1 INTRODUCTION

The Greater Hyderabad Municipal Corporation (GHMC) is one of the biggest Municipal Corporations in

the country with a geographical extent of 675 Sq Kms. The Old City of Hyderabad forming south of the

River Musi is famous for its Deccani culture and heritage monuments. It comprises about 102.65 Sq Kms,

which is about 15.21% of total geographical extent of GHMC. The GHMC, HMWSSB, Electricity, Health

and other Departments of State Government, which are involved in providing civic amenities have special

focus on maintaining civic infrastructure and improving the quality of urban environment in Old City, as it

is show-cased as a must visit place for any outsider visiting the Hyderabad City. Some of the most iconic

heritage structures including Charminar, Mecca Masjid, High Court and Salarjung museum among others

are in the Old City area

As such, the overall investment in key infrastructure facilities in Old City since formation of Telangana State

is in tune with the overall vision for Development of Hyderabad City as an inclusive and a World Class City

Asserting that the State Government is keen on infrastructural development to make Hyderabad a

global city and to provide every amenity to the people, provision of all the Civic Infrastructure works and

their maintenance viz., Roads, Drains, Buildings etc., is being taken care by the concerned departments in

coordination with GHMC duly meeting the provisions made in the budget every year.

The GHMC is divided into 6 Zones for Administrative convenience. Old City is primarily made up

of 8 Assembly constituencies out of which Charminar zone consisting of 6 Assembly constituencies located

to the south of River Musi and the other 2 Assembly constituencies falling in Khairatabad zone north of

Musi. The average annual expenditure on general maintenance of civic amenities (not including capital

works) in GHMC has been singnificantly improved after the formation of Telangana.

3 ROADS

3.1 Strategic Road Development Programme Phase - I

The SRDP is the brainchild of Hon’ble CM to free the Hyderabad City from traffic congestions and to

provide conflict-free corridors on main throughfares. This Flagship Programme of Govt facilitated creation

of such critical road network with massive investment for the first time in the history of Old City.

▪ SRDP Phase-I: One work at RUB at Uppuguda is completed with a cost of Rs.26.35 Crores and 7

works with a cost of Rs.1545 Crores are in progress at 1) Owaisi Hospital Junction, 2) Bahadurpura

junction, 3) Grade Separator at Chandrayanagutta Junction, 4) Nalgonda X Roads to Owaisi

Junction, 5) Road Over Bridge at Falaknuma, 6) Road Over Bridge at Shastripuram road, 7) Fly

over from Aramgarh to Zoo Park). Expenditure incurred Rs.452 Crores.

3.2 Strategic Road Development Programme Phase - II

3.3 Comprehensive Road Maintenance Program (CRMP)

▪ Govt. of Telangana has taken up an innovative program called Comprehensive Road Maintenance

Program (CRMP) in the year 2019 to develop and maintain the arterial roads from end to end in its

Right of Way (ROW) in GHMC limits. Accordingly, Government accorded sanction for Rs.1839

Cr in 7 packages towards maintenance of Arterial roads of length 709.49 Km for 5 years.

▪ The maintenance of main roads in old city under Charminar zone is allotted to M. Venkata Rao

Infra Projects Pvt. Ltd. and maintenance of main roads under Nampally and Karwan assembly

constituencies is allotted to KNR Constructions Ltd.

▪ A total of 154 km of main roads is being maintained in old city limits out of which up till now

113.32 km is re-carpeted including maintenance of footpaths, central median, kerb painting, lane

marking, sweeping (by m/c) and greenery maintenance and further re-carpeting is in progress.

The expenditure incurred till date is Rs. 118.06 Cr.

3.4 HRDCL

▪ HRDCL has taken up Special Repairs to the roads in the old city for a total length of 68.52 Km at

a cost of 67.29 Cr. in the years 2018-2020. Construction of Bridge at Begum Bazaar Nala at a cost

of 4.25 Cr was taken up and completed.

