As per above, negative / significant variation (≥5%) in Actual Power Supply
Position(Provisional) vis-à-vis Anticipated figures is observed for the month of April-
2021 in terms of Energy Requirement for all states / UTs and in terms of Peak
Demand similar variation is noted for all states / UTs, except Himachal Pradesh.
These states/UTs are requested to submit reason for such variations so that the
same can be deliberated in the meeting.
All SLDCs are requested to furnish provisional and revised power supply position in
prescribed formats on NRPC website portal by 2nd and 15th day of the month
respectively for the compliance of Central Electricity Authority (Furnishing of
Statistics, Returns and Information) Regulations, 2007.
2.2 Power Supply Position of NCR
NCR Planning Board (NCRPB) is closely monitoring the power supply position of
National Capital Region. Monthly power supply position for NCR till the month of
April-2021 is placed on NRPC website (http://nrpc.gov.in/operationcategory/power-
supply-position). Power supply position during the current financial year is shown as
under:

SLDCs are requested to update the anticipated power supply position of their
respective state / UT for the month of June-2021 and submit the measures
proposed to be taken to bridge the gap between demand & availability, as well to
dispose of the surplus, if any, in the prescribed format.

5. Information about variable charges of all generating units in the Region


The variable charges detail for different generating units are available on the MERIT
Order Portal. All states/UTs are requested to submit daily data on MERIT Order
Portal timely.

6. Submission of breakup of Energy Consumption by the states


The updated status on the submission of energy consumption breakup is presented

7. System Study for Capacitor requirement in NR for the year 2019-20


7.1. In the 45th TCC/ 48th NRPC meeting, it was decided that the study report for
2019-20 along with the guidelines for finding the capacitor requirement at 11/33
kV level in NR would be submitted by CPRI.In the meeting, CPRI representative
had stated that as there were diversified network configurations at the level of
DISCOMs, the guidelines to be provided would be generalized and may also
include some empirical formula along with examples which may guide the
DISCOMs for finding out the capacitor requirement.
7.2. Based on the above deliberation, CPRI submitted the system study report
(enclosed in the agenda of 177th OCC meeting)and which was circulated among
all the SLDCs and STUs vide e-mail dated 02.11.2020.
7.3. In the 177thOCC meeting, representatives of Punjab, Rajasthan, Delhi and
Haryana stated that the capacitors considered in the study were far less than
already installed. In the meeting, it was decided that states shall first analyze
the PSSE file considered by CPRI in its study and bring out the locations
wherein capacitors are already installed in the network, but are not modelled
along with their comments.
7.4. The list of bus-wise availableMVAr and the additionally required MVAr computed
in the CPRI report was shared separately by NRPC Secttwith SLDCs of Punjab,
Haryana, Rajasthan, Delhi and Uttarakhand on 07.01.2021 with the request to
provide available MVar values in those buses. In 179thOCC meeting, it was
decided that any submission of MVar data / feedback from the states would be
would be allowed till 22.01.2021 and thereafter CPRI would conduct the
modelling and simulation work for the purpose of final capacitor study report.
Accordingly, feedbacksreceived from Punjab, Rajasthan, Haryana and Delhiwas
forwarded to CPRI for carrying out study and submission of report.
7.5. CPRI has submitted the revised report on 24.02.2021 and thereafter same was
shared with the constituent states. The recommended capacitor compensation,
additionally required as per the report is 352MVAr. The report has brought out
the additional requirement of 137MVar and 215MVar compensation for Punjab
and J&K respectively. Moreover, empirical relationship for capacitor
requirement against voltage profile at 11 kV, based on two configurations has
been worked out in the report.
7.6. In the 45th TCC / 48th NRPC meeting, it was decided after the submission of
report for 2019-20 and the guidelines, the same would be studied by the same
Committee who had earlier recommended for guidelines and foreclosure of the
contract. Based on Committee’s recommendations, NRPC Sectt. can process
the pending bills of Rs. 14 lakhs (Rs. 2 + 12 Lakhs), excluding taxes along with
foreclosure of the contract. Accordingly, submitted report needs to be examined
by the Committee.
7.7. In the 181st OCC meeting, the sub-group comprising of ten members was
advised to study the CPRI report and submit its recommendation within two

