1 Safety Moment:
 Excavations and trenches: definitions, associated hazards and
control measures.
 GTGC stated that three (3) near misses were reported during the IP
GTGC
week. However, related reports were not issued for review and 29th March 2021
follow-up by the Consultant.
 Musanada PM asked GTGC regarding the PTW issuance. PM
instructed DCI HSE to review and investigate the PTW procedures of
GTGC and subcontractors and their implementations.

2 Project Progress Status:


Musanada PM highlighted his concerns regarding the repeated labor strikes
and lack of Contractor’s resources (manpower, plant and materials) resulting GTGC Since 16th January IP
to very slow progress of works at site. Musanada PM directed GTGC to 2021
submit justification for the labour strikes, moreover, to submit evidences such
as payroll of the staff, labor and WPS. Official letter was sent to the
Contractor as a reminder.
Contractor to resubmit the workable program as per the new sequence of
works discussed and reduced duration. Till date (25/03/2021) not yet GTGC Since 14th January 27th March 2021 IP
submitted. DCI asserted to Contractor that the Workable Programme shall be 2021
submitted officially and shall include all the remaining works of the Project.
GTGC informed that they will resubmit revised EOT on 31 st December 2020.
Musanada PM advised GTGC that EOT resubmission will be from the cut-off GTGC Since 31st December IP
date of EOT-03. Musanada PM stressed that any event relevant to ROAD 25 2020
is not a valid delay event.

3 Construction of Roads at Area Category (B):

TRANSCO’s corridor shall be completed by 30-Mar-2021. M/s Makarem
committed that target date will be achieved.
M/s Menard committed that starting on 28-Feb-2021, the Look-Ahead GTGC/ Since IP
Schedule will be submitted on a weekly basis. Musanada PM stressed that Menard 28th January 2021
Main Contractor shall also submit the Look Ahead Programme for all the
remaining works. Till date, no Look Ahead Programme submitted by the
Contractor.
Since IP
Musanada raised with highly concerns the slow progress of slab works MAKAREM 30th January 2021 30th March 2021
especially at TRANSCO corridor that should be completed by end of March
2021. Makarem committed to increase the manpower to catch up the delays
and will assign more gangs in order to recover the delay. 03rd March 2021 IP
MAKAREM 01st April 2021
M/s Makarem had cast Slab 01, Slab 03 and Slab 05. Slab 06 on 25-Mar-21, 10th March 2021
Slab 07 & Slab 09 on 29-Mar-21 and Slab 08 on 01-Apr-21.
Stand-by concrete pumps shall be available to cover any equipment
breakdown during concreting.
Musanada PM instructed GTGC to submit the Traffic Management Plan for
residents at ROAD 25 as well as the relocation of the existing services on top
of TRANSCO’s cast structural slab. Musanada PM advised that the submitted
plans should be discussed/agreed jointly with all concerned parties prior to Since
the resubmission. Moreover, it must demonstrate clearly in detailed the GTGC 20th January 2021 IP
traffic flow arrangements to and from villa entrances, school buses, garbage
collection (Tadweer vehicles) etc. The Contractor must submit in detailed
drawings showing the direction of traffic, adequate access, traffic directional
signs, U-Turn slots/directions, as well as the required cross-section drawings.

M/s Menard confirmed that they are unable to move the machinery on Road
no. 13 because GTGC did not prepare the site.
Musanada PM stated that Construction and Design NOCs for Road no. 12, Menard/

13 & 14 shall be provided. MAKAREM

Workshop conducted and discussed all the future services at Road No. 25 GTGC/ 30th March 2021 IP
Since 04th March
and Roads at Sector MSH-06. Musanada requested to GTGC to submit the DCI 2021
shop drawings for sewer network at Road 13 in order to submit to KN for final
approval.
M/s Menard to submit IFC Drawings for Road No. 12 and Road No. 13 by Menard/ IP
next week. Menard has started the Inclined Grouting at the Services Corridor MAKAREM 09th March 2021

(RHS). Musanada PM reminded all attendees that full cooperation from all
Parties is essential and needs to work as a Team.
M/s Makarem planned to start precast elements in-situ. Makarem requested
for storage area at site for the cast precast elements. Makarem to submit Menard/
MAKAREM Since 11th March IP
related shop drawings and method statement.
2021
Workshop conducted on 28-Mar-2021 for the Alternative Design for Road
No.25/MSH-06 Roads (Road No. 14, 13 & 12) and the related new sequence
of works that will be implemented. Accordingly, M/s GTGC/Menard to submit
a revised Programme of Works.

