Refinery has Process Units and Offsite facilities as follows:

2. BID REQUIREMENTS
Vendor's quotation shall include a detailed specification sheets for each instrument wherein should
be provided all the details regarding type, construction materials for detector housing, converter
housing, measuring tubes, process connections etc., and details of transmitter, switch,
accessories, etc., concerning each custody metering.

All the units for various items in vendor's specification sheets shall be the same as those in
purchaser's data sheets.

Vendor shall attach a list and block diagram sketch of custody metering tag number wise, summing
up all the deviations from the purchaser's data sheets and general specifications, if there are any.
Also vendor should provide reasons for these deviations wherever possible.

Vendor shall enclose catalogues given detailed technical specifications and other information for
each individual item covered in the bid.

Vendor's quotations, catalogues, drawings, operating and maintenance manuals, etc., shall be in
the English language.

Vendor shall also provide complete information and details for grounding and signal transferring.

Vendor shall quote power consumption regarding supply voltage and frequency and type of coils
connection and etc.

Vendor shall provide the following information in the bid:

 Detailed block diagram sketch and calculation sheet.


 Any special tools needed for maintenance work.

All the units of measurement for various items in the Vendor's specification sheets shall be to the
same standards as those in purchaser's data sheets.

All the material specifications for various parts in the Vendor's specification sheets shall be to the
same standards as in purchaser's data sheets.

Vendor shall also quote for the following:

 Two years' operational spares for each safety valve and its accessories
 Pre-commissioning & commissioning and start up spare part.
 Any special tools needed for maintenance work

3. DOCUMENT PURPOSE
This document defines the minimum requirements for design, manufacture and test of custody
metering for SIRAF condensate refinery.

Vendor shall be responsible for design, final sizing, manufacture, testing of custody metering.
These rules are to be considered as minimum requirements, so it is expected from the Vendor to
submit for agreement, all calculation sheets and possible solution that could give technical and or
economical improvement.

Any omission in these requirements shall not relieve the Vendor of his responsibility to deliver
custody metering which are complete, of proven design and conforms to quality assurance
requirements.

All instrumentation and components, as far as mechanical characteristics and performances are
concerned, shall conform to the present general specification. Any deviation from the present
specification at any stage of the project shall be subject to CONTRACTOR and CLIENT approval.

5. CODE AND STANDARD


Metering system design and material shall comply with the latest revision of relevant codes and
standards referred to in this document at the time of contract award.

In the event of conflict between codes and standards and/or this specification, the matter shall be

PROJECT : Means the performance of all work for implementation of the PLANT
inclusive of all WORK.
CONTRACT : It means the Agreement under No.: JEP/EPC /REF/98K, August 2019
concluded between the Javid Energy Parto Co. (JEPCO) as OWNER and
Petrochemical Industries Design & Engineering Co. (PIDEC) as EPC
CONTRACTOR for ENDORSEMENT OF BASIC ENGINEERING, DETAIL
ENGINEERING, PROCUREMENT AND SUPPLY OF EQUIPMENT,
CONSTRUCTION, ERECTION, PRE- COMMISSIONING,
COMMISSIONING, START-UP AND PERFORMANCE TEST for SIRAF
CONDENSATE REFINERY NO.7 in SIRAF- BANDAR KANGAN, IRAN.
OWNER : Means JAVID ENERGY PARTO Company a company organized and
existing under the laws of Islamic Republic of Iran.
CONTRACTOR : Means Petrochemical Industries Design and Engineering Company as fully
described in the Preamble of the CONTRACT who shall be responsible and
liable to OWNER as CONTRACTOR and includes SUBCONTRACTORS,
VENDORS, agents, any other third party entrusted by CONTRACTOR for
performance of the WORK, CONTRACTOR'S legal representatives, legal
successor and permitted authorized assignees.
VENDOR : Means any firm, company or organization whose name is Approved by
OWNER as per Vendor List Annex l D-8 for issue of enquiry for supply of
materials, Equipment etc. and on whom purchase order(s) will be placed by
CONTRACTOR and SUBCONTRACTORS.mean any person, firm or
company, contracted to manufacture or supply any materials, equipment or
services for the performance of any item in connection with this PROJECT.
SUBCONTRACTOR : Means any person or firm or company (other than CONTRACTOR) to
whom any part of the WORK has been entrusted by the CONTRACTOR,
from the subcontractors list issued by CONTRACTOR and approved by
OWNER, for performing such part of the Work on behalf of CONTRACTOR
and with responsibility of the CONTRACTOR which is Approved by
OWNER and also the legal representatives, successors and permitted
assignees of such Person, Firm, Company.
PLANT : Means Refinery Plant as described in Appendix 4 of CONTRACT.

UNIT : Means the Utilities, Offsite, process and non-process Units/Sections as


defined in Annex 2A of CONTRACT
SITE : Means areas in the #7 plant area of Pars Special Economic Energy Zone
of Kangan- SIRAF, Iran, where the PLANT will be implemented as
specified in Annex 2A.

10. ENVIRONMENTAL CONDITION


Instruments and equipment shall be designed to operate outdoors and at environmental conditions
described in document: 1232-DE-00-PR-ESS-101, Engineering Standard Specification For Basic
Engineering Design Data.

11. TECHNICAL REQUIREMENTS


Custody transfer metering system shall be considered where ever specified in PIDs.

The metering system shall consist of:

 Multi stream installation in accordance with API, sized for a maximum operating flow as per
project datasheet. The configuration of meter runs shall be so that a standby stream is
available at all times.

 An integral Prover conforming to API Manual of Petroleum Measurement Standards, Part 4,


Proving Systems. Prover may be one of following:

 Bi-directional spheroid mechanical displacement type meter Prover

 A Master Meter Prover with better accuracy than main meter.

 A mini-skid, containing all the analyzers and the automatic sampler, designed to be installed
“fitting-to-fitting” to the Metering Skid Inlet Header.

The design of the equipment, including the skid and its metering cabinet/workstation, shall take
these requirements into account:

a) The metering and proving system shall be skid mounted with a separate free-standing
metering cabinet/workstation for installation by CONTRACTOR, in an air-conditioned
ITR/Auxiliary room.

b) Deleted

c) The metering cabinet/workstation shall be fully fitted with the microprocessors, displays,
keypads etc. described in this Specification, and forming the man machine interface (MMI) a
color monitor, function keyboard, and associated electronics.

d) The Metering data for each metering system shall be sent to Control Room of relevant refinery

for monitoring purpose.

The operator station shall enable the control of the meter proving and sampling system via graphic
displays on the monitor, etc.

The metering cabinet/workstation shall communicate with the plant process control system also
located in the Control Room. This shall be performed by a dual redundant serial link connection,
additional terminals and other equipment located within the metering cabinet.

The VENDOR shall fully design and engineer the metering and Prover system in accordance with
this specification and codes/standards listed therein.

The metering system shall use microprocessors to provide a dedicated system of flow
computations and database as specified in this document with meter Prover control facility
incorporating auto/manual meter factor input.

The stream and Prover microprocessors shall perform the metering, proving, stream selection and
display functions related to each individual stream.

VENDOR shall use software that is fully developed and VENDOR shall be responsible for
programming the software.

Each meter run shall include manual isolation valves, filter, thermal relief valve, main flow meter
(turbine or ultrasonic or coriolis), motor operated high integrity valves for automatic stream
selection, flow trimming valves for flow optimization, and local instrumentation.

The flow inputs shall be converted to mass flow and volumetric flow at standard temperature and
pressure. The meter factor shall be calculated according to API Manual for Petroleum
Measurement Standards Part 4, Proving Systems.

Meter Factor shall be calculated at line conditions.

