II. Background the Study

Republic Act (RA) 6975 as the DILG Act of 1990 lastly it was enacted to creating by the

Bureau of Fire Protection (BFP) and it is existing in the organization under of Department of the

Interior and Local Government (DILG). Under the Code of Bureau of Fire Protection (BFP) it is

enforced that the provisions under R.A. 9514 to all of structures areas, buildings, facilities areas to

make established before or after during the effectively. Therefore, it was established and it should

make that be responsible as well as for the public safety, protection of every lives and properties,

to enforcement of the laws and also the regional limits of the Philippines, because its shows the

relevant their effects in regulations in the country to take every necessary and step-by-step to

insure a public safety awareness protection in our lives.

Bureau of Fire Protection (BFP) it was implemented the known as the "Oplan Ligtas na

Pamayanan" and it involves the Volunteer’s which is called “fire-fighters” who will act as to pursue

of force in fire protection-related those of public safety prevention. The "Oplan Ligtas na

Pamayanan,” (OLP) composed of the four (4) stages; (1) Handang Pamayanan includes of (ready

community), (2) Bayanihan Program includes of (cooperative undertaking), (3) Kaagapay Program

it shows of (companion), and the (4) Lingap Program (protective care). Under the “Handang

Pamayanan”, it is creating the community for the fire protection in case of fire incidents of the area.

The “Bayanihan Program”, it is focuses on neighborhood to creating a fire plan of abilities and skills

to train to the volunteers who considered as members of the CFAG. The “Kaagapay Program”, its

emphasis the capacity for the firemen, wherein the, BFP personnel will conduct for the basic fire

safety awareness among the household members. While, The “Lingap Program”, they conducts for

expected of house-to-house fire safety awareness to surveys in populated neighborhood of

barangay areas.

Local Government Code (LGC) it’s composed of “Punong Barangay” that organizes leads

of emergency in barangay areas, that safety of awareness between fire prevention in the public

safety for them. The Republic Act No. 10121 shows the implement of program and project for the

fire prevention in “Barangay Council” through the Local Disaster Risk Reduction and Management

Fund (LDRRMF).

In the Disaster Preparedness that is one important of disaster risk reduction and

management fund (LDRRMF) this is safety of awareness in the community areas or the barangays.

Based on other Articles or Laws, they established are the factors, such as well as the existence

and condition for the fire fighting in those facilities and the public awareness for use of them,

whereas the important and relevant of factors in the prevention of fire disasters in buildings. The

Impact of fire disasters, is very relevant because most of not be totally implements the protections

of public safety awareness in fire prevention, while the fire fighting facilities reveals the other

capacity of the public awareness to responses in case of fire outbreak of the areas.

II. Statement of the Problem

This research is deliberate to determine the implementation of Oplan Ligtas Na

Pamayanan under RA 9514 to Fire Preparedness of Residents in Barangay 138, Tondo Manila.

Specifically this study required to answer the following questions:

III. Hypothesis

HO (Null): The Implementation of Oplan Ligtas Na Pamayanan under RA 9514 is no

correlated to the fire preparedness of residents in Barangay 138, Tondo Manila.

HA (Alternative): The Implementation Oplan Ligats Na Pamayanan under RA 9514 is a

correlated to the fire preparedness of Residents in Barangay 138, Tondo Manila.

IV. Significance of the Study

This study is relevant to the OLP in Barangay 138, Tondo Manila because it shows how

1. Bureau of Fire Protection (BFP) – BFP that using a gathered data for this study of (OLP)

2. DILG - use a gathered data form to develop of RA No. 9514.

3. Community Fire Auxiliary Group (CFAG) – CFAG it use the data of study and basis of what

expected in their destructive fire.

4. Barangay Council – it will provide the idea in barangay council of barangay 138 regarding

the fire preparedness.

5. Future researchers – future researcher may use that the gathered data.

V. Theoretical Framework

The theory used in this study was Functional Theory also known as the efficiency theory

of bureau of fire protection, the functional theory implies that BFP facilities are provided to make

the workers more efficient. Bureau of Fire work is a means of safety, level of awareness and

formulate the efficiency of effectively. Looking back, the Bureau of Fire Protection (BFP) in Tondo

Manila has strengthened its drive towards fire prevention by forming Communitty Fire Auxiliary

Groups (CFAGs) in every barangay and purok in the city; they formulate the Community Fire

Prevention Plan (CFPP) and implement its nationwide program known as Oplan Ligtas na

Pamayanan (OLP) 2020. Bureau of Fire Protection (BFP) starting this year, it’s conducted by

orientation and meeting in the City’s Barangays with the Representatives in every purok for the

formulation of the CFAG.

At the barangay in covered court of Barangay Tondo Manila, explained that the CFAG

will be help of BFP in household. The program is the formulation of the CFPP, and the posting of

fire hazard maps in every barangays. The map it will be identifying areas to consider as fire-prone

due to the presence of structures considered as fire hazards.

VI. Conceptual Framework

This study is about the implementation of Oplan Ligtas na Pamayanan Under R.A. 9154

to Fire Preparedness of Residents in Barangay 138, Tondo Manila. The Department of the Interior

and Local Government (DILG) and other concerned agencies of Republic Act No.9514 known as

"Oplan Ligtas na Pamayanan" and Bureau of Fire Protection (BFP) that implemented of Local

Government Code (LGC), Community Fire Auxiliary Groups (CFAGs) and the Local Disaster Risk

Reduction and Management Fund (LDRRMF). The implementations of RA No.9514 to the fire

preparedness of residents in Barangay 138 Tondo Manila will be analyse the phenomenon using

numerical representations and statistical to determine on how the implementation of Oplan Ligtas

na Pamayanan of those selected Barangays in Brgy.138 Tondo Manila or the evaluation of how

does RA 95114 effect of fire protection to the fire preparedness in residents.

IX. METHODOLOGY

The methods of research used in this study are discussed in this section. The research

design that the researchers will use is descriptive research. Descriptive research is used to

describe 2 (two) correlated variables and it mainly answers “what” element rather than “why”. In

addition to this, the researchers will use convenience sampling for the sampling technique and

survey as the method for data gathering.
