1.0 INTRODUCTION

1.1 GENERAL

This specification covers the minimum requirements for the design, manufacture, testing and
supply of Storage Tanks to be installed on an offshore platform in the Dutch Sector of the North
Sea.

1.2 SUPPLIER’S RESPONSIBILITY

Supplier shall be responsible for the complete design, obtaining client approval, manufacture,
testing including full compliance with all applicable design codes and standards, including those
listed in section 2 of this document and the data sheets that form part of this document.

2.0 CODES AND STANDARDS

The tanks shall be designed and tested in accordance with the requirements of this specification,
the attached data sheets, other referenced project specifications and the following standards,
codes and statutory regulations.

2.3 ORDER OF PRECEDENCE

In case of conflict arising between this specification and its associated specifications, data sheets
and the aforementioned codes and standards, Supplier shall bring the matter to the Buyers
attention for resolution and approval in writing. In all cases the most stringent requirements
shall apply.

Should any conflict occur as a result of complying with the data sheets and the specifications, the
order of precedence shall be as follows:

 Data sheets;
 This specification;
 Other referenced project specifications;
 Codes and standards referred to within this specification and its attachments.

All deviations from the requirements of the specifications, its attachments and reference codes
and standards shall be stated in the tender. In the absence of such a statement, full compliance
will be assumed.

Compliance by the Supplier with the provisions of this specification does not relieve him of the
responsibility to furnish equipment and accessories of a proper mechanical design suited to
meet the specified service condition and/or local codes governing health and safety.

3.0 SCOPE OF SUPPLY

Supplier shall be completely responsible for all the materials supplied for the tanks and for
ensuring their delivery within the manufacturing schedule in order to meet the agreed finished
delivery dates.

“Scope” shall include, as a minimum, the following:

 Tank design and fabrication as per section 5.0 and 6.0 including and datasheets.
 Tank supply, including attachments as per data sheets;
 Internal and external surface preparation and coating;
 Supply reinforcing, base frame, all studs, bolts, nuts and gaskets as indicated on the data
sheets;
 Supply of extra gasket for all manways;
 Preparation and presentation of documentation as per Supplier Documents Requirements
(Neptune Energy specification 103);
 Inspection and testing as indicated on the data sheets and in this document.

The following activities shall also be part of Supplier's scope of work as a minimum:
 Supplier to furnish details of their recommended design of proprietary equipment based on
the proven design for the data indicated on data sheets.
 Clips for ladders, standpipe supports and platforms, if required.
 Additionally an alternative design may be submitted for consideration in addition to the
above if this design is more economical.

4.0 ENVIRONMENTAL CRITERIA

The tank will be located outside and be subject to a saliferous marine environment, ambient
temperatures 20C to +26C.

5.0 DESIGN REQUIREMENTS – MECHANICAL

5.2 DESIGN REQUIREMENTS – MECHANICAL

The mechanical design and engineering, fabrication, inspection and testing shall be executed in
accordance with the codes and Client/Manufacturer standards for the design conditions and
requirements as specified in this specification.

This specification to be used in conjunction with the tank data sheets and the referenced
information listed together with other specifications as per section 2.0.

Welding shall be to American Welding Society Code DI.I or national equivalent.

Prior to assembly scale shall be removed from the inside walls of all tanks by means of blasting.

Tank shall include lifting lugs, nameplate and a set of ladder mounting clips which shall be
attached to the tank side, if indicated on the datasheet.

The tanks will be supported/located on the deck steelwork.

Tankbottoms shall have slope 1:50 to the drainconnection
Nozzles shall be suitable for loads as indicated in datasheets

Supplier shall design the tanks base for support section welded under and across the tank width.
These shall form an integral part of the tanks. The tank will be welded to the deck, therefore the
edges of the support frame will be ‘sharp’ to facilitate welding.
Secondary supporting and stiffening of the tanks shall ensure and be of such design that in all
other respects the tanks are self supporting and deflections are less than 1/300 of spans with
the tanks filled with water. All such steel if inside the tanks shall have “slotting” of bottom
members to ensure complete drainage.

5.3 LIFTING LUG DESIGN AND LOADOUT

For installation purpose the Tank shall be designed with lifting lugs for lifting and pulling. For
onshore installation (platform fabrication yard) tanks shall be equipped with padeyes for vertical
lifting. For offshore installation (existing platforms) the lugs shall be designed for single point
lift and 100% impact loading. Lugs shall be positioned for a balanced lift. Additional hoisting
requirements or spreader bars shall be part of Supplier's scope of supply. The lifting lugs shall
be subjected to an individual load test of twice the calculated load on the lug. On completion
of the load test each lug shall be subjected to 100% UT and MPI examination.
Lifting lug will be designed using the following criteria:

 calculated weight contingency factor 1.1


 impact lifting factor: 2.0
 a 25-75% split on the lifting loads should be applied to the two diagonals of a 4-sling single
point lift.