▪ The Widening of Malakpet RUB along with approach roads at a cost of 18.14 Cr has been taken up

and for RUB portion Rs. 10.51 Cr. deposited with the Railway authorities, and they have called

tenders for the main work of RUB. The electrical and water utility shifting is in progress. On

approaches to RUB, HRDCL has taken up widening of road by laying slab over Murki Nala at a

cost of Rs. 3 Cr. (60% work completed).

3.5 Road Widening

Since the formation of Telangana in 2014, there was renewed emphasis on road development works in the

Old City of Hyderabad. As a result, the Land Acquisition for various developmental activities, i.e., Projects,

Road widening, SRDP and for the Charminar Pedestrianisation Projects, etc., have received major increase

in financial allocation paving the way for resolving some long pending issues and bringing a perceptible

change in these activities in the Old City.

For Projects (Land Acquisition)

▪ Since the formation of Telangana an amount of Rs 327.65 crores spent towards land acquisition for

12 number of flyovers/RUBs/ROBs and further an amount of Rs 166.35 crores will be spent during

current financial year. (Total will become Rs. 494.00 Crores)

For General Roads (Land Acquisition)

▪ From 2014 to till date: An amount of Rs 250 crores spent towards acquisition of land for

widening of 40 roads in old city.

▪ Out of 40 roads taken up, 6 roads are completed and 21 are advanced stage of progress and

remaining 13 are being initiated.

For Charminar Pedestrianization Project / Heritage (Land Acquisition)

▪ From 2014 to till date: An amount of Rs 30.00 crores spent towards acquisition of land for widening

of 5 roads. Further an amount of Rs.33.00 crores will be spent towards road widening and other

heritage works under CPP during the financial year.

Funding Pattern for Road Widening in Old City

▪ In order to expedite the road widening works in old city, 15 important road widening works are

included under SRDP funding pattern with an estimated cost of Rs 117.61 crores so as to have

dedicated funds for land acquisition.

▪ In addition to the above, in the sanctioned budget of GHMC for the year 2021-22, an amount of Rs

600 crores allocated exclusively towards land acquisition for widening of roads in GHMC.

Additional Road Widening proposed under SRDP funding: -

▪ 9 General road widening works are included under SRDP so as to have dedicated funds for the said

roads:

1. Vazeer Ali Mosque to Hussainalam via Doodhbowli,

2. Himmathpura to Fathedarwaza chandulal Baradari Junction,

3. Tippu Khan Mosque to Purani Haveli,

4. Aza Khana Zehra to Daira Mir Momin,

5. Old Chatrinaka PS to Mahakari Temple,

6. Bandlaguda to Errakunta Junction,

7. Chandrayangutta to Pillidarga via Barajgutta,

8. Zohra Bee Dargha,

9. Ingress and Egress to the Indoor Stadium at Katedan (V), Rajendranagar Mandal, Ranga

Reddy District.

CPP Road Widening works included under SRDP funding

3.6 Road Works (Regular Works)

In addition to SRDP infrastructure road works, additionally with a cost of Rs.63 Crores are under

progress at Hafeez Baba Nagar (Church gate to Diamond Restaurant), Chandrayangutta to pilli Dargah,

Recarpeting works in Chandrayangutta Constituency, Hafeez Baba Nagar C Block to DRDO compound

wall, Zohrabee Dargah to Habeeb Nagar (Ch.0 to 1370), Habeeb Nagar to DRDL (via Rakshapuram),

Doodhbowli Police Station to Hussaini Alam, Morning Star café to Rein Bazar Chaman, Vazir Ali Mosque

to Doodhbowli Police Station, Himmatpura to Fathehdarwaza junction, Fathehdarwaza to Chandulalbaradari

Junction and near water reservoir Shastripuram.

3.7 Traffic Junctions

The work of Study, Design, Supply, Install, Test, Commission, Operations and Maintenance of City-

wide Unified Traffic Signal Control (ATSC) System which covers O&M of the existing 221 Nos. Traffic

Signals, 155 Nos. new Signals and 98 Nos. Pelican Signals is awarded to M/s IBI Group India Pvt Ltd for

an amount of ₹ 59.86 Cr. The work is under progress and will be completed by December 2021.