weeks.
7.8. NRPC Sectt. asked comments/observations on the CPRI report from all the states via
e-mail. Comment from Delhi had been received. Rajasthan, HP, Punjab, Haryana had
submitted NIL comment. Comment from rest of the members was not received.
7.9. In the 182nd OCC meeting, forum decided that a video-conferencing meeting may be
held by members of sub-group to finalize the comments latest by 30th April, 2021 and
compiled comments may be sent to CPRI for necessary correction in the report.
7.10. The meeting of sub-group was held on 03.05.21 (in place of originally schedule meeting
on 30.04.21, delayed as per request of some sub-group members due to health related
concerns). Representative from Rajasthan could not attend as she was suffering from
covid-19 while Uttarakhand representative informed in the meeting that there is an
acute shortage of available officers at this time and they will agree to the remarks made
by NRLDC.
7.11. Based on the discussion of the meeting and comments submitted by UP, Delhi, Punjab
and HP, a compiled observation has been made. The same will be sent to CPRI for
corrections in final report.
7.12. Further, PSSE file was requested from CPRI as per request of all sub-group members
for better understanding and the same was shared with them.

8. Automatic Demand Management System


The status of ADMS implementation in NR, which is mandated in clause 5.4.2 (d) of
IEGC by SLDC/SEB/DISCOMs is presented in the following table:

Punjab Scheme not implemented.


At SLDC level, remote tripping of 100 feeders at 66 kV is possible.
At 11 kV feeder level, ADMS is to be implemented by Distribution
Company.

Delhi Fully implemented by TPDDL, BRPL and BYPL.


NDMC implementation was scheduled to be completed by 31.03.2020 but
got delayed due to some changes incorporated in the scheme.

Rajasthan Under implementation.


LoA placed on 12.12.2018 with an execution period of 18 months for
ADMS at the level of 33 kV feeders at EHV Substation of RVPN under
SCADA / EMS part of project. Supply is in progress. Work is under
execution and likely to completed by June’2021.
ADMS functionality at 11 kV feeders from 33/11 kV substation is under
the jurisdiction of the DISCOMs.

UP Scheme not implemented.


Remote operation of 50 feeders at 132 kV level being operated from
SLDC.
Further, the solution proposed by M/s Siemens was found to be non-

economical and was not accepted by the management.

Haryana Scheme not implemented.


More than 1700 feeders were tested from SLDC control room for remote
operation. Regarding the implementation of ADMS at DISCOM level, the
matter is being taken up with the DISCOMs.

HP Scheme not implemented.


02 feeders could be operated from SLDC through manual intervention.
Letter has been sent by HPSEB to HP-SLDC for making its operation
automatic.

As decided in the 175th OCC meeting, the nominations for matter specific meeting
has been received from HVPN, UHBVN/DHBVN, PSPCL, RVPN (SLDC &
Automation), UPPTCL, KESCO (DISCOM-UP), NPCL (DISCOM-UP).
Meetings on ADMS implementation road map have been held with the officers of
Haryana, Himachal Pradesh and Punjab on 05.02.2021, 19.02.2021 and 05.03.2021
respectively. In these meeting, issues and apprehensions on ADMS were discussed
along with vital aspects like addressing the commercial issues, basic architecture for
scheme and funding possibilities for the scheme.

9. Follow-up of issues from previous OCC Meetings- Status update.


The updated status of agenda items is enclosed at Annexure-A.I.
All utilities are requested to update the status.

10. Abnormal humming in GTs at APRL, Kawai and nearby stations


APRL has informed (vide mail attached as Annexure-A.II) that Power transformers
at APRL, Kawai, Chhabra, Kalisindh and ICTs at Anta were experiencing abnormal
humming from 1600 hrs of 21st April 2021 to 16:30 hrs of 14th May, 2021.
Sudden change in the humming was observed from all three single-phase
Generator Transformers at Kawai since 16:00 hrs on 21st April; when the unit#1
was running at rated load (660MW). Humming mitigated only with decrease in load
(from 660 MW to 590 MW). After synchronizing the other unit, associated GT also
had similar magnetostriction behavior. It was observed that there was absence of
any noticeable phase unbalance or harmonics in stator currents or voltages.
It is understood that similar increase in humming is observed in Power transformers
at Chhabra, Anta and Kalisindh as well. SLDC, RVPNL attempted switching off one
of the ICTs at Anta end & opening of 400kV Chhabra-Anta lines 1&2; that was also
not of any benefit. Humming increased in the tune of 80-85 dB instead (of less than
60 dB earlier). Abnormal humming reduced suddenly since 16:30 hrs of 14.05.2021.
Communication with the transformer manufacturer has confirmed the cause related
to network related changes. Considering that phenomena observed is unique, the
root cause is still unknown.