Nominal meter factor ‘K’ shall be manually updated in each stream flow microprocessor and true
proved meter factor ‘F’ shall be calculated in the Prover microprocessor. Provision for automatic
update shall also be provided.

Mass shall be calculated using density and flow at line conditions.

Stream temperature shall be used for density calculation and volume correction.

Flow Calculations shall follow the principles of the API MPMS, Chapter 12; Section 2.

For liquids, volume correction factors shall be calculated in accordance with API MPMS Chapter
11 Section 1.

Liquid compressibility factors shall be calculated in accordance with API MPMS Chapter 11.2M.

The electronic flow computing system shall be divided into two areas:

a) Field instrumentation.

b) Electronic metering panel consisting of the metering cabinet/workstation (comprising of


flow computers and data entry keys). The human machine interface (HMI) is to consist of
typically a keyboard, computer and a visual display unit. It may be located flush into the
panel.

The system design shall be modular, with each metering run operating as an independent unit with
independent computing equipment. The equipment used for each meter run being of the same type
and model and fully interchangeable. Instrumentation for pressure, temperature, and density shall
be as shown on the Fiscal Metering P&IDs.

Vent, drain, calibration and purging system shall be provided.

The design and construction of liquid metering measurement systems shall comply with the API
MPMS Chapter 5 Section 3 for turbine type and API MPMS Chapter 5 Section 8 for ultrasonic type
and API MPMS Chapter 5 Section 6 for coriolis type.

The flow meters shall be provided with facilities to permit on-line proving without disrupting normal
process operation. Permanent dedicated proving shall be supplied and shall conform to the
requirements of API MPMS.

All of the components of a metering run and the proving systems shall be accessible for
maintenance without process shutdown.

Package pipe work shall be designed so that no section of pipe work constitutes a bypass to the
metering system.

For stability and to minimize measurement uncertainties, the temperature difference between a
meter under test and the Prover loop shall be kept to a minimum. VENDOR shall include all
necessary insulation, including that required for the meter runs, in his scope of supply to achieve
this requirement.

Any condition that contributes to the release of vapor from the liquid stream shall be avoided
through suitable system design.

a) The integrity of all input signals shall be monitored. An alarm shall be provided in the
event of a signal failure and last good value shall be used for calculation purposes.
Provision shall be made to manually enter values for density, pressure, temperature and
other parameters.

b) Each microprocessor shall continuously monitor its operation and alarm on malfunction.

c) Safe action on failure of air/power supply of valves shall be indicated on the metering
P&ID.

d) Details of failure actions shall be detailed in VENDOR’s Function Design Specification, to


be supplied as part of the documentation.

As far as practicable, standardized and interchangeable parts shall be used to minimize spares.

All materials and components shall be new and of the highest quality. If any material or component
prove unsatisfactory during fabrication it shall be rejected notwithstanding any previous
certification, satisfactory examination or tests.

VENDOR shall guarantee the performance of the packaged equipment against the specified
requirements of this Specification under the stated operating conditions.

VENDOR shall guarantee all equipment in his supply to be free of all defects in design,
workmanship or site damage.

12. DESIGN PARAMETERS

SYSTEM PRESSURE LOSS


The maximum pressure loss of the Metering and Meter Prover System at maximum working flow
rate whilst meter is on ‘prove’ shall be as stated in the Instrument Data Sheet.

This value of pressure loss shall include all items of equipment in the system between the two
terminal piping flanges. VENDOR shall provide written data in the form of a calculation sheet
detailing the components of the system to substantiate compliance.

STANDARD REFERENCE CONDITIONS


For Standard conditions refer to “1232-DE-00-PR-ESS-101, Engineering Standard Specification
For Basic Engineering Design Data”

FIELD INSTRUMENTATION
The skid-unit shall be fitted with a suitable overall sunshade.

In addition to the environmental conditions as defined in “1232-DE-00-PR-ESS-101, Engineering


Standard Specification For Basic Engineering Design Data” all outdoor equipment shall be suitably
rated for installation in a hazardous area classed as per “Hazardous area classification
Specification; 1232-DE-00-SA-ESS-158”. The preferred method of protection shall be via the use
of Intrinsically Safe equipment (Grade EEx‘ia’) designed to IEC/CENELEC standards and certified
by recognized testing laboratory (CESI, BASEEFA, UL, FM etc…). When the intrinsically safe
equipment is not available, flameproof (EEx’d’) equipment shall be used. Other forms of protection
may only be used with the prior approval of the CONTRACTOR.

All outdoor instrumentation shall be environmentally protected, as a minimum to IEC 60529 classes
IP65.

ELECTRO MAGNETIC INTERFERENCE


All the electronic instrumentation must be immune to electromagnetic interference and Radio
frequency interference and shall comply with IEC 61000 or similar applicable standard. All
electronic/electrical equipment shall display the CE mark and all package assemblies shall be
supported by a project specific Technical Construction File.

13. ACCURACY REQUIREMENTS


The metering system shall compute the Liquid flow with an overall accuracy of +/- 0.25% over the
minimum to maximum mass flow range (taking into account of individual instrument accuracy).
Computations and displays shall be carried out for mass total and rate, gross volume total and rate
and net volume total and rate.

PULSE FIDELITY
Pulse fidelity shall be in accordance with the requirements of the API MPMS; Chapter 5; Section
5, Level ‘A’. In the event of a transmission fault the system shall continue to operate but at fidelity
level ‘E’.

A non-resettable electro-mechanical counter shall be provided on the metering panel for each
stream to give permanent record of error counts. Audible alarm shall be given on signal irregularity.

Note: The common input signals shall be routed in separate multi-cores.

This pulse train shall also be used to drive a panel mounted 8 digit non-resettable
electromechanical counter, one per stream with automatic rollover (minimum rollover period 3
months). Pulse security shall be in accordance with API standard.

The accuracy of calculations performed by the microprocessors (Flow Computer) shall be ±0.001%
of the reading.

The electronic flow computing system shall utilize non-volatile memory to maintain critical
parameters for at least 30 days without AC power supply. Built in battery back-up is acceptable.

14. INSTRUMENTATION
The metering system shall be based on utilizing microprocessors, one each to monitor each
metering stream and continuously communicating with one common database. Typical inputs to
each microprocessor shall be analogue 4-20mA and pulse frequency input signals from field
sensors which shall be scaled and digitized.

All field instruments shall be rated for the design pressure and temperature. Long term stability
(drift per annum) shall be minimal. Ambient temperature effect shall be minimal. Static pressure
effect (for DP transmitters) shall be minimal.

TURBINE FLOW METER


The Liquid flow may be measured by turbine flowmeters. The flowmeters shall comply with the
requirements of the API MPMS. Dual pick-ups and pre-amplifiers shall be included to provide two
(2) completely independent outputs. Each meter shall be provided with its own characteristic curve
of calibration (Meter K factor versus flow rate) and meet the following requirements:

a) Linearity min/max flow range: better than ± 0.15%

b) Repeatability: ± 0.02% of reading

Meter flange connections shall be to ASME B16.5, flange rating as under Piping Design Conditions
on the Fiscal Metering Data Sheets.

Each meter shall be protected by means of appropriate upstream filter banks. Each filter shall be
fitted with differential pressure gauge, vent and drains, and differential pressure switch to alarm in
the event of filter blockage. Filters shall be provided with 1” vent and drain connections.

The minimum lengths of straight pipe shall be in accordance with the relevant section of Manual of
Petroleum Measurement Standards.

The number of flow meter pulses generated (when proving at minimum flow rate) over the swept
volume between Prover detectors shall be at least 10,000 (equivalent to 20,000 pulses for a round
trip on bi-direction proffers). Alternatively, pulse interpolation techniques may be employed.

