To eliminate the concept of negligence among contractors, the Safety Department administers safety
orientations for contractors. These orientations are carried out by the safety inspector. In these
orientations the safety inspector explains the basic ideas of safety, how an individual can protect
himself against harm, and the Corporation’s Safety Rules that govern all kinds of activities in plant
including people’s behavior. Therefore, a Contractors Safety Handbook was compiled by Al-Jubail
Plants. The handbook mandates safety obligations for the contractor which he has to fulfill. The
handbook is believed to organize and control all activities conducted by the contractor’s employees.
In other words, it clearly states SWCC’s guidelines which the contractor needs to comply with.
Figure (2-1) shows how the Policy should be carried out.

FOREWORD
This Contractor Safety handbook is prepared in conjunction with SWCC approved Systems and
Procedures as attachment to the STANDING INSTRUCTION No. P-037 with special reference
to the following documents and is issued as basic guidelines to be adhered by all contractor
personnel engaged at SWCC facilities.
This Handbook is divided into two sections. Chapter-1 “CONTRACTORS’ SAFETY
ORIENTATION PROGRAM” is intended for familiarization of all the Contractors engaged by
SWCC to work on its facilities with the Safety Principles and Policies of the Plant and to
provide them with the basic and minimum Safety requisites to ensure compliance with the
Safety Rules & Regulation. The Safety Orientation Program will be conducted by Fire &
Safety Department to the Contractor Management and Supervisors prior to commence their
activities.
Chapter-2 “CONTRACTOR SAFETY GUIDELINES” is for procedural description and
detailed instructions on execution of contractor’s activities in a safe and secure manner. This
section deals with the Safety Principles and Safe working practices. All Contractors shall
therefore, ensure that they meet all the Safety requirements and obligations prior to commence
their work at SWCC premises and that all employees are fully aware of the Safety Regulation
and exercise the same to ensure Safety of all men irrespective of their employers and of all
SWCC proprietary.
In the event of conflict in applying the Standard Procedures and Practices, SWCC Fire &
Safety Department with the approval of Plant Manager shall take the necessary action to
resolve the conflict and to ensure the greatest protection of the Safety and Health of all
personnel and Safety of the SWCC proprietary.
COPIES OF THIS HANDBOOK SHALL REMAIN AVAILABLE AT CONTRACTOR’S
JOBSITE THROUGHOUT THE TENURE OF HIS WORK DURATION AT SWCC
PREMISES.
For more precise course of action and guidelines needed in determining safe procedures and
practices, the following standards will be used as the source of origin.

2. CONTRACTOR’S SAFETY RESPONSIBILITIES


All contractors shall be responsible for developing, maintaining and supervising an on-site
Safety Program equal to or exceeding the requirements of SWCC Plant’s Safety Program.
The safety requirements listed below should be followed by all contract employees.
1. All contract personnel are required to wear hard hats and safety shoes while in
SWCC plant property.
2. Safety glasses are considered basic eye protection. Certain areas and jobs will
require additional protection such as face shields or chemical goggles. Chemical
goggles or face shields must be worn when handling chemicals or operations where
eye injury may result.
3. Hearing protection in the form of ear muff or ear plugs must be worn in all high-
noise level areas and during any high-noise activities. Cotton or tissues is not
considered as protection.
4. Housekeeping is a top safety priority and every contractor should clean up after
themselves.
5. Wear clothes suited for the job, these includes a shirt with sleeves and long pants.
6. Absolutely no loose clothing or jewelry is to be worn around moving machinery.
7. All shoes and footwear have steel or composite material for foot protection.
Absolutely no slippers are to be worn inside the plant.
8. Welding blankets shall be used to protect surrounding equipment and materials.
Welding curtains shall be set up when situations exist where exposure to the welding
flash is a risk. Welding gloves shall be worn during any type of welding operations.
9. Hot work permits shall be obtained and return on daily basis when working in areas
that requires such permit. These permits can be obtained by contacting the area Shift
Charge Engineer at the Main Control Room.

10. The Confined Space Entry and Permit to Work System of SWCC will be followed.
These permits can be obtained by contacting the area Shift Charge Engineer.
11. All contract personnel are required to wear the full body harness when working roofs
or elevated structures above 1.8 M (6 ft).
12. All scaffoldings shall be properly erected as per standard. Planking is to be fixed
with hook clamps, pipe lock at both ends or equipped with cleats. Ladder should
protrude at least 36" from top the rail.
13. Horse play is dangerous and will not be tolerated.
14. Contract employees operating moving equipment shall be trained and authorized to
operate such equipment.
15. All power tool cords, equipment, cables and extension cords must be protected with
Ground Fault Circuit Interrupters (GFCI). It should not be hung up off the ground to
prevent tripping hazards. Do not hang cords or attached to hot pipes.
16. Any hazardous waste or regulated waste must be properly disposed by the contractor.
17. SWCC reserves the right to inspect all vehicles, equipment and packages entering or
leaving the plant.
18. Work on any chemical system by a contractor will require the appropriate permits,
personal protective equipment, and procedures.

