A RESOLUTION DECLARING THE CHILD REPRESENTATIVES OF

LIMPAPA BARANGAY COUNCIL FOR THE PROTECTION OF
CHILDREN
WHEREAS, Section 17 of Republic Act 7160, otherwise known as the Local Government Code of 1991,
mandates that the barangays shall endeavor to provide for an effective and efficient provision of basic
services and facilities which includes programs and projects for children and youth welfare;

WHEREAS, Republic Act No. 7610, otherwise known as the Special Protection of Children against
Child Abuse, Exploitation, and Discrimination Act, provides for stronger deterrence and special
protection against child abuse, exploitation, neglect, cruelty and discrimination and its corresponding
penalties;

WHEREAS, Article, 359 and 360 of Civil Code of the Philippines provides that the government shall
establish Councils for Protection of Children;

WHEREAS, Article 87 of Presidential Decree (PD) 603, the Child Youth Welfare Code, states that every
Barangay Council shall encourage the organization of a Local Council for Children;

WHEREAS, the Executive Order No. 301 series 2000 of the Philippines authorizes the adaptation and
implementation of the Philippine National Strategic Framework for Plan Development for Children 2002-
2025 for “Child 21”;

WHEREAS, Section 15 of Republic Act 9344, otherwise known as the Juvenile Justice and Welfare Act
0f 2006, mandates the LGUs to establish Local Councils for the Protection of Children and allocate one
per cent (1%) of their Internal Revenue Allotment for strengthening and implementation of programs and
projects of said Council;

WHEREAS, DILG Memorandum Circular 2021-039 dated April 7, 2021 provides Comprehensive
Guidelines for the Establishment, Strengthening, and Monitoring of the Local Council for the Protection
of Children (LCPC) at all Levels and for Other Purposes;

WHEREAS, on ______________________ the BCPC conducted a Children’s Congress where 84

children in attendance in line with the celebration of the National Children’s Month 2021 (NCM). Several
activities highlighted the activity including:
1. Advocacy Campaign on RA 7610 and 8353
 2. Supplemental Feeding Program
3. Election/Selection of Child Representatives by Sector

WHEREAS, guidelines on the selection of child/ren representatives were discussed as follows:

The child representative:
a. Must be between 10- 15 years old;
b. Must be an active participant of the community;
c. Must be an active member of an accredited/recognized organization in the barangay, school, or
faith-based group;
d. Must be able to articulate children's issues and concerns;
e. Must have at least a residency of one (1) year in the barangay;
f. Must have good leadership skills; and
g. Must have balanced views on gender, religion and ethnicity, and disabilities.

WHEREAS, after the Election/Selection of Child Representatives, the following were officially elected
by majority votes, to wit:

4. _____________________ - Child Representative, Indigenous People

NOW, THEREFORE, on motion of Member ________________________ duly seconded by all

members present;

RESOLVED, AS IT HEREBY RESOLVED THAT, the above-selected/elected Child Representatives

be declared and adopted as the Official Members of the BCPC effective immediately;

RESOLVED FURTHER, that copies of this BCPC Resolution be furnished to the Barangay Council of
______________ for adoption and information and to all the BCPC Members for their information and
appropriate action.
