BILL OF QUANTITIES

1. The rates and prices to be inserted in the Bill of Quantities are to be the full
inclusive value of the work described under the several items, including all costs
and expenses which may be required in and for the construction of the work
described, together with all general risks, liabilities and obligations set forth or
implied in the documents on which the tender is to be based.

2. A price or rate is to be entered against each item in the Bill of Quantities


irrespective of the absence of a quantity. Items against which no prices or rates
are entered will be deemed to be covered by prices and rates for other items
indicated elsewhere in the Bill of Quantities.

3. The quantities indicated against the various Bill items are estimated quantities,
and it therefore must not be taken as a guarantee that they will not be exceeded,
or that they will be carried out.

4. The Contractors must note that materials should be ordered for the Contract from
working drawings, where available and checked by site measurements. They will
not be ordered from the Bill of Quantities.

5. The Contractor must allow in his rates for the delivery of materials to the point
of incorporation in the Works, the costs of storage and double handling and for
any wastage of materials.

PRELIMINARY AND GENERAL ITEMS
DESCRIPTION SITE ZMK CZK
The Bill of Quantities, the Preliminaries and specifications are
complementary and are to be read together in association with the
drawings.

Materials shall be ordered from the drawings and not the Bill of
Quantities. Items in the Preliminaries and Bill of Quantities and
unqualified items must be priced.

In general the Bill of Quantities are measured in accordance with SMM


5 (metric) Edition 1975.

CONSTRUCTION SUPERVISION

Construction supervision will be carried out by the Architect.


The Contractor will closely cooperate with the Architect.

Management of the work Labour Returns


Submit each month to the Architect a statement of manpower employed
on the works in the various skills and trades and whomsoever employed
.

Programme and Progress Chart


Submit to the Architect before commencement two copies of the
Programme the form of a progress chart for each of the principal
operation.

Measurement of Covered Works


Allow the Architect or his representative at least 3 days notice before it
is covered. Work covered without prior notice have to be exposed and
reinstated for the Architect to inspect and measure.

Test and Samples


Submit as required by the Architect and before orders are placed.
Samples of materials and products to be used in the works. The
samples. Which shall be accompanied by a letter identifying the
supplier and manufacturer, shall when approved, set the standard
acceptability to be attained and maintained.
Allow for the provision of samples of materials and goods required by
the Architect.

Used and disposal Materials found on site.


Sand and aggregates found on the side and considered acceptable for
the use in the works may be substituted for the imported material if
instructed by the Architect.
The right to dispose of sand aggregates and top oil found on the site
reserved by the Architect.
Live Drains Service Mains
Ascertain the location of and protect all water, electric, telephone
services, drains and sewers. Afford access to the controlling utilities for
disconnection, inspection, and other activity that may be required to
deal with the presence of all services and drains.

Agree with the Architect before works begin the condition of the water
mains, hydrants, valve boxes and location points and record and
schedule the findings. The conditions shall be maintained and evidence
of disfiguration deterioration and damage dealt with to the Architect’s
satisfaction on completion.

Security, Safety, Protection


Protection to trees and shrubs

Carefully preserve and protect those trees and shrubs not required to be
removed. Any tree or shrub injured, damaged or removed without
written permission of the Architect shall be replaced at no cost to the
employer with the tree or shrub similar species and size.

Access and possession or use of site

The contractor shall make his own arrangement for providing;


maintaining and reinstating on completion adequate safe access to and
agrees from the site. His proposals for access and agrees shall be
submitted to the Architect for his approval prior to their
implementation.

Limitations of working space Management and staff direction and


control

The Contractor shall restrict his operations to within the confines of the
site except when providing mains services and drainage works, which
extends beyond the site boundaries.

Contractor’s General Cost Items Management and staff Directions


and Control

Direct control and operate with staff in such skills of management,


control and supervision needed to realize the conditions of the contract
standard of performance and quality control with diligence and
efficiency.

Site accommodation, offices, stores, compounds and sanitary


facilities.
In necessary provide temporary accommodation for welfare of
personnel, secure storage weather protection of material and fire
resistance storage of inflammable material. If necessary provide
temporary offices and pit latrine accommodation of standard and in
such positions as Architect may approve.
Keep the building in a clean sanitary condition, remove on completion
make good all works disturbed.

Services and Facilities


Water

Provide a supply of clean fresh water, include costs of connection,


consumption, temporary storage and distribution all other materials,
plant, equipment, labour and comply with the requirements of water
authority.

Light and Power

Provide an electric power supply for lighting and power plant together
with all cables, portable leads ,fitting, all other materials, plant,
equipment and labour.

Safety, health and Welfare


Provide all safety, health and welfare facilities and other statutory
regulations and local working rules.

Ensure the safety of all personnel, and visitors on the site and plan and
arrange the works with safety as one of the major considerations.