ULTRASONIC FLOW METERS


Ultrasonic flow meters shall be the Transit Time (Time of flight type). Multiple beam designs shall
be considered depending on the application, the greater the number of beams, the less the
sensitivity to velocity profile effects.

Ultrasonic flow meters shall be considered for liquid without any Gas phase of operating conditions.
Flow meters with insertion probes shall have retraction mechanisms to allow on stream probe
maintenance. VENDOR shall supply the armored signal cable and glands for connection between
sensor and transmitter. Transmitter shall have Smart capabilities.

Ultrasonic flow meters shall meet electrical certification requirements as indicated on the individual
data sheets. Flow meters shall have ASME flange process connections to ASME B16.5 in line with

the pipe specification. Flange surface finish Surface roughness shall be in accordance with ASME
16.5. Flanges shall be protected over the entire gasket surfaces adequately for shipping.

Materials for Ultrasonic flow meters shall be in accordance with piping specification of each line
class as shown on the individual data sheets.

Material shall generally be stainless steel AISI 316. Other materials such as Monel or Hastelloy
shall be selected depending on the process fluid and shall be specified on the project data sheets.

Where required as per project Piping Material Specification, NACE MR 0103 shall be applied.
VENDOR shall submit the mill sheet and the test report in accordance with NACE-MR-0103, latest
edition, where “NACE” is notified on each individual data sheet.

Electrical power supply will be 230 VAC, 50 HZ (UPS) otherwise is mentioned in relative data
sheets.

Signal output shall be 4-20 mA HART.

All electrical or electronic connections shall be threaded to ISO Metric size. Flow direction shall be
clearly and permanently stamped on the meter body.

CORIOLIS MASS FLOW METERS


Coriolis meter is suitable to measure liquids in small sizes.

The accuracy of the meter shall be ± 0.15% of full scale or better, and the repeatability shall be
0.02%.

The range-ability of Coriolis meter is typically 20:1.

Coriolis meters are capable of measuring mass flow rate, volumetric flow rate, fluid density and
temperature from the same sensor.

General installation shall ensure that the sensor is full of process fluid. When measuring liquids,
the sensor must not be installed at a high point, as gas may accumulate in the sensor. If the meter
is installed in a vertical line, the fluid flow shall be upwards through the sensor. Upstream and
downstream straight run requirements and flow conditioning are not necessary, due to independent
flow characteristics.

The body and sensor materials shall be AISI 316 stainless steel as a minimum. Other alloys shall
be used as per process fluid requirements.

Coriolis meters shall have ASME flange process connections to ASME B16.5 in line with the pipe
specification.

Coriolis meters and associated electronic housing shall meet electrical certification requirements
as stated on the data sheets. Ingress protection and weatherproof requirements shall be IP65 as
a minimum.

Electrical connections shall be supplied with the threaded connection ISO Metric size.

Signal output shall be 4-20 mA HART.

Electrical power supply will be 230 VAC, 50 HZ (UPS) otherwise is mentioned in relative data
sheets.

In case of remote transmitter, any special cabling between the sensor head and the electronic
housing shall be supplied by the meter VENDOR. The maximum distance between the two units
shall be clearly stated by the VENDOR at the enquiry stage.

Flow direction shall be clearly and permanently stamped on the meter body.

CONTROL VALVES
Flow balancing valves shall be located in each meter stream. Flow balancing valves shall be
controlled by metering system from PLC or flow computer related to VENDOR advice.

Valve failure action shall be locked.

The valves shall be capable of precise non-chattering control over the normal linear range of the
meter. The valves shall be designed to withstand the maximum differential pressure across the
metering station.

Actuators should be pneumatic, fitted with a positioner. Actuators shall be sized to open the valves
from fully closed, with the maximum metering station differential pressure across the valves.

VENDOR shall submit sizing and the noise calculations with his proposal.

FOR CONTROL VALVES“.

TEMPERATURE MEASUREMENTS
The temperature sensor and transmitter accuracy shall be class A. RTD shall be three wire or four
wire to compensate for lead length resistance. Total sensor and transmitter accuracy shall be
maximum 0.25 C.

Facilities for checking the calibration of the resistance thermometer by means of certified
thermometer shall be provided in accordance with API MPMS Chapter 7.

All temperature elements shall be supplied complete with thermowells.

Temperature measurement shall be provided at the Prover to set up proving conditions. Meter
proving shall be inhibited until temperature equilibrium is achieved.

RTD in the densitometer shall be connected to the prover flow computer.

Temperature instrument shall be considered as shown on the Metering P&ID.

PRESSURE MEASUREMENT
Pressure instrument shall be considered as shown on the Metering P&ID.

Accuracy of Pressure Measurements shall be better than ± 0.1% calibrated span for DP transmitter
and ± 0.2% calibrated span for pressure transmitters.

 Density

Automatic Iso-kinetic Sampling is required for manual analysis

14.7.1 MINI-SKID
The analyzers and the Auto Sampler shall be mounted on a mini-skid, designed to be installed
fitting-to-fitting, ahead of the Metering Skid inlet flange. The mini-skid shall be supplied fully piped
and wired and complete with all necessary junction boxes and cable tray. Power and instrument
air requirements shall be drawn from the Metering Skid. All necessary control signals shall be
provided by the Metering Computer System and all measured variables shall be made available
for reporting via Metering Computer System.

The analyzers and auto sampler shall be installed on a single fast loop utilizing a retractable probe
and dual pumps. The pumps shall operate in selectable auto-standby mode. The fast loop shall
also include local temperature and pressure indication and temperature and pressure transmitters
for measurement correction. Pipe lagging shall be included to maintain the temperature difference
between the fast loop and the point of flow measurement, to a minimum. The degree of temperature
preservation shall be such that the density measurement accuracy shall be better than  0.1% of
the density at the point of flow measurement.

14.7.2 DENSITY MEASUREMENT


The measured density shall be compensated for actual temperature and pressure in reference to
the temperature and pressure at which the Densitometer was calibrated. A flushing flanged
connection shall be supplied to enable the density meters to be cleaned in situ when necessary to
do so. Flushing will be carried out using portable equipment supplied by others.

The device shall be qualified and approved for custody transfer by international weight and
measures institutes. Density meter shall be calibrated acc. to API MPMS 14.6.

The minimum requirements of the density meter shall be as follows:

 Density meter shall provide direct inline measurement of density

 Shall have no moving parts.

 It shall be workable without requirements for flow conditioning or straight pipe runs

 Density meter shall be resistant against vibration, pulsations, flow rate changes and fluid
viscosity.

 Have accuracy and repeatability better than ±0.001 gr/Cm3 and 0.0005 gr/Cm3 respectively

Density meter shall:

 Deliver accurate and repeatable data over a wide range of flow rates and process conditions.

 Provide direct inline measurement of density

 Have no moving parts

 Have no requirements for flow conditioning or straight pipe runs

 Provide advanced diagnostic tools

 Minimize and correct for environmental effects, process fluid temperature and pressure

14.7.3 WATER CUT


An in-line mounted ‘Water Cut’ shall be installed in condensate feed metering, provide local
indication and a signal output to the metering panel for remote indication, alarm and the flow
compensation. It shall be designed to measure water containment over a range mentioned in the
metering datasheet.

The minimum requirements of the water cut meter are as follows:

 Continuous real time measurement

 Full bore or by-pass in-line installation

 Automatic compensation for process temperature

 Automatic correction for changing fluid properties

 User-friendly , menu based configuration software

 Enclosure shall be Weather protected according to IP 65

 Shall be provided with Up to two frequency input and two pulse outputs

 Accuracy shall be 0.05%

 Repeatability and Sensitivity shall be 0.01% and 0.005% respectively.

