1. Brief Note on F line:
F line is the service for demarcating feld lines as per registered and
recorded measurements of Field Measurement Book (FMB)/Land Parcel
Map (LPM)/Property Parcel Map (PPM) (both spatial and textual data).
F line service is delivered on demand /request from any private land

holder/government land assignee/alieneess at the time of sale transaction
or when the land holder wants to check the area and boundaries in
confrmation to registered and recorded measurements.
Prior to 1983, this task was attended by the Taluk surveyor which
was then the lowest administrative unit. Later Taluks were reorganised
into Mandals. In recent times, for convenience of citizens, Village
Secretariats have been constituted to decentralize administration to
the village level.
Hence, transferring service delivery to the village secretariat level i.e

from Mandal Surveyor to Village Surveyor has become imperative.
2. Proposal:

Due to constitution of Grama Sachivalayam/Ward Sachivalayam

(GSWS) and appointment of village surveyors, F line service which was
hitherto delivered by the Mandal surveyors is proposed to be delegated to
village surveyors who are available at the Village Secretariats.
3. Operational Guidelines:
To achieve this objective of delivery of the F line services through

the Village Surveyors at the GSWS , in due modifcation of
existing procedures, the following operational guidelines are
hereby issued.
I. Application Process:
Any land holder either registered in webland or not, possessing a
registered deed or other documentary evidence, or who is in enjoyment of
the land and the land is defned by well formed ridges on ground, may
prefer an application for demarcation of F Line of any Land parcel/
Property Parcel/ Survey Number in the form-1. The application shall be
received with prescribed fee by the Digital Assistant of Village secretariat
(GSWS) and shall be forwarded to the Village Surveyor for all private lands
and properties on the same day, duly marking a copy to the Deputy
Tahsildar electronically. Each such application shall be disposed by the
Village Surveyor within 15 days from the date of receipt of the
application by the Digital Assistant.
II. Role of Village surveyor:

i. The Village Surveyor shall generate the notices in the form-2 duly
specifying the date of demarcation and serve on the concerned by
hard copy/SMS/Gmail (section 23 of the A.P Survey & Boundary
Act, 1923).
ii. The disposal of applications shall be done chronologically in FIFO

( First in First out) manner ONLY.
iii.If the applicants and adjoining land holders jointly approach the
village surveyor, duly specifying the date of demarcation and their
availability, the village surveyor shall generate notices for that
specifed date and serve on them and complete the further course of
action accordingly.
iv. If the adjoining land holders are either absent or refuse to attend
demarcation after receipt of the notice, the demarcation work would
be completed by conducting a panchnama which shall be recorded

in the form -5, in the presence of the available notice holders,
duly recording the details of work done.
v. If the applicant himself fails to attend the demarcation or refuses to

attend the demarcation on the specifed date, such application will
be closed without any further action, duly conducting panchanama
and recording the reason for closure of the application in the form-
5.
A. Reports by Village Surveyor
The following documents have to be obtained at the time of

demarcation by the Village Surveyor.
(a)Attendance sheet of the applicant, adjoining land holders,

any other Village ofcials / village elders, if any which should
be attested by the Village Surveyor in the form-3.
(b)Statement of the applicant in Form 4, duly signed by him

along with any two witnesses regarding completion of the
demarcation process. The statement of the applicant may be
either his consent / or otherwise, on the demarcation work
done by the village surveyor .
(c) In the case of disagreement, either by the applicant, one or

all of the adjoining land holders, and consequent refusal of one
or all of them to give and/or sign the statement, Panchanama
shall be conducted and the fact of such refusal, would be
recorded in the form-5 and Village Surveyor shall complete
the demarcation work.
(d)The Village Surveyor shall have to prepare a detailed survey

report with the description of the demarcation work done by
him / her along with a plotted sketch to the scale with details of
the portions measured in the form-6.
(e) All the above documents forms 1 to 6 to be submitted to

the Deputy Tahsildars login for further course of action.
III. Case Conversion to Sub Division:
i. When the application of demarcation is received for the Survey

Number/Land parcels/property Parcel which are not having
partitional measurements i.e recorded measurements for their part
of the whole Survey Number/Land parcel/Property parcel or whole

number shall be attended as per their possession, enjoyment
supported by well defned ridges/ fencing/ compound wall etc., with
necessary documentary evidence.
ii. In such case, after completion of demarcation, if the enjoyment

/possession tallies with the documentary support ,such cases may
be converted into sub division cases, and the same may be
treated as Sub division applications and follow the due procedure
prescribed for carrying out Survey subdivision. Work fow for which
starts from Village Surveyor to Deputy Tahsildar Detailed guidelines
have already been issued for land/ property parcel sub division
service.
IV. Demarcation work shall continue even if

