EXECUTIVE ORDER NO. 84-2021 MAS
AN ORDER RENAMING THE MUNICIPAL ECONOMIC AND
INVESTMENT PROMOTION OFFICE (MEIPO) TO MUNICIPAL
ECONOMIC DEVELOPMENT AND INVESTMENT PROMOTION OFFICE
(MEDIPO) AND AMENDING FOR THE PURPOSE ITS ORGANIZATIONAL
STRUCTURE, FUNCTIONS, DUTIES AND RESPONSIBILITIES
WHEREAS, Section 19 of the Philippine Constitution provides, in
substance, that the State shall develop self-reliant and independent national
economy effectively controlled by the Filipinos;
WHEREAS, this is further supported by the issuance of Memorandum
Circular 2010-113 of the Department of Interior and Local Government (DILG)
which in substance encourages Local Chief Executives to designate a Local
Economic and Investment Promotion Officer in their respective jurisdiction
WHEREAS, the recent Advisory of DILG dated 30 April 2021, in support to
Memorandum Circular 2020-167, has consistently expressed the establishment
of Local Economic Development and Investment Promotions Office (LEDIPO)
and the designation of Local Economic and Investment Promotions Officer
(LEDIPO), vice the Local Economic and Investment Promotion Office (LEIPO)
mandated by Memorandum Circular 2010-113;
WHEREAS, the new Memorandum Cicular 2020-167 on the promotion of
Local Economic Development and Investment Promotion and Establishment
of LEDIP Office/Unit in all Provinces, Cities and Municipalities relatively
amended the guidelines presently observed by the LGU-Loreto's LEIPO thus
the need to immediately align the latter's policy in consonance with the
direction of national issuances.
NOW THEREFORE, |, LORIFE M. OTAZA, Municipal Mayor of Loreto,
Province of Agusan del Sur, by virtue of the powers vested in me by law do
hereby declare the following:
Section 1. RENAMING. The Municipal Economic and Investment
Promotion Office (MEIPO), in compliance with the Memorandum Circular No.

re2020-167 dated 09 December 2020, is hereby renamed as Municipal
Economic Development and Investment Promotion Office (MEDIPO) and will
be headed by an appointed and/or designated Municipal Economic
Development and Investment Promotion Officer (MEDIP Officer).
Section 2. POLICY CONTENT AND GUIDELINES. The role of the Municipal
Economic Development and Investment Promotions Officer (MEDIO) in the
facilitation and coordination of the municipal economic development and
investment promotion advocacies of the local government unit considers a
crucial undertaking to create and mobilize a capacitated structure to
organize all programs and projects
Section 3. AMENDED FUNCTIONS, DUTIES AND RESPONSIBILITIES. The
Office/Unit will take charge of all activities related to local government's
investment facilitation and promotion activities, local enterprise
development, establishment and support mechanism for the growth of Micro,
Small and Medium Enterprise (MSMEs), provide mechanisms for business
retention and expansion, and other business and provide mechanisms for
business and economic activities to attract investments and generate
employment. It shall be headed by the Municipal Economic Development
and Investment Promotions Officer (MEDIPO).
Specific functions are as follows:
3.a. Serve as member of the advisory group that will guide the local
government for investment promotion.
3.b. Steer the creation of a business enabling environment to attract,
retain or expand investments.
3c. Advocate and promote policies and practices that will
encourage local investments such as:
@. Preparation of local government's Economic Development
aligned with the Municipal Development and Physical
Framework Plan (MDPFP), Comprehensive Land Use Plan (CLUP).
Comprehensive Development Plan (CDP) and Local Investment
and Incentive Code (LIC).
b. Marketing and Promotion Strategies of the local government.
3d. In close coordination with the Municipal Planning and
Development Coordinator, identify revenue generating and enterprise
development projects of the local government which may be
implemented by the private sector through Public-Private Partnership
(PPP) arrangements;
3.e. Establish and maintain a local economic database containing
relevant facts and figures on the local economy to be able to provide
information about business potentials of the local government
including its services to prospective investors to attract more investment
to flow in the locality;
Page 2 of 4Si, Conduct mission trips in relation to promotion and marketing
activities of the local government to attract investments;
3.g. Assist and support local councils whose undertaking are related
to economic development:
3h. Assist in the promotion and development of Micro, Small and
Medium Enterprises (MSMEs) in the locality, as well as all other potential
investors, particularly in (1) securing licenses and permits, (2) identifying
business or joint venture partners, raw materials suppliers and possible
business sites, (3) sourcing skilled manpower and service providers, and
(4) facilitating the resolution of issues and concems encountered by
business entities;
3i. Estatblsh and maintain partnership with Public-Private Partnership
(PPP) Center, Department of Trade and Industry (DT), Department of
Science and Technology (DOST), Department of Finance (DOF), and
Bureau of Local Government Finance (BLGF), along with other national
government regulatory agencies and with the private sector,
NGO/CSOs, academe and other stakeholders in the implementation of
programs, projects and activities that will promote the business-
friendliness and competitiveness of the local government;
3). Represent the Municipality in trade and investment meetings,
conferences, and other similar activities in both domestic and foreign
venues; and
3k. Prepare and disseminate investments promotion collaterals, e.g.,
brochures, and a website of the local government for the purpose of
information dissemination, including issuing reminders to Registered
Enterprises, and providing information relevant to investors, among
other information generally relevant to doing business.
Section 4, STRUCTURE OF MUNICIPAL ECONOMIC DEVELOPMENT AND
INVESTMENT PROMOTION. THE MEDIP Office shall be composed but not
limited the following:
4.a, Municipal Economic Development and Investment Promotion
Officer or MEDIPO-Designate;
4.b. Supported by a minimum of one (1) or two (2) Technical Support
Staff to be designated by the Local Chief Executive (LCE)
supported by Executive Order;
4.c. If feasible and viable, the MEDIPO may opt to establish the
following divisions with the following functions enumerated in
Memorandum Circular No. 2020-167:
a. Economic Enterprise Division;
b. Business Development Division; and
c. Investment Services Division.
Section 5. FUNDING. The local goverment shall allocate funds to
defray operational and administrative expenses of the MEDIPO.
Page 3 of 4Section 6. SEPARABILITY CLAUSE. In the event that any provision of this
order or any part hereof is declared invalid, illegal or unconstitutional,
the provisions not affected by the declaration shall remain in force and
effect.
Section 7. REPEALING CLAUSE. All rules, regulation, order and or circulars
inconsistent or contrary to the provisions of this Order are hereby
repealed or modified accordingly.
Section 8. EFFECTIVITY. This Order shall take effect immediately and
shall remain in full force and effect until revoked by the undersigned.
Section 9. DISSEMINATION. Component Barangay Local Government
Units at all levels, Local Finance Committee, Local and National Government
Agencies within the municipality and all concerned shall be furnished copies
of this Order.