4. TEN BASIC SAFETY RULES

1. Comply with all company safety rules and procedures.


2. Immediately report all incidents and near misses to your supervisor. Notify emergency
services and administer first aid promptly when needed. Immediately correct or report
unsafe conditions.
3. Use the right tools and equipment for the task at hand. Use tools and equipment
appropriately and safely.
4. Ensure that tools and equipment are properly adjusted, repaired and serviced.
5. Always wear the correct personal protective equipment (PPE). Maintain PPE in good
condition.
6. Keep everything neat, tidy and organized; make a place for everything and keep
everything in its place.
7. Don’t take chances; if you don’t know, ask.
8. Don’t get distracted or engage in horseplay. Focus your attention on the task at hand.
Avoid distracting others.
9. Lift loads properly and safely; always lift with your legs, bending your knees. Get help
for heavy loads.
10. Get the necessary training to perform your job safely.

All contractor employees are required to be oriented in the safety requirement of the
Plant. Review all applicable items and check them off. Upon completion of the safety
orientation, sign the orientation checklist. The original copy will be filed at the
SWCC Safety Department.

Authorized Person of SWCC relevant section or Contractor depending on the
merit of the case (Ref to clause 2 of Chapter-2)

 Contractor employees are not allowed to alter the position of any ISOLATION
boundaries of the Plant, Process or Equipment, neither they Start / Stop or hinder
in any Operation & Maintenance activities.

vii. FIRE PREVENTION & PROTECTION

 Contractor will use approved containers for any flammable liquids brought into
the plant.
 Contractor will supply fire extinguishers during hot work operations.

 Contractor will provide valid driver’s license for contract employees who will be
driving vehicles within SWCC.

xii. EXCAVATION

 Contractor will evaluate excavation conditions (soil type / work area) and
familiarize employees with working conditions and any potential hazards that
may occur.

 In applying an excavation permit the area should be detailed.


 Contractor will provide qualified person to conduct daily inspections of
excavation area, soil condition, and any shoring equipment if used.
 Contractor will contact SWCC project coordinator immediately should any
underground facilities or other unexpected conditions to be encountered.
 If evidence of possible cave-ins or slides should occur, the contractor will stop
the work immediately and construct the proper shoring supports to protect
employees.

 Contractor will barricade and provide adequate lightings in the excavation area
and identify the hazards present with safety sign.
 Contractor will provide a ladder or steps for employees to enter and exit
excavation area when excavation area is deeper than 1.2 M (4 ft.).

xiii. DEMOLITION

 Contractor will meet with SWCC project coordinator prior to working to review
operating procedures and demolition requirements.
 In applying demolition permit the area should be detailed.

 Contractor will ensure that all utilities (gas, water and electricity) have been shut
off and placed in a ZERO POTENTIAL ENERGY STATE before starting to
work.

 Contractor will place barricade tape around the demolition work area and hang
safety signs identifying “DANGER – DO NOT ENTER”.
 Contractor will ensure that surrounding areas, adjacent structures and equipment
are protected from demolition operations or debris.
 Contractor will install bracing to stabilize walls, vessels or other structures
should be demolition work require.
 Contractor will ensure that his employees are wearing proper personal protective
equipment for demolition operations (hard hat, safety shoes, goggles, ear plugs,
respirators heavy gloves and full body harness).

1. SWCC SAFETY REGULATIONS


a. Each contractor who is engaged by SWCC to perform any type of work at any of
SWCC facilities shall be given a copy of STANDING INSTRUCTION No. P-037 along
with its attachments “SAFETY ORIENTATION PROGRAM” (Appendix-A) and
“CONTRACTOR SAFETY GUIDELINES” (APPENDIX-B).
b. Each contractor shall receive instructions on his Safety obligations prior to the start of
any activities undertaken at SWCC premises.
c. The Fire & Safety Department shall give Safety Instructions as part of the “SAFETY
ORIENTATION PROGRAM” to the Principal Manager and/or Site Supervisor of the
contractor and to such other personnel that the Manager and Supervisor shall select.
d. The Safety Instructions shall be given in English or Arabic Languages. Knowledge of
one of these languages by the contractor personnel attending these instructions is
mandatory. A copy of Safety Orientation Program in English and Arabic Languages
shall also be provided by SWCC Fire & Safety Department.
e. Each contractor shall be made responsive to the SWCC SAFETY PRINCIPLES AND
GUIDELINES which shall be followed in letter and spirit during the tenure of their
work activities at SWCC premises.
f. Duties and function of SWCC Safety Organization in relations to the contractor’s
activities and means of contacts with Fire & Safety, Ambulance and other Emergency
Services shall be discussed and reviewed in particular.