6.0 FABRICATION REQUIREMENTS

As defined in referenced specifications.

7.0 MATERIALS

7.1 GENERAL

Materials shall be as indicated on the individual data sheet.

Material certificates shall be supplied for all materials showing all test results required by the
relevant material specification.
All mechanical tests shall be witnessed by the Buyer and/or the Certifying Authority and shall
include certificates, which shall be signed and stamped as witnessed.

7.2 BOLTING

Bolting to pressure containing parts shall be in accordance with the specifications 503 and 524.
Bolts and nuts for structural parts shall be 8.8 or equal and shall be suitably coated except that all
bolts and nuts that are 12 mm in diameter and smaller shall be stainless steel A4.

8.0 INSPECTION, TESTING AND CERTIFICATION

8.1 INSPECTION

Supplier shall give at least 10 days notice to Buyer prior to the start of fabrication, hydrostatic
test and any other inspections, as per the agreed test and inspection plan.
Prior to the inspection of the tank and before coating, all slag, loose scale, dirt, grit, weld spatter,
paint, oil and other foreign matter shall be thoroughly removed so the inspection can be
conducted to the best advantage.
The approval of the work by Buyer's inspector and subsequent release of the Tank for shipment
shall in no way relieve Supplier from the responsibility for carrying out all the provisions of this
specification and/or the fulfilment of the code requirements.
Defect discovered during inspection shall be rectified and repaired to Buyer's satisfaction.
Detailed records of all tests shall be provided and become the property of Buyer.
All inspection and testing shall comply with the requirements of the relevant design code and
Client/Manufacturer standard.

8.2 WELD INSPECTION

All welds shall be visually inspected after completion. Throat thickness of all fillet welds shall be
dimensionally checked.
Stainless steel including all attachment welds shall be 100% checked using dye penetrant.
Carbon steel including all attachment welds shall be 100% checked using MPI.
All duplex and stainless steel welds shall be pickled and passivated.

8.3 TESTING

Hydrostatic testing shall be performed by Supplier in accordance with agreed test and inspection
plan.

A suitable rust inhibitor and wetting agent shall be added to the test water.
When testing tanks with stainless steel materials fresh water should be used. In any cases the
maximum allowable chloride content of the test water shall be 20 ppm. The tell tale holes in the
reinforcing pads shall be left open after testing.

After hydro test the Tank shall be carefully rinsed with chloride free water and dried immediately.
Drying shall consist of wiping dry or air drying the inaccessible area. General hot air drying is not
required.

8.4 NAMEPLATES

A SS 316 nameplate, 3 mm thick, shall be provided with the following minimum information:

 Buyer's equipment title, Purchase Order number and tag number


 Fabrication serial number and year built
 Weight (kg)
 Empty
 Operating

The SS 316 nameplate bracket shall be provided by Supplier and welded to the tanks. The
nameplate shall be securely fixed to this bracket.

Tanks tag number shall also be painted on the tanks itself (on all four sides) with large -
minimum letter height 200 mm - black letters (location to be decided by Buyer).

8.5 CERTIFICATION DOCUMENTS

Supplier shall store in good order all material certificates, fully catalogued and indexed; NDT test
records, mechanical test certificates, welding qualification certificates, heat treatment certificates
and hydrostatic test certificates for a minimum of 5 years after acceptance of the complete and
fully certified tanks by the Buyer.
All certificates are to be available for counter signature by the certification authority nominated by
Buyer.
Copies of all certificates shall be included in the “Data Books”. All Data Books produced shall be
complete and copies submitted to the Buyer for review not later than 2 weeks after the date of
completion of the tests.

Support structure and stiffening, certification to DIN 50049, 2.2 Manufacturers certificate.

9.0 PAINTING AND PREPARATION FOR SHIPMENT

9.1 PAINTING AND PROTECTIVE COATINGS

Painting, protective coatings and the procedures for the preparation of surfaces shall be as
specified in the general painting and coating specification, specification 525 and KIWA
requirements.

9.2 PREPARATION FOR SHIPMENT

All machined surfaces and threaded connections shall be protected by coating with rust
preventative.

Flanged openings shall be protected with steel plate cover attached by proper bolting or
strapping and sealed with a plastic compound.

Screwed connections shall be protected with threaded forged steel plugs.

Supplier shall state in the proposal his recommendations for long term storage (up to 12
months) for both indoor and open air storage in a marine environment.

Top cover, hand hole and vent blinds, shall be installed "as final". Bolting shall be
torqued/tensioned as per specification 502.
