1. INTRODUCTION

The Veterinary Council of India (VCI) is a statutory body Established by an Act


of Parliament viz Indian Veterinary Council (IVC) Act, 1984 under the
Department of Animal Husbandry & Dairying, Government of India for
regulation of veterinary practice, veterinary education and preparation and
maintenance of Indian Veterinary Practitioner's Register.

VCI in exercise of the powers conferred by section 66(1) read with section 22(1)
and section 21(1)(b) of the IVC Act, 1984 and in supersession of earlier
Regulations with the previous approval of the Central Government framed VCI -
Minimum Standards of Veterinary Education- (B.V.Sc.&A.H.) (MSVE) - Degree
Course Regulations, 2016. As per Regulation 7(8) of VCI - MSVE - Degree
Course (B.V.Sc. & A.H.) Regulations, 2016, 15% of the total seats allowed for
admission in recognized veterinary colleges (included in First Schedule to the
IVC Act, 1984 ) and the seats under EWS quota shall be filled for the academic
year 2020-21 on the basis of all India basis through On- line counseling
(Annexure 1)

In pursuance of letter No. K-12052-6/1/2107-LH (P-2) dated 13-January,2020


issued by the Department of Animal Husbandry Dairying and Ministry of
Fisheries, Animal Husbandry and Dairying, Government of India, Veterinary
Council of India will use merit list of National Eligibility cum Entrance Test
(UG)-2020 (NEET (UG)-2020) conducted by National Testing Agency (NTA) for
filling up 15% seats in the recognized Veterinary Colleges under All India Quota
during the academic session 2020-21. Other criteria of selection and admission to
B.V.Sc. & A.H. Degree course shall be as per Veterinary Council of India -
MSVE, Degree Course (B.V.Sc. & A.H.) Regulations, 2016.

2. DURATION OF THE COURSE

The duration of B.V.Sc. & A.H degree course is five and half years which
includes compulsory Internship of one year period.

3. NUMBER OF SEATS FOR ADMISSION

Total number of 607 seats under 15% All India quota will be available for
counseling and admission in the recognized Veterinary Colleges (Annexure- 2)
during the academic year 2020-21. College and Category wise number of seats /
(seat matrix) shall be made available on Council’s website
(www.vcicounseling.nic.in). However, the total numbers of seats are subject to
change for valid reasons at any time.

4. ELIGIBILITY CRITERIA

4a. Nationality: Candidate should be Indian National .

4b. overseas citizen of India/person of Indian origin

The Overseas Citizen of India (OCI) / Person with Indian Origin (PIO) also will
be eligible for online registration for counseling for admission to B.V.Sc. &A.H.
course under the 15% quota. However, such candidates shall have to produce
sufficient proof and will be considered under general category for all purposes.
The responsibility of the Veterinary Council of India in these cases will be
limited to allocation of seats only.
4c. Age

The candidate must have attained the age of 17 years and must not have attained
the age of 25 years as on 31st December, 2020. However, in the case of
Scheduled Caste (SC) and Scheduled Tribe (ST)) candidates, there will be
relaxation of maximum of five years (5 years) and three years (3 years) in case
of OBC and 10 years for PH candidates.

4d. Essential Qualification

He or She should have passed the qualifying examination as defined under VCI -
MSVE Regulations, 2016 with the subjects of Physics, Chemistry, Biology / or
Biotechnology and English (as a core course) and obtained marks as specified
under regulations (7) or have qualified in any of the examination equivalent to
intermediate science examination of an Indian University or the Board
recognized by the Association of Indian Universities ; taking Physics, Chemistry
and Biology including a practical test in each of these subjects and English.
As per MSVE Regulations, 2016, the candidates under General category should
have qualified in the subjects of English, Physics, Chemistry, Biology/ or
Biotechnology, and have obtained minimum of 50% aggregate marks in the
subjects in the qualifying examination. However, as specified by the Government
from time to time the qualifying marks in the case of SC or ST or other special
category of students will be 47.5%.
The Admission of students to BVSc &AH degree course shall be on the basis of
his or her merit and the ranking in the Merit list of NEET –UG-2020 and subject
to fulfillment of the other criteria as laid down above. No other merit or weight-
age shall be considered for admission to BVSc &AH degree course.
Note: At the time of admission to the College / University as may be allotted
during the counseling:

1. The candidate having education in other countries / abroad, should


produce a “Certificate from the Association of Indian Universities to the
effect that the examination qualified by the candidate (in the subjects of
Physics, Chemistry, Biology/Biotechnology and English) is equivalent to
class 12th examination”
2. The Candidates whose final result / marks sheet is declared in grade
points (CGPA/OGPA) at 12th Standard or equivalent examination, shall
have to fill up the equivalent marks in the individual subjects (the marks
obtained as well the corresponding maximum marks) while submitting
On- line Registration Application Form. Further, the certificate of
conversion formula, duly signed and issued by the concerned authority
shall be produced at the time of admission.