11. Condoning the forced Outages of 800 KV HVDC AGRA-BNC Pole-1/2 as forced
majeure due to stringent ROW at North Bengal, beyond control of
POWERGRID.
PGCIL has informed (vide mail attached as Annexure-A.III) that this agenda has
already been discussed in 178th OCC meeting of ERPC held on 30.04.2021. The
extract of the decisions are:
 PGCIL representative informed that as per the present status the tree cutting
in the line span of 1293-1294 could not be carried out due to RoW issue
which leads to several flashover of Pole-2 of HVDC line. The same can be
carried out only after getting administrative support from district authority after
the completion of assembly election in West Bengal.
 They added that Pole-I is having same capacity and comparatively free from
such constraints and proposed for operation of pole-I instead of pole-II till the
time the RoW issue gets resolved.
 After detailed deliberation and analysis of the facts OCC felt that there is
severe ROW issue in the span of 1293-1294 which is beyond the control of
licensee and advised Powergrid to be in continuous touch with the District
Authorities to resolve the issue.
 Further, OCC opined that till the resolution of ROW issues, Pole-1 may be
frequently used upto its optimum limits as the clearance of Pole-1 is better to
avoid the unnecessary trippings of Pole-2 and requested ERLDC to take up
the issue with NLDC for un-interrupted and reliable pole operation of HVDC
BNC-Agra.
 Further OCC felt that the operation of HVDC BNC-Agra is being looked/
controlled by NRPC/ NLDC the operational and availability issues may be
placed before NRPC/NLDC for final resolution.
PGCIL has requested that recommendations of ERPC may please be ratified for
optimum utilization of Pole-1 and condone the forced outages of Pole-II until
resolution of said ROW issue.

12. Deemed availability of outage of Transmission lines for installation of Bird


Diverter as per requirement of NGT.
NGT vide order dt 23/12/2020 has directed to mitigate all power transmission lines
passing through priority bustard habitats by undergrounding cables (where
technically/ technologically feasible) or installing bird diverters to make them
prominent to birds within a period of 1-3 years.
The same was again directed by hon’ble Supreme Court vide this order dt.
19/04/2021.
Accordingly, POWERGRID is planning to install bird diverters, in a phased manner,
on the transmission lines passing through GIB area / potential area.
POWERGRID has requested (vide mail attached as Annexure-A.IV) that since
Installation of Bird diverters cannot be done without line shutdown, hence, such
planned outage of transmission lines, availed by POWERGRID for installation of bird
diverters, shall be considered as deemed available.

13. Re-connection and energization of 400kV switchyard of 100MW Himachal


Sorang HEP with Karcham Wangtoo-Abdullahpur line under LILO arrangement
In 181st OCC meeting, Representative of Sorang HEP mentioned that they are
planning to make connectivity of its 400kV switchyard with KarchamWangtoo –
Abdullahpur 400kV line. In the meeting it was discussed that network configuration of
the area has significantly changed since 2016 and moreover, protection settings need
to be reviewed in view of implemented SPS. It was decided that Sorang HEP shall
first take up the matter with Power System Planning division of CEA to address the
above issues.
Accordingly, Sorang HEP has received consent from CEA PSPA-I division that the
connectivity may be restored as per decision taken in NRPC meeting held in May
2016. It has also been mentioned that protection setting and SPS review may be
carried out at NRPC level. (Annexure-B.I)
It is to be noted that there is existing SPS in Karcham-Jhakri-Rampur complex which
was recently revised with charging of Gumma (HP) substation for evacuation of
Sawara Kuddu plant. With proposed additional 100MW injection by Sorang in the
complex, the need for revision of SPS arises. The changes proposed in SPS are
attached as Annexure-B.II for discussion and approval in the 183 OCC meeting.
As informed by Greenko group, presently they are only looking
to commission/reconnect the LILO of 400 kV switchyard with 400 kV Wangtoo – Kala
Amb ISTS line and there shall not be any generation addition till June 2021. Thus, it
is necessary that the revised SPS logic gets approved and implemented before
injection of Sorang HEP in the grid.

