Milestone achieved by the Legislative Department – Last 7 years

EASE OF DOING BUSINESS –


 The Specific Relief (Amendment) Act, 2018 (18 of 2018)

EASY OF LIVING –
 Repeal of Obsolete Laws;
 Amendment to the Registration of Electors Rules, 1960 and the
Conduct of Elections Rules, 1961, to simplify the various forms to
make them user friendly for the voters, as proposed by the Election
Commission of India;
 The Conduct of Election Rules, 1961 were amended to provide for
postal ballot facility for senior citizens above 80 years, persons with
disability (PWDs) and voters who are not in a position to be present
in their polling station on the day of poll owing to exigencies of their
service;
 The Conduct of Elections Rules,1961 were amended for enhancing the
expenditure ceiling limit for candidates contesting Parliamentary and
State Assembly elections by ten per cent over the existing limits.
Accordingly, the extant limit of Rs. 70 lakh for Lok Sabha and Rs. 28
lakh for Assembly elections for larger States has been enhanced to Rs.
77 lakh and Rs. 30.80 lakhs respectively. Similarly, the
corresponding increase for smaller States is from Rs. 54 lakh and Rs.
20 lakh and from 59.40 lakh to Rs. 22 lakh respectively;
 India Code Updation- Updating and uploading of Central Acts on the
New India Code website. 860 Central Acts from the years 1838 to
2021 have been updated and uploaded. Hindi version of these Acts
(1838 to 2020) (except only three farmers related Acts) are available at
www.legislative.gov.in;
 Three Law Patrikas, (i) Uchchtam Nayalaya Patrika, (ii) Uchch
Nayalaya Civil Nirnay Patrika and (iii) Uchch Nayalaya Dandik Nirnay
Patrika have been published in Vidhi Sahitya Prakashan. These
Patrikas have been standardised with ISSN number (International
Standard Serial Number);
 Soft copy of these Patrikas since 2012 have been uploaded in
http://legislative.gov.in/vidhi-sahitya in PDF format;
 Started Online Selling (Hard Copies) of Three Patrikas, Bare Acts and
Law Publications of M/o Law & Justice through digital Payments and
it is available in https://bharatkosh.gov.in/product/product.

ELIMINATING CORRUPTION -
 Amendment to Conduct of Electoral Rules, 1961 inter alia, requiring
the candidates to make a specific declaration that he is a citizen of
India, and that he has not acquired the citizenship of any foreign
country; a provision for affixing of photograph of the candidate on the
form, etc;
 Amendment to the Conduct of Election Rules, 1961, to amplify
Nomination Forms 2A to 2F, and making it mandatory for
candidates to disclose the source(s) of income of self and spouse and
to give specific declaration relating to all disqualification provisions;
 Amendment to the Conduct of Election Rules, 1961, making it
mandatory for candidates to declare information about their sources
of income of candidates including that of their dependents, about
contracts with the appropriate Government and public company etc.
and for publicizing information regarding criminal cases pending
against them;
 Amendment to the Conduct of Elections Rules, 1961, making it
mandatory to disclose Total Income as per IT Returns of the
candidates , spouse and dependents , including that of HUF if the
candidate is a Karta/Coparcener, for the previous five years as
against that of one year at present; indicating PAN No. in Form 26
was made mandatory; disclosure provisions relating to
movable/immovable assets was expanded to include interest
in/ownership of offshore assets etc.

 The Muslim Women (Protection of Rights on Marriage) Act, 2019 (20
of 2019).

SOCIAL EMPOWERMENT -
 The Constitutional (One Hundred and Fourth) Amendment Act, 2019
was enacted for extension of the reservation for the Scheduled
Castes and the Scheduled Tribes in the House of the People and the
State Legislative Assemblies for a further period of ten years beyond
25th January, 2020, i.e., upto 25th January, 2030.
 The Personal Laws (Amendment) Act, 2019 (6 of 2019) further
amended the Divorce Act, 1869 (4 of 1869), the Dissolution of Muslim
Marriages Act, 1939 (8 of 1939), the Special Marriage Act, 1954 (43 of
1954), the Hindu Marriage Act, 1955 (25 of 1955) and the Hindu
Adoptions and Maintenance Act, 1956 (78 of 1956) so as to omit the
provisions that are discriminatory to the leprosy affected persons
contained therein. The Amendment Act came into force on 1st March,
2019.