2. SWCC REQUIREMENTS FOR PERMIT TO WORK


a. Each contractor shall be aware of the Permit To Work (PTW) System being followed at
SWCC Plants and appraised of the condition that if contract duration is one month or
less, the PTW will be issued to the relevant SWCC Authorized Person (AP) in charge of
the work and the contractor will be considered as working under the AP’s supervision.
b. If the Scope of work and contract duration exceeds one month period, the contractor
Supervisor or Foreman will be required to undergo test process for the appointment of
Authorized Person prior to commence the work, in accordance with clause III.7.10 of
Permit to Work System (SO-7).
c. The Department responsible for the contractor’s activities shall nominate the contractor
employee for appointment as AP after satisfying themselves that the person concerned
has the necessary detailed knowledge of the Plant and equipment on which he is to
work, as well as all relevant SWCC and PTW Safety Rules. It will be the responsibility
of the parent department to provide copy of Permit to Work System (SO-7) to the
contractor.
d. After passing the AP test, the person concerned will be issued with the AP License Card
and will be authorized to Receive, Clear and Suspend all Permit to Work (PTW) and
Sanction for Test (SFT) in the concerned area.

3. CONTRACTOR SAFETY ORGANIZATION

a. MANAGEMENT
a. The contractor’s Project Manager is directly responsible for compliance with provisions
of this Safety Manual and for execution of all items contained in the contractor’s Safety
Plan.
b. The contractor Project Manager shall monitor the work plan and issue directives and
delegate authority required for its safe and efficient execution.
c. The Project Manager shall sign a pledge that he will inform and instruct his
subordinates under his supervision of all existing SWCC Safety Rules, Guidelines and
Regulations. An example of the pledge is illustrated in Figure 1.1.
d. Coordination and cooperation shall be established and maintained with other contractors
sharing the same work location(s) or adjacent area(s) to assure a project-wide safe
environment.

b. SAFETY REPRESENTATIVE
a. The Contractor Foreman / Supervisor shall also act as “Safety Representative” who
shall be responsible for routine implementation of the SWCC Safety requirements. He
shall carryout daily safety inspection at the worksite.
b. All routine Safety matters shall be coordinated through the contractor Safety
representative.
c. SUPERVISORS / FOREMEN
a. The contractor’s Supervisor / Foreman shall be responsible for Safety Conduct and
work practices of the workers.
b. The contractor Supervisor / Foreman will be required to undergo test process for the
appointment of “AUTHORIZED PERSON” prior to commence the work, if the work
duration is more than a month. This is required to qualify him to Receive, Clear and
Suspend Permit to Work in the concerned area.
c. The Supervisor / Foreman shall execute provisions of the Safety Plan as detailed in
section III.a.1 above.
d. The Plan shall provide such Safety Training as required to perform the work in a safe
and efficient manner. Safety training may also be given by the Safety Representative or
Training Officer. This shall not relieve contractor’s Site Officials responsibility for
assuring that workers conduct themselves in a safe manner and employ safe work
practices.

d. EMPLOYEE
i. Each contractor employee shall be given safety instructions by his employer on, or prior
to, his first day at work site.
ii. The employee shall abide by all the safety training, instructions rules and all follow-up
supervision from his Supervisor / Foreman.
iii. He shall not engage in any activities which may endanger a fellow worker or SWCC
proprietary or is contrary to SWCC Safety and General Rules & Regulations.
iv. Orientation & Training requirements are mandatory for all tasks, including those in
Confined Spaces, Handling Toxic Materials, Ionizing Radiation, Explosives, Flammable
Liquids & Gases and other similar hazardous materials handling.

4. CONTRACTOR SAFETY REQUIREMENTS

i. GENERAL SAFETY REQUIREMENTS


It is the responsibility of contractors to comply with the requirements of Safety Standard
or Procedures in practice at SWCC Plants. Procedures referred herein are recommended
for inclusion in contractor plan. Copies of procedures are available at SWCC offices.

ii. CONTRACTOR SAFETY PLAN


a. Within thirty (30) days of Notice of Contract Award, contractors are required by
contract to submit a uniform Safety Plan to SWCC Management for approval. Written
approval will be given by SWCC or additional details requested to complete the Plan.

b. The Plan shall conform to Contractors Safety Plan Outline as indicated in Figure 1.2.
The Plan will form the basis for the Contractor’s Safety Program including employees
Safety training.

iii. EMPLOYEES SAFETY HANDBOOK


a. In addition to the Safety Plan, the contractor shall prepare and submit for approval an
Employee Handbook which shall be issued to each employee before he begins to work.
The Safety Handbook shall contain the contractor’s Safety policy, rules for safe conduct
of employees and regulations on safe work practices.
b. The Arabic Translation of the Safety Handbook (if required), is the responsibility of the
contractor and must be approved by SWCC.
c. After reviewing the Handbook, each employee must sign a duplication sheet which
states that he received, reviewed and understood and agrees to abide by the rules. One
copy of the signed sheet shall be retained by the contractor’s Safety representative and
the other shall be retained by the employee until the completion of the work.
iv. CONTRACTOR SAFETY MEETINGS
Each contractor shall hold Safety Meetings as outlined in Section (v) to (vii) below and
maintain a record of agenda and attendance.

