CHAPTER I

THE PROBLEM AND ITS SETTING

(This chapter presents the introduction of the research study and its problem. It includes the

dependent and independent variable that are used in the study as well as the significance and

limitations.)

Introduction

The COVID-19 pandemic, also known as the coronavirus pandemic, is an ongoing

global

pandemic of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome

coronavirus 2 (SARS-CoV-2). The novel virus was first identified in the Chinese city of Wuhan

in December 2019; a lockdown in Wuhan and other cities in surrounding Hubei failed to contain

the outbreak, and it quickly spread to other parts of mainland China and around the world. The

novel coronavirus (COVID-19), a pandemic sweeping across the globe, has challenged society in

ways once considered unimaginable, forcing people to reconsider a wide variety of practices,

from work, to leisure, to basic travel and daily tasks. Not only has this had individual impacts,

but it has also impacted countries as a whole from an economic standpoint, bringing an array of

economic sectors to a complete standstill. While there was a lot anticipated and there were

countless warnings, especially from those working in public health, the challenge remained as a

substantial change which requires planning, training, and facilitating. While the society did

mentally prepare, the extent and solution still remained unthinkable and remains to be a big

challenge. COVID-19 is a new disease that has begun circulating in the human population since

December 2019. It is part of the coronavirus family, the same group of viruses that caused the
Severe Acute Respiratory Syndrome outbreak in South East Asia in 2002 and the Middle East

Respiratory Syndrome outbreak in 2012. Currently, the known main mode of transmission is

through respiratory droplets, and hence is considered to spread through close contact with other

people. At present, the only tools to combat the viral spread are using masks properly,

introduction of social distancing measures, and practice of good hand hygiene (Centre for Health

Protection [CHP] 2020a). The World Health Organization (WHO) declared a Public Health

Emergency of International Concern on 30 January 2020, and a pandemic on 11 March 2020.

The virus has vastly spread worldwide, with over 248,467,363 million confirmed cases

and

over 5,027,183 million confirmed deaths as of 5 November 2021 and the number has been

increasing consistently (World Health Organization 2020). As the coronavirus continues to

spread across the world, some governments worldwide have imposed and re-imposed strict

lockdowns with the closure of non-essential businesses and banned non-essential gatherings

from keeping hospitals from the threats of being overwhelmed due to COVID-19. Many of their

counterparts have urged their citizens to stay at home as much as possible and practice social

distancing to limit face-to-face interactions with others. At this time, authorities and organizers

of mass gathering events are encouraged to carry out a risk assessment in the context of the

pandemic for their events to protect people from harm. For instance, the WHO has released a risk

assessment tool for stakeholders to use to assess the safety of any mass gatherings that are to take

place. This tool involves three pillars of assessment, namely: Risk Evaluation; Risk Mitigation;

and Risk Communication. Once data is filled into these categories, data is automatically filled

into a Decision Matrix which assesses the total risk score (from 0 to 5) against the total
mitigation score (%) and categorizes the overall risk of transmission and spread from very low to

very high. Besides, employers are also advised to carry out a coronavirus-specific risk

assessment of the workplace, taking each individual into account, to determine the safety of their

employees working on-site. employers are forced to accept alternative working methods, by

practicing social distancing at work or implementing WFH to protect there employee.

Before the pandemic, President Rodrigo Duterte has signed Republic Act No. 1116 “The

Telecommuting Act, which allows employees in the private sector to work from home. It defines

telecommuting as a work arrangement wherein an employee is allowed to work from an

alternative workplace with the use of telecommunication and computer technologies. The law

does not require employers to establish telecommuting arrangements, but stresses those must be

offered to employees “on a voluntary basis.” It also mandates employers to ensure that

“telecommuting employees are given the same treatment as that of comparable employees

working at the employer’s premises,” including the pay and benefits.

To work at home. Work From Home (WFH) is now a dream of many people, especially for

the current millennial generation does not need to wake up in the morning then take a shower

and get ready to go to the office by crashing the road jams that take up a lot of time. Enough to

use makeshift clothes then open the laptop from home and work. The current world

situation WHO has announced about the Covid-19 virus pandemic worldwide. Philippines

President Rodrigo Duterte in his speech instructed the Filipino people to reduce activities outside

the home that are not important. Including implementing Work From Home work systems and

schools and online lectures. This is a strategic step taken by the government to prevent the

corona virus outbreak that is increasingly widespread in Philippines. In a memorandum


released by Malacañang, only those private establishments providing basic necessities and

activities related to food and medicine production shall remain open.

