 MISSION - VISION
The University of San Carlos is a Catholic Institution of learning that embodies
the principles of academic discipline of San Carlos Borromeo and the
missionary charism of the Society of the Divine Word (SVD).
We aim to develop competent and socially responsible professionals and
lifelong learners in an environment that fosters excellence in the academic core
processes of teaching- learning, research, and community extension service.
Our mission is to provide timely, relevant, and transformative academic
programs responsive to the needs of the local, national and global
communities in rapidly changing world.

S cho ol Seal
The University Seal is the insignia of the University of San Carlos which is
depicted by the symbols contained in a shield.
In the main field are open book and three stars. The open book stands for the
educational work of the University. The three stars, symsols taken from the Philippine
Flag, signify the three main field to connote that the University’s convern is the
country’s growth - educational, cultural, social, economic, and spiritual. The green
color of the main field signifies excellence, intellect, fame, virtue, and nobility.
The upper right hall of the shield head carries the SVD logo which encircles
and teps the globe to signify SVD presence all over the world. Its background color is
red to signify courage, strength, triumph, dominion, and justice.
The left half of the shield head portrays the symbol of the official Seal of the City
of Cebu, the Chapel over Magellan’s Cross. Its blue color signifies loyalty, stability,
and humility. The silver chapel stands for purity, wisdom, i nnocence, and joy.
The whole shield is surrounded by laurel wreaths with seven full leaves on each
side signifying the seven gifts of the Holy Spirit: counsel, fortitude, fear of the Lord,
knowledge, piety, unuderstanding, and wisdom.

Dear Graduates,
When the government launched its educational reforms, particularly
RA 10533, reconfiguring the whole of Basic Education and introducing
the first cohorts of Senior High School, we anticipated a new age in
Philippine Education. Because USC decided to embrace the reform
we began to redesign our curricula, encouraged our existing teachers
to retool, launched our first Grades 11 and 12 with specialized faculty
from Tertiary, and began to restructure our administrative systems.
Thanks to those initiatives you graduate with the kind of competencies
global education expects from your level of preparation. You are the
forerunners of the nation’s future workforce, and as USC President I
offer you my heartfelt congratulations.
Knowing how complex the reform was going to be, we had dug in for the long haul and were prepared to address
the future methodically and systematically – until COVID-19 occurred. The pandemic does not alter our roadmap
substantively, even as it resets the ways we will traverse it along epoch-changing alterations. Among the most
notable, physical distancing means that the curricula can no longer be held in-person and on-site but via remote
learning and teaching. Not only are our learning spaces and modalities reconstructed, our educational schedules and
completion timelines are also radically syncopated. That you were able to complete your senior high school despite
these radical disruptions, even if only through virtual graduation rites, deserves a second round of appreciative
congratulations.
For everyone, the future is already upon us, and for those of you considering College, all we can hope for is that
USC managed to supply enough foundations for your choices of life careers, reimagining Scientia, Virtus and
Devotio thoroughly. As we release you to the world to be Witnesses to the Word, we promise to accompany you
with our prayers, reminding you of the Lord’s greeting whenever his disciples needed reassurance: “Take courage
and have no fear. Never doubt that I will always be with you.”

As a new chapter of your life opens, may the learning
of the past guide you to become better people; more
experienced in facing another level of challenges.
Your last months in Senior High School may not be a normal
one because of the COVID-19 pandemic that hit not just our
country, but also the entire world. Yet, it is not on how all ended,
but it is on how you have created wonderful memories with your peers and teachers as you journeyed
into the world of Senior High, where part of you still remains as a kid and the other part, wanting
to become and adult. As you yearn to explore the world of “adulting 101”, never allow yourself
to lose that kid in you. That kid, who gets happy even on the tiniest and simplest things; that kid,
who gets too excited to explore and create new things, high spirited, and always looks at things on
a positive perspective.
May the good Lord continue to guide and guard you as you set your mind and soul into a new
journey. Carry with you the torch of a true Carolinian wherever you go; competent, noble in
character, and community oriented.
Congratulations! You are lucky to be part of the educational
reform in our country. As graduates of Grade 12, your
education is now at par with rest of the world.
Your experience of the additional two years in Senior High
School makes you prepare better in college especially in
choosing the career that you want to pursue in life. I hope
that the track you chose helps you discern for your future.
As you continue your educational journey, continue to live the motto of the University of San
Carlos: Scientia, Virtus, and Devotio. You are a true Carolinian if you always accompany your
knowledge with noble character and community service. Always remember what Ellen DeGeneres

I have always felt that the work of an educator is to stimulate the minds of
the student body—that we must be apart from having a connection with the
students. Clearly, I made a mistake of doing so. I have seen the worth and value
of education by seeing you deal with the struggles in the academe that made
me want to push you guys further. I wanted to see you struggling in a sense that
you can learn more and make more mistakes for you to stand up on your own
grounds. It was not just teaching that made me look forward to what comes
next but my students. You helped me become more than just a human being, but
an educator with a heart. You helped me realize this.
