1 INTRODUCTION
The Greater Hyderabad Municipal Corporation (GHMC) is one of the biggest Municipal Corporations in
the country with a geographical extent of 675 Sq Kms. The Old City of Hyderabad forming south of the
River Musi is famous for its Deccani culture and heritage monuments. It comprises about 102.65 Sq Kms,
which is about 15.21% of total geographical extent of GHMC. The GHMC, HMWSSB, Electricity, Health
and other Departments of State Government, which are involved in providing civic amenities have special
focus on maintaining civic infrastructure and improving the quality of urban environment in Old City, as it
is show-cased as a must visit place for any outsider visiting the Hyderabad City. Some of the most iconic
heritage structures including Charminar, Mecca Masjid, High Court and Salarjung museum among others
As such, the overall investment in key infrastructure facilities in Old City since formation of Telangana State
is in tune with the overall vision for Development of Hyderabad City as an inclusive and a World Class City

2 CIVIC INFRASTRUCTURE WORKS IN OLD CITY
Asserting that the State Government is keen on infrastructural development to make Hyderabad a
global city and to provide every amenity to the people, provision of all the Civic Infrastructure works and
their maintenance viz., Roads, Drains, Buildings etc., is being taken care by the concerned departments in
coordination with GHMC duly meeting the provisions made in the budget every year.
The GHMC is divided into 6 Zones for Administrative convenience. Old City is primarily made up
of 8 Assembly constituencies out of which Charminar zone consisting of 6 Assembly constituencies located
to the south of River Musi and the other 2 Assembly constituencies falling in Khairatabad zone north of
Musi. The average annual expenditure on general maintenance of civic amenities (not including capital
works) in GHMC has been singnificantly improved after the formation of Telangana.

3 ROADS
The SRDP is the brainchild of Hon’ble CM to free the Hyderabad City from traffic congestions and to
provide conflict-free corridors on main throughfares. This Flagship Programme of Govt facilitated creation
of such critical road network with massive investment for the first time in the history of Old City.
▪ SRDP Phase-I: One work at RUB at Uppuguda is completed with a cost of Rs.26.35 Crores and 7

3.2 Strategic Road Development Programme Phase - II
▪ SRDP Phase-II proposals for 4 works costing to an amount of Rs.612 Crores are proposed for
sanction
▪ Govt. of Telangana has taken up an innovative program called Comprehensive Road Maintenance
Program (CRMP) in the year 2019 to develop and maintain the arterial roads from end to end in its
Right of Way (ROW) in GHMC limits. Accordingly, Government accorded sanction for Rs.1839

3.4 HRDCL
▪ HRDCL has taken up Special Repairs to the roads in the old city for a total length of 68.52 Km at
a cost of 67.29 Cr. in the years 2018-2020. Construction of Bridge at Begum Bazaar Nala at a cost

The work of Study, Design, Supply, Install, Test, Commission, Operations and Maintenance of City-
wide Unified Traffic Signal Control (ATSC) System which covers O&M of the existing 221 Nos. Traffic
Signals, 155 Nos. new Signals and 98 Nos. Pelican Signals is awarded to M/s IBI Group India Pvt Ltd for
an amount of ₹ 59.86 Cr. The work is under progress and will be completed by December 2021.

3.8 Bridges
Government have recently accorded sanction for construction of 4 bridges, viz., (i) Iconic Pedestrian
Bridge at Afzalgunj, (ii) High Level Bridge connecting Moosarambagh, (iii) High Level Bridge connecting
at Chaderghat, (iv)New Bridges parallel to existing bridge at Attapur, across the river Musi, for an amount
of Rs.143.70 Crores.

One National Highway i.e., Hyderabad – Srisailam Section of NH 765 from Km 4/200 to Km 9/9
(5.6) is passing through the old city of Hyderabad. The above road work was taken up during the period
from 2015-2020 and an amount of Rs.33.56 Crores have been sanctioned and works were completed.

4 CHARMINAR PEDESTRIANISATION PROJECT (CPP)
The Charminar Pedestrianization Project (CPP) had been initiated in 2006-07, aimed to pedestrianize
the precincts surrounding the Charminar in the radius of 220 meters by diverting the vehicular traffic through
two ring roads i.e., Inner Ring Road (IRR) and Outer Ring Road (ORR).

5 NALA WORKS
The State Government have taken priority Nala developmental works in Old City. 40 works
(Remodeling of Murki Nala works taken up starting from Palle Cheruvu to Ali Nagar, Bandlaguda-Kings
Avenue, Gap portions of Aljubail Colony (Hashamabad), Nimrah Colony, Yakuthpura & Azampura and
Nala works taken up at other locations viz., Chota Bridge to Talab Katta, Mustafa Nagar, Sanjay Gandhi
Nagar etc.,) were taken up with a cost of Rs.174 Crores out of which 24 works are completed and total

6 WATER SUPPLY & SEWERAGE WORKS
The State Government with a vision to provide a safe and accessible water supply to all the citizens

6.2 Sewerage Developmental Works
During the period of 2014 to 2021 (till date) i.e. in a period of 7 years, HMWSSB has completed the
balance sewerage strengthening works of Zone-I and Zone-II of Old City. Further, the works pertains to
STPs at Attapur including pumping stations etc are completed. The sewerage extension and improvement
works are taken up to prevent the sewage chockages and overflows in all constituencies.

