Subject:

1. You are hereby informed of DepED Order No. 57, s. 1997 entitled "Further Implementation
of the Career Progression System for Master Teachers". The said DepEd Order provides
that qualified Master Teacher IIII may now be recommended to Master Teacher III and IV
on the basis of the criteria given in MEC Order No. 10, s. 1979 entitled, "Implementing
Rules and Regulations for the System of Career Progression for Public School Teachers",
MEC Order No. 29, s. 1979 entitled, "Clarification on Guidelines for Implementing the
Career Progression System and MECS Order No. 4, s. 1987, entitled "Amendment to MEC
Order No. 29, s. 1979".

2. In the Secondary Level, DECS Order No . 70, s. 1988, Revised Policy on Master
Teacher for Secondary Schools, provides that an allotment of at least one ( 1) Master
Teacher position per subject area with at least 5 to 7 teachers should be the basis for
granting master teacher position.

3, To determine that a secondary school meets the required teacher support per subject area, a
preliminary evaluation must be done based on DECS Order No. 70, s. 1988. Thus, all
requesting secondary schools must be instructed to include as a documentary requirement
the Organizational Chart distributing therein all the teachers, with their corresponding
Plantilla Item Numbers, under their appropriate subject areas based on the latest School
Form 7, the School Personnel Assignment List and Basic Profile taking into consideration
the teacher' s major loads. Only authorized teaching positions of a particular school shall be
included in the Chart. Those teachers who are temporarily deployed in the requesting school
shall not be included in the list. The said Organizational Chart will facilitate the evaluation
ofthe documents and the action ofthe DBM on the requests for conversion of items.

4. Attached is a checklist enumerating the documentary requirements for Conversion to Master


Teacher positions and the sample format for the organizational chart.

5. Immediate and wide dissemination of this Memorandum for the proper guidance and
compliance of all concerned is desired.
