Ammonium nitrate - hóa chất gây ra thảm họa kinh hoàng ở Lebanon Ammonium
nitrate là chất oxy hóa. Nó khiến phản ứng nổ xảy ra mạnh hơn
?
và làm những chất hóa
học khác dễ cháy hơn. Tuy nhiên, bản thân chất hóa học này không dễ nổ. Chính vì vậy,
việc cất trữ ammonium nitrate luôn được quản lý chặt chẽ, cụ thể là để xa nhiên liệu
hoặc nguồn nhiệt. Nhiều thành viên Liên minh Châu Âu (EU) còn yêu cầu thêm calcium
carbonate (CaCO3) để tạo thành calcium ammonium nitrate (vôi nitro) để đảm bảo an
toàn và giảm rủi ro cháy nổ.
Tàu chở hóa chất này tiếp tục cháy ngày thứ 6 liên tiếp. Nhiều
hình ảnh được truyền thông đăng tải ngày 26-5 cho thấy khói đen
vẫn bốc lên từ con tàu.
Tàu chở tổng cộng 1.486 container, gồm 25 tấn axit nitrit cùng
nhiều hóa chất và mỹ phẩm khác. Số container này được đưa lên
tàu tại cảng Hazira ở Ấn Độ hôm 15-5. Con tàu đang trên đường
đi từ Ấn Độ tới Singapore, thông qua Colombo (Sri Lanka).
Hải quân Sri Lanka cho rằng đám cháy là do số hóa chất trên
tàu gây ra.

There are two primary tools that can be used to help identify the presence of
dangerous goods:
- Marking on the packaging of the proper shipping name, the class number or
numbers and/or a unique four-digit United Nations number (e.g. Gasoline,
Class 3, UN 1203).

2.3.1 INTRODUCTION
This provides a brief overview of the provisions for shipping dangerous
goods by sea, as contained in the International Maritime Dangerous
Goods (IMDG) Code.
The IMDG Code, 2018 Edition (inc. Amendment 39-18) comes into
force on 1 January 2020 for two years and may be applied voluntarily
as from 1 January 2019.

The International Maritime Organization (IMO)
- The IMDG Code is produced by the International Maritime Organization
(IMO)
- These are published in the UN ‘Recommendations on the Transport of
Dangerous Goods’, known as the ‘Model Regulations’ because the document
provides a framework of rules for the safe transport of dangerous goods by all
modes – air, road and rail as well as sea.

The International Maritime Organization (IMO)
The IMO is a United Nations specialised agency which has developed
international legislation dealing with two key issues for the maritime
industry:
− The safety of life at sea
− Prevention of pollution from ships
- The key objectives are to:
facilitate the free movement of dangerous goods

The IMO has developed two international conventions to address these issues:
− The SOLAS Convention (covering safety of life at sea)
− The MARPOL Convention (covering pollution prevention)
− The IMDG code contains detailed technical specifications to enable dangerous
goods to be transported safely by sea.
− The IMDG Code became mandatory for adoption by SOLAS signatory states
from 1st January 2004.

• Size
• Many countries have set GHS label requirements on sizes for chemical packages
with different packaging capacities. Some countries have even set additional
requirements on GHS label pictogram size and even font size.
• Under TDG regulations, there are also requirements on the minimum dimension of
hazard labels. (i.e, 100mm x100mm for >25kg packages). This size is usually much
bigger than the size of a GHS pictogram.
• Where to Place GHS Labels and Dangerous Goods Labels
• Dangerous labels are usually placed on the outer packagings. A hazardous chemical
product may be packaged in multi-layer packages in which case inner packages
need to be labelled according to GHS while the outer packaging shall meet the
labelling provisions of TDG. Outer packages may also be labelled according to GHS
(This is mandatory for single packagings such as drum).

2.6 ADN
- The
ECE Inland Transport Committee produces the European Provisions
Concerning the International Carriage of Dangerous Goods by Inland
Waterway (ADN) and the Central Rhine Commission produces the
Regulations for the Carriage of Dangerous Substances on the Rhine
(ADNR).
- The ADN entered force in 2001. The European Commission has proposed an
ADN framework Directive to enter force after AND was adopted. It is unlikely
that this will apply to UK waterways as we have no waterways carrying
commercial traffic linked to the inland waterway networks of another member
state.

until their names are noted.

4. Bộ Nông nghiệp và Phát triển nông thôn cấp Giấy phép vận chuyển hàng nguy hiểm
là các chất bảo vệ thực vật.
5. Bộ Tài nguyên và Môi trường cấp Giấy phép vận chuyển hàng nguy hiểm đối
với các hóa chất độc nguy hiểm còn lại trong các loại, nhóm hàng nguy hiểm.
6. Các Bộ có thẩm quyền cấp Giấy phép vận chuyển hàng nguy hiểm nêu tại các
khoản: 1, 2, 3, 4 và 5 Điều này quy định cụ thể về trình tự, thủ tục cấp Giấy phép vận
chuyển hàng nguy hiểm.