The Department of Education (DepEd), announced that all teachers will be working from

home from except those who were authorized to form part of the skeleton workforce in schools.

Education Secretary Leonor Briones made this announcement through the issuance of DepEd

Memorandum No. 54 s. of 2020 or the reiteration of advisory on work arrangements in the

DepEd in light of the recent developments on the COVID-19 situation.

Due to pandemic teachers need to work at home, also students need to study and learn at their

house to continue the education in the Philippines. The Department of Education (DepEd) will

postpone the face-to-face classes until a vaccine against COVID-19 becomes available. Students

need to learn at there house to stay away from the virus. Radio, television, online and modular

learning – which are pre-existing methods and were already used for decades – are being

prepared and updated for this year. At the same time, teachers are being trained on utilizing

newer platforms and innovative tools to aid their professional development,” Briones said.

The immediate transition and Improved sophistication of today’s world existing challenges and

establish new demands on our education system, Department of Education (DepEd) generates

plenty of problems for students and teachers, but because the governments signed to pursue the

school year 2021-2022. The teacher, who considers the second mother of a student, was having a

tough time addressing the new normal founded. Simultaneously, the shortage of apparatus and

material support at the start of the category, whether or not we Filipinos can handle this new test

in our lives. With this, plenty of scholars and even teachers experience stress and burnout while

sailing amid the pandemics


The researchers conducted this research because they want to know how working at

home

affect the senior high school teachers in Sorsogon national high school and to know the

challenges they encountered working at home during pandemic .Also they are very eager to

know if working form home is more productive than the to face to face work. The research also

aimed to have deeper understanding on the impact can brought by working at home to the daily

life of the senior high school in Sorsogon National High School.

Statement of the Problem

This study would like to determine the impact assessment of work From home scheme

among senior high school teachers in Sorsogon national high school.

Specifically, this study seeks to answer the following questions:

1. What is the performance academic profile of Senior High School Teachers in terms of:

a.) Age

b.) Educational Attainment

c.) Academic Position/Plantilla

d.) Designation

e.) Special Assignment

f.) No. Of days of work set up

2. What are the learning modalities employed by Senior High School Teachers?

3. What is the impact of Work From Home Scheme among Senior High School Teachers in

terms of:

a.) Job Satisfaction


b.) Depression, Stress, and Anxiety Levels

c.) Psychological Impact

d.) Home Environment

4. What can be proposed based on the results of this study?


Scope and Delimitation

This study will focus on the Impact Assessment of work from home scheme among

Senior High School Teachers in Sorsogon National High School. This study will cover the

Impacts WFH arrangements, the challenges they encountered and knowing if work from home

arrangements is more productive than the old way of there work. The selection of the

respondents are 25 respondents and limited to those senior high school teachers in Sorsogon

National High School who are willing to answer the given questioners. The study should be done

through the utilization of Questionnaire to the teachers as a survey and reference. By their

strategy, the researchers will be able to know the impact of Work From Home Scheme to Senior

High School Teachers.

Significance of the Study

The findings of this study will be significant to the teachers, to the students, to the

administration, to the Department of Education (DepED) and to the future researchers.

Pursuing this study will serve and give readers several purposes to the researchers believe

that this study will benefit the following:

 To the Teachers

This study will help them to understand why they need to work from home During this

pandemic. Also, this will help them to realize that even working at home has a lot of negativity it

also has a lot of benefits for them. Teachers working from home are able to teach Such students

remotely using either synchronous and asynchronous approaches.


 To the Student

This study will help the students to realize how hard for the part of the teachers to adopt

the new set up. We all know that other students are angry and disappointed to the new normal in

education, through this research they will understand how our teachers having hard time to in

this new set up. Also, they will realize that working at home of the teachers can have a benefit to

them like they can sleep to relieve stress while waiting to their class online.

 To the Administration

This study will give them realization that working from home can save them a lot of time

and money and improve their productivity ultimately. Working remotely also tremendously

reduces the cost of the school.

 To the Department of Education (DepED)

This study will help them to see how our Highschool teachers having hard time in this set

up and so that they can have a fast action to the problems of the teachers. Also, this study will

help DepED to understand the teachers that they just want to less the infection and avoid the

transmission among personnel and the community that could further hampers service delivery in

the offices and schools or community learning centers.

 To the Future Researchers

The ideas presented inside this paper may be used as a reference data of basis and guide

for the future.