7 ELECTRICITY AND POWER
7.1 TSSPDCL
In the old city area, the TSSPDCL has spent an amount of Rs.372 crores has been spent for various

8 DIGINITY HOUSING (2BHK) IN OLD CITY
The Two Bedroom (2BHK) Housing programme is a unique dignity Housing Program of

9 SANITATION
GHMC has engaged dedicated agencies at tourist places for effective sanitation round the clock at

10 OTHER DEVELOPMENTAL WORKS IN OLD CITY
Stadium works at Bandlaguda Khalsa, Sports Complex works at Katedan and Football stadium at
Barkas (shifted to Falaknuma) and Convention cum sports facility at Khilwath and Sports centre at
Shastripuram with a cost of Rs.50 Crores are under progress. Expenditure incurred Rs.19 Crores.
The objective of Annapurna Food Scheme is to provide affordable and hygienic food comprising of
Rice(400 gms), Sambar(100gms), Sabji(100gms) & Pickle(one spoon) to all walks of people. The GHMC
has started the initiative in the year 2014 and before lockdown it is being implemented in about (150) centres

10.5 Street Vendors Scheme in the Old City
So far 38499 No. of street vendors have been identified in which Identity Cards have been issued to

11 HEALTH FACILITIES
A three-tier system for delivering quality primary, secondary and tertiary heath care services to the
old city being provided. Public health services have been delivered through teaching hospital (Osmania
general hospital), 8 Maternity Hospitals, 3 Area hospitals, 7 Community health centers (CHCs), 50 Urban
primary health centers, 84 Basthi Dawakhanas, 4 Mini Hubs with Ultrasound/X-Ray/ECG services, with
telemedicine services.
▪ UPHCs in old city provide OPD services. Since 2015 to September, 2021, approximately 55,07,420
OPD services have been provided through all 50 urban primary health centers situated in the old
▪ Diagnostic services are provided through a network of 4 mini diagnostic hubs. 52 diagnostic
services viz., pathological, microbiological / radiological investigations etc, are also available in
these hubs.
▪ Speciality services like telemedicine (consultation by specialist doctors virtually), evening clinics
by specialist, etc. are delivered in these centers, apart from treating and distributing free medicines
▪ As a part of Maternal and Child Health (MCH) services, since June, 2017 to April,2021, a total of
3,59,338 institutional deliveries took place in both private and government hospitals out of which
a total of 2,45,773 deliveries in Government hospitals have been reported and that comes around
68.39%. So far 1,59,930 KCR Kits have been distributed to eligible beneficiaries and around
Rs.88.00 crore have been paid to them under KCR Kit programme.

11.2 Basthi Dawakhana
Basthi Dawakhanas (Health and Wellness Centers) in GHMC limits were established to meet health
care needs of the urban population with the focus on urban poor, by making available to them essential
primary health care services and reducing their out of pocket expenses for treatment.
Basthi Dawakhnas play vital role in delivering health care services in old city. 84 Basthi Dawakhanas
are established since April 2018 till September 2021, as a new initiative for the benefit of old city population
@10,000 population. Basthi Dawakhanas are easily accessible to the people to avail preventive and curative
The services in the Basthi Dawakhanas are OPD Consultation, Tele consultation, Basic lab diagnosis,
Treatment of acute simple illness, immunization services, Antenatal and postnatal care, Family Planning,
Screening for anaemia, no communicable diseases such as BP, Blood Sugar, Cancer health promotion
activities.

12 METRO RAIL CONNECTIVITY IN OLD CITY
The completed and operational Metro Rail network covers Nampally, MJ Market, Jambagh,
Kothi, Sultan Bazar, Imliban, Malakpet, Moosarambagh and Chadarghat areas of Old city. MGBS, which is
the biggest interchange station of the Project and one of the largest Metro stations of Asia is in the Old city.
However, Metro Rail works in a 5.5 km stretch from MGBS to Falaknuma in Old city could
not be taken up along with the rest of the Project due to various reasons, including non availability of the
required Right of Way in the narrow roads with many bottlenecks due to presence of several

thoroughly surveyed for construction of Metro Rail. A total of 93 religious structures (21 Masjids, 12

handed over to the Concessionaire for a long time, and the Project experienced substantial time and cost
over runs, the Concessionaire indicated it’s inability to execute the Project works in this 5.5 km stretch; and
sought Government’s help to mitigate the losses being incurred by the Project. Accordingly, a High Power
Committee has recently been appointed to make recommendations to the Government for resolving the

