“AN ORDER REORGANIZING THE LOCAL DEVELOPMENT COUNCIL (LDC) AND

ITS EXECUTIVE AND SECTORAL OR FUNCTIONAL COMMITTEES IN THE
MUNICIPALITY OF SAN REMIGO, CEBU”

WHEREAS, pursuant to Section 107 of the Local Government Code (LGC) of 1991 the
Local Development Council shall be organized in the local government unit of San Remigio,
Cebu;

WHEREAS, the LDC shall initiates a comprehensive multi-sectoral development plan of the
LGU and assist in setting the direction of economic and social development and coordinating
development efforts within its territorial jurisdiction;

WHEREAS, the executive committee shall also be created to represent and act in its behalf
when the LDC is not in session;

WHEREAS, the sectoral of functional committees shall likewise be created to assist them in
the performance of their functions;

NOW THEREFORE, I, MARIANO R. MARTINEZ, Municipal Mayor of San Remigio,

Cebu, do hereby organize and create the Local Development Council and its Executive and
Sectoral or Functional Committees, to wit:

Section I. Composition: The Local Development Council shall be composed of the following:

Section II. Functions and Duties of the LDC. The LDC shall perform the following
functions:
(1) Formulate long-term, medium-term, and annual socioeconomic development plans
and policies;
(2) Formulate the medium-term and annual public investment programs;
(3) Appraise and prioritize socioeconomic development programs and projects;
(4) Formulate local investment incentives to promote the inflow and direction of private
investment capital;
(5) Coordinate, monitor, and evaluate the implementation of development programs and
projects;
(6) Perform such other functions as may be provided by law and competent authority.

Section III. Creation of the Executive Committee. The Executive Committee shall be
composed of the following to wit:

Section VI. Duties and Functions. The Executive Committee shall exercise the following powers and
functions:

(1) Ensure that the decisions of the Council are faithfully carried out and implemented;

(2) Act on matters requiring immediate attention or action by the Council;

(3) Formulate policies, plans, and programs based on the general principles laid down by the
Municipal Development Council; and
(4) Act on all matters that may be authorized by the Council

Section V. Sectoral or Functional Committees- the LDC shall create sectoral or functional committees
to assist them in the performance of their functions, namely:

1. Social Development

Sec. VI. Secretariat- the secretariat of the LDC shall be headed by the Municipal Planning and
Development Coordinator (MPDC). The secretariat shall be responsible for providing technical support,
documentation of proceedings; preparation of reports and such other assistance as may be required in the
discharge of its functions.

Section VII. Meeting. The LDC shall meet at least once every six (6) months or as often as may be
necessary while the Executive Committee will represent it and act in behalf of the LDC when it is not in
the session.

Section VIII. Effectivity. This Executive Order shall take effect upon approval.
