Churchill Senior Living ‐ Traffic Statement for Sketch Plan Application  
 
Dear Mr. Butler: 
 
This  letter  serves  as  a  traffic  statement  for  the  sketch  plan  application  for  the  proposed 
Churchill Senior Housing development located in the West Germantown Policy Area (yellow) of 
Montgomery  County.  The  proposed  development  will  include  280  senior  housing  units,  140 
assisted  living  beds,  and  4,000  SF  of  medical  clinic  space.  The  development  quantities  may 
change  as  the  project  proceeds  through  the  preliminary  plan  review  process.  The  project  is 
located  approximately  200  feet  west  of  the  intersection  of  Waters  Landing  Drive  and  Father 
Hurley Boulevard in Montgomery County, Maryland.   
 
As part of the sketch plan submittal, the attached Table 1 provides a summary of the projected 
trip generation of the proposed development program, which is in accordance with the latest 
edition of the Maryland National Capital Park and Planning Commission (MNCPPC) Local Area 
Transportation Review (LATR) Guidelines. Based on the trip generation analysis, the proposed 
use will generate 143 AM peak hour and 180 PM peak hour person trips. Of these person trips, 
the proposed development will generate 88 AM peak hour and 110 PM peak hour auto driver 
trips. Therefore, this project will be subject to the LATR Guidelines.