There are 44 Nos. New ATSC signals, 26 Nos. New pelican signals and O&M of 59 Nos. existing

signals in the Old City.

3.8 Bridges

Government have recently accorded sanction for construction of 4 bridges, viz., (i) Iconic Pedestrian

Bridge at Afzalgunj, (ii) High Level Bridge connecting Moosarambagh, (iii) High Level Bridge connecting

at Chaderghat, (iv)New Bridges parallel to existing bridge at Attapur, across the river Musi, for an amount

of Rs.143.70 Crores.

3.9 R&B Department:

One National Highway i.e., Hyderabad – Srisailam Section of NH 765 from Km 4/200 to Km 9/9

(5.6) is passing through the old city of Hyderabad. The above road work was taken up during the period

from 2015-2020 and an amount of Rs.33.56 Crores have been sanctioned and works were completed.

4 CHARMINAR PEDESTRIANISATION PROJECT (CPP)

The Charminar Pedestrianization Project (CPP) had been initiated in 2006-07, aimed to pedestrianize

the precincts surrounding the Charminar in the radius of 220 meters by diverting the vehicular traffic through

two ring roads i.e., Inner Ring Road (IRR) and Outer Ring Road (ORR).

From 2014 to till date: The following works have been taken up with an estimated cost of Rs.30.69 Crores

▪ Granite Pavement at Laad Bazar

▪ Granite Pavement at Mecca Masjid

▪ Granite pavement around Charminar buffer zone

▪ Street Scaping from Madina to Pathergatti

▪ Construction of ducts

▪ Slip Roads at Mitta ka Sheir, Kali Kaman Road, Traffic Police Station, BSNL Road, Mezzonine

Camp

▪ Providing Bollards

▪ Barricading around Charminar for no hawkers zone

▪ FACAD development in Laad Bazar

▪ FACAD development in Pathergatti

Heritage works under CPP

▪ As part of CPP Project, restoration works of Heritage structures have been completed such as

restoration work of Ashoor Khana Hussaini Alam and conservation and renovation of Clock Tower

at Chowk worth Rs.1.30 crores.

5 NALA WORKS

5.1 Nala Works

The State Government have taken priority Nala developmental works in Old City. 40 works

(Remodeling of Murki Nala works taken up starting from Palle Cheruvu to Ali Nagar, Bandlaguda-Kings

Avenue, Gap portions of Aljubail Colony (Hashamabad), Nimrah Colony, Yakuthpura & Azampura and

Nala works taken up at other locations viz., Chota Bridge to Talab Katta, Mustafa Nagar, Sanjay Gandhi

Nagar etc.,) were taken up with a cost of Rs.174 Crores out of which 24 works are completed and total

expenditure incurred Rs.93 Crores.

Major Achievements

▪ 8 Km length of Murki Nala has been completed out of 10 Km and balance of 2 Km is under progress

▪ 9 Bottle Neck works were completed: Areas at Nawabkunta, Katedan, Limra Colony, Akbar Nagar,

Shivaji Nagar

▪ Two major water stagnation works at pillar No.191 to Moosi River, got sanctioned and works under

progress

▪ 16 Nos - Nala works sanctioned (under GHMC Project Wing) costing Rs.261 Crores are under

tender stage, will be taken up along with SNDP Works.

5.2 Nala Works (SNDP)

After witnessing a massive cloud burst in October 2020, the Government vide G.O.Rt.No.570, MA & UD

(GHMC- II) Dept, dt.02-11-2020 had established a Strategic Nala Development Programme (SNDP) a

dedicated project wing to plan, develop and maintain comprehensive storm water drainage/nala system for

Hyderabad Urban Agglomeration area as an exclusive wing.

▪ Accordingly, Government accorded administrative sanction for short term plan works for

Rs.858.00Crore vide G.O.Rt.No.286, MA&UD (GHMC-II) Dept, dt.06-04-2021 for improvement

of storm water drainage in Hyderabad Urban Agglomeration (HUA) under SNDP.

▪ Out of total SNDP works, 10 works at a cost of Rs.185.87 crores are being taken up in Old city.