v. DAILY TOOL BOX MEETINGS


Daily Tool Box Safety Meeting shall be conducted by the contractor Foreman /
Supervisor at job site prior to start of work.

vi. WEEKLY EMPLOYEE SAFETY MEETINGS


Weekly employee’s Safety Meetings are required to be held by the contractor Foreman /
Supervisor with compulsory attendance of all workers. It is recommended that the
meetings be organized as follows:
i. Review safety topics covering any accident and near misses during preceding week
with corrective actions to prevent the same.
ii. Discussion of any anticipated Safety hazard in work schedule during the coming
week.
iii. Specific crew Safety matters and the required protective action by the employee or
his Supervisor / Foreman.

vii. MONTHLY SAFETY MEETINGS


Monthly Safety Meetings attended by the contractor Foreman / Supervisor and periodic
staff is required. Minutes of Monthly Safety Meeting along with the attendance sheet
shall be provided to SWCC Fire & Safety Department. The agenda of each meeting
shall include the following items:
Review the contractor’s accident record since the last meeting and the corrective
actions taken to prevent recurrence.
i. Review of Safety Inspection conducted by the contractor and SWCC Safety
personnel since last meeting.
ii. Review of the potential hazards and required accident prevention actions.
iii. Discussion on the Foreman / Supervisor’s Safety problems & suggestions.

5. EMPLOYEES SAFETY TRAINING


a. It shall be one of the contractor’s principal responsibilities to develop and provide
formal and comprehensive safety training programs for the employees who perform,
including follow-up supervision to assure that workers comply with safety training they
have received. Statistics indicate that approximately 10 % of all job related accidents are
caused by unsafe conditions such as faulty or defective equipment, while 90 % result
from unsafe act of workers. Consequently, the majority of job-site injuries, accidents
and near misses are caused by the inattention of the concerned persons.
b. Before adequate safety training program can be developed, contractors shall determine
by task analysis the following information:
i. Specific work the employee will perform.
ii. Hazard(s) associated with the work.
iii. Engineering control which can eliminate or minimize the hazard(s).
iv. Safety equipment required if engineering control cannot be accomplished, Personal
Protective Equipment (PPE) i.e., eye protection, face shield, hard hats, safety shoes,
respirator etc.
v. Safety work practices required by employees themselves and other personnel in the
area irrespective of their employer and protection of SWCC proprietary.

c. The contractor shall take the opportunity to consider alternative solutions without any
shortcut or bypassing of Safe working practices to resolve job safety hazards revealed
by the work task analysis such as:

i. Finding an entirely new way to do the task


ii. Changing the physical conditions that create the hazard(s)
iii. Changing the procedure for performing the task
iv. Trying to reduce the necessity of doing the hazardous task, or at least, the frequency
that it must be performed.

d. When all factors of task as outlined in (2) and (3) above have been considered, general
and specific safety training programs shall be formulated and presented.
e. Follow-up training shall be accomplished through continuous monitoring by the
Supervisor of employee work practices to enforce and emphasize the safety training
they received.
f. Supervisor / Foreman shall correct immediately any unsafe work practices or job
conditions note during follow-up training which could cause accidents.
g. Orientation & Training requirements are mandatory for all tasks, including those in
Confined Spaces, Handling Toxic Materials, Ionizing Radiation, Explosives, Flammable
Liquids & Gases and other similar hazardous materials in handling and operations.
h. The Saudi Arabian Government requirements for vehicle and other machinery operation
to have valid Driver's License / Operator’s Permit will be mandatory respectively.

6. ACCIDENTS AND MEDICAL CARE


a. It is a requirement of the Safety Manual that each accidental occurrence involving any
of the accidents to be discussed in clause (6.i) to (6.iv) below be investigated to
determine the cause.
b. It is also a requirement of the Safety Manual that preventive actions shall be taken to
prevent recurrence of the accidents.
c. Record and report of all such accidents shall also be available to SWCC authorities for
review.

i. FATALITIES
a. For on duty fatalities, the contractor shall investigate injuries received as a consequence
of occupational related hazards and exposures regardless of the length of time between
the occurrence and death.
b. The contractor shall investigate all fatalities of persons other than his employees whose
deaths are apparently related to contractor activities.

ii. SERIOUS INJURIES


a. A serious injury is defined as an injury that results in hospitalization of the victim for
more than 24 hours for other than observation of diagnostic purposes. Hospitalization
may occur at any time, regardless of the length of time between the occurrence and
hospitalization. Hospitalization may occur at any place whether in the Kingdom of
Saudi Arabia or other country.
b. The types of serious injuries that shall be investigated are outlined below:
c. Contractor employee occupational and off-duty injuries
d. Injuries of persons other than the contractor employees in which the serious injuries are
apparently related to contractor’s activities.

