boundary extension areas, application intake process for the private property Master Plan
activities, application review by city staff, the Bike Week Task Force Committee, Biketoberfest
Advisory Committee, and the City Commission. The main discussion and questions from
workshop participants included clarification on application submittal process, fees for business
owners and itinerant vendors, requirements for alcohol, and whether they would be able to apply
to participate in Biketoberfest 2022 Master Plan activities.

PROPOSED AMENDMENT REQUEST


Staff is requesting City Commission approval to extend the existing Master Plan boundaries for
properties fronting on Dr. MMB Blvd, from the east side of North Ridgewood Avenue (US-1) to
the intersection of Fulton Street. The expansion would increase the existing boundary area from
0.27 miles (11,767 linear feet) to 0.78 miles (33,976 linear feet) and would include a total of 33
developed properties, including Bethune-Cookman University. A map identifying the current
Master Plan boundary and the proposed boundary expansion area is shown on the following
page. A copy of the complete amendment request is attached (Attachment A). In conjunction
with the request to extend the Master Plan boundaries staff is also requesting to extend the
application deadline for Biketoberfest 2022 applications from April 20, 2022, to May 6, 2022.
The request to extend the application deadline is needed to allow applicants within the Dr. MMB
Blvd expansion area adequate time to apply to participate in Biketoberfest 2022 Master Plan
activities.

FOR BIKE WEEK AND BIKETOBERFEST 
 

Section 3. Outside activities, § 5.4.C.ll, LDC. In accordance with § 5.4.C.ll, LDC, the City
Commission may authorize other outside activities which meet the following conditions:

(a) The outside activities shall be permitted only in open areas of permanently licensed
year-round businesses, which front on the following streets:

• Main Street and Fairview Avenue from the Atlantic Ocean to Beach Street
• Beach Street from Bay Street to Fairview Avenue
• Ballough Road from Fairview Avenue to Mason Avenue
• Dr. Mary McLeod Bethune Boulevard from Segrave Avenue North Ridgewood Avenue
to Dr. Martin Luther King Boulevard the intersection of Fulton Street.
• Dr. Mary McLeod Bethune Boulevard from Beach Street to Palmetto Avenue
• Dr. Martin Luther King Boulevard from Shady Place to George Engram Boulevard
• West International Speedway Boulevard from Dr. Martin Luther King Boulevard to
Keech Street.