The SNDP is taking up all together total Rs 447.52 Crs (185.87 Cr. + 261 Cr.) works falling

in Old City and these works are under procurement stage.

6 WATER SUPPLY & SEWERAGE WORKS

The State Government with a vision to provide a safe and accessible water supply to all the citizens

through 100 % household connections and a special focus on Hyderabad.

6.1 Water Supply Developmental Works

During the period 2014 to 2021 (till date) i.e. in a period of 7 years, HMWSSB has implemented the

various water supply projects such as completion of Krishna Phase-III Project & Godavari Phase-I Project

by resolving all the bottlenecks pending with the Government of India Departments such as Railways,

Defence, and Forest and successfully completed the projects and increased the water supplies to the Old

City areas covering the 8 Constituencies from the above 2 projects.

▪ The strengthening of water supply network project taken up in 7 zones including construction of

reservoirs balance works are also successfully completed, commissioned and put the entire

infrastructure into operational.

▪ The regular extension and improvement works are taken up in all constituencies of Old City to

attend the water supply pollution problems are also taken up and implemented in each constituency.

▪ The total expenditure on water supply planned schemes (proportionate costs) and the regular

extension and improvement works implemented in the Old City Constituencies works out to

▪ Rs.1082 Crores during the 7 years period i.e. 2014 to 2021 (till date).

6.2 Sewerage Developmental Works

During the period of 2014 to 2021 (till date) i.e. in a period of 7 years, HMWSSB has completed the

balance sewerage strengthening works of Zone-I and Zone-II of Old City. Further, the works pertains to

STPs at Attapur including pumping stations etc are completed. The sewerage extension and improvement

works are taken up to prevent the sewage chockages and overflows in all constituencies.

The total expenditure on sewerage planned schemes and extension and improvement works

implemented in the Old City Constituencies works out to Rs.445.20 Crores.

6.3 Sanctioned Projects during 2021

The sewerage projects for strengthening of sewerage network for Zone-III areas covering Karwan &

Nampally Constituencies is sanctioned at a cost of Rs.297 Crores which is under grounding stage.

The STPs Projects at South of Musi to establish major 6 STPs at a cost of Rs.1355 Crores and STPs

project at North of Musi at a cost of Rs.615 Crores (proportionate) were also sanctioned for implementation.

The total sanctioned sewerage projects are amounting to Rs.2267 Crores.

Thus the total expenditure on water supply and sewerage planned schemes and regular extension and

improvement works taken up and implemented during 2014 to 2021 (till date) and sanctioned projects are

amounting Rs.3794 Crores for the Old City.

The total water supply in Old City limits have been increased by adding 30 MGD and presently being

provided on average of 130 MGD to the Old City Divisions of O&M Division. No: I, II, III & IV .

7 ELECTRICITY AND POWER

7.1 TSSPDCL

In the old city area, the TSSPDCL has spent an amount of Rs.372 crores has been spent for various

works. These include:

▪ Laying 33/11 KV sub-station - 91 crores

▪ 33KV Underground cables Rs, 63 crores

▪ LT line & LT reconductoring 62 crores

7.2 Implementation of LED Street Lighting Project

Entered agreement with EESL for Replacement with LED fittings on 29.05.2017 with CCMS and

Maintenance for a period of 7 years.

Replaced 1,44,696 Nos Conventional fittings with LED fittings in the Old City limits lead to saving of 23.45

MU units & saving of Rs. 16.12 crores in CC bills.

In addition, 26,121 Nos. New LED fittings are installed in Old City Assembly constituencies, i.e.

Charminar, Malakpet, Chandrayangutta, Bahadurpura, Goshamahal, Nampally, Mehdipatnam and Karwan

from 2018 to present.

The Two Bedroom (2BHK) Housing programme is a unique dignity Housing Program of

Government of Telangana by giving 2BHK units at free of cost to the shelter-less poor people living below

Poverty Line (BPL).

In this regard the Government have taken up a total of 1,00,000 houses by GHMC with a total project

outlay of Rs.8,598.58 crores spread over in Hyderabad, Ranga Reddy, Medchal & Sanga Reddy Districts.