4e. Physical Disability

The admission to BVSc &AH degree course shall not be allowed in the
case of candidates suffering from following disabilities:

(a) Disability of total body including disability of chestorspine more than


50%
(b) Disability of lower limb of more than 50%
(c) Disability of Upper limb,
(d) Visually handicapped and those with hearing disability,
(e) Progressive diseases like myopathies etc.
(f) Disabilities which otherwise would interfere in the performance of the
duties of a veterinarian.

Note: The disability of the candidate should be certified by a Medical Board duly
constituted and authorized by the Government. The medical board shall comprise
of at least three specialists out of which two shall be of the specialty concerned.
The candidate should present him or her-self before the Medical Board and the
last valid disability certificate of the candidate from a Medical Board shall not be
more than three months old from the date of submitting his or her certificate for
disabled candidates.
5. INSTRUCTION FOR REPORTING FOR ADMISSION
To Candidates:
The candidates who are allotted seat in the Counseling shall have to report to the
allocated College or University as per the stipulated date and time mentioned in
the Schedule with this Information Bulletin. After allotment of seats the
candidates are advised to contact the Nodal Officer of the respective College
regarding further reporting/admission as the case may be.
In case the candidates fail to report to the allotted College within the stipulated
time, then the seat allotted to the candidate shall be cancelled and the same shall
be allocated to other candidates during the next round of Counselling. Further,
the candidate is required to send a copy of proof of reporting to Veterinary
Council of India (VCI) immediately through Email (vciinfo@nic.in).

For the University/College:

The designated Nodal Officer of the respective Colleges/Universities shall


coordinate the process of reporting by the allocated candidates. Further, the
College has to provide the category-wise list of candidates who have reported
for admission and also the list of candidates who have not reported during the
respective round of Counselling. The Deans of the College shall ensure that the
statement of reported and non-reported candidates are sent immediately after
each round of Counselling to Veterinary Council of India through E-mail
(vciinfo@nic.in).

6. RESERVATION OF SEATS (under 15% All India Quota )

(a) 15% seats are reserved for SC candidates


(b) 7.5% seats are reserved for ST candidates
(c) 27% seats are reserved for non-creamy layer OBC candidates in Central
Educational Institutions only; as per Hon’ble Supreme Court order dated
10.04.2008. Reservation would be applicable to the casts mentioned in the Central
list of OBC. Thus, the candidates falling in this category may mention OBC in the
Category Column in the application form. Candidates from creamy layer and do
not come under Central List of OBC are advised to mention his/her category as
General.
(d) 5% seats in each category are reserved for Physically Handicapped candidates
as defined in physical disability in the MSVE -Degree Course (B.V.Sc. & A.H.)
Regulations, 2016.
(e) EWS reservation under 15% All India quota shall also be given where seats
under this quota has been increased by the Central Government.

7. COUNCELING SCHEDULE AND IMPORTANT DATES

8. COUNCELING PROCEDURE

(i) The online counseling for admission to B.V.Sc.& A.H. degree course under
15% seats in recognized Veterinary Colleges on All India basis shall be
conducted by VCI through NIC and College shall be allotted to the
candidate according to the choice and availability of seat at his/ her rank
subject to fulfilling other criteria viz. nationality, age, essential
qualification etc. as laid down in this Information Bulletin.
(ii) The counseling and allotment of seats for admission to BVSc & AH degree
course under 15% seats on All India basis shall be applicable only to the
recognized Veterinary Colleges (both Government and Private) in India.
(iii) The fees for private veterinary college will be as decided by the State
Government /University concerned/College for which the Council shall not
be responsible. Hence, candidates are advised to confirm the details about
the fees and other charges before filling up the choices at the private
Veterinary Colleges. The Veterinary Council of India does not have any
role for deciding the fee structure of the private Veterinary College in any
State.
(iv) The eligibility criteria and the concerned documents of the candidate shall
be verified by the allotted College/University at the time of his/ her
reporting/admission and the decision of the college/university in the matter
shall be final. However, in case of any dispute, the candidate shall inform
to the VCI in writing within 2 days from the date of reporting and he/she
shall ensure that the intimation in this regard has been received by the VCI.
In the matter of dispute the decision of the Secretary, VCI shall be final.
(v) The conditions relating to start of academic session, tuition fee, other fees
if any, deposit & refund of fees etc may vary from College to College and
shall be applicable as per rules and regulations of the respective
College/University/concerned State Government for which VCI shall not
be responsible except for the Mop up round fees deposited for Mop Up

Round of counseling. The candidate has to abide by the rules and
regulations of the concerned College/University/State Government during
his/her studies in B.V.Sc. & A.H. course.
(vi) The seats once allocated shall be final and there shall not be any re-
allocation of seat. The candidate once allocated a seat shall not be
considered for any other phase of counseling.

