航班 CTOT/COBT 信息数据链点播服务：
(a) 所在机场的 ICAO 四字码；
(b) 航班 CTOT/COBT 信息标识代码如下所
示：E---请求航班 CTOT/COBT 信息
3.5 航班 CTOT/COBT 信息数据链点播服务回
复信息分类如下：
(a) 如航班无流量控制且位于 A-CDM 机
场，回复“航班号+COBTxxxxZ”；
(b) 如 航 班 受 流 量 控 制 ， 回 复 “ 航 班 号
+COBTxxxxZ+CTOTxxxxZ”；
(c) 如航班请求机场不提供 CTOT/COBT 数
据 链 点 播 服 务 ， 回 复 “ SERVICE IS NOT
AVAILABLE AT THIS AIRPORT”；
(d) 如航班在 SOBT-60min 前申请，回复
“ SERVICE IS ONLY AVAILABLE
MINUTES BEFORE SOBT”；
(e) 如 此 项 服 务 暂 停 ， 回 复 “ SERVICE
SUSPENDED”。
4. 数据链服务失败
飞行员在使用航班 CTOT/COBT 信息数据链点

3.3 The Standard Message Identifiers(SMI) of the
data-link message to be used are as follows：

(a) RAI(B9)---Request ATIS Report(for downlink
message)
(b) DAI(A9)---Deliver ATIS Information(for uplink
message)
3.4 In the request of flight CTOT/COBT information
service report message, the following formats shall be
used:

(a) ICAO 4-letters code of the departure airport
(b) Service type shall be as follows: E---request flight
CTOT/COBT information
3.5 In the request of flight CTOT/COBT information
report messages from the ATIS Menu, the following
formats shall be used:
(a) If the flight is located at an A-CDM airport and not
regulated by ATFM regulations, the reply message
will be “flight ID COBT xxxxZ”;
(b) If the Flight is regulated by ATFM regulations, the
reply message will be “flight
ID+COBTxxxxZ+CTOTxxxxZ”;
(c) If the airport doesn’t provide flight CTOT/COBT
information service, the reply message will be
“SERVICE IS NOT AVAILABLE AT THIS
AIRPORT”;
(d) If the flight requests CTOT/COBT information 60
60 mins before SOBT, the reply message will be
“SERVICE IS ONLY AVAILABLE 60 MINUTES
BEFORE SOBT”;
(e) If the flight CTOT/COBT information service is
stopped, the reply message will be “SERVICE
SUSPENDED”.
4. Data-link Failure