These Housing projects are being taken up in 111 locations i.e. 40 existing In-situ slums & in 71 Government

vacant lands.

In old city, GHMC has taken up construction of 15,897 2BHK dwelling units at 23 locations in

Yakutpura. Malakpet, Goshamahal. Chandrayangutta, Maheshwaram, Rajendranagar, Bahadurpura.

Nampally and Karwan constituencies. Out of the above said 15,897 DUs, 4744 Dus at 10 locations are

completed and 1,031 Dus are handed over to the beneficiaries.

9 SANITATION

9.1 Special Sanitation at Tourist Places

GHMC has engaged dedicated agencies at tourist places for effective sanitation round the clock at

the following places in Old City

▪ Charminar

▪ Chowmohalla Palace

▪ Madina

▪ Mecca Masjid

▪ Salar Jung Museum

9.2 Secondary Collection & Transfer Points (SCTPS)

The GHMC is establishing decentralized Municipal Solid Waste (MSW) handling stations named as

Secondary Collection & Transfer Points (SCTPs) in GHMC area

4 SCTPs and one Transfer stations (upgraded/ mechanized) are catering to the old city in GHMC

limits and also 11 Refuse Compactor Vehicles (RCV) with Tipcart system which also serve the purpose

same as SCTPs are being deployed in Old City.

9.3 Swachh Auto Tippers

Starting in the year 2015-16, GHMC started introducing a total of 2500 Swachh Auto tippers (SAT)

in phased manner for collection of Municipal Solid Waste (MSW) from the household. Introduction of these

SATs led to increase of waste collection efficiency.


Further, 1350 additional SATs are also under procurement.The No. of SATs allotted in Old City

during 2015-2017 are 508 and No. of SATs allotted in 2020-2021 are 208. No. of SATs proposed for

allotment for the year 2021-22 are 497. The total SATs are 1,213.

10 OTHER DEVELOPMENTAL WORKS IN OLD CITY

10.1 Sports Complexes/ Swimming Pools

Stadium works at Bandlaguda Khalsa, Sports Complex works at Katedan and Football stadium at

Barkas (shifted to Falaknuma) and Convention cum sports facility at Khilwath and Sports centre at

Shastripuram with a cost of Rs.50 Crores are under progress. Expenditure incurred Rs.19 Crores.

10.2 Annapurna Meals

The objective of Annapurna Food Scheme is to provide affordable and hygienic food comprising of

Rice(400 gms), Sambar(100gms), Sabji(100gms) & Pickle(one spoon) to all walks of people. The GHMC

has started the initiative in the year 2014 and before lockdown it is being implemented in about (150) centres

providing above 35,000 lunches per day.

In the Old City Limits there are total 48 centres serving around 2 Crore beneficiaries till date. During

the FIRST LOCKDOWN period, the Annapurna Meals were supplied totally free of cost in GHMC limits.

Further, a decision has been taken to establish Seating Annapurna canteens for convenient of the

public. In the first instance, (32) locations have been identified at each of the Circle of GHMC to establish

“Seating Annapurna Canteens” including 9 locations in the old city.

10.3 Construction of Auditorium

Construction of auditorium in the premises of Jamai Nizamia campus at Hussaini Alam and also

multipurpose complex at Anees ul Gurbha model complex, Nampally with an amount of Rs.53.50 Crores

during the period 2015-2018.

10.4 Night Shelters:

Construction of night shelters at 5 Hospitals viz., Osmania General Hospital, ENT, Niloufer,

Mahaveer, & Nampally Area Hospitals with a cost of Rs.13 Cr are completed.

10.5 Street Vendors Scheme in the Old City

So far 38499 No. of street vendors have been identified in which Identity Cards have been issued to

38170 street vendors in 8 constituencies of Old City.

Under special micro credit scheme by providing working capital of Rs.10,000/- per street vendor

under “PMSVA NIDHI”. As on today 11,589 Loan applications have been forwarded to banks in which

loans @ Rs.10,000/- has been sanctioned and totally loans have been sanctioned to 11246 no.s to the tune

of Rs.112.46 lakhs and the balance are under process.

