REACTION PAPER #22 / ENTE’S REPORT

School sites implementation is very important since the school's location

has an impact on how it operates. This is the whole content of the report by sir
Ente wherein he stressed out and explained that accessibility and a good
surrounding environment are crucial factors to consider while choosing a school
site. Based on numerous geological and hydro-meteorological hazard maps
developed by national government agencies involved for each site, it is judged
important to identify particular dangers that may harm the location. Prior to any
development, a full and detailed hazard assessment must be completed. The
location and ultimate design of a school facility must take into account a variety
of dangers.
Standard technical standards must be followed by school buildings and
other facilities (i.e. Building Code of the Philippines, 2005, National Structural
Code of the Philippines, 2005). Wind load and earthquake design are covered in
detail in the National Structural Code of the Philippines, 2001. The school
location must be centrally positioned to serve the current and potential
population. It must have a reasonable frontage on a public road, preferably on a
calm street, not blocked by private property or dense groves of tall trees from the
main roadway. It will not be surrounded by wetlands or irrigation channels. It
must be at least 200 meters away from places of ill repute, such as beer and
videoke joints; questionable recreational establishments, such as cockpits and
gambling dens; malls, cinema houses, video game establishments, jails, military
quarters, shipyards, railroad yards, busy highways, electrical and communication
lines and towers, manufacturing and industrial establishments, public markets, 60
slaughterhouses, or garbage dumps. Other constructions, such as barangay
halls, social centers, and so forth, are not permitted on the school grounds.

The size of the school is defined by the degree of education, the number
of students enrolled, the type of curriculum given, and the school's location,
whether urban or rural. To provide adequate open space for assembly and co-
curricular activities (athletic fields, playgrounds, lawns, agricultural activities, and
future building expansions), the ground area occupied by school buildings and
other structures shall not exceed 40% of the school site, as well as to comply
with national and local regulations and standards pertaining to setbacks and
distances between buildings.