14. SPS Implementation at Bhadla (PG)


The SPS logic decided in the 45th TCC meeting and approved in the 48th NRPC
meeting was explained to OCC members in 181st OCC meeting. POWERGRID
representative had intimated that QR for the SPS tender has already been finalized
and NIT may be floated within next two weeks
POWERGRID may kindly share the latest status with OCC forum.

15. Grid operation related issue


a. Impact of restrictions in state on NR demand

With nationwide lockdown ordered across the country during Covid-19 pandemic in
2020, the demand and energy consumption was much lower compared to previous
years. This year before the rise of Covid-19 cases till March, the demand across
Northern region was slightly higher compared to previous years. However, due to
increasing covid cases and restrictions imposed by several state governments the
demand across Northern region has remained lower than 2019 from mid-April till first
week of May. In view of above, it once again becomes important that SLDCs interact
with DISCOMS regularly and assess the local conditions and carry out load
forecasting accordingly so that deviations in real-time are minimised.

b. Near Real Time Silt Monitoring of hydro stations
In 160thOCC meeting,it was deliberated that availability of near real time silt
measurement data to NRLDC/ SLDCs will be helpful for real time system operation in
view of frequent hydro generation outage due to silt. After the discussion, the PPM
number was being punched directly from the site/control room at NRLDC server
providing silt measurement at NRLDC control room. After discussions with Nathpa
Jhakri, Baspa, Karcham and other small HEPs of Uttrakhand, trend of silt data
available at NRLDC is being monitored by system operators in real-time during
summer/monsoon season.
With increasing hydro generation and possibility of hydro generation outage due to
silt, the above stations were asked to share this data from 15 April onwards with
NRLDC as was being done last season. All hydro stations were advised to take
actions to provide this near-real time silt measurement to control centers
(RLDCs/SLDCs) as this would help them gain some lead-time for better tackling of
hydro generator outage on silt.
In 182 OCC meeting, Nathpa Jhakri representative informed that frequency of silt
measurement is less presently and silt levels are also well within limits. Nathpa
Jhakri, Baspa, Karcham and HEPs of Uttrakhand were asked to ensure real-time silt
measurement data to control centers in coordination with NRLDC. NHPC

Any update on the present status of these elements may be shared with the
forum. All utilities are requested to make it a practice to update status of
elements under long outage in the NRLDC outage software portal. Utilities are
requested to take necessary actions to revive elements which are under long
outage especially the reactive power resources which would help in managing
the high voltages during winter season.

d. Information about new transmission elements/ generating units to be


commissioned in next 45 days
In 176th OCC meeting, it was discussed that first time charging procedure is not being
diligently followed by some entities. The documents are being submitted at the last
minute and thereafter it is being urged to NRLDC to give the code for charging. In the
meeting it was also requested that utilities should inform about elements expected for
first time charging in the next one month in advance in OCC meeting. This
information would be helpful in carrying out studies, SPS requirement/modification etc
in time.

In line with the above decisions, all utilities are requested to share the
information about transmission elements/ generating units which are expected
to be first time charged in the next 45 days.

e. Important grid elements document of Northern region 2021

In line with section 5.2. (c) of IEGC, list of important grid elements in Northern region
would be compiled by NRLDC shortly. Such elements shall be opened/closed only on
instructions from NRLDC. NRLDC has requested utilities to submit the list of
all elements with details charged under their jurisdiction from 1.4.2020 till date including
those expected to be commissioned till May 2021 so that the same could be included in
the list vide email dated 23rd March 2021.

However, response from most of the utilities is still pending. Last updated document is

NRLDC has prepared draft list of important grid elements document of Northern region
2021, circulated vide email dtd. 12.05.2021 to all the constituents and has requested
them to provide any feedback related to inclusion/deletion of elements.