iii. EMPLOYEES LOST WORKDAY CASE


a. The contractor shall investigate all employees lost workday cases due to occupational
injuries. This is generally defined as any occupational injury that results in more lost
workdays away from work or work day(s) of restricted activities.
b. The contractor shall investigate all employees lost workday cases which are the result of
other accidents or fire involving contractor’s worksite, equipment, machinery or vehicle
failure or breakdown, material shortage or employees disputes or strikes etc which
results in more lost workdays away from work or work day(s) of restricted activities.

iv. SPECIAL INVESTIGATION OF ACCIDENTS


a. Whenever unusual, catastrophic, multiple fatalities or multiple serious injuries occur at
contractor’s worksite or involving contractor’s activities, an independent investigation
of the accident shall take place.
b. The investigation shall be conducted by a committee consisting of at least three groups
(of one or more members); one group shall be supplied by SWCC Fire & Safety
Department and one group by the contractor. SWCC reserve the right to appoint the
third group.
c. These investigations shall be independent of the investigation carried out by outside
agencies such as High Command Committee, Governmental Agencies, Civil Defense
Authorities or Underwriters Agencies.

v. ACCIDENT REPORTING
a. Any accident related to contractor’s activities, resulting in personnel Injury, Damage to
SWCC Property or Production Loss (irrespective of its magnitude) must be reported
promptly to SWCC Fire & Safety Department.
b. Accidents / Injuries resulting in fatal or serious injuries shall immediately reported by
the contractor to SWCC Fire & Safety Department by telephone. Immediate notification
of the incident by telephone shall also be made by the contractor to SWCC Security.
c. The verbal information of the incident shall be followed by written notification of the
accident / injury on the prescribed form.
d. Within 5 days of the closing of each Gregorian month, the contractor will provide the
SWCC Fire & Safety Department a summary of job related accidents and injuries of the
preceding month. Injuries shall be reported on the form provided and all sections of the
form shall be completed

vi. ACCIDENT INVESTIGATION REPORT FORMS


a. The contractor shall investigate, record and report investigations of all accidents and
injuries.
b. When an accident occurs, a preliminary accident report (Form PS- 01) is to be,
immediately, submitted to SWCC Fire and Safety Department and a detailed report is to
be submitted within three days of the accident.

Note:
The Report Form does not replace but is in addition to “NOTICE OF EVENT,
OCCURRENCE OR LOSS” or other similar forms required by the Insurance Brochure
& Claim Procedure Manual which is issued by the Insurance Agency.

vii. MEDICAL FACILITIES


a. The contractor is responsible for providing medical care as required by the laws of the
Kingdom of Saudi Arabia and SWCC.
b. Each contractor is responsible in providing, or have arranged to provide, all necessary
First Aid and Medical care to any of their injured or ill employee.
c. If applicable, the contractor shall also provide similar facilities for each of their sub-
contractors and low-tier sub-contractor.
d. Available services (for example, Ambulance and Emergency Medical Services etc.)
shall be arranged with any emergency hospital administration office in the locality.

7. RULE OF CONDUCT & SAFETY REGULATIONS

i. ENTRY INTO SWCC FACILITIES


a. Contractor personnel shall comply with SWCC Safety Rules when they are, in the
course of work, required to enter SWCC premises or facility.
b. Additional Safety controls as required by SWCC shall be observed for the protection of
personnel and property.
c. No contractor employee shall leave his place of assignment and found in areas where
his presence is not required.

ii. RULE OF CONDUCT


a. All personnel are required to adhere to all Rules of Conduct relating to Job Safety and
Safe Working Practices while on SWCC project job site.
b. Personnel are required to observe the Rule of Conduct while absent from the jobsite in
performance of work.

iii. PERMISSION TO WORK


a. No work of any type or nature is allowed to be commenced or continued without
issuance of a valid written permission referred to as “PERMIT TO WORK” at any
SWCC facilities.
b. Each contractor shall follow PERMIT TO WORK SYSTEM with special reference to
the following clauses:
i. If contract duration is one month or less, the PTW will be issued to the relevant
SWCC Authorized Person (AP) in charge of the work and the contractor will be
considered as working under the AP’s supervision.
ii. If the Scope of work and contract duration exceeds one month period, the
contractor Supervisor or Foreman will be required to undergo test process for the
appointment of Authorized Person prior to commencement of the work, in
accordance with clause III.7.10 of Permit to Work System (SO-7).

