TECHNICAL REQUISITION

FOR
OIL FLUSHING EQUIPMENT & ACCESSORIES

I GENERAL REQUIREMENTS
1.1 Oil flushing equipment (Equipment) is designed for transferring/ flushing
oil liquid at required flow rates and pressure to remove from tubing system

1.3 Bidder to take the responsibility for design, material procurement,
manufacture, assembly, installation at site (if required), testing,

specified herein or not which should form parts of system in order to place
the Equipment into right service in accordance with this document.
1.4 Equipment shall be manufactured in or after the year of issuance of

1.5 The origin of product shall be EU/ G7. Bidder to provide the detail of
Equipment main component’s origin, manufacturer and year of

1.6 The model of Equipment is the latest standard model of manufacturer
which is supplied to end – user. The customized model (applied to all main OK

1.7 Equipment can operate in the tropical weather conditions with high

II DETAIL REQUIREMENTS

2.1 Generally, Equipment comprises of main components at least as following:
1. Oil flushing skid including protection frame, oil tank, pump, electric
motor, control panel, valves, tubing, gauges, filters, cooler… OK

2.2 Operating condition: ≥ 10 m3/h @ 350bar (all pump operated)

2.21 Overvoltage protection, low voltage protection, overheating,
ok
overloading… shall be equipped with the Equipment.
2.22 Oil tank with minimum 500 liters capacity shall be equipped with
equipment. The tank constructed material shall be stainless steel with Ok ,1000L
thickness of 6mm (Bidder to provide the detail grade of stainless steel).
2.23 Oil tank shall be equipped with facilities below:
- Vent and drain valve;
- Sight level gauge; ok
- Low level alarm;
- Temperature sensor & gauge;
2.24 Air blast oil cooler features a high strength aluminum oil radiator with
integral electric motor driven fan, controlled by a temperature sensor shall

be provided in the fluid tank. Oil cooler ensures the fluid temperature does
not exceed maximum temperature.
2.25 Tubing system will be 316 series stainless steel and have flex hoses to

allow for movement (if required).
2.26 A pressure transmitter will be installed in the high-pressure discharge, to
measure and display the operating pressure from the equipment. Pump will ok
be immediately stopped when over setting pressure.
2.27 A safety relief valve is fitted to each pump (at 10-15% above the
ok
maximum operating pressure). A pressure regulating valve will be fitted

to each pump to control flow rate to expected operating pressure. The
bypass from the valves will be piped back to the oil tank.
2.28 An analogue pressure gauge (size of 6 inch and glycerin filled type) will

be fitted to each pump discharge.

2.30 An analogue flow meter will be installed in the high-pressure discharge, to

2.37 The complete assembly components will be mounted into a mild steel skid
frame. The frame will be powder coated, and fitted with a drip tray and ok
drain.
2.38 Skid frame is designed to be transported by both crane & forklift. Lifting
pad-eye shall be calculated & tested in accordance with standard & ok
regulation. Pocket shall have suitable size for forklift operation.

2.39 Particle counter shall be used for the remote on-site analysis of oil samples

3.3 Provide the list of main components along with model, maker, origin
country/equipment specification/ GA drawing/ Equipment Schematic

drawing, P&ID drawings…for evaluation/ approval in the bidding stage as
well as in the contract execution stage.
3.4 Other specifications or components, accessories which are not requested
herein shall be supplied as per manufacturer’s standard (refer to official

catalogue) to complete the connection, assembly, testing and normal
operation as requirements in this technical requisition.
IV FACTORY ACCEPTANCE TEST/ PERFORMANCE TEST,
INSTALLATION, SITE ACCEPTANCE TEST & TRAINING
4.1 Provide the test procedure to end-user for review/comment and approval at Ok, 30 days before

V CERTIFICATES REQUIREMENTS
5.1 Origin certificate of origin issued by a chamber of commerce in
ok
manufacturer’s country for equipment & counter.
5.2 Origin certificate of quality assurance certificate issued by manufacturer,
certifying that the equipment supplied to the end-user is brand new,
unused and genuine, manufactured by original manufacturer in the country
of origin as mentioned above no earlier than year of issuance of invitation ok
to bid in strict accordance with the technical specifications and
descriptions thereof as offered in the bidder’s proposal and accepted by
end-user.
5.3 Warranty certificate issued by manufacturer and/or supplier certifying that
warranty time for minimum 12 months from the date of Protocol of ok
Delivery and Acceptance.

5.4 Performance certificate issued by manufacturer shall be provided. ok

5.5 Calibration certificate for valves, gauges, flow meter, particle counter. ok

5.6 Load test certificate of skid frame & handling facilities (pad eyes) issued
by a recognized classification/ inspection societies or certifying agents at ok
manufacturer’s country such as TUV or equivalent.
5.7 Frame visual inspection certificate/ Cert of test certificate of Manifolds
shall be issued by a Vietnam’s Government Authorized Organization ok
(Center of Industrial Safety Registration Zone II or equivalent).
VI DOCUMENT REQUIREMENTS
6.1 Bidder to provide installation, operation, maintenance manual and spare
part catalogue for supplied Equipment on hard copy and CD/ DVD in
English.
6.2 Bidder to provide below documents of Equipment:
- P&ID or Schematic drawing for Equipment
- General drawings

- Installation/assembly drawings
- Troubleshooting manual.
- Operation, maintenance manual and part book
6.3 Specification/ datasheet/ drawings for all types of pumps, valves, gauges,
ok
flow meter, heater, particle counter, manifolds …
VII TOOL KIT, SPARE PART
7.1 12 months operating spare parts (with serial number) shall be supplied

7.2 Equipment shall come with the equipment/tools for installing, removing,
operation, maintenance, fixing…its parts/components as per ok
manufacturer’s standard
7.3 First fill of hydraulic and others shall be supplied
7.4 Spare-parts list (with serial number) must be provided in and after the time

7.5 Bidder commits to provide an inspection and repair service for the
Equipment in Vietnam within the warranty period since the final ok
acceptance date/handover date