Utilities may provide update.

f. Large Frequency excursion at hourly boundaries:


The issue of large frequency excursion has been discussed in detail during last few
OCC meetings. In these meetings, NR Constituents were asked to monitor
performance of generators when the frequency is having large excursions and share
initiatives taken by them to minimize the frequency excursion in next OCC meeting. It
was also suggested that states should apprise their DISCOMs and suitable action
plans shall be formulated to avoid such frequency excursions.

In 181st OCC meeting, it was deliberated that some improvement was seen in
frequency profile and excursions were reduced in last month, however there is still
need for significant improvement in load changeover and primary frequency response
from generators. Still frequency excursion can be observed which need to be further
minimized.
In 182 OCC meeting, UP SLDC representative stated that they are trying to stagger
supply hours such that some areas are provided supply five minutes before or after
block change so as to minimise the change in demand during hourly/ block boundary.
Apart from this, they are regularly taking up the matter for primary frequency
response from generators after every event. OCC appreciated the efforts taken by
UP SLDC. NR Constituents were once again requested to take initiatives to minimise
sudden load changeovers at hourly boundaries and also monitor performance of
generators under their jurisdiction when the frequency is having large excursions.
Even after efforts from constituents, it is being observed that there are frequency
excursions especially at hourly boundaries. NR Constituents are once again

Moreover, on 6th May 2021, it was seen that some of the Northern region states
continued to underdraw from the grid. The need to maintain proper load-generation
balance has been discussed numerous times in OCC meetings. Measures such as
accurate load forecasting, backing down intra-state generation, selling power in real-time
market, surrendering ISGS power timely, avoiding manual opening of feeders in
coordination with DISCOMs have been suggested to SLDCs to minimise the load-
generation mismatch. It is once again requested to all SLDCs to take necessary actions
to minimise these deviations during real-time.

Measures to be adopted by NR constituents for summer preparedness were discussed
in detail in 181 OCC Meeting (Mar'21). Areas discussed include: maintenance of
reserves, furnishing of coal stock position, portfolio management, tower strenghtening
work and availability of ERS, Reactive power management, ensuring healthiness of
defense mechanisms, telemetry issues etc.

Constituents are requested to provide feedback on the actions being taken by


them for ensuring safe and reliable grid operation during upcoming next few
months.

h. Non-availability of telemetry data & opening of transmission elements


without NRLDC permission

In 181 OCC meeting, it was discussed that telemetry data of the following transmission
elements was not available for a considerable duration on multiple occasions:

(1) 400kV Allahabad-Fatehpur ckt-1 & 2 on 01.02.2021, 02.02.2021 & 10.02.2021.


(2) 400kV Fatehpur-Kanpur ckt-1 & 2 on 03.02.2021 & 09.02.2021.
(3) 400/220kV ICTs at 400/220kV Lucknow(PG) on 20.02.2021.
(4) 400/220kV ICTs at 400/220kV Mainpuri(PG) on 20.02.2021.

The Telemetry data of the above elements was out/suspect, but on enquiry by the real
time engineers it was reported that line/ICT is in service. However, despite repeated
requests data was not made available for considerable time nor exact reason for non-
availability of data was intimated.

On analysis with the relevant supporting data such as SCADA data (eDNA) and energy
meter data, it seems that the following transmission elements have been kept open
without NRLDC coordination/permission which is a gross violation of IEGC.

In 181 OCC meeting, POWERGRID representative informed that the agenda was
included in additional agenda and after receipt of agenda, POWERGRID has asked site
for clarification. After receiving clarification from site, they would share their views with
NRLDC/ NRPC and OCC forum.

In 182 OCC meeting, POWERGRID representative informed that as informed from


respective substations, the above seem to be instances of some issue with telemetry
and the elements were in service. Moreover, other concerned representatives from NR-
3, were not able to attend the meeting. MS NRPC also expressed concern that the data
suggested that there might have been switching operations carried out without taking
NRLDC in loop and needs further investigation. It was decided that the agenda may
further be taken up in next OCC meeting for further discussions and identifying the real
issue.