iv. WORK DRESS STANDARD


a. All contractor personnel shall wear clothing appropriate to the individual work
assignment and be in accordance with a work dress standard established by the
employer.
b. The contractor work dress standard shall contain the following rule:
i. Excessively loose or severely torn clothing shall not be worn especially by those
whose work exposes them to machines such as rotating or reciprocating equipment,
band and table saws or other moving parts.
ii. Shirts with short sleeves are preferred but long sleeves shirts may be worn during
working hours.
iii. Wearing of “THOBE” at job-site is not allowed.
iv. Wearing of shorts or pants with cut off legs is prohibited.
v. Sandals shall not be worn during working hours at any work location.
vi. Contractor persons are required wearing of Safety or other suitable clothes
consistent with type of work being performed.

v. PERSONAL PROTECTIVE EQUIPMENT


a. The contractor shall provide to the workers of the required personal protective
equipment i.e. Coverall, Safety Shoes, Safety Hat, Safety Glasses, Face Shield, Ear
protection, Respirators, Masks and Full Body Harness etc., depending on the nature and
location of their job.
b. Where conditions apply, wearing of Personal Protective Equipment by the contractor
workers is mandatory.
c. Personal Protective Equipment shall conform to the Industrial Safety Standards set by
SWCC.
d. Employees shall be instructed by the contractor on how to use the Personal Protective
and Safety Equipment.

vi. WORKSITE SAFETY INSPECTION


a. Daily Safety Inspection of the contractor worksite by the contractor Safety
representative is required.
b. Monitoring of Site Safety operations by SWCC Fire & Safety Department and other
SWCC Authorities will be performed.
c. Weekly report of contractor safety inspection shall be maintained in the contractor’s
Safety File for review.

vii. EQUIPMENT INSPECTION, O & M AND REPAIR


Safety requirements regarding equipment inspection, operation, maintenance and repair
shall be discussed with SWCC concerned Department and agreed upon in writing, prior
to their execution.

viii. REPORTING UNSAFE CONDITIONS


a. In order to maintain a safe working environment, contractor shall inform his employees
that everyone is responsible for informing his Foreman / Supervisor of all acts and
conditions that may cause injuries or damage to equipment / property.
b. The contractor Foreman / Supervisor, who also functions as Contractor’s Safety
Representative, shall report any unsafe condition(s) and potential hazards to SWCC Fire
& Safety Department.

ix. REPORTING INJURIES AND PROPERTY DAMAGE


a. The contractor shall inform his employees that everyone is responsible to report each
occupational injury promptly to his Foreman / Supervisor to ensure that proper and
adequate medical attention is obtained.
b. All accidents that result in injury to one or more persons irrespective of their employer
such as private vehicle drivers, passengers, pedestrians or jobsite visitors shall be
reported promptly to the contractor Foreman / Supervisor.
c. All accidents that result in damage to any Constructed or Partial Constructed Facility,
Process Equipment, Private or Public Property shall be reported promptly to the
contractor Foreman / Supervisor.
d. All occurrences in which serious injury or serious property damage was prevented by
fortuitous circumstances or deliberated preventive action shall be reported promptly to
the contractor Foreman / Supervisor.
e. The contractor Foreman / Supervisor, who also functions as Contractor’s Safety
Representative, shall immediately notify SWCC Fire & Safety Department on all the
above occurrence.
f. The contractor Foreman/ Supervisor must prepare a monthly Safety Report signed by
SWCC Project Engineer and submit it to SWCC Fire & Safety Department within the
first working week of the new month (Form PS-02).

x. PERSONAL CONDUCT
a. Indulgence in practical jokes, horseplay, scuffling, wrestling or fighting is forbidden
within SWCC premises.
b. Destroying or tempering with Safety Devices, Signs and Signals or willfully and
unnecessarily discharging Fire Extinguishing Units are prohibited.
c. Sleeping on the site is strictly prohibited.
d. Wandering around in areas other than jobsite is not allowed.
e. Smoking or use of open flame in areas of ‘NO SMOKING’ is prohibited.
f. Carrying of matches, cigarette lighters and other source of ignition in all fuel or gas
areas where such items are a hazard shall cause for disciplinary action.
g. Observance of Road Traffic Rule and Regulations within SWCC premises is mandatory.

h. Contractor employee shall promptly report all observed unsafe and potentially
hazardous condition to their Foreman / Supervisor so that timely corrective action can
be taken to prevent injuries or damage.
xi. INSUBORDINATION
a. Noncompliance toward any Supervisor in respect to carrying out properly issued
instruction or orders for Safety purposes shall be sufficient cause for initiating
disciplinary action against offender(s) in accordance with established disciplinary
procedures.
b. A copy of any disciplinary action initiated by contractor against violation of safety rules
and regulations of his employee(s) shall be sent to SWCC Fire & Safety Department for
record and follow-up.

xii. DRUG POSSESSION AND USE


a. The possession or use of illegal narcotics or intoxicants is a serious crime in the
Kingdom of Saudi Arabia.
b. An employee whose action or demeanor indicate symptoms of possible use of narcotics
or drunkenness shall be subjected to an examination by contractor’s medical unit or
shall be offered evacuation to the nearest employer’s designated medical facility for
such examination.
c. Refusal to cooperate shall render in removal of the employee from the jobsite.
d. Proof of possession or use of illegal narcotics or intoxicants shall result in immediate
expulsion of the concerned person from the project.
e. Drug violations or suspected drug violations shall be immediately reported to SWCC
Security.