9. MOP -UP ROUND OF COUNCELING

(i) One Mop up round of counseling shall be conducted subject to availability


of vacant seats after round 1 and round 2 of counseling ( as per details
given in the Schedule of Counseling mentioned above).
(ii) In the event of candidate who has been allocated a seat and paid the MOP
UP fee , but fails to report / take admission in the said College within
the stipulated time as prescribed in the VCI Counseling Schedule his/her
Mop- UP fee shall be forfeited by the Council and no correspondence
under any circumstance in this regard shall be entertained. Further, such
candidate shall have no rights to claim the seat.
(iii) The MOP-UP fees shall be refunded to the same account from which the
amount has been received.

10. ON-LINE REGISTRATION FEE AND MOP-UP :

All candidates desirous of seeking admission to B.V.Sc. & A.H course under 15%
All India Quota to visit website www.vcicouonseling.nic.in and fill online
registration form pay a non-returnable registration cum counseling fee as under :

a) Rs 1000/- (Rupees one thousand only) for General Transaction charges


candidates as applicable
b) Rs 900/- (Rupees nine hundred only) for EWS - Do -
/OBC candidates
c) Rs.500/- (Rupees five hundred only) for - Do -
SC/ST/PwD (PH) /Transgender candidates.

Note: Online Registration Fee is neither refundable nor transferable.

Mode of Offline payment for Registration Fee:

i) After filling up online registration form, as above, a Challan for payment


of fees will be generated.

ii) For payment of counselling fee, a challan will be generated containing
auto generated Account number. The candidates are required to submit the
challan for depositing the requisite fee in the Bank.

iii) You are required to take print out (Two copies) of the challan and can
make payment through RTGS/NEFT/Net banking.

iv) If fee not received application form will be rejected.

v) The payment through Challan could be made upto 14 hrs (2:00 P.M.) on
11th January,2021. Payment received after this would not be credited.

The following candidates are eligible for Mop up round counseling:

i) Any candidate who had not registered during the previous round of
counseling. Such candidate will have to first register on VCI counseling portal by
paying of registration of Rs. 1000/-.

(ii) Previously registered candidate who have not been offered any seat in
previous two round of counseling. However, such candidate need not to register
freshly for appearing in MOP-UP bur required to pay the MOP-UP fee as stated
below.

Note : The candidate who have already reported for admission under 15% All
India quota shall not be allowed for Mop up round counseling. Mop-up round of
counseling will be conducted for the vacant seats, if any, available under 15% All
India quota.

(iii) For MOP UP round the candidates has to make payment of Mop up round
fee of Rs 10,000/- (Rupees Ten thousand only) and transaction fee as applicable
in the case of General/OBC candidates/EWS/OCI/PIO category and Rs.5,000/- &
transaction fee as applicable for SC/ST/PH /Transgender candidates. Thereon the
seat will be allotted as per merit (ranking) of him/her and the choice given.

(iv) Online Registration fees of Mop up round fee mentioned above does not
include service charges, processing fees or any other charges. Bank charges if
any, shall be borne by the student.

(v) The payment of Registration fee/Mop up round fee etc shall be made
online through Debit/Credit Card or Net Banking. Other mode of payments viz.
cash, Cheque, Demand Draft, NEFT/RGTS etc are not allowed.

(vi) In the event of non receipt of fee in the VCI account as mentioned above,
the candidature of the candidate shall be liable to be cancelled.

(vii) Similarly, in the event of non receipt of Mop-up round fee in the VCI
Account Mop up round of counseling as mentioned above, the candidature of the

candidate shall be cancelled and such candidate shall not be considered for
allocation of seats under of Mop up round.

(viii) Candidates are advised to exercise their choice for seats for admission in
Mop-up Round.

(ix) The participation fee of Rs. 10,000/- (Rupees Ten Thousand only) or Rs.
5,000/- (Rupees Five Thousand only) as the case may be is returnable/adjustable
in case of the candidate who have taken admission to the BVSc & AH course
after allotment of seats or those who have not been offered any seats under Mop
up round.