16. Computation of TTC/ATC of respective control areas


In last several OCC meetings, NRLDC had shared studies done for assessing the
TTC/ATC of different state control area for upcoming summer months as per information
available at NRLDC. Before summer season, each state shall assess and share its
ATC/TTC as agreed earlier and as per CERC regulations. Involvement of SLDC officials
in power system studies helps to assess TTC/ATC limits of the control area and also
provides information about likely constraints and precautionary actions that may be

taken to avoid high line/ICT loadings etc. This Intra-state TTC/ ATC computations would

As discussed in last OCC meeting, all SLDCs need to furnish ATC/TTC details of
their control area at respective SLDC websites. However, it is being observed that

has also been carrying out interactions over video-conference with SLDCs. All

J&K and Ladakh U/Ts, Uttarakhand and HP representatives are once again asked to
advise the concerned officers to evaluate their ATC/TTC limits in coordination with
NRLDC and share latest assessment in OCC meeting.

look into such frequent outages and share the remedial measures taken/being taken

18. Multiple element tripping events in Northern region in the month of Apr’21:
A total of 18 grid events occurred in the month of Apr’21 of which8 are of GD-1
category. The preliminary report of all the events have been issued from NRLDC. A
list of all these events along with the status of details received by 05-May-2021 is
attached at Annexure-B.IV.

Further, despite persistent discussions/follow-up in various OCC/PCC meetings, the


compliance of the regulations is still much below the desired level.

Maximum Fault Duration is 680ms in the event of multiple element tripping at 400 kV
Jaisalmer (Raj)on 28-Apr-21 at 18:32hrs.

Delayed clearance of fault (more than 100ms for 400kV and 160ms for 220kV
system) observed in total 4 events out of 18 grid events occurred in the month. In
2number of events, fault didn’t capture through PMU data.

Members may take expeditious actions to avoid such tripping in future and discuss
the same. Moreover, utilities may impress upon all concerned for providing the
Preliminary Report, DR/EL & Detailed Report of the events in line with the
regulations.

19. Details of tripping of Inter-Regional lines from Northern Region for Apr’21:
A total of 5 inter-regional lines tripping occurred in the month of Apr’21. The list is
attached at Annexure-B.V. Out of 5 number of trippings, 2 tripping incidents is
related to HVDC system. The status of receipt of preliminary reports, DR/EL within
24hrs of the event and fault clearing time as per PMU data has also been mentioned
in the table. The non-receipt of DR/EL & preliminary report within 24hrs of the event
is in violation of various regulations. As per regulations, all the utilities shall furnish
the DR/EL, flag details & preliminary report to RLDC/RPC within 24hrs of the event.
They shall also furnish the detailed investigation report within 7 days of the event if
fault clearance time is higher than mandated by CEA (Grid Standard) Regulations.

Members may please note and advise the concerned for taking corrective action to
avoid such trippings as well as timely submission of the information.

20. Status of DR/EL and tripping report of utilities for the month of Apr-2021.
The status of receipt of DR/EL and tripping report of utilities for the month of Apr 2021
is attached at Annexure-B.VI. It is to be noted that as per the IEGC provision under
clause 5.2 (r), detailed tripping report along with DR & EL has to be furnished within
24 hrs of the occurrence of the event.However, it is evident from the submitted data
that reporting status is not satisfactory and needs improvement. Also it is observed
that reporting status has been improved from CPCC2, HP, Rajasthan and UP in April,
2021 compared to the previous month.

Members may please note and advise the concerned for timely submission of the
information. It is requested that DR/EL of all the trippings shall be uploaded onWeb
Based Tripping Monitoring System “http://103.7.128.184/Account/Login.aspx”
within 24 hours of the events as per IEGC clause 5.2.r and clause 15.3 of CEA grid
standard.

22. Status of PSS tuning/ re-tuning

Power System Stabilizer is an important part for damping of inter area and local
mode of oscillations in the grid. As we all know, Indian electricity grid is continuously
expanding and lots of Power Electronics devices were also commissioned in recent
years changing the dynamics of grid. PSS tuning /re/re-tuning
tuning is required
require for damping of
oscillations.

In this regard one committee at NRPC level was formed in year 2014 and it was
agreed that If results of Step Response Test indicate sufficient damping, generating
company would perform next Step Test after three year or at th the time of major
overhauling of the machine, whichever will be earlier and Generating Companies
would arrange for re-tuning
tuning of PSS, if Step Response Test indicates insufficient
damping or oscillations.