8. SPECIFIC TASKS

i. SPECIAL SKILLS AND PROTECTIONS


a. Orientation, Training and requirements of special skills are mandatory for contractor
workers for all specific tasks e.g.
i. Work inside the Confined Spaces.
ii. Diving and Underwater Repairs.
iii. Stack Climbing and Work at Large Heights.
iv. Handling of Toxic Materials.
v. Use of Explosive.
vi. Handling of Flammable Liquids and Gases
vii. Working on Fiber Glass Material
viii. Other similar Hazardous Material Handling and Operations
b. Special precautions and protective measures shall be adopted in executing these tasks in
accordance with the set rules of the safety and safe practices.

c. SWCC Fire & Safety Department shall be informed in advance by the contractor about
such activities with the location and estimated duration of tasks.

ii. WORK WITH IONIZING RADIATION


a. All contractor work involving use of radioactive nuclear sources and X-ray machines
shall conform to Radiation Safety Standards.
b. Copies of Radiation Safety Standard shall be provided by the Health Services
Department to Health Care and other contractors who employ X-ray machines and any
radioactive nuclear sources on or about premises of facilities under contractor control.
c. Use of X-ray or nuclear source machines or equipment shall conform to Radiation
Safety Standards.
d. Contractors who have occasion to use X-ray or nuclear source equipment shall notify
the Health Services Department at least 10 working days prior to schedule delivery of
each X-ray or nuclear source. The notice shall include a copy of the Saudi Arabian
Government permit to use such material, details of planned storage, and use, and the
name of the person responsible for its care, custody and control. Upon receipt of notice
of delivery, the Health Services Department shall provide a copy of Safety Standards to
the contractor.
e. The Project Manager under whose jurisdiction X-ray or radioactive nuclear source will
be used shall convene a meeting with responsible contractor, Medical Services
Department personnel and Fire & Safety representatives and others who will be
involved with the operation. At this meeting, the contractor shall present for approval,
plans for X-ray or radioactive nuclear source use accompanied by Safety Measures to be
employed based on the Radiation Safety Standard.
f. During the use of X-ray or radioactive nuclear source equipment the affected
surrounded area as determined by the intensity of the radiation source and mentioned in
Safety Measures of the source, shall be barricaded / cordoned-off with WARNING
Signs and monitored by Medical Services and Fire & Safety Department to assure
contractor compliance with Radiation Protection Standards.

iii. ENVIRONMENTAL PROTECTION


a. Releasing or discharging in any form, type or amount of Toxic substances which are
hazardous to the environment is absolutely prohibited in the Sea, Land or Air without
prior approval of Environmental Protection Agency (EPA) and agreement of SWCC
Management.
b. All approved discharge of such substances shall be carried out as “CONTROLLED
RELEASE” under the direct supervision of SWCC in accordance with the limits and
standards set by the Environmental Protection Agency
c. Any accidental release of such substances or discharge of any type of Oil in the sea by
the contractor personnel MUST IMMEDIATELY reported to SWCC Fire & Safety
Department to prevent any further damage to the Process Cycle of SWCC Plant.

9. DEMOLITION AND CONSTRUCTION


In order to provide Supervision and review of any demolition that is carried out by
SWCC employees or by the contractor engaged by SWCC, following working practices
and guidelines shall be followed:

i. DEMOLITION COORDINATOR
a. Before demolition work starts, an experienced and skilled person having demolition
knowledge shall be appointed as “DEMOLITION COORDINATOR” by SWCC in
writing as the person in charge of that particular job.
b. The Coordinator shall directly supervise the work force, ensuring that PERMIT TO
WORK requirements are met, and liaise with other contractor(s) and SWCC employees
in the general area to the site to minimize disturbances.

ii. ORIGINAL DRAWINGS


a. The original Drawings of the structure to be demolished shall be obtained.
b. An examination shall be made to determine if any changes to the original construction
have been made to the structure or if any part of the structure has been adversely
affected by rot, corrosion, subsidence or other demolition work.

iii. DEMOLITION / EXCAVATION PERMIT


A PERMIT TO WORK along with Excavation / Demolition Permit (Form O-3) shall be
required in accordance with clause III.3.13.5 of PERMIT TO WORK SYSTEM (SO-7)
prior to execution of any Excavation / Demolition activity.

iv. UTILITIES AND INPUT / OUTPUT CONNECTIONS


All utility services such as Electricity, Gas, Water and other Process related supplies
shall be shutoff and then disconnected outside the line of demolition work.