11 HEALTH FACILITIES

11.1 Health Services

A three-tier system for delivering quality primary, secondary and tertiary heath care services to the

old city being provided. Public health services have been delivered through teaching hospital (Osmania

general hospital), 8 Maternity Hospitals, 3 Area hospitals, 7 Community health centers (CHCs), 50 Urban

primary health centers, 84 Basthi Dawakhanas, 4 Mini Hubs with Ultrasound/X-Ray/ECG services, with

telemedicine services.

▪ UPHCs in old city provide OPD services. Since 2015 to September, 2021, approximately 55,07,420

OPD services have been provided through all 50 urban primary health centers situated in the old

city (60 people per UPHC per day).

▪ Diagnostic services are provided through a network of 4 mini diagnostic hubs. 52 diagnostic

services viz., pathological, microbiological / radiological investigations etc, are also available in

these hubs.

▪ Speciality services like telemedicine (consultation by specialist doctors virtually), evening clinics

by specialist, etc. are delivered in these centers, apart from treating and distributing free medicines

at the doorstep of the patients with common non-communicable diseases.

▪ As a part of Maternal and Child Health (MCH) services, since June, 2017 to April,2021, a total of

3,59,338 institutional deliveries took place in both private and government hospitals out of which

a total of 2,45,773 deliveries in Government hospitals have been reported and that comes around

68.39%. So far 1,59,930 KCR Kits have been distributed to eligible beneficiaries and around

Rs.88.00 crore have been paid to them under KCR Kit programme.

11.2 Basthi Dawakhana

Basthi Dawakhanas (Health and Wellness Centers) in GHMC limits were established to meet health

care needs of the urban population with the focus on urban poor, by making available to them essential

primary health care services and reducing their out of pocket expenses for treatment.

Basthi Dawakhnas play vital role in delivering health care services in old city. 84 Basthi Dawakhanas

are established since April 2018 till September 2021, as a new initiative for the benefit of old city population

@10,000 population. Basthi Dawakhanas are easily accessible to the people to avail preventive and curative

services free of cost

The services in the Basthi Dawakhanas are OPD Consultation, Tele consultation, Basic lab diagnosis,

Treatment of acute simple illness, immunization services, Antenatal and postnatal care, Family Planning,

Screening for anaemia, no communicable diseases such as BP, Blood Sugar, Cancer health promotion

activities.

12 METRO RAIL CONNECTIVITY IN OLD CITY

The completed and operational Metro Rail network covers Nampally, MJ Market, Jambagh,

Kothi, Sultan Bazar, Imliban, Malakpet, Moosarambagh and Chadarghat areas of Old city. MGBS, which is

the biggest interchange station of the Project and one of the largest Metro stations of Asia is in the Old city.

However, Metro Rail works in a 5.5 km stretch from MGBS to Falaknuma in Old city could

not be taken up along with the rest of the Project due to various reasons, including non availability of the

required Right of Way in the narrow roads with many bottlenecks due to presence of several

religious/sensitive structures and heritage structures in this stretch.

After the Public Representatives of the area consented to the original alignment, it was

thoroughly surveyed for construction of Metro Rail. A total of 93 religious structures (21 Masjids, 12

Temples, 12 Ashoorkhanas, 33 Dargahs, 7 Graveyards, 6 Chillas and 2 other religious community structures)

and 8 Heritage structures were found to be getting affected. However, through engineering redesign, HMRL

could reduce the number of affected structures to 6 Masjids, 2 Temples and 10 small structures. Further

efforts are being made to save even these structures through engineering solutions.

Unfortunately the outbreak of Covid19 pandemic badly hit the finances of the Metro project

and the initiation of Metro works in the Old city. Further, as the required Right of Way (RoW) could not be

handed over to the Concessionaire for a long time, and the Project experienced substantial time and cost

over runs, the Concessionaire indicated it’s inability to execute the Project works in this 5.5 km stretch; and

sought Government’s help to mitigate the losses being incurred by the Project. Accordingly, a High Power

Committee has recently been appointed to make recommendations to the Government for resolving the

problems and finding an amicable solution.