 Response time shall be less than 0.4 Sec.

METERING CONTROL PANEL


For metering system control panel refer to “1232-DE-00-IN-MSS-672; MATERIAL STANDARD
SPECIFICATION FOR PANELS AND CABINETS”.

15. METER PROVER OPERATION AND CALIBRATION

GENERAL
The Prover system shall be designed to allow automatic or manual on-line meter proving without
disrupting the normal metering process.

The Prover shall be one of the following types:

 Bi-directional with duplicated dual sphere detectors to achieve “round-trip volume”. The
detectors shall be precision units with detection repeatability of ± 0.004%, or

 Master Meter

The prover piping shall be specially selected to meet the requirements of API MPMS, Chapter 4:
Metering Proving, in so far as dimensions and recommended sphere velocity.

It shall also be internally lined with a coating material, having a hard baked finish, appropriate for
the liquid(s) to be metered. The flanged joints within the calibrated volume shall have spiral wound
gaskets together with dowel pins in each flange.

The metering microcomputer used to calculate meter factors and to count the number of pulses
from the selected flow meter for the predetermined volume, as measured by the meter Prover, shall
use the Prover pressure and the average of the inlet and outlet temperatures for calculations.

DISPLACEMENT PROVERS

15.2.1 GENERAL
All types of pipe prover system operate on the common principle of the repeatable displacement
of a known volume of liquid from a calibrated section of pipe between two signaling detectors.
Displacement is achieved by means of slightly oversized sphere or piston that is driven along the
pipe by the liquid stream being metered. The corresponding metered volume is simultaneously
determined. A meter that is being proved on a continuous-flow basis shall be connected at the time
of proof to a counter that can be instantly started or stopped by the signaling detectors. The counter
shall be an electronic pulse counter. The counter is started and stopped when the displacing device
actuates the two detectors at the ends of the calibrated section. For more detail refer to IPS-E-IN-
240 section 9.3.

A fixed conventional bi-directional, skid mounted U-type sphere Prover or Piston Type, complete
with launching chamber shall be provided with permanently installed prover loop and four way valve
with a capacity and size suitable for the turn down ratio of the meters. Prover shall be complete
with inlet and outlet flanged connection for fitting a four way diverter valve with displacer stops,
drains and vents. Performance requirements shall conform to API MPMS CH 4 & 5. The prover
shall be installed on the metering skid. Using separate skid is only allowed where there is a
limitation of available space. Taking advantage of pulse interpolation techniques is only permissible
in cases that the required volume of prover is very large in comparison to the available space.

The prover shall be provided with the following items as minimum:

 Four way diverter flanged valve, complete with electrical actuator, mechanical position
indicator and a manually gear operated hand wheel.

 The 4 way valve leak detection shall be Automatic, and also local indicator to be provided. It
shall be noted that manual leak detection is not accepted.

 Two or four DPDT detector switches complete with conduit and wiring to the flow computer
which is mounted on the prover. The detector switch repeatability shall be such that the overall
repeatability of the system is within 0.02% with the uncertainty of ±0.027%.

 Launching chambers equipped with quick opening closure and size shall be minimum two
sizes larger than prover size.

 Prover loop should be insulated by suitable material for preventing operational temperature
deviation due to ambient temperature during operation (if necessary).

 3 inch Connections with suitable valves shall be installed in the inlet & outlet of the prover for
base volume calibration using water draw/master meter methods.

 Prover Calibration shall be performed according to API MPMS Section 4.9.2. & 4.9.3.

 Prover sphere material shall be suitable for the passing hydrocarbon liquids specification.

 The spheres to be inflated with glycol water solution when put in service. Two spheres (one
spare) shall be provided with sizes suitable for prover.

 Sphere sizing ring, removal tool and inflation pump shall be provided.

 Pressure and Temperature transmitters and gauges shall be considered in inlet and outlet of
the provers.

 Upstream of Prover, full bore block valve, double block and bleed with motor operated
actuator, as for each of the meter run.

 Downstream of Prover, common double block and bleed with motor operated actuator.

 Flow control valve for the prover outlet as for each of the meter runs.

 Two high point vent valves, 3/4" on top of each launching chamber

 Two low point, 3", ANSI Class 300 drain valves with 4", ANSI Class 300 Drain header.

 A safety valve of ¾" x 1" NPT, with suitable isolating valve.

15.2.2 CONSTRUCTION
Piping for prover barrel shall be perfectly round and free from burrs, groove pits or dents. If welding
is required it shall be full penetration weld and must be ground smooth. Flanges used in the
measuring section shall be match bored and machined for metal to metal surface contact with a
tongue and groove O ring.

Internal surface of the entire length of the prover barrel shall be coated to reduce frictional drag on
the sphere and protect the measuring section from rust or pitting. The coating must have been a
hard, smooth, long lasting finish and must be applied only after the internal surface of the prover
barrel has been blasted to a white metal base NACE - No.1 and then be coated with baked on
phenolic or air-cured epoxy system.

The prover shall be coated with external protective coatings as per “ENGINEERING STANDARD
SPECIFICATION FOR PAINTING; 1232-DE-00-PI-ESS-412” such as primers, paint, mastic, etc.
Spades and spacer rings shall be provided on the inlet and outlet of the prover for maintenance
purposes.

The material of the meter provers and accessories shall be as “PIPING MATERIAL STANDARD
SPECIFICATION; 1232-DE-00-PI-MSS-401”

15.2.3 CALIBRATION
The Prover shall be calibrated at the point of manufacture using the master meter method and
clear, deaerated water, in accordance with API MPMS, Chapter 4. Base volume for the Prover shall
be established in m3 at the reference conditions.

Calibration repeatability should be 5 consecutive run within 0.05% for round trip, but take a note
that linearity and repeatability can be determined from a certain calibration data as below.

The linearity of turbine flow meter means that the K factors not too varies within a specified range,
therefore it should be calculated from the below equation:

Linearity = (maximum K factor- minimum K factor)/mean K factor*100% and

15.2.4 METER PROVER CONTROL


Selection of meter runs for proving purposes shall be performed at the HMI. Operation of the
motorized valves downstream of the chosen meter at the related Prover branch “tee” and at the
Prover outlet shall be interlocked and automatic. All proving functions including operation of the
Prover flow control valve shall be performed automatically by the related stream flow computer.
Proving shall be inhibited until Prover stabilization has been achieved.

15.2.5 FOUR WAY DIVERTER VALVE


The four-way motor operated diverting valve shall be fitted with valve position switches for remote
valve position indication. In order to detect leakage across the four-way valve in closed position a
manual bleed valve shall be installed. For remote leak detection a differential pressure switch shall
also be provided arranged to alarm and abort proving on fault detection.

The actuator shall be suitable for local/remote actuation from integrally mounted lockable push
buttons. Prior to proving, the four-way Diverter valve position shall be such that the sphere is at
the launching chamber (hinged closure site) and remains there, allowing Prover temperature and
pressure stabilization.

MASTER METER PROVERS


Master meter proving is the method used to prove a line meter with a master meter. In order to
minimize the uncertainties of this method, every attempt should be made to determine the master
meter’s meter factor (MMF) by proving the master meter in the same fluid and flowing conditions
that will be experienced by both the line meter and the master meter at the time of the line meter
proving. In principle this method may have greater uncertainty than the direct proving (by
displacement proving) method.

Master meters shall meet current industry standard requirements for custody transfer
measurement. Master meters shall be properly sized to prove a line meter such that the operating
range of the line meter falls within the proven operating range of the master meter. The master
meter shall display very good reproducibility and repeatability throughout its operating range.