v. SITE PROTECTION
a. Adjacent structures shall be protected from debris and where necessary, bracing shall be
installed to ensure their stability.
b. Barricades shall be erected around the work area.
c. Signs bearing words in bold 6 inches red or black on yellow background shall be
erected at frequent intervals at the approach points to the barricade. The wording on the
signs is detailed below:

vi. METHOD OF DEMOLITION


a. The method of demolition to be used shall be determined by consultation with the
SWCC representative and the representatives engaged in the demolition work. The re-
use of salvage material shall be considered prior to this decision.
b. During consultation, it shall be recommended that the safest and most efficient method
to demolish a structure is to start at the top working towards ground level. There are,
however, cases where such a method is impractical or uneconomical and where other
methods have to be considered.

vii. STABILITY DURING DEMOLITION


a. As work progress, continuing inspections shall be made to detect hazards arising
through weakened or overloaded floors, unsupported walls or loose material.
b. Should the inspection in (a) above detect a weakness or overload, immediate steps shall
be taken by bracing or by other means to prevent the premature collapse of the whole or
any part of the structure.

viii. WORKING PRACTICES


a. A safe mean of access to and passage from all workplaces shall be provided.
b. Workplaces and areas around ladders and stairways shall be kept clear of material and
debris.
c. Nails in timber shall be removed or bent over or the timber stacked where it will not be
a source of danger.
d. All glass windows, doors, partitions etc., shall be completely removed prior to structural
demolition.

ix. STRUCTURAL STEEL DEMOLITION


a. All steel constructions shall be demolished column length by column length and tier by
tier.
b. A structural member being removed shall not be under any stress other than that its own
weight.
c. Members being cut or dismantled shall be chained or lashed in place to prevent
uncontrolled swing or dropping.

x. TANKS VESSELS AND PIPE WORKS


a. ADVICE ON VOLATIZING TANKS AND VESSELS
i. All vessels, tanks and pipe-work which contain or had to be contained any type of
oil, fuel or any other volatile materials must be emptied and evacuated of all the
residues and vapors prior to its demolition. For vessels and tanks of about 6,000
gallons capacity, both vapors and residues can usually be removed by steaming out
but due to high heat capacity of large tanks, steaming out can not be relied on to
volatize all residues.

ii. It is relatively easy to eliminate explosive concentration of vapors within the large
tanks, vessel or pipe-work by forced ventilation using large blowers or ejector
system. This method will rapidly reduce the vapor concentration. With material less
volatile, the main dander lies in the hot cutting causing fire to any residues in the
tank. It is therefore essential that the residues are removed before work starts.
iii. The risk of explosion or fire during hot cutting work can be practically eliminated
by using cold cutting techniques. Although, often more costly and laborious, it may
prove to be the only safe method.

b. DEMOLISHING TANKS AND VESSELS


i. No tank, vessel or pipe-work which contained any explosive of flammable material
shall be subjected to any welding or hot cutting techniques until all steps have been
taken to remove or make safe of the substances and any fumes.
ii. No tank vessel or pipe-work shall be subjected to any demolition activity unless it
is at ZERO pressure and certified not having any toxic or explosive contents.
iii. When hot cutting is planned, the advice of SWCC Fire & Safety Department shall
be sought.

xi. PROTECTIVE CLOTHING AND EQUIPMENT


a. All demolition workers shall be provided with and make use of the following protective
equipment:
i. Safety Helmet
ii. Eye Protection (Safety Goggles)
iii. Ear Protection (Ear Plugs)
iv. Heavy Duty Gloves
v. Face Masks or Respirators, whenever necessary to prevent inhalation of dust and
fumes
vi. Safety Shoes and Protective clothing
b. Full Body Harness, with lifelines where required, shall be used by men working in
isolated or dangerous locations where there is a possibility of them falling and where
other preventive measures are impractical.

xii. MECHANICAL EQUIPMENT


a. Mechanical equipment such as cranes and dozers shall be equipped with wire mesh
guards over windows and with a solid protection over the driving position so that there
is no danger of operator being struck by flying debris
b. The Basic Safety Rules for all ladders or scaffolding use for the purpose of demolishing
etc., shall apply.

xiii. USE OF EXPLOSIVES


Use of explosives for any demolition purpose shall be in accordance with Laws of the
Kingdom of Saudi Arabia and adherence to all Rules and Regulations in this regard are
mandatory. Use of explosives will only be allowed after proper planning for execution
and with the approval of the competent authorities.

10. ENCROACHMENT TO SWCC FACILITIES


Refer to SWCC approved “ENCROACHMENT APPLICATION /PERMIT
SYSTEM” (SO-100) to provide general guidelines to any outsider / SWCC contractor
who wants to encroach into SWCC facilities and to ensure proper documentation and
updating of changes in as built drawings caused by the encroachment.

11. OTHER REGULATION


All other regulations not mentioned in this handbook shall be referred to the existing
Safety Rules & Regulations of SWCC.