Site Administration and Security

Administer the works as to avoid trespass obstruction.


Nuisance, damage, injury to persons and property outside the
boundaries of the site. Take such measures of protection and security
as to avoid trespass and unrestricted entry, damage wanton and
inadvertent theft and injury by and of that access to the site is
unauthorized paying particular attention to children.

Indemnity the employer from all cost claims and charges arising from
trespass and nuisance to users and occupiers of adjoining property.

Rubbish Disposal
Clear up and remove all rubbish and debris as the work proceeds and on
completion and leave the building and surrounding area clear of all
plant and material.
Remove from site all packing materials and rubbish of an inflammable
nature as soon as possible to avoid any danger of fire. Burning of
rubbish on site will not be allowed.

Control of Noise and Pollution


Take all reasonable precautions to reduce the noise and vibration
emanating from plant on the works.
Submit to the Architect for approval, proposals for controlling noise in
those parts of the works where excessive noise in the opinion of the
Center Administrator.
Take precautions to minimize annoyance from dust to premises
adjacent to the site and persons passing by the site by damping down or
the use of screens.

Rodent and pest control


Keep the site and works at all times and on completion free from
vermin us and other pestilential to the satisfaction of the Architect.

Weather Protection
Take all reasonable measures to prevent of minimize delays during
adverse weather.
Protect the works from damages by adverse weather and strong sun.

Mechanical Plant
Plant, tools and vehicles.
Provide all the plant, tools and vehicles required for the due execution
of the whole of the works.

Personnel transport
Provide for the transport of personnel to and from the site.

Temporary works
Scaffolding
Provide all general scaffolding required for the extension of the works

Temporary roads and hard standing


If necessary provide temporary roads, hard standing and paths.

SCHEDULE OF WORKS

DESCRIPTION OF MATERIALS AND WORKMANSHIP


1.0. Standard specification for materials and workmanship
1.1. The specification for materials and workmanship is the Standard General Specification of
materials and Workmanship for Building Works” interim metric 1970 edition current at time of
tendering with any amendments, addenda or supplements thereto, together with any
particular specifications, if any all as detailed in the tender documents and on the drawings.
These shall be as mutually explanatory one with the other. Where a particular specification is
incorporated, it will take precedence and shall prevail over the standard general specification
should any conflict discrepancy arise between these documents.
All materials shall be properly protected from snow, frost and inclement weather and any
materials damaged shall be removed from the site immediately and replaced with sound
materials.
2.02. The Director of Buildings may require the Contractor to submit samples of any samples
materials to be used in the works and if so required the Contractor shall submit samples
without delay. The Director of Buildings may give or withhold approval of any submitted
samples, and in the latter case may require the Contractor to re-submit further samples until
an approved sample is submitted. All materials in the works in respect of which samples have
been submitted shall be equal in all respects to the samples in order to check that actual
materials used in the works correspond thereto.
2.03. The Director of Buildings may require the Contractor to test any of the material used
testing in the works and so required the Contractor shall at his own expense supply test
samples, of pack in suitable containers and forward them to a firm or testing laboratory
nominated or materials approved by the Director of Buildings for such tests as the Director of
Buildings may require. If the results of those tests are satisfactory and are approved by the
Director of Buildings then the fees or charges of the firm in testing laboratory shall be paid by
the Employer, but if the results of those test are unsatisfactory and are not approved by the
Director of Buildings then the said fees or charges of the firm or testing laboratory shall be
borne by the Contractor.
2.04. All materials shall be used in the works which have not received the Director of Buildings
of approval. Any materials sent onto the site of the works in respect of which the Director of
Materials Buildings may withhold approval shall be removed from the site within twenty four
hours.
2.05. Where approved materials or articles of every description and kind detailed in the
Specification are of local manufacture or fabrication, these will be given preference over
imported materials and must be used in the works.
2.06. Where a specific article or material is referred to by a trade or manufacture’s name or is
specified by a catalogue, or other reference number of description, it shall be deemed to
indicate only the style type of the article or materials required and shall in no way restrict the
Contractor’s choice of supplier, provided that the alternative article or material offered is
“equal and approved” to that specified in the opinion of the Director of Buildings.
No claim will be entertained for any reason if any article or material is rejected as unsuitable
by the Director at any time.
2.07. Where a British Standard is referred in the specification the relevant material or article
shall comply therewith. Where a Zambian Standard, exists which properly covers an article, at
the Date of tender then the conditions of the Zambian Standard shall apply, provided always
that the cost of the material or article so supplied shall not exceed the cost of the complying
with the British Standard.

3.0. WORKMANSHIP
3.01. All workmanship shall be of the highest possible standard and shall accord with the
recommendations in any appropriate current British or Zambian Standard Code of Practice.