Suggested acceptable performance of a master meter is that a flow variation of ±10 % results in
no greater than 0.1 % change in meter factor and at any flow rate used in the calibration. Master
meters shall be selected to minimize the effects of variances in flow rate and viscosity.

A selected portable meter or a meter at a test station meeting appropriate custody transfer
recommendation can be assigned as a master meter. The meter selected should be known, from
proven performance, to be reliable and consistent, and capable of calibration to specified accuracy
tolerances. In the absence of an in-situ prover, a master meter shall not be used for another
function other than proving meters and shall not be in service when no meters are being proved.

15.3.1 DIRECT MASTER METER PROVING


The method in which the proving of a line meter is performed indirectly by means of a prover in
series with the master meter and the line meter. Both meters are proved using a common flowing
stream at essentially the same time (either simultaneously or “back-to-back”). This method has a
higher uncertainty than a direct method, simply by the introduction of a direct master meter into the
procedures. However, it closely approximates the direct method because all of the testing is
conducted using a common flowing stream at essentially the same time and conditions.

When a master meter is used to prove a line meter in the direct master meter proving mode
(sometimes referred to as transfer master meter proving) on a single liquid type, and for a single
target flow rate under stable conditions (i.e. viscosity, gravity, temperature and pressure), a single

point proving of the master meter is sufficient. The flow rate at the line meter proving may vary up
to ±5 % from the flow rate at which the master meter was proven. If the flow rate varies more than
±5 %, the master meter shall be reproved within ±5 % of the line meter flow rate.

15.3.2 INDIRECT MASTER METER PROVING


Indirect master meter proving is used when proving by the direct method cannot be accomplished
because of meter characteristics, logistics, time, space, safety, and cost considerations.

The indirect master meter proving method requires that the line meter and a master meter be in
series. The line meter is proved by comparison to the master meter whose meter factor (MF) was
determined by a previous direct proving on a different flow stream and/or conditions.

This method has a significantly higher uncertainty than the other methods because a displacement
prover is not in series with the master meter and the line meter.

When a master meter is used to prove a line meter in the indirect master meter proving mode, a
single point proving of the master meter is not sufficient. It must be assumed there will be some
variation in the flow rates encountered. A minimum of 2 points should be determined within ±10%
of the expected operating flow rate of the line meter. If the two master meter factors do not agree
within 0.1%, prove the master meter at a narrower flow range until the two master meter factors
agree within 0.1%. The MMF can only be used within the range of the flow rates used to determine
it.

16. STREAM MEASUREMENT MICROPROCESSOR (Flow Computer)

BASIC FUNCTIONS
Each metering run (stream) shall be provided with a dedicated microprocessor based flow
computer. The stream microprocessor shall receive the dual pulse train from the stream flow meter
from which, with the use of the meter factor, shall calculate the gross volume flowrate and the gross
volume total. The stream microcomputer shall also receive line temperature, header pressure and
header density, which it shall use to correct the gross to net volume and to calculate the mass flow
rate and mass total.

Pulse comparator, pulse discrepancy counter and alarm shall be provided in line with API MPMS;
Chapter 5; Section 5, Fidelity Level ‘A’ requirements.

The stream microcomputer shall be capable to communicate via the data bus with the data base
microcomputer; to transfer on demand selected measured and calculated variables, status and
alarm signals and to request proofs when the gross flowrate changes by more than a pre-set
amount from the gross flowrate at the time of the last meter factor. Coefficient for cubic expansion
of fluid and meter factors shall be downloaded from data base computer. Preset limits: Changes
5°C in temperature, 10 bars in pressure, 2% in density causing change in Meter Factor 0.1% or
more.

These limits in process variables shall be fully adjustable, subject to password protection.

Each microprocessor shall be provided with a “Watchdog” alarm.

DISPLAYS
Facilities shall be provided on the stream microprocessor for visual display of, as a minimum, the
requirements listed below.

DEDICATED DISPLAY
An 8 decade display (non-resettable) shall continuously indicate the current mass flow total in
tonnes with automatic rollover (minimum rollover period 3 months).

16.3.2 KEYPAD DISPLAY


VENDOR shall advise how his keypad will be arranged. Each key shall be assigned a special
function.

16.3.3 ALARM DISPLAY


Each alarm shall be displayed on the alarm Page when displayed on the Operator Screen. An
audible signal shall alert the Operator of an alarm situation.

Stream Microprocessor shall include a maintenance mode facility in which all process alarms are
inhibited.

Before maintenance mode can be entered via the keypad, stream shall be isolated. Maintenance
mode shall be automatically printed. Interlock shall be provided in the system which will prevent
entry of maintenance model while stream is in operation.

KEYPAD/OPERATIONAL BUTTONS
A keypad used for the following mode of operation is required on the front face of the stream
microprocessor:

a) To call up the address of a variable, factor, etc., for display, e.g. by keying in an address the
value of the factor associated with that address shall be displayed on the front Micro Display.

b) To provide a secure way of changing factors, alarm levels, coefficients, etc., when used in
conjunction with the enter button and security code or key switch.

It is a requirement that, to protect unauthorized access and modifications, various levels of security
access are provided, e.g. monitoring Only, Engineer’s Access. The information access levels shall
be defined in the Functional Design Specification to be supplied as part of documentation.

SYSTEM ALARMS
The computing system shall have facilities to manually set alarm limits, high and low deviation
alarm on all variable input data such as pressure, temperature, density. Also an alarm shall be
generated automatically upon failure of an input or internal system malfunction.

As a minimum, alarm shall differentiate between process general alarms and computing system
failure alarms.

The output of the Common Alarm shall be via voltage free contacts rated at 5 amp 24V DC de-
energized open on alarm.

STREAM VALVE CONTROL


The stream to outlet header and stream to Prover valves control shall be implemented via the
metering operator station.

Three valve configurations shall be possible:

a) Stream closed down (both valves closed)

b) Stream on line (outlet valve open, Prover valve closed)

c) Stream proving (Prover valve open, outlet valve closed)

When changing configurations the valves shall be interlocked to ensure that the valve to be closed
cannot be operated until the valve to be opened has been operated.

When a valve drive command is generated, the microprocessor shall initiate an adjustable timer
which shall allow a few seconds for the valve to complete the travel. If the transition does not occur
within the allowed time period then the valve command output shall be de-activated and an alarm
be raised. Further commands may then be processed.

When in mode (c) (proving) the stream microprocessor shall connect its securely received pulse
via the data bus to the Prover microprocessor.

ANALOGUE OUTPUTS
VENDOR shall provide up to ten 4-20mA analogue outputs assigned to any parameter e.g.:

 Net Volume Flow Rate - m3 at 15°C

 Mass Flow Rates - tonnes/hr or kg/hr

 Temperature - ºC

 Density - kg/m3

17. PROVER MICROPROCESSOR

BASIC FUNCTIONS
Proving shall be controlled by switches via the Metering Operator Station 1) Stream selection and
2) Initiation of Prover.

The Prover microprocessor shall control the launching of the sphere via the position of the four-
way Diverter valve and the sequencing of the proof runs, once the meter proving has been
requested.

The Prover microprocessor shall receive the pulses from the stream flow meter via the relevant
stream microprocessor, the Prover inlet pressure, and inlet and outlet temperature. The Prover
microprocessor shall use these to calculate the meter factor. During meter proving, the stream, the
Prover inlet and outlet temperatures shall be checked to ensure that their variation and rate of
variation does not exceed a pre-set limit.

The Prover microprocessor shall provide selected measured and calculated variables, status and
alarm information to the data base microprocessor on demand. The Prover microprocessor shall
also monitor the position of the four-way Diverter valve and the sphere detectors. In addition the
microprocessor shall monitor its own operation, external circuit integrity and process limits.