In general, a road width of 100 ft is required for construction of Metro Rail viaduct and about

120 ft at station locations. However, the Public Representatives of the area will be consulted before

undertaking the required road widening in view of the presence of several religious/sensitive structures on

both sides and in some cases in the middle of the present narrow road. Management of traffic here during

the construction period is going to be a challenge.

13 DEVELOPMENTAL ACTIVITIES IN EDUCATION DEPARTMENT

IN OLD CITY

Out of total of 763 Govt., Schools in Hyderabad having 127781 students, 493 schools are located

in old city with an enrolment of 75648. All the 75,648 children’s are benefiting every year in old city with

the following schemes:

o Two pairs of Uniforms, Free Textbooks are providing to the Govt. school children every

year

o Grants are providing to the all Govt. schools every year to meet expenditure on minimum

needs like stationery, sanitary items, State and National functions, electricity, major and

minor repairs etc.

o Grants are providing to School Complexes and Mandals for conduct of regular review

meetings, teacher trainings, electricity and internet facility etc.

o Health and Hygiene Kits were distributed to 7th to 10th class Girls Child in the Government

Schools in the year 2019.

o K-Yans(Projectors for digital education) were distributed to 181 high schools in the districts

with an amount of Rs.135.75 lakhs.

o Madrasas were supported by Samagra Shiksha to impart formal education by providing

servicers of Vidya Volunteers, Free text books and Mid-Day Meals.

14 QQSUDA

In order to give focused attention to heritage and specific developmental works aimed at reinventing

the glory of old city, the Government has reoriented the Quli Qutub Shah Urban Development Authority

(QQSUDA) by entrusting following specific works vide Govt Memo No.353/MA&UD/Peshi, Dated

10.08.2021:

o Charminar Pedestrian Project (CPP);

o Lad Bazar Pedestrian Project;

o Pathergatti Pedestrian Pr

o Restoration and Development of Sardar Mahal;

o Redevelopment of Murgi Chowk;

o Revamping Miramlam Mandi;

o Development, protection and rejuvenation of Miralam Tank; and

o To take up conservation and restoration of heritage structures in Old City.

This has done to give a dedicated focus and urgency in restoration of these specific structures

which in the process will not only restore the glory of old city but will also attract tourism in a big way.

15 HERITAGE AND IMPORTANT MONUMENTS

15.1 Mozzamjahi Market Hyderabad

The MJ market building constructed in the year 1935 is having a built-up area of 40390 Sft with a

central courtyard area about 36700 Sft. The building is situated in an area of 1.77 acres. Constructed in a

style of high domed huge clock tower and Minars on the both sides. The construction and restoration of MJ

Market was taken up at a cost of 15 Crores.

Further, the Design, supply, installation and commissioning of Decorative, Facade LED lights and

annual maintenance for (5) years at Mozamjahi Market by M/s Meena Bazaar Extension for an amount: Rs.

1.44 Cr.

15.2 Qutub Shahi Tombs

As per the MoU entered between Department of Heritage Telangana, Quli Qutub Shah Urban

Development Authority and M/s Aga Khan Trust for Culture the Conservation works to the structures of

Qutb Shahi Tombs was taken up by the M/s Aga Khan Foundation with their own source of funds and are

nearing completion.

At the Qutb Shahi Heritage Park, the Aga Khan Trust for Culture in partnership with the Government

of Telangana has carried out the conservation of over 50 monuments since 2013 and landscape restoration

of over 40 acres, efforts are now underway to integrate the Deccan Park managed by the Quli Qutb Shah

Urban Development Authority with the tomb complex to enhance visitor experience. Together with

Charminar and Golconda Fort, the Qutb Shahi tombs are to be nominated for UNESCO World Heritage

Status. Towards this objective a world class Interpretation Centre is presently being built to show case the

Qutb Shahi era and monuments of Hyderabad by December, 2024. All 100 monuments in the complex will

be conserved, the entire 103 acres landscaped and visitor facilities created.

15.3 Mir Alam Mandi

The historic Mir Alam Mandi which date backs to 200 years old which stands in the center of old

city an epitome of a glorious past, the kaman which at the entrance of the market was erected during the

Nizam era.

