WHEREAS, Republic Act No. 7610, otherwise known as the Special Protection of Children against
Child Abuse, Exploitation, and Discrimination Act, provides for stronger deterrence and special
protection against child abuse, exploitation, neglect, cruelty and discrimination and its corresponding
penalties;
WHEREAS, Article, 359 and 360 of Civil Code of the Philippines provides that the government shall
establish Councils for Protection of Children;
WHEREAS, Article 87 of Presidential Decree (PD) 603, the Child Youth Welfare Code, states that every
Barangay Council shall encourage the organization of a Local Council for Children;
WHEREAS, the Executive Order No. 301 series 2000 of the Philippines authorizes the adaptation and
implementation of the Philippine National Strategic Framework for Plan Development for Children 2002-
2025 for “Child 21”;
WHEREAS, Section 15 of Republic Act 9344, otherwise known as the Juvenile Justice and Welfare Act
0f 2006, mandates the LGUs to establish Local Councils for the Protection of Children and allocate one
per cent (1%) of their Internal Revenue Allotment for strengthening and implementation of programs and
projects of said Council;
WHEREAS, DILG Memorandum Circular 2021-039 dated April 7, 2021 provides Comprehensive
Guidelines for the Establishment, Strengthening, and Monitoring of the Local Council for the Protection
of Children (LCPC) at all Levels and for Other Purposes;
WHEREAS, after the Election/Selection of Child Representatives, the following were officially elected
by majority votes, to wit:
RESOLVED FURTHER, that copies of this BCPC Resolution be furnished to the Barangay Council of
______________ for adoption and information and to all the BCPC Members for their information and
appropriate action.