DISPLAYS
Facilities shall be provided on the Prover microprocessor for the visual display of, as a minimum,
the requirements listed below.

17.2.1 DEDICATED DISPLAY


An 8 decade display shall continuously indicate the proof run number (2 digits) and proof counts
(6 digits).

17.2.2 GENERAL PURPOSE DISPLAY

PROVING PROCEDURE
Two proving modes shall be available for selection: auto or semi-auto. Semi-auto proving shall
be utilized when the data base computer is not available.

Second key switch shall be provided for selection of base volume.

17.5.1 AUTO MODE


In this mode the command to prove shall be downloaded from the data base microcomputer. In
response to this command the Prover microcomputer shall start to monitor its temperature inputs
for stability. When stability is achieved the microcomputer shall activate a ‘temperature stable’
output to allow the operator to stabilize flow conditions. After a pre-set time the ‘temperature stable’
output be de-activated and microcomputer shall commence with proving. The proving sequence
shall be controlled and monitored for correct sequence and timing by the Prover microcomputer; if
an error is detected the appropriate alarms shall be generated and the sequence aborted.

Ten proofs shall be attempted to obtain five successful before abort. Temperature stability shall
also be monitored during the sequence and an abort initiated if unstable conditions are detected.

17.5.2 SEMI-AUTOMATIC PROVING MODE


Valves shall be operated via Stream Measurement Microcomputer Keypad and proving shall be
initiated via Prover Microcomputer Keypad.

SPARE CAPACITY
The Prover Microprocessor shall have sufficient capacity for processing/memory.

18. DATA BASE MICROPROCESSOR (DATABASE MANAGER PC)

BASIC FUNCTIONS
One data base microcomputer shall receive data from the stream microcomputer and the Prover
microcomputer via a serial data highway; this data shall consist of measured and calculated
variables and alarm and status information. The data base shall also download calculated variables
and commands to the stream microcomputer and the Prover microcomputer.

The database computer shall carry out the following tasks:

 Summate meter run (volume, mass and gross volume totals).

 Indicate summated totals and flow rates.

 Monitor operation of the complete metering system and alarm on malfunction.

 Compute and display accurate time and date.

 Format and output to the printer reports, tickets and alarms.

 Communicate to external system (DCS).

 Control automatic changeover of the meter runs under rising/falling flow and/or fault
conditions.

 Database computer shall have the capability to time synchronize other computers.

In addition, the database microcomputer shall present metering, alarm and Prover reports at
predetermined intervals or on-demand on a printer; further the database microcomputer shall
interface to a data acquisition system for the transfer of metering data and alarm status.

Seven days total data shall be stored in database.

The calibration constants e.g. coefficient of cubic expansion for liquid etc. shall be entered into the
database computer and downloaded to stream computer and/or Prover computer as required.

All data shall be stored in triplicate memories and triplicate registers. Battery backup shall be
provided for volatile memories.

Associated hard disk memory with data base microcomputer shall have enough capacity to store
one year of received data.

The requested database computer shall have a fully hot redundant backup.

The database microprocessor shall be scalable to accommodate future expansions.

DISPLAYS
Facilities shall be provided on the database microprocessors for visual display of the three major
groups of parameters, measured values, constants, and configuration data. When a measured
value is displayed then units of measurement shall also be identified.

All parameters shall have an associated code number with which it can be called up; a directory
display of all such codes shall be available on the display.

Alarms when they occur shall be able to be displayed, the display shall include identification to
variable type and variable limits. Alarms shall only be displayed when called-up. When an alarm
occurs an alarm light on the microprocessor front panel shall flash. The alarm shall be accepted
without being displayed.

KEYPAD
VENDOR shall advise full details as to how his keypad is arranged.

PRINTER
A free standing Laser printer shall be provided for presentation of metering reports. A daily
metering report shall be printed at 00.00 hrs, on demand via the Metering Operator Station or at
the end of period.

A free standing dot matrix printer shall be provided for alarm printing and reporting. Alarms shall
be printed as they occur and shall also be summarized in an alarm report.

INTERFACE TO THE DCS (DISTRIBUITED CONTROL SYSTEM)


A dual redundant Modbus serial link shall be utilized (RTU Mode or TCP/IP) between the metering
system and the plant DCS System located in the control room. The data required to be transmitted
will be defined during detail design but VENDOR shall allow for the transfer of all status and alarm
indications and all process data (flow rates, total flow, etc.) and reports to the DCS.

The electrical connection of the Modbus serial link shall be RS-485.

Serial link communication speed shall be configurable from 9.6k baud minimum.

VENDOR shall liaise with the DCS VENDOR to supply/obtain all necessary information to ensure
satisfactory operation of the link.

Vendor is to provide the appropriate Bit Map solution to allow for the mapping onto the Client DCS
system.

Moreover VENDOR is requested to provide a serial link port (communication protocol will be
finalized once client provide it) capable to communicate with SCADA system.

19. SECURITY OF THE SYSTEM


VENDOR shall highlight security of fiscal measurement in case of failure of:

 power supply

 stream microprocessor (flow computer )

 proving microprocessor (flow computer )

 database microprocessor (database computer )

20. SKID CONSTRUCTION


The metering system, (including the Prover) shall be skid mounted. The metering skid shall be
designed and manufactured as a complete unit with all necessary pipe work, instrumentation and
cabling. All skid mounted electrical equipment shall be wired to junction boxes at agreed locations
on the skid. The skid shall have adequate lifting facilities for shackling up to lifting beams.
Adequate access shall be provided for the operation and maintenance of all equipment.

Skid size – VENDOR shall advise length, width, height and weight.

PIPING GENERAL
Piping, fittings etc. shall be in accordance with the project specification “PIPING MATERIAL
STANDARD SPECIFICATION; 1232-DE-00-PI-MSS-401”.

Manual isolating valves shall be provided at inlet and outlet of each stream, the Prover take-off
points on each stream and the Prover outlet (See Fiscal Metering P&ID). “1232-DE-00-PI-MSS-
401: PIPING MATERIAL SPECIFICATION” need only be adhered to in principle.

Filters shall be fitted upstream of each flow meter with stainless steel mesh baskets, which shall
have valve vent and drain connections. The filters shall have a low pressure drop and be fitted with
a bellows-type differential pressure indicator.

Line and filter drains shall be provided with isolation valves which shall be connected to a skid drain
header for connection to the Plant Closed Drain system.

Small bore pipe work shall be clamped to prevent fracture caused by vibration.

Each metering stream and the Prover shall be fitted with a relief valve, which, together with the
Drip Pans shall be connected to a skid header for connection to the Plant Oily Water Open Drain
system.

For pipe insulation requirements shall be determined by the VENDOR to ensure compliance with
Fiscal Metering Standards.

3 inch Connections with suitable valves shall be installed in the inlet & outlet of the prover for base
volume calibration using water draw/master meter methods.

Design, size and material of associated pipes in meter prover shall be specified in bidding stage.

PROVER PIPING
One sphere launch chamber shall be equipped with hinged end closure.

The calibrated section of the Prover shall be constructed using flanged sections. The inside of the
Prover shall be coated as per project requirement.

Welding and radiography shall be carried out in accordance with the project document
“Specification for Welding and Heat treatment:1232-DE-00-QC-SPE-816 “and the documents
referenced therein.

Master Prover connections with manually operated isolating valves with blind flanges fitted to the
terminal connections shall be supplied and located at the edge of the skid. A separate junction box
for sphere detectors signal shall be provided.

The meter proving-loop shall be provided with a thermal relief valve, size ¾” inlet, 1” outlet; the
outlet shall be piped to the drain header.

