Dear Undersecretary Pañgulayan,

This is in relation to Presidential Directive No. 2020-0067 directing Secretary John

Castriciones to comply with the 23 January 2020 public pronouncement of President Duterte
to distribute lands in San Isidro, Leyte to qualified beneficiaries within three (3) months. After
said public pronouncement of the President, a steady influx of potential beneficiaries, both
former rebels and actual tillers, signified their intention to become agrarian reform
beneficiaries over the Larrazabal property in Barangay Taglawigan, San Isidro, Leyte and
Barangay Jubay, Calubian, Leyte.

In compliance to the aforesaid Presidential Directive, negotiations were made with the
Larrazabal family in order to clarify the mode of acquisition to be made on their landholding
in both San Isidro and Calubian. It was interposed that then Regional Director Reynaldo D.
Villas issued an Order granting exclusion from CARP coverage over the Larrazabal
landholding with an aggregate area of 1,582.0013 hectares under DAR Case No. A-0800-
0071-97. However, the Operating Procedure, under DAR Administrative Order No. 9 Series
of 1993, provides that for the Regional Director to grant exclusion to a landholding it should
be within the maximum variance of ten percent of the area computed for exclusion. The Order
issued by Regional Director Villas was for the whole 1,582.0013 hectares of the Larrazabal
property. From the foregoing, our poor farmers in San Isidro and to some extent those in
Calubian find good cause to petition for the revocation of the Order and in effect subject the
Larrazabal property to CARP Coverage.

Anent this, we are respectfully forwarding to your good office the Petition filed by Zhyriel E.
Monares, et. al. praying for the revocation of the Exclusion/Exemption Order granted to APL
Ranch, duly represented by Atty. Iñaki P. Larrazabal, Jr., and to subject the same property
under the Exemption to CARP Coverage.