11. IMPERSONATION

The online self declaration of the candidate and other documents will be verified
at the time of admission by the allotted University/College and if found to be false
at any time, the candidature/admission of such candidate shall be cancelled and
the criminal proceedings as deemed fit may be initiated by the authorities of
concerned Universities/College.

12. IMPORTANT INSTRUCTIONS

(i) The allotment of seats shall be made through online as per detail schedule
given on the Council’s website (www.vcicounseling.nic.in).
(ii) No separate intimation regarding counseling will be sent to the candidates
individually.
(iii) The candidates are advised to visit Council’s website
(www.vcicounseling.nic.in). regularly for latest instructions from time to
time.
(iv) Counseling / allotment of seats will be held as per the Category Rank
(UR/SC/ST/ OBC/URPH/SCPH/STPH).
(v) The allotment of seat shall be made on the basis of merit of NEET (UG)
2020 subject to fulfillment of criteria as laid down and availability of seats
in particular Veterinary College.
(vi) The Allotment/Counseling of OBC candidates shall be done along with
the candidates of Unreserved (UR) category i.e. Unreserved + OBC
category candidates shall be considered together as per their category rank
only.

(vii) Mere registration for counseling on the website of the Council shall not
automatically guarantee any seat for admission to B.V.Sc. & A.H. course
under 15% All India quota.
(viii) The candidate who fails to register his/her name for Counseling on the
Council’s website (www.vcicounseling.nic.in). within the stipulated time
shall not be eligible for allotment of seats and he/she has no right to claim
for a seat under All India Quota.
(ix) Fee structures are regulated by the concerned State Governments/
Universities/Veterinary Colleges and VCI has no role in this regard.
Therefore, the candidates are advised to contact concerned
Universities/Veterinary Colleges with regard to fee structure before
exercising options under 15% All India quota.
(x) The candidate who fails to report/join the allotted college/University as
per scheduled time given in the Public Notice shall loose his/her claims for
any seat under 15% All India Quota, thereafter no claim thereof shall be
considered under any circumstances.
(xi) There shall not be any re-counseling of candidate who have been allotted
seat in any particular college.
(xii) In case of non reporting for admission to the allotted College or leave the
College after joining by the candidate, he/she shall forfeit his/her claims
for a seat under 15% All India Quota.
(xiii) Candidate should report for admission to the allotted Veterinary
College/University within the prescribed period as shown in Schedule at
Para-6.
(xiv) Under no circumstances candidates without ORIGINAL certificates/
documents shall be allowed to take admission at the allotted
College/University.
(xv) The College/University authority has the responsibilities to check the
eligibility and authentication of the candidate and his/her documents
before admission. The authorities of concerned College/University shall
be wholly responsible for ascertaining the authenticity and genuineness of
the candidate.

(xvi) While exercising choices for Colleges, candidate can interchange their
opted choices number of times. But once the choice is locked and saved
by candidate he/she cannot change or unlock the option. After filling up
online registration form and locking the choice(s) made by the candidate, a
printout of the same may be retained for future reference.
(xvii) Once the choice is locked by candidate, the list of selected Veterinary
Colleges as per his/her choices will appear on the screen for printing of
choices and for process for allotment of seats.
(xviii) The seats will be allotted to candidates for admission to B.V.Sc. & A.H.
course in the recognized Veterinary Colleges according to their rank and
in order of choices opted by them and availability of seats under particular
category.
(xix) The candidate can check his/her result of allocation of seats on Council’s
website (www.vcicounseling.nic.in). by clicking link RESULT. The result
will have the detail of allotted College to candidates as per his/her merit of
choice and rank.
(xx) After allocation of seat, there is no provision for re-counseling and change
of seat.
(xxi) The selected candidate shall have to report for admission to BVSc & AH
course at the allotted Veterinary College/University as per schedule time
and submit a copy of the report for admission to BVSc&AH course as
provided by the College to VCI through e-mail (vciinfo@nic.in) on or
before the last date of reporting as shown in Schedule at Para 6 for each
round of counseling. If the copy of the proof of reporting to the College is
not received from the allotted candidate within the prescribed time, it will
be assumed that candidate has not reported for admission at the allotted
College and seat is vacant. In such circumstances, VCI may be at its
discretion ought to allot the seat to another candidate in order of merit.
(xxii) In the matter of allotment of seat of candidate to respective
College/University, the decision of the Secretary, VCI shall be final.
(xxiii) Canvassing directly or indirectly for allotment of seats or adjustments
thereafter would disqualify the candidate for admission. Influencing the
staff by unfair means would lead to serious consequences for all

concerned. The candidates or their relatives visiting VCI, New Delhi for
seeking change of the allotment would face disqualification and such visits
would be treated as trespassing. Adopting unfair means at any stage shall
be disqualified for counseling and allotment of seat for admissions.