Abnormal humming in GTs at APRL, Kawai and nearby stations

Power transformers at APRL, Kawai, Chhabra, Kalisindh and ICTs at Anta are experiencing
abnormal humming since 1600 hrs of 21st April’21.
Sudden change in the humming was observed from all three single-phase Generator
Transformers at APML, Kawai since 16:00 hrs on 21st April; when the unit#1 was running at
rated load (660MWs). Humming mitigated only with decrease in load (from 660 Mw to 590 Mw).
After synchronizing the other unit, associated GT also similar magnetostriction behavior.
It was observed that there was absence of any noticeable phase unbalance or harmonics in
stator currents or voltages.

It is understood that similar increase in humming is observed in Power transformers at Chhabra,


Anta and Kalisingh as well.

SLDC, RVPNL attempted switching off one of the ICTs at Anta end opening of 400kV Chhabra-
Anta lines 1&2; without any benefit.

Increased humming—in the tune of 80-85 dB instead (of less than 60 dB earlier)—possibly
caused by superimposed small signal frequencies is impacting not only GT’s at APML, Kawai;
our all Power transformers in the complex.
Abnormal humming serious concern and need to be addressed at the earliest to prevent
potential damage to GTs and ICTs in the complex.

Immediate help and guidance in arresting the problem is sought from the forum.

AGENDA of POWERGRID-NR-III for 183 OCC Meeting

Condoning the forced Outages of 800 KV HVDC AGRA-BNC Pole-1/2 as forced


majeure due to stringent ROW at North Bengal, beyond control of POWERGRID.
Said agenda has already been discussed in detail in 178th OCC meeting of ERPC on
Dt.30.04.21 (Copy of MOM, enclosed) with key deliberations as reproduced below;
“Powergrid representative explained the issue and informed that as per the present status the tree
cutting in the line span of 1293-1294 could not be carried out due to RoW issue which leads to several
flashover of Pole-2 of HVDC line. The same can be carried out only after getting administrative
support from district authority after the completion of assembly election in West Bengal.

They added that Pole-I is having same capacity and comparatively free from such constraints and
proposed for operation of pole-I instead of pole-II till the time the RoW issue gets resolved.

After detailed deliberation and analysis of the facts OCC felt that there is severe ROW issue in the
span of 1293-1294 which is beyond the control of licensee and advised Powergrid to be in continuous
touch with the District Authorities to resolve the issue.

Further, OCC opined that till the resolution of ROW issues, Pole-1 may be frequently used upto its
optimum limits as the clearance of Pole-1 is better to avoid the unnecessary trippings of Pole-2 and
requested ERLDC to take up the issue with NLDC for un-interrupted and reliable pole operation of
HVDC BNC-Agra. Further OCC felt that the operation of HVDC BNC-Agra is being looked/controlled by
NRPC/ NLDC the operational and availability issues may be placed before NRPC/NLDC for final
resolution.”

Based on the above it is evident that fault location is at same distance and falls
between span 1293-1294 and fault is caused by underlying eucalyptus trees.
Cutting/lopping of these trees are still pending due to stiff resistance from local
villagers, which has already been accepted in 178 OCC, meeting by ERPC.

In consideration of the facts laid above, recommendations of ERPC may please be


ratified for optimum utilization of Pole-1 and condone the forced outages of Pole-II until
resolution of said ROW issue, beyond control of POWERGRID.

In recent past HVDC (BNC-Agra) Pole restarting/tripping observed and details of line tripping’s are

Based on the above relay indications Line Patrolling Team carry out necessary checking and found
that flash-over has occurred in between span 1293-1294 due to underlying eucalyptus trees.
However, even after identifying all the problems, subject trees could not be accessed due to stiff
resistance (severe ROW) from local villagers.

The villager’s forcefully stopped POWERGRID Line Maintenance staffs to enter in the corridor in
span-1293-1294. Considering the seriousness of the issue, letter have been issued to DM,
Jalpaiguri with copy to SP, Jalpaiguri seeking administrative support in order to remove the trees
under the line corridor.