4 Construction of Green Area:


Musanada PM confirmed that the Green Belt and Cycle Track works should GCC Since 28th February IP
be completed as per the GTGC’s commitment by February 2021. 2021
Musanada PM advised GCC to obtain permits for adjusting the cover level of GCC Since 05th January 30th March 2021 IP
existing chambers from the relevant authorities. GCC is working on it. 2021
Musanada PM reminded that current pacing of works was very slow and
needs to catch-up. GCC PM to study the remaining works and will submit a GCC
programme accordingly and confirmed that they shall increase their Since 18th January 20th March 2021 IP
manpower accordingly. The Contractor had submitted an updated Workable 2021
Programme on 13th March 2021 incorporating Authorities new requirements
as an additional works. However, expected completion date by 24-Aug-2021
is completely not acceptable. Workable Programme returned back with
comments. Contractor to revised and resubmit accordingly.
GCC Since 12th March 20th March 2021 IP
Moreover, GCC to upload all the required documents on the system to obtain 2021
the approval from TPD for green area.
GCC Since 03rd February
GGC committed to complete the works from R/A 1 & 3 within 3 weeks and IP
2021
between R/A 3 & 7 within 2 weeks.

GCC was reminded to secure the required Authorities approval for NDRC GCC
Works and Connection of RTU which was pending since 08-Jul-2020 and no
action from the Contractor.

GCC stated that TRANSCO had stopped the works from RA-02 to RA-04.

DCI asserted that GCC shall apply for a Work Permit from TRANSCO and
comply with their requirements. Musanad PM stressed that this had GCC
happened due to miscommunication on the part of GCC.

GCC to expedite the material approval for “Green Acrylic Coat” for Cycle
Track which was already delayed by about three (3) months noting that the
GCC
materil sis a long lead item.

5 Construction of Sewer Networks:


Musanada raised the concern of slow work progress for sewer networks at
several Sectors (MSH 8,9,10,11,12) causing negative variances due to GTGC Since 09th January 20th March 2021 IP
severe shortage of materials especially the Sewer Manholes frames and 2021
covers Musanada instructed GTGC to provide the materials on site and
expedite the construction of sewer works at site accordingly .
Musanada reminded GTGC to resolve and complete immediately the Sewer
GTGC Since 09th January IP
connection at road crossings MSH-10, the construction of Manhole at MSH11 2021
as well as the sewer networks at MSH-12.
M/s GTGC was instructed to prioritize remaining Sewer works in the light of GTGC
the mobilized additional resources.

6 Design drawings submission of Arch, Structural & building permit

11, and 12 due to shortage of resources. GTGC confirmed that more labors 2020
have been mobilized on 03-Mar-2021. Musanada PM advised the Contractor
to utilize the additional resources and prioritized works on risks areas (Sewer
works at Sector MSH-09 & 10), and resolving of the complaints specifically at
Sector MSH-12.
The remaining snags/ outstanding works for Phase 01, Phase 02 and Phase GTGC Since 28th February IP
03 to be completed as soon as possible as well as to expedite the Phase 04 2021
works in order to complete by 28th Feb 2021.
GTGC shall ensure that no body is damaging or interfering the completed
GTGC Info
works at phase 1, 2 & 3 and is the sole responsibility of contractor to protect
the works.
Musanada PM reemphasize that GTGC to provide a realistic completion date GTGC Since 24th February IP
for completing the outstanding works/ snags for phase-3 in order to mention it 2021
in the TOC.
As requested by Musanada PM, the Consultant and Main Contractor jointly
DCI/ Since 9th March
held a workshop with regards to the conversation of all documents to “A” IP
GTGC 2021
status. Workshop was conducted and agreed that GTGC/ GCC/ Menard shall
expedite the submission of documents. M/s Menard and M/s GCC did not GTGC/
submitted for this week. Menard was instructed to take action and start Menard
converting the documents to “A” status. /GCC