13. DOCUMENTS REQUIRED FOR VERIFICATION ( at the time of


reporting/ admission)

The candidates allotted seats should produce the following documents in


original along with self attested copy of the documents for verification at
the allotted College/University at the time of reporting/admission failing
which, they shall not be entitled for admission at the allotted College.
▪ Copy of allotment of seats by VCI under 15% All India quota
▪ Admit Card of NEET UG – 2020 issued by NTA for appearing in
the NEET Examination.
▪ Rank Card of NEET UG – 2020 issued by NTA.
▪ Aaaddhar Card/Voter ID Card/Ration Card/Passport/PAN as the
case may be written in the Application Form of NEET – UG –
2020 (any one of the ID is required as mentioned in NEET
application).
▪ Date of Birth Certificate (if Secondary School Examination
Certificate does not have the same)
▪ Secondary School Examination or equivalent Certificate
▪ 10+2 Mark Sheet (Qualifying Examination Mark Sheet)
▪ 10+2 Certificate or Provisional Certificate (Qualifying
Examination Certificate). Provisional Certificate is permissible for
those candidates who had passed in the year 2020 only.
▪ Character Certificate from the School or College last attended.
▪ Six passport size coloured Photographs (same as uploaded on the
Online Application Form in NEET UG -2019) and One Postcard
size coloured photograph (same as uploaded on the Online
Application Form in NEET UG -2020).
▪ In case of OCI/PIO candidate, he/she has to produce OCI/PIO card
issued by the appropriate authority.
▪ The students educated abroad, equivalency certificate from AIU
should be produced

The candidate should also produce the following certificate in original, if


applicable, at the allotted College at the time of reporting/admission.

(i) SC/ST Certificate as per format given in Annexure-3 issued by the


competent authority and should be in English or Hindi. If it is in
regional language then it should be translated in English/Hindi and
should be attested by Class-I Gazetted Officer. Sub-caste should be
clearly mentioned in the certificate.

(ii) OBC Certificate as per format given in Annexure-4 should be
issued by the Competent Authority and should be in English or
Hindi. If it is in regional language then it should be translated in
English/Hindi and should be attested by Class-I Gazetted Officer.
The sub-caste should tally with the Central List of OBC. OBC
Candidates should not belong to Creamy layer.
(iii) The disability should be certified by a duly constituted and
authorized Medical Board comprising of at least three specialists
out of which two should be of the specialty concerned and the
candidate has to present him/her – self before the Medical Board.
The last valid disability certificate of the candidate from a Medical
Board should not be more than three months old from the date of
submitting his/her certificate for disabled candidates. The format
of Locomotor Disability Certificate to be produced is given in
Annexure-5.
(iv) Certificate for Economically Weaker Section (EWS) those who are
seeking admission under EWS category as per Annexure -6.

14. PROCEDURE FOR REGISTRATION FOR ONLINE COUNSELING /


ALLOCATION OF SEATS.
(a) The candidate has to first create login ID as indicated in the User Manual
for the candidate. Thereafter proceed for registration as per User Manual.
(b) The Counseling for admission to 15% All India Quota seats shall be
conducted by the Veterinary Council of India and the decision of the
Secretary, VCI shall be final.
15. LEGAL JURISDICTION
All disputes pertaining to the conduct of counseling and allotment of seats shall fall
within the jurisdiction of Delhi only. Further, any legal question arising out of the
Counseling shall be entertained only when raised within 30 days from the allotment of
seats.
16. COLLEGES/ UNIVERSITIES INFORMATION
The details of the Colleges/Universities in the seat matrix and the name /contact
of NODAL OFFICERS are uploaded on the website of the Council
(www.vcicounseling.nic.in). A copy of the same is also enclosed at Annexure-7.

(ii) Students desirous of taking admission into B.V.Sc. & A.H. course under 15% All India Quota are advised to
keep visiting the website mentioned above regularly.
(iii) The entire process of counselling is online and the students need not send any documents to VCI.
(iv) The Original documents of the candidate shall be verified by the respective allotted Veterinary
College/University at the time of reporting for admission.
(v) Mop-up Fees collected during Mop-up round shall be refunded to the candidates after proof of admission to the
allocated College. The Refund will be sent to the same account from which the fee was paid. No refund shall be
given to candidates who have not taken admission or provided proof of admission to the allotted College.