Our officials along with T&P’s were continuously trying to enter in the corridor of span 1293-1294
for tree cutting but due to severe resistance of local villagers they could not enter in the corridor till
date. Our officials also approached to District Magistrate Jalpaiguri, SDO Jalpaiguri, BDO
Dhupguri, OC Dhupguri (local Thana) for administrative help but due to “West Bengal Assembly
Election” they suggested that serious Law & Order crisis may evolve if any action is taken at
present.

In this regard it is to mention that since commissioning of the line, line patrolling/maintenance work
from Tower No.-1292 to Tower No.-1295 under Altagram village, P.S-Dhupguri, Dist.-Jalpaiguri
were severely obstructed/resisted by villagers. Copy of previous mail communications & letter
enclosed for reference. The severe ROW problem in that village have been time to time reported
to all concerned district administration officials but in spite of several meetings, the problem could
not be resolved till date.

At present due to ongoing election activity, it is really beyond control of POWERGRID for clearing
the ROW until strong administrative support from district authority. As already assured by district
authority, the matter will be taken up after completion of election activity (By mid-way of May-21).

In view of certain constraints in administrative part followings are proposed: -

1. As per design, each POLE between BNC to Agra is capable of carrying 1500 MW through
Pole-I & II individually. Presently it has been observed that most of the time power flow direction
are from NR to NER with maximum 500 MW load flow. Details of synopsis of power flow are given
below: -

Now, due to frequent restart/tripping of Pole-II, terminal equipment’s of both side stations are
coming under stress and if continue in same pattern may lead to major breakdown. However, as
stated above, Pole-I is having same capacity and comparatively free from such constraints. As
such, instead of POLE-II, till resolving of the ROW (Expected by midway of May-21), POLE-I may
be operated. However, for all instances, POLE-II will be ready for catering any contingency need.
2. Tripping/RVM operation for the above period (24.03.2021 to till date), as already briefed
are really beyond control of POWERGRID and even administration also not able to control the
ROW for all instances as seen from the past communications. It is very much evident that even
after POWERGRID has tried its best to resolve the ROW, due to certain uncontrollable facts the
ROW not yet resolved fully and expected to be resolved after intervention of district authority only
after conclusion of the election process. As such, all outages for the above period may be
considered under Deemed Availability category.

Deemed availability of outage of Transmission lines for installation of Bird Diverter as per
requirement of NGT.
NGT vide order dt 23/12/2020 has directed to install bird diverters in transmission lines passing
through the GIB ( Great Indian Bustard area) within a period of 1-3 years. Point 4.2 of the
recommendation of the said order is produced below:-

“Mitigate all power transmission lines passing through priority bustard habitats identified by WII
(Please refer Annexure 10) by undergrounding cables (where technically/ technologically feasible) or
installing bird diverters to make them prominent to birds. The priority areas where this intervention is
required has been mapped by the Wildlife Institute of India and a technical-cum-financial proposal
has been submitted to RVPNL for necessary approvals from Rajasthan Energy Department for
mitigation. This action must be expeditiously implemented in the short-term (1-3 years), as power-line
mortality is currently the biggest threat to the species.”

The same was again directed by honourable Supreme Court vide this order dt. 19/04/2021.
Accordingly, POWERGRID is planning to install bird diverters, in a phased manner, on the
transmission lines passing through GIS area / potential area. In 1st phase following lines are
considered for installation of bird diverters:-
i) 765KV Ajmer – Bikaner
ii) 765KV Bikaner – Moga
iii) 765KV Bhadla – Bikaner
iv) 765KV Banaskantha – Chittorgarh
v) 765KV Jhatikara – Kanpur
vi) 400KV LILO of Bikaner (RRVPNL) – Bhadla (RRVPNL) at Bhadla
vii) 400KV Bhadla (POWERGRID) – Bhadla (RRVPNL)

• The major issue seems to be disruption of
Karcham Wangtoo- Wangtoo(HP)-Sorang-Kala
Amb- Abdullapur link i.e. Outage of this double
circuit path.

• Under outage of this link, only two triple


snowbird lines (400kV Karcham-Jhakri line) are
available. Moreover, loading on lines from
Rampur/Jhakri are more than 850MW.
Therefore, tripping of two units at Karcham and
one unit at Sorang is required.
