DETAILS OF INVESTIGATION :

At about 1720 H of 01 June 1991, ivan aplosen personally came to this station and informed that a fire
is in progress at involving a residential house of Mrs. Emelinda aplosen.

Immediately, upon receiving the said information, duty personnel then boarded the
Firetruck driven by FO3 carlos col-ong and proceeded to the area. Upon arrival at the fire
scene, duty personnel noticed that a bungalow type residential house was being partially
gutted by fire and was already controlled by the owner’s family members. Responding fire
personnel immediately took over the firefighting operation assisted by macabebe pampangga
Police Station personnel with the use of bucket system that lasted for about 30 minutes until
fully extinguished.

Investigation conducted revealed that the house was unoccupied during the occurrence
of fire. The fire was suspected to have started at the ceiling at the western side of the
residential house.

FACTS OF THE CASE:

At about 1720H of 01 June 1991, Ivan mylin Aplosen personally came to this station
and informed that a fire is in progress at Pugo, Macabebe,Pampangga involving a residential
house of Mrs. Emelinda Aplosen.

Immediately, all duty personnel then boarded the Firetruck driven by FO3 Carlos Col-
ong and proceeded to the area. Upon arrival at the fire scene, it was observed that a bungalow
type residential house was being partially gutted by fire and was already controlled by the
owner’s family members. Responding fire personnel immediately took over the firefighting
operation assisted by macabebe pampangga police personnel with the use of bucket system
that lasted for about 30 minutes until fully extinguished.

1. Information gathered during initial investigation that about 1720Hrs Emelinda


Aplosen, 33 years old, fire victim revealed to the undersigned that on 01 June 1991 at about
1720H, they just came from her mother’s house at capas tarlac then proceeded home to
pugo, macabebe pampangga of the same barangay of pampangga which is a 3.5 kilometers in
distance. Upon arrival at their parking lot her son noticed that the other house that Emelinda
Aplosen also owned was billowing thick smoke, immediately they ran towards it while shouting
“ tulong po nasusunog ang bahay namin”. She told his son to ride his motorcycle and proceed
to the fire station to notify fire personnel. Together with her 2 children, they suppress the fire
using pails of water coming from the down spout of the house.

In further interview with the fire victim, the undersigned investigator ask her about any
previous quarrel to anyone or amongst her neighbors and she disclosed that none nor any.
She further narrated that during the previous months they noticed the transformer at the
electrical post wherein the service drop of the burnt house always got its fuse blown because
they hear a blast sound then simultaneously the power supply of the house got interrupted.
2. Another interview with Anita Galang, 45 years old, neighbor of the fire victim, told the
undersigned investigator that she didn’t noticed any passersby before the time of the fire
incident. Their house and store wherein she opened at that time is situated along the driveway
thru entering the victim’s residential area.

3. Initial ocular inspection and investigation conducted by the Fire station personnel
around the house during and after the fire was declared mopped and out, they didn’t noticed
any odorous substance of any accelerant. The undersigned disclosed that the fire originated at
the western side of the residential house where the service drop is anchored at the facia
board. However, the exact cause of fire is still under investigation.

4. As per fire victim Mrs. Emelinda Aplosen, inventory list of losses and damages to
properties. The cost of estimated damages amounted to more or less one hundred thousand
(P1,000,000.00) pesos Philippine Currency.

DISCUSSION:

Considering the facts from the foregoing interviews & Investigation, statement of
witnesses, observations gathered during ocular inspections and investigation at the fire scene.
It is finally concluded that; the cause of fire came from the electrical arching upon the power
supply was restored after hours of interruption.

FINDINGS:

Based from the preceding discussion, the undersigned investigator therefore concluded
that the motive of arson is eliminated; the fire originated at the facia board on the western side
of the house where the service drop from the main electrical post was anchored. It was ignited
by an electrical arch after the power supply was restored on that same date and time of the fire
incident.
RECOMMENDATION:

The cause of fire that partially razed the residential house of Marlo Santilyan residence
was accidental in nature. Hence; this case is recommended CLOSED as Mrs Emelinda
Aplosen, the owner and fire victim sincerely admitted that it was an accident. The undersigned
investigator together with the PNP personnel notified the electric company to check on the
transformer installed at that area which supplies the neighborhood of the victim.