Out of total of 763 Govt., Schools in Hyderabad having 127781 students, 493 schools are located

In order to give focused attention to heritage and specific developmental works aimed at reinventing
the glory of old city, the Government has reoriented the Quli Qutub Shah Urban Development Authority

15 HERITAGE AND IMPORTANT MONUMENTS
The MJ market building constructed in the year 1935 is having a built-up area of 40390 Sft with a
central courtyard area about 36700 Sft. The building is situated in an area of 1.77 acres. Constructed in a

As per the MoU entered between Department of Heritage Telangana, Quli Qutub Shah Urban
Development Authority and M/s Aga Khan Trust for Culture the Conservation works to the structures of
Qutb Shahi Tombs was taken up by the M/s Aga Khan Foundation with their own source of funds and are
nearing completion.
At the Qutb Shahi Heritage Park, the Aga Khan Trust for Culture in partnership with the Government
of Telangana has carried out the conservation of over 50 monuments since 2013 and landscape restoration
of over 40 acres, efforts are now underway to integrate the Deccan Park managed by the Quli Qutb Shah
Urban Development Authority with the tomb complex to enhance visitor experience. Together with
Charminar and Golconda Fort, the Qutb Shahi tombs are to be nominated for UNESCO World Heritage
Status. Towards this objective a world class Interpretation Centre is presently being built to show case the
Qutb Shahi era and monuments of Hyderabad by December, 2024. All 100 monuments in the complex will
be conserved, the entire 103 acres landscaped and visitor facilities created.

15.3 Mir Alam Mandi
The historic Mir Alam Mandi which date backs to 200 years old which stands in the center of old
city an epitome of a glorious past, the kaman which at the entrance of the market was erected during the
Nizam era.

Supply, Installation, Testing and Commissioning of Water Fountain with multimedia music dancing lighting
at Miralam Tank, Charminar Zone, Hyderabad and annual maintenance for (5) years for an amount: Rs.2.55

The details of the works taken up by Department of Heritage Telangana are as detailed below :-
▪ Government vide G.O.Rt.No.11, dated 21.01.2017, The Minorities Welfare Department has
sanctioned an amount of Rs. 848 Lakhs for attending Conservation/ Restoration works to the
Makkah Masjid Main Structure and other structures located in the premises. These works were
entrusted to the Department of Heritage Telangana for execution and All the Conservation works
▪ The details of the works take up at the following places with the funds provide by the Minorities
a) Sanction of GIA for Renovation, Restoration and Construction of Dargah Hazrath Syed
Shah Raju Hussaini (Rh.), situated at Outside Fateh Darwaza, Misrigunj,
Hyderabad
b) Sanction of Grant in Aid for renovation and maintenance to Ashoorkhana Aza khana
Zehra, Darushifa, Hyderabad
d) Sanction of Grant-in-aid for Repair / restoration works of the Dargah Syed Sultan Shah
Baba (R.A), Ring Road, Maruthi Nagar, Om Nagar, Karwan Constituency,
Hyderabad District.
f) Sanction of Grant in Aid for Repairs and Maintenance of Jamia Masjid, Amberpet,
Hyderabad.
g) Water proofing of Roof (Lime Work) & repairs of clock etc., to Aza Khana Zehre,
Darushifa, Hyderabad.

As per the MoU entered between Department of Heritage Telangana, Quli Qutub Shah Urban
Development Authority and M/s Aga Khan Trust for Culture the Conservation works to the structures of
Qutb Shahi Tombs was taken up by the M/s Aga Khan Foundation with their own source of funds and are
nearing completion.
Further, an amount of Rs.9689.90 lakhs was sanctioned by the Government of India under Swadesh
▪ Landscaping works and Construction of Interpretation Centre (Museum) at Qutb Shahi Tombs and
▪ Tourism Infrastructure developmental works at Hayath Bakshi Begum Mosque at Hayathnagar and

16.2 Developmental Activities undertaken by the TSTDC in Old City of
TSTDC Renovated and upgraded tourism facilities at Taramati Baradari Cultural Complex in the year 2015-
2016 and 2016-2017. Under the “Integrated Development of Heritage Circuit” project, TSTDC has
undertaken the Developmental works with an estimated amount of Rs.96.89 Crores in the year 2017-18 in

programmes in Old City has witnessed a fourfold increase in the period 2014-20 vis-a-vis
the preceding ten year period of 2004-14. The Old City has received it's due share in all
developmental perspectives and Flagship programmes that have been initiated by the State
Govt with a vision to transform Hyderabad as a truly Global City through programmes like
SRDP, CRMP, HRDCL. 2BHK, etc. The emphasis was not only on creation of infrastructure
facilities, but also equally on preservation and restoration of the unique cultural glory of Old
City.