MOTOR OPERATED ISOLATION VALVE


The metering run outlet and Prover inlet shall be provided with electric motor operated tight shut-
off valves.

The valve actuator shall be suitable for local/remote actuation from integrally mounted push buttons
and incorporate a de-clutchable hand wheel. The valve actuator shall be fitted with overload
protection, valve position switches for remote valve position indication and a monitoring relay for
remote indication or Local/Remote Control. For details refer to 1232-DE-00-IN-MSS-604,
MATERIAL STANDARD SPECIFICATION FOR ON-OFF ACTUATED VALVES.

A single power supply (400V, 3ph, 50Hz supply) shall be provided by the CONTRACTOR at the
skid location. The VENDOR shall provide a skid mounted EEx’d’ power distribution board to all skid
users. VENDOR shall provide details of his power supply requirements.

ELECTRICAL
All electrical equipment on the metering skid shall be certified suitable for use in the hazardous
area stated. With the exception of the Turbine Meter wiring all electrical connections shall terminate
in junction boxes located at the skid edge. All cabling shall be installed on cable trays

20.4.1 SKID CABLING


All instrument cables shall be terminated at EEx'e' terminal boxes with removable gland plates
located at the edge of the skid.

Separate boxes shall be provided for different signals and voltage levels.

All receiving and computing instrumentation shall be mounted on the metering panel.

20.4.2 HEAT TRACING


The heat tracing, if required, is indicated on the Fiscal Piping and Instrument Diagram.

EQUIPMENT IDENTIFICATION
Each instrument component shall be supplied with a nameplates securely fixed to equipment by
stainless steel screws. The VENDOR’s drawings shall clearly identify each component by item

and tag number. Instrument multi-conductor cabling, wiring and terminal box identification shall be
suitable for outdoor use.

Terminal box duties, color identification and tagging shall be in accordance with project
requirements.

21. PAINTING
Safety Relief Valves shall be in accordance to 1232-DE-00-PI-ESS-412 “Engineering Standard
Specification for Painting”

Final color for the valve body shall be defined before placement of the purchase order.

22. NAMEPLATES, MARKING, AND LABLING


Each valve shall be fitted with a permanent stainless steel nameplate carrying the following
information:

An arrow in the direction of the flow shall be on the body of the valves.

• Manufacturer’s name and/or trademark


• Tag number
• Valve type and serial number
• Set pressure (in units specified on engineering data sheet).
• Back pressure
• Valve inlet/outlet flange size/rating
• Orifice Size
• Valve spring, trim and body material
• Rated capacity (in units specified on engineering data sheet)
• Design code
• Relieving temperature
• Blow down
• Cold Service Pressure
Each rupture disc shall be fitted with nameplate carrying applicable information as safety relief
valves.

23. INSPECTION AND TESTSING

GENERAL
The metering system shall be fully inspected and tested at the VENDOR’s works to ensure
satisfactory operation before packing and shipping. A schedule for testing and inspection shall be
detailed in the manufacturing quality plan. The tests will be witnessed by the CONTRACTOR and
CLIENT.

INSPECTION AND TESTING PROCEDURES


The VENDOR shall submit detailed procedures and test sheets for CLIENT and CONTRACTOR
approval which cover the Factory Acceptance Testing 8 weeks before FAT. These procedures shall
adequately cover both the VENDOR’s own equipment/design and that of any sub-vendors.

Where sub-supplied equipment/design is not explicitly covered by the VENDOR’s procedures, then
this must be covered by documentation provided with the sub-supply. The VENDOR is responsible
for the inspection, co-ordination and retention of the documentation.

INSPECTION AND TESTING DOCUMENTATION


The VENDOR shall maintain up to date documentation at all times reflecting the inspection/testing
status of the equipment. The VENDOR will be required to formally submit certain parts of the
documentation as defined in the CONTRACTOR’s order. However, the submitted documentation
shall not be regarded as the total requirements.

The CONTRACTOR and CLIENT will wish to inspect retained documentation such as internal test
results, equipment logs and fault correction records. The original signed test procedures and test
sheets shall be supplied to the CONTRACTOR and CLIENT at the completion of the tests.

FACTORY ACCEPTANCE TEST (FAT)


Prior to advising the CONTRACTOR and CLIENT that the equipment is ready for the Factory
Acceptance Test (FAT), the VENDOR shall have completed his own 100% in-house test of each
metering system. On successful completion of this, the VENDOR shall then undertake the FAT.

The CONTRACTOR and CLIENT will wish to witness the FAT prior to releasing the equipment for
shipment. The VENDOR shall be responsible for conducting the test and providing all necessary
facilities, test equipment and personnel.

PRESERVATION AND PACKING


Packaging shall be suitable for shipment and prolonged storage under tropical conditions to a
desert or offshore location. VENDOR shall clearly state any special measures required – e.g. power
to anti-condensation heaters.

Pre-shipment Inspection of the packing and marking shall be carried out before any shipment by
an approved third party. In case any export licenses and/or other necessary permits, authorization,
etc., are required by authorities in the exporting country then the VENDOR shall obtain such export
licenses, permits, authorizations, etc. prior to shipment at own cost and risk.

During loading the VENDOR shall witness the loading and bracing to satisfy himself that all
reasonable precautions have been taken to prevent damage occurs during transit. Preparation for
shipment and packing will be subject to inspection and rejection by CONTRACTOR’s inspectors.
All costs occasioned by such rejection shall be to the account of the VENDOR.

Machined and threaded exterior surfaces shall be protected with a rust preventative which is easily
removed.

Flanges shall be protected by plywood covers bolted and sealed to prevent ingress of dust, dirt
and water.

VENDOR shall remove all slide mounted front of panel instruments and ship them separately from
the panel.

The loading and bracing shall ensure that no damage occurs during transit.

Panels shall be suitable for transit and exposed storage under adverse conditions.

Packing shall be in accordance with project specification 1232-DE-00-PQ-PCJ-002, PACKING


AND MARKING PROCEDURE.

INSTRUMENT CABINETS/WORKSTATIONS
Cabinets/workstations shall not leave the VENDOR’s premises for shipment without full tests as

defined below and without an operational test witnessed by the CONTRACTOR’s representatives.

Standard of workmanship and general finish shall be checked and the results of all tests and checks
shall be recorded, copies of which shall be supplied to the CONTRACTOR.

The panels shall be completely assembled for inspection.

All electrical wiring shall be disconnected from the equipment to prevent damage except terminal
blocks, switches, etc., and undergo a 500 volt megger test. Insulation resistance shall be not less
than 100 megohm. Earth continuity shall not be greater than 1 ohm.

All panel wiring shall be checked point by point for continuity against panel wiring diagrams.
Further, all wiring shall be rung out for grounds, shorts and continuity.

Every instrument shall be tested, and any malfunctions remedied by VENDOR.

All logic circuitry integral with the panels shall be subject to a simulation test. Any relays supplied
by VENDOR shall be of the one standard type and the type and manufacture chosen shall be
submitted for the approval of the CONTRACTOR.

All material which is not in conformance with this specification and the related documents which
form the technical design and intent of the CONTRACTOR contract with the VENDOR shall, at the
CONTRACTOR’s request, be replaced by the VENDOR without extra charge.

VENDOR shall notify the CONTRACTOR that the panel is mechanically completed to enable the
CONTRACTOR to commence check before the start of any tests.

The cabinets/workstations shall be tested under conditions representative of normal working. All
electrical/electronic components shall be connected to a power supply for a period of not less than
72 hours to ensure failure of components does not occur due to local overheating. All receiver
inputs shall be connected to a resistor so as to produce a measured current equal to the maximum
system input current. Similarly, all controller outputs shall be connected to a resistor representative
of the load impedance, and the set point shall be adjusted so as to produce the maximum output
current.

