“NLRB Chairwoman Wilma Liebman, a long-time union lawyer, doesn't like that balance. ‘The Board's task
would be easier, and more importantly, the [National Labor Relations] Act's policy of promoting collective
bargaining might well be better served, if employers were required to provide unions with requested
information about relocation decisions whenever there was a reasonable likelihood that labor-cost
concessions might affect the decision,’ she wrote in her concurrence to the Embarq case. Translation: Ms.
Liebman wants to force far more companies to consult unions when they want to relocate, because unions

North Charleston and create thousands of jobs, can legally do so. The National Labor Relations Board
(NLRB) contends in a complaint recently filed against Boeing that the company can’t open its plant in ‘right
to work’ South Carolina because the move is allegedly motivated by an attempt to avoid strikes and thus

Manufacturing Indicators Plunged In May As The Sector Ran Out Of Steam. “The ISM’s new-orders
index plunged 10.7 percentage points to 51.0%, while the production index sank 9.8 percentage points to
54.0%. Also, the backlog of orders index, which reflects future sales in the pipeline, plunged 10.5 percentage
points to 50.5%. The employment index, meanwhile, fell to 58.2% from 62.7% in April, and the inventories
