Sub: Private Aided Colleges – Payment of salaries through Banks-

Release of Advance Teaching Grant (ATG) for payment of
salaries for 4th Quarter for the months from Jan, 2022 to March,
2022 and deficit for the month of Dec, 2021 to the aided staff
working in GDC’s / Private Aided Degree, P.G and Oriental
Colleges of Telangana State during the current financial year
2021-2022 – Sanctioned – Orders Issued.

O R D E R:

In pursuance of Government reference 1 st and 2nd read above and

Under Chapter IV of the T.S. Grant-in-Aid code, the Commissioner of
Collegiate Education, Government of Telangana State, Hyderabad hereby
sanctions and authorizes for the payment of a sum of Rs.
17,17,83,490/- (Rupees Seventeen Crore Seventeen Lakhs Eighty
three Thousand Four Hundred and Ninty Only) towards salaries for
4th quarter for the months from Jan 2021 to March 2021 and deficit
for Dec, 2021 Salary to the aided staff working in Government Degree
Colleges ( Redeployed aided staff ) /Private Aided Degree / P.G and
Oriental Colleges of Telangana State as shown in the Annexure-I & II
appended to these proceedings, under the Head of 310/311 GIA Salaries.

The expenditure is debitable to the following Head of Account:-

“2202-General Education – 03 – University and Higher
Education, M.H.104 – Assistance to Non-Government Colleges and
Institutes – S.H.-06 – Assistance to Aided Colleges – 310 – Grant-
in-Aid – 311 – Grant-in-Aid towards salaries”(Non-Plan).

The Principals of Identified Government Degree Colleges concerned

in the State of Telangana are informed that:

1. Before countersigning the Grant-in-Aid bills and forwarding them to

the Treasuries, They should ensure that all the conditions stipulated
in the G. Os. 1st and 2nd read above are fulfilled without fail.

2. They should not allow any kind of bill other than what has been
mentioned in Para 1 above where in the Advance Teaching grant is
now sanctioned towards salaries.

3. They should submit copies of salary bills of all the Aided Colleges
for the said period after drawl of salary without fail.

4. They should personally verify the Demand Collection and Balance

(DCB) statements every month and see that the tuition fee
collections are remitted into Joint Account as per demand by the
managements of the colleges concerned.

5. The Principals of Government Degree Colleges ( in respect of

aided redeployed staff), and the Correspondents of Private
Aided Degree, P.G and Oriental Colleges of Telangana State
should submit consolidated utilization certificates for the
salary drawn for the months without fail.

Any deviation of the above instructions will be viewed seriously.

All the Principals of Government Degree Colleges and

Correspondents, of Private Aided Colleges are requested to furnish the
balance amount available in Advance Teaching Grant immediately after
passing of the salary bill for the month of March, 2021 and if any deficit
budget details may be furnished fail.

4. Copy forwarded to Director of Treasuries and Accounts, Telangana,
Hyd.
5. Copy to AO with a request to obtain concurrence from DTA, Telangana,
Hyderabad.