1. The adjacent land holders, are absent despite service of the notice.
2. The adjacent land holders have refused to receive the notice.
3. Raising of unsubstantial objections.
4. The applicant does not agree with the result of the demarcation
5. If the adjoining land holders raise any objection without any valid
documentary evidence either prior to commencement or during the
demarcation process
V. Objections
If any adjoining land owner/owners or any person(s) claiming to have

interest in the land for demarcation of F-line, raises any objection in the
nature of disputing a feld boundary, which forms part of the land/property
for which the application for demarcation is being proceeded with, to such
demarcation with supporting documentary evidence like Latest Revenue
Record, Registration Record, supporting documents like a decree of
competent court, the Village Surveyor shall frst receive an
acknowledgment of such objection. Thereafter, the village surveyor shall
dispose of this objection as per procedure envisaged U/s 10 of the AP S&B
Act,1923 based on the evidences produced before her/him. The extract
from the U/s 10 of the AP S&B Act, 1923 is reproduced below,
U/s 10 of the AP S&B Act, 1923 - Power of survey ofcer to
determine and record a dispute boundary:
"Where a boundary is disputed, the survey Ofcer, after making such

inquiry, as he considers necessary, shall determine the boundary and
record it is accordance with his decision. The survey ofcer shall record in
writing the reasons for his decision and shall fnalize the disputed
boundary duly giving a copy of his/her fndings to the objection holder on

the same day or next day.”
If the objection is not supported by any documentary evidence by

the objection holder when the objection raised during feld work or in
advance prior to the feld work, in such cases demarcation of F-Line
process need not be stopped and shall be completed as per procedure .
Any objections, other than as mentioned above, shall be referred to

the competent revenue authority. The conduct and completion of
demarcation of F-Line work shall be continued.

VI. Demarcation in cases without ridges/ well defned ridges on

the Ground
In the case, when no defned ridges are found on ground,

demarcation shall be made if all the partition holders of the survey
number / Land Parcel/ Property Parcel mutually agree for such
demarcation of F lines. Such mutual agreement shall be recorded in the
form-35(a) well in advance prior to the feld work. After competition
of Such F line demarcations applications shall be recommended for Sub
division as per prescribed procedures.
VII. Postponement of Activity:
The demarcation of F line work shall not be postponed except on

request from applicants/adjoining partition holders with in the survey
number/pattadars, and in any case by a period of not more than seven
days.
VIII. Role of Deputy Tahsildar:
The Deputy Tahsildar concerned shall check the reports and related
documents submitted by the Village Surveyor thoroughly and approve it
and issue a proceeding to the applicant under copy to the Village Surveyor
in the cases where all the concerned including the applicant accepted the
demarcation process in the form-7 and if he is satisfed with the report of
the Village Surveyor even if the applicant / adjoining land holders
disagrees for the same. The Deputy Tahsildar shall issue proceedings in
the form-8 duly rejecting the application if the application meets any one
of the following categories or reasons as mentioned in the succeeding
para. Any proceedings, either of approval or rejection of the F line
application, issued by the Deputy Tahsildar, shall be served upon the
applicant through the Village Surveyor.
IX. Grounds for Rejection
I. If Land is not subdivided as per the records.
II. If variation / diference is noticed between the Sy.No./ Sub division

Number mentioned in the application and data available in the
revenue records.
III.If the applicant is not in physical possession of the land or fails to

show his land parcel boundaries.
IV.If the survey number/land parcel mentioned in the application is in

civil litigation and pending with Hon’ble Courts at any level or if the
defendants of those Court cases fle an objection for non conduction
of the demarcation and there are specifc orders barring the
demarcation.
V. If the Sy.No. / land parcel/Property parcel mentioned in the

application is in the unapproved lay out wherever detailed Town
Survey / detailed Gramakantam Survey is not conducted and
wherever Grama Kantam is an independent Sy. No. or group of
Sy.Nos and internal parcels are not subdivided in such cases.
VI.The Sy.No./ Land Parcel which is in the enjoyment of the applicant is

not found in his favour in any of the revenue records especially ROR
IB, Webland Adangal and or any other authorized land record as my
be prescribed by the Commissioner Survey, settlements and Land
Records(CSSLR).

X. Appeals on Demarcation of Field boundary:
(i) First Appeal: Aggrieved by the proceedings of the Deputy

Tahsildar, the applicant/ aggrieved person may prefer an appeal
before the Tahsildar requesting the for the demarcation to be done
by the Mandal Surveyor of the concerned Tahsildar Ofce, on
payment of prescribed fees.
A. Role of Mandal Surveyor:

1. The Mandal Surveyor shall conduct demarcation
duly following the procedure prescribed for Village
Surveyor as specifed in the above paras.The Village
Surveyor and any other staf of the GSWS, as may be
required by the Mandal Surveyor to be present , shall
follow the Mandal Surveyor and render complete
assistance for completion of the feld work.
2. After conducting feld work, the Mandal Surveyor shall
submit a detailed Survey report in Form 14 to the
Tahsildar. It is expected that the mandal surveyor shall
give unambiguous fndings and clear recommendations
to the Tahsildar.
B. Role of Tahsildar:
1. The Tahsildar shall entertain the frst appeal only.
2. The Tahsildar shall verify thoroughly all the appeals fled
against proceedings of the Deputy Tahsildar and shall
pass appropriate orders, duly keeping in view of the
Survey report submitted by the Mandal Surveyor.
3. The Tahsildar will issue such orders as proceedings in
the form-15 & 16 as the case may be. In the interest
of timely disposal of appeals,it is expected that
the Tahsildar would decide the matter based on
mandal surveyor report, rather than remand the
matter to the original authority.
4. Such proceedings shall be served on the appellant
and other parties to the appeal by the village
surveyor .
5. Necessary changes in the connected Survey and

Revenue record will be carried out after the expiry of the
second appeal period, if any.
C. Forms
The forms prescribed for Appeal Demarcation by Mandal surveyor are

(ii) Second Appeal: Parties aggrieved by the proceedings of the

Tahsildar, may prefer second appeal before the Revenue Divisional
Ofcer/Sub Collectors incharge of the revenue division for
demarcation by the Deputy Inspector of Survey of the revenue
division or any other ofcer assigned by the CSSLR for this
purpose.
A. Role of Deputy Inspector of Survey:

1. The Deputy Inspector of Survey shall conduct
demarcation after approval in writing by the Sub
Collectors / Revenue Divisional Ofcer concerned and
submit survey report in Form 22 with clear, concise and
specifc fndings/recommendations.
2. The Demarcation procedure shall be as specifed for the
disposal of F line application by the Village Surveyor in
the preceding paras.The mandal surveyor and all other
staf of the GSWS as may be required,by the Deputy
Inspector of Surveynshall follow and assist in the feld
work.
B. Role of Revenue Divisional Ofcer/Sub Collectors:

1. The Revenue Divisional Ofcer/sub collector shall
entertain the second appeal only.
2. The Revenue Divisional Ofcer/sub collector shall verify
thoroughly the appeal against proceedings of the
Tahsildar and shall pass appropriate orders, duly keeping

in view of the Survey report submitted by the Deputy
Inspector of Survey. It is expected that by virtue of the
seniority, experience and position held, the revenue
division ofcer/ Sub Collector shall pass orders deciding
the matter in fnality, without taking recourse to
remanding the matter to the subordinate ofcers, to
prevent the subject matter undergoing various cycles of
litigation .
3. The Revenue Divisional Ofcer/sub collector will issue
such orders as proceedings in the form-23 & 24 as the
case may be.
4. Such proceedings would be served on the
appeallants and other parties to the second appeal
by the deputy inspector of survey with the
assistance of the GSWS.
C. Forms

XI. Time lines:
a. Initial application submitted by the applicant for service rendering by

the Village Surveyor shall be disposed within 15 working days
from the date of receipt of the application by the Digital Assistant.
b. 1st Appeal received shall be disposed within 20 working days from
the date of receipt of the appeal application by the Digital Assistant.
c. 2nd Appeal received shall be disposed within 30 working days
from the date of receipt of the appeal application by the Digital
Assistant.
d. Any Land owner shall have to prefer appeals 1 st and 2nd within 30
days from the date of receipt of proceedings/orders by the
competent authority.
XII. APPEAL PERIOD:
a. Any Land holders not satisfed with the orders of the Deputy
Tahsildar may prefer a 1st appeal within 30 days from the date
of receipt of proceedings/orders.
b. Any Land holders not satisfed with the orders of the Tahsildar
may prefer a 2nd appeal within 30 days from the date of
receipt of proceedings/orders.
c. No physical/manual applications shall be entertained.
XIII. Prescribed Fee:
1. The prescribed fee for F line demarcation before Deputy

Tahsildar for F line demarcation by the Village Surveyor is
Rs.750/-
2. The prescribed fee for 1st appeal before Tahsildar for F line
demarcation by the Mandal Surveyor is Rs.1250/-
3. The prescribed fee for 2nd appeal before Sub collector/RDO
for F line demarcation by the Deputy Inspector of Surveyor is
Rs.1750/-
XIV. Maintenance of Records:
A Register has to be maintained electronically by every Village

Surveyor working in the Village Secretariat for all such applications
received in proforma given in the Appendix XII of Board standing order
No.34A,paragraph -20(a).
XV. Forms:
All the forms prescribed in these operational guidelines from 1to 8 &
35(a) are enclosed in Annexure-I, 9 to 16 & 35(b) are enclosed in
Annexure-II and 17 to 24 & 35(c) are enclosed in Annexure-III.
XV. Disposal of Records
The physical copy of the entire f line shall be maintained at

Village Secretariat level as LDis.
Appeal petitions fle shall be maintained by the competent

authority as LDis.