The VENDOR shall furnish all necessary test equipment, and simulators, including qualified
personnel to thoroughly check the panels. All calibration equipment shall have a calibration
certificate less than 12 months old, traceable to national standards.

All test equipment, with the exception of temperature measurement equipment shall have an
uncertainty of calibration one order of magnitude lower than the instrument being calibrated.
Temperature measurement equipment shall have an uncertainty no greater than ± 0.1°C.

A CONTRACTOR’s representative will carry out final inspection and witnessing performance test
only after the VENDOR has completed his tests and recorded the results of all tests and checks in
the form of inspection and test certificate. The test shall be a complete repeat of these tests
performed by the VENDOR with any additional tests that the CONTRACTOR shall find necessary
to ensure proper operation of the panels. Qualified personnel shall be provided by the VENDOR
to assist the CONTRACTOR during final inspection and to demonstrate performance during
witnessing performance test.

VENDOR shall ensure that his field engineer assigned for the site commissioning of equipment
supplied is present during the final panel testing and check-out. Field tests shall be carried out
using oil and shall be witnessed by a CONTRACTOR authorized inspection body.

FLOW METERS
Factory calibration of each flowmeter shall be witnessed by the CONTRACTOR or his approved

representative, at the manufacturer’s works, for 10%, 20%, 60%, 100% and 105% of maximum
specified flow. A minimum of 7 days prior notice of the calibration shall be given. VENDOR shall
submit his test procedure at least six weeks prior to testing.

PROVER LOOP
The Prover loop piping shall be inspected for ovality, internal smoothness, pits, laminations, weld
seams and grooves. Internal surfaces shall be repaired where necessary, prior to sandblasting to
white metal and the application of the manufacturer’s standard lining. The results of all tests and
checks shall be recorded in the form of an inspection certificate; copies shall be supplied to the
CONTRACTOR.

HYDROSTATIC TESTING
The metering equipment, including all components (valves, etc.), shall be hydrostatically tested at
1.5 times the design pressure, in accordance with the project document “PIPING MATERIAL
STANDARD SPECIFICATION; 1232-DE-00-PI-MSS-401”.

RADIOGRAPHY
Radiography of the welds shall be in accordance with the project document “Specification for
Welding and Heat treatment:1232-DE-00-QC-SPE-816”.

SYSTEM TESTING
The complete metering station and operator stations shall be temporarily hooked up and the system
flow tested on water at the maximum flow rate of the Prover. All electric valve actuators shall be
temporarily wired to 3-phase supply.

Observations shall be made and recorded of:

a) pressure drop across the filters;

b) pressure drop across metering system excluding Prover;

c) Pressure drop across Prover.

SERIAL LINK
The serial communication between the DCS System and the Metering System shall be dual
redundant serial links operating in hot standby mode. They shall contain all measured and
calculated flow metering parameters, common alarm and computer watchdog alarms.

The Metering Skid VENDOR shall be responsible for liaison with the DCS VENDOR to ensure that
his serial link design is compatible with the DCS system. The responsibility for proving and initially
approving the link shall rest with the DCS VENDOR Systems Engineer and to this end the initial
verification tests shall be performed at the Metering System VENDOR’s works to verify
communication and addressing. The Metering System VENDOR’s System Engineer shall also
actively participate with the DCS Systems Engineer in these tests. This verification shall take place
before the Metering System FAT. The link shall also be tested with the completed DCS system at
DCS factory. To this end the Metering System Supervisory Computer shall be taken to the DCS
factory and connected to the DCS system. The Metering Systems Engineer together with the DCS
Systems Engineer shall then verify all aspects of the links.

MISCELLANEOUS TESTS
a) All high integrity valves shall be tested for tight shut-off at the maximum rated differential
pressure.

b) All actuators shall be checked for capability to operate their respective valves against the
maximum differential pressure; electric motor currents shall be noted.

c) All actuators shall be checked for correct operation of torque and limit switches and the motor
current noted during “no load” operation.

d) All motor operated valves shall be checked for limit switch operations, correct (phase)
rotation, local controls, remote operation, remote position indication and any interlocks.

e) All safety and relief valves shall be tested, set and tagged with the set pressure.

f) A test shall be conducted of the flow balancing valves.

Immediately after the system test all pipe work shall be drained of water and dried using hot air. All
openings shall be sealed and the complete system shall be purged with nitrogen to inhibit corrosion.

24. DOCUMENTATION

FUNCTIONAL DESIGN SPECIFICATION


The object of the FDS is to enable the VENDOR to precisely define the hardware and software that
is proposed.

The FDS shall be in sufficient depth to enable the CONTRACTOR to verify compliance with all
relevant design criteria and drawings, which shall include, but not be limited to the following:

 System description

 Proposed hardware configuration

 Proposed software configuration

 Overall Electrical Single Line diagrams

 Details of Communications Interface

 Data sheets of hardware/software proposed

 System capacities and constraints

 System diagnostics

 Operator Interface description and drawings

 System GA drawings

 Initial System Reliability and Availability calculations

 System power and heat gain calculations

 Operators Workstation layouts

 Spare Parts and special tools list

 Complete bill of materials

 Training requirements

 Any options

DOCUMENTATION REQUIREMENTS
VENDOR shall supply complete sets of drawings, documents and manuals. Documentation shall
be in English.

VENDOR documentation and drawings shall be produced in accordance with project drafting
requirements.

VENDOR shall prepare detail logic drawings using the documentation provided.

Documentation shall include all test certificates to indicate the results of all tests.

25. SPARE PARTS AND SPECIAL TOOLS

SPARE PARTS
The VENDOR shall provide itemized and priced recommended spare parts and consumable lists
as follows for:

a) Installation, start-up and commissioning

b) First two years of operation (priced list only)

c) Insurance / Capital spares

d) Parts to be replaced because of their operating life limitations.

The recommended spare part lists shall include the original part numbers. VENDOR shall confirm
that spares back-up and support can be provided for the plant life of at least 25 years.

Installation and commissioning spare parts for all equipment supplied shall be included as part of
the package scope of the supply.

The VENDOR shall provide all special tools (hardware and software), hand held communicator,
calibrators, auto test facilities or equipment necessary for preventive maintenance and/or
calibration and trouble shooting. Calibration and programming software to be delivered complete
with licensed software and certificates, where applicable.

During the warranty period, the decision to repair or replace a malfunctioning or failed part shall be
made by CLIENT and VENDOR shall be bound by it.

VENDOR shall clearly state the procedure and prepare all documentation required for repair or
replacement of the spare parts during the warranty period.

VENDOR shall be capable of providing field maintenance services if and when requested by
CLIENT.

After the award of Purchase Order, the VENDOR shall complete and submit the Spare Parts List
and Interchangeability Record (SPIR).

Spare parts shall be in accordance with “Spare Part Procedure, SRIC-BE-GEN-PP-PRC-0002”.

SPECIAL TOOLS
All special tools and equipment necessary for the installation, maintenance shall be supplied.

The special tools shall be delivered in dedicated tool case or cabinet together with the main
equipment.

The equipment Installation, Operation and Maintenance Manuals shall include a list of special tools,
equipment maintenance and instructions on how to use them.

A complete list of special tools shall be provided by vendor at enquiry stage for CONTRACTOR
approval.

26. SITE SUPERVISION


When specified in the Purchase Order, the VENDOR shall provide representatives to assist the
CONTRACTOR during installation, commissioning and initial start-up for all aspects of the
equipment.

27. QUALITY
VENDOR shall maintain a quality management system equivalent to ISO 9001 for the supply of
equipment and materials as specified in this document.
