INTRODUCTION:

This METHOD STATEMENT outlines the detail procedure to be used

in extending the time for scaffold activities such as erection,

dismantling and modification after normal working hours. And to

ensure that all related activities shall be carried out in accordance

with the Project Safety requirement.

SCOPE:

The following scope of work covers during scaffolding activities

extending time up to night shift from 6:00pm to 10:00 pm.

• Proper illumination (lighting) cover the working area

• Standby Electrician & Mechanics for equipment maintenance

• On duties Safety officers in working areas

• On duties Nurse including emergency ambulance.

• Securing the work areas by mean of barricades and safety

signs.

• Proper PPE’s and reflectors’ vest

TRAININGS:

Proper Training shall be given to all workers involved in erection

and dismantling of scaffold during night shift. The following

training shall be provided by NSH to all scaffolding erectors,

supervisor & inspectors shall be:

• Third Party Testing Agency approved by TR/SATORP for

certifying competent scaffolders.

• Continuous Training Program provided by NSH Safety

Department.

RESPONSIBILITIES:

Deputy Project Manager (Night Shift) or Construction


Manager Night Shift shall be responsible for the overall
implementation of the company safety & Quality plan and ensure
efficient execution of works in accordance with project
specifications.

Dep. Safety Manager (Night Shift) – shall be overall


responsible for implementation of Safety during night shift. He
shall assign all safety officers to their corresponding working
areas. He shall ensure that all emergency measures including
emergency ambulance are available during night shift activities
such as medical nurse, diver for ambulance and medical rescue
team.

Safety Officer shall be the total responsible for the overall


safety of all personnel involved in scaffolding activities. The
numbers of safety personnel will be as per requirement of
TR/SATORP. Prior to start the work, safety shall give tool box
meeting to discuss all safety risk hazard involved in each type of
activities. He shall check the lighting or illumination of working
areas and all entry and exit access point.

Scaffold Supervisor shall be directly responsible for the safety


of all personnel in their corresponding working areas. He will
ensure that all scaffolders under him shall follow all safety
procedures.

Scaffold Erector shall be responsible for erecting, dismantling


and modification of all scaffolds. He shall wear scaffold vest to
recognize them from other trade discipline. All scaffolders shall
be trained by NSH. Scaffolders working of 12.0 meters height,
Pipe rack and special scaffold shall be certified by Testing Agency
Approved by SATORP/TR. Certification and ID’s shall be provided
to all scaffolder personnel including supervisors and inspectors.

1. Ensure that all necessary working permit as per Schedule ‘’D’’


are signed by authorized personnel from NSH and TR and shall
be available in designated permit box.

2. Proper lighting or illumination shall be provided at working


areas and in all entry-exit access point. Lighting shall be check
and inspected visually by NSH safety officer. Lighting shall be
measures not less than 85 lax.

3. Standby Nurse, Rescue Medical Team and ambulance including


driver shall be provided during night shift.

4. Proper PPE’s and Reflectorized Vest shall be provided to all


personnel working during night.

5. Reflectorized safety signs shall be provided at all designated


entry-exit access areas.

6. Safety Officer & Scaffold Supervisor shall be available at


working areas to ensure that all proper guidelines are
implemented during construction.

7. Tool box meeting shall be provided to all respective working


areas by safety officers and scaffold supervisors or foreman.
Tool box topic shall remind all personnel to be aware in all risk
hazards during execution or construction.

8. Securing the working areas or Barricades & signage’s shall be


provided at bottom of scaffolding to prevent authorized

personnel to entry under scaffold where scaffold activities are


on progress.

9. During erection or dismantle, maintained 2 secured scaffold


planks used for temporary access platform by scaffolders. The
planks shall be removed after the completion of work.

10. Each level of scaffold built shall be check for alignment,


stability and Plumbness prior to continue next lift (stages).
Provide braces on first lift stage after erection of the next
stages. Same shall be following up to completing the final
stage.

11.Provide proper access or ladder with proper clearance. Ladder


shall be extended 1.0 m from working platform and shall be
secured by mean of single coupler. Drop bar shall be provided
in all entry point platform.

12.Handrails such as Top rail, mid rail and toe board shall be
provided at every platform.

13. When scaffold or scaffolding erection is complete, the scaffold


supervisor shall check the scaffolding from ground to final
stage. He shall ensure that the scaffold is safe to use and
signed the Scaffold TAG (Green or Yellow).

14.After inspection of Scaffold Supervisor, the scaffold Inspector


shall also check the scaffold and ensure that that scaffold are
passing the requirement as per SCAFFOLD CHECKLIST. He shall

sign the Scaffold TAG and placed in all entry points visually see
by all. Placing of Scaffold TAG shall be in accordance to
TR/SATORP Safety requirement using check coupler and
scaffold tubes.

15.All Scaffolds shall be recorded and reported to TR Safety Officer


in-charge in scaffolding.

16.Day shift scaffold crew shall continue the scaffold activities


when scaffold are not completed during night.

Proper Lighting illumination Plan

17. Proper Lighting Planning shall be provided by construction


during night activities in all working areas, access and roads.

18.Stand-by Mechanics & Electrician shall be provided in case of


power breakdown and repair.

19.Reflectorized Safety signage shall be placed in all designated


point provided by NSH and TR Safety concerned.

20.Cable or Wire Management shall be observed in scaffold like


using PVC or plastic sleeves in all hooks inserting to scaffolds to
avoid any type of electrocuted.

21.Lighting Plan Drawing to show the location of Lighting fixtures


shall be provided in Building Plan Drawings.

22.Angle of Light Projection shall be adjusted as per working


requirement. Projection shall not be more than 75˚ from
ground.

SAFETY PLAN

23. NSH designated Safety Officer shall be full time at site during
night work and shall ensure that all personnel working at night
are in safe conditioned.

24.Safety Officer shall check all point in checklist prior to sign off
the safety Working Permit.

25.When any types of incident, near missed and unsafe things


happen, he shall report this to his Safety Supervisor and the
report shall be submitted to NSH and TR Safety Department.