Extent of the Market is 1.6 Acres (as per the records of marketing committee). No.of Wholesale

outlets are 54. No.of Retail outlets-400 (approximately). At present the entire market is under the purview

of Agricultural Market Committee.

In order to restore and repair the historic Market, Special Chief Secretary to Govt., MA&UD Deptt.,

along with M.P., Hyderabad visited the Market and also longwith GHMC officials and the plans are under

going to take up the restoration.

15.4 Mir Alam Tank

The Government of Telangana has accorded administrative sanction for the subject work of

“Restoration & Comprehensive Development of (19) Urban Lakes in Hyderabad, Medchal, Rangareddy

Districts”. Under Mission Kakatiya Phase-IV.

The Government has taken prestigious Mission Kakatiya Phase –IV programme in urban lakes in

Hyderabad, Rangareddy and Medchel Malkajgiri districts . Mir Alam tank is one of them. The works taken

up in this program are diversion of sewage entering into the lake and formation of ring bund, laying of

walking and cycling tracks and other beautification works.

Musical dance lighting fountain at Miralam Tank: Entered agreement on 29.12.2020 for Design,

Supply, Installation, Testing and Commissioning of Water Fountain with multimedia music dancing lighting

at Miralam Tank, Charminar Zone, Hyderabad and annual maintenance for (5) years for an amount: Rs.2.55

Cr. and the works are under progress.

16 DEPARTMENT OF TOURISM

16.1 Heritage In Telangana

The details of the works taken up by Department of Heritage Telangana are as detailed below :-

▪ Government vide G.O.Rt.No.11, dated 21.01.2017, The Minorities Welfare Department has

sanctioned an amount of Rs. 848 Lakhs for attending Conservation/ Restoration works to the

Makkah Masjid Main Structure and other structures located in the premises. These works were

entrusted to the Department of Heritage Telangana for execution and All the Conservation works

of Makkah Masjid will be completed shortly.

▪ The details of the works take up at the following places with the funds provide by the Minorities

Welfare Department for Rs. 184.50 Lakhs

a) Sanction of GIA for Renovation, Restoration and Construction of Dargah Hazrath Syed
Shah Raju Hussaini (Rh.), situated at Outside Fateh Darwaza, Misrigunj,

b) Sanction of Grant in Aid for renovation and maintenance to Ashoorkhana Aza khana
Zehra, Darushifa, Hyderabad

c) Sanction of Grant in Aid for renovation and maintenance to Ashoorkhana Nale

d) Sanction of Grant-in-aid for Repair / restoration works of the Dargah Syed Sultan Shah

▪ Landscaping works and Construction of Interpretation Centre (Museum) at Qutb Shahi Tombs and

are in brisk progress.

▪ Tourism Infrastructure Developmental works at Monsieur Raymond’s Obelisk at Asmangadh,

Malakpet, Hyderabad and the same was completed.

▪ Tourism Infrastructure developmental works at Hayath Bakshi Begum Mosque at Hayathnagar and

the same was completed.

16.2 Developmental Activities undertaken by the TSTDC in Old City of

Hyderabad since June 2014 onwards

TSTDC Renovated and upgraded tourism facilities at Taramati Baradari Cultural Complex in the year 2015-

2016 and 2016-2017. Under the “Integrated Development of Heritage Circuit” project, TSTDC has

undertaken the Developmental works with an estimated amount of Rs.96.89 Crores in the year 2017-18 in

the old City of Hyderabad.

17 SUMMARY

The amount of Capital as well as maintenance expenditure on various projects and

programmes in Old City has witnessed a fourfold increase in the period 2014-20 vis-a-vis

the preceding ten year period of 2004-14. The Old City has received it's due share in all

developmental perspectives and Flagship programmes that have been initiated by the State

Govt with a vision to transform Hyderabad as a truly Global City through programmes like

SRDP, CRMP, HRDCL. 2BHK, etc. The emphasis was not only on creation of infrastructure

facilities, but also equally on preservation and restoration of the unique cultural glory of Old

City.
