Sub: Performance of Mechanical Department - PCDO for the month of Feb-2015.

1. HIGHLIGHTS

1.1 In Feb- 2015, ROH Outturn was 864 wagons, which is 8.31 % higher than the ROH
Outturn of Feb 14 (799).
1.2 Out of NPOH arising of 471 BOXNs, 420 wagons (89.17%) were repaired in the sick
lines during Feb- 2015.
1.3 Kota workshop achieved an outturn of 441 VUs against the target of 440 VUs which is
0.22% higher than the target. The cumulative outturn for the year till Feb-15 is 4878
against the target of 4840 which is 0.78% higher than the target.

2. INNOVATIONS & SYSTEM IMPROVEMENT –


2.1 Name of the innovation-:HHP locomotive traction motor speed sensor test unit by
ET Diesel Shed.
Diesel Loco Shed Itarsi is homing 26 numbers HHP locomotive. These locos are
equipped with 3 phase induction motor. Each 3 phase AC traction motor is equipped with
one (dual) speed sensor to measure the speed and direction of locomotive. To check
functionality of sensors, Diesel Loco Shed Itarsi has developed a Test Bench with the
help of Oscilloscope. This oscilloscope is used to display and analyze the wave form of
electronic signals. During testing Oscilloscope displays frequency, maximum voltage and
time period in wave form so that the parameter of sensor can be checked properly.
By this development ET shed has become capable to check, calibrate and monitor the
health of Traction Motor Speed Sensor. Hitherto the sensors had to be sent to M/s Medha
for their testing and calibration.
2.2 Name of the innovation-: Development of test bench for testing common pipe
bracket with control chamber by CRWS/ BPL.

Common pipe bracket with control chamber is a part of air brake system fitted in under
frame of coach. After fitment, air brake testing is done with the help of single car testing.
But in case of any leakage from common pipe bracket the whole assembly is required to
be removed, another one fitted again then tested with single car test rig again. This whole
process takes time and repeating of fitment and testing activities.
To overcome, detention of coach on this account a test bench has been developed in air
brake section along with auxiliary reservoir, distributor valve, and brake cylinder. Common
pipe brackets can be pre-tested with supply of 10 kg /cm2 pressure, observing
movement of piston of air brake cylinder, the common pipe bracket is passed for the
fitment of coach.
2.3 Name of the innovation-: Test bench for LSD, APM, Quick coupling and Isolating
cock of DV by WRS/ KTT.
Background:
LSD and APM are modern equipments fitted on wagon. These devices replace the age old
manual empty load device system. A need was felt to test these equipments after these
are disassembled from wagon during POH and before refitting them to wagon.
Innovation:
A test bench was prepared in-house utilising released air brake system components and
measuring gauges. The test bench is capable to test the working of LSD and APM. In
addition, quick coupling and isolating cock of sandwich plate of DV are also being tested in
the same test bench.
Construction details: The following items were used.
1) Angles ( 50 x 50 ) mm
2) Base plate (5 mm)- 01 No.
3) MDF sheet- 01 No.
4) ½” Pipes and pipe fitting accessories.
5) Flexible rubber pipes with connecting sockets- 12 Nos.
6) Isolating cocks-08 Nos.
7) Air pressure gauges-06 Nos.
8) Pressure regulators
Benefits: 1) Defective component can be find out in lab and avoided from fitting
on wagon so in this way we can avoid unwanted labour.
2) This process is easier and safe for testing these components.
3) It is a RDSO requirement as per para 4.2 of Annexure-IX of G-97 manual of Air Brake
System for freight stock.
Cost: Rs. 9500/-
3. Performance of Workshops

3.1 CRWS/ BPL achieved an MLR outturn of 48 Coaches and carried out IOH of 20 Coach
bogie set.
Due to non-availability of bio-tanks, 40 eligible coaches were turned out with brackets
only. In addition 4 bio-tanks were provided in coach No.WC02203 WGSCN (this coach
was attended for MLR on 10.09.14 and turned out with bracket only).
3.2 During the month Kota workshop has turned out following wagons after POH as
under :-
3.2.1 06 nos BOXN ”C” wagons under RSP.
3.2.2 During the month 33 BVZC wagons were turned out. So far the average monthly outturn
of BVZC wagons till last month has been 9.5 and the highest outturn in any month during
this year was 13 (July’14). Thus the outturn in this month is more than 3 times the monthly
average outturn of BVZC wagon
3.2.3 09 BVZI wagons(out of these 08 wagon received with twin pipe system and 01 BVZI
wagon were retrofitted with twin pipe system).

3.2.4 75 BCN, 39 BOXN, 45 BLC,78 BTPN, 20 BTPGLN,2 BTPGLR 19 BFNS/BRN,03


BFKN/BFKHN,19 BOBYN,1 BTALN ,5BRHN and 4 BOMN .
3.2.5 17 BTPN wagons are converted from vegetable oil to petrol tank.
Other wagons
3.2.6 10 BTPN, 24 BTPGLN, and 13 BTPGLR wagon were ROHed.
3.2.7 11 BOXN, 08 BTPGLN wagons NPOHed.

4 Divisional Performance

4.1 Under “People Centric” initiative of IR, following steps have been taken for improving the
cleanliness in trains as well as improving the quality of linen during the month.
a. Measure taken to improve the cleanliness in trains-
 Contract for Clean train Station at KTE for eight trains has been awarded for a period of
2 yrs to Ultra Clean & Care Services Jabalpur & work has been started w.e.f. 30.10.14
 On Board House Keeping Services in eight trains of WCR is operational. Out of theses
seven trains are of JBP division and one is of KTT division.
 New contract for two years of Mechanised coach cleaning of coaches during primary
maintenance for JBP based trains has been awarded to M/s H.S. service provider ,
Sadar JBP on 22.08.14

b. Measures taken to improve linen supplied to passengers -


 For improving the washing quality of linen, contract for Mechanised washing of linen at
contractor’s premises is functional in JBP, BPL and KTT divisions.

4.2 137 additional coaches have been provided in various trains to reduce the long waiting
list in passenger trains.
4.3 07 trips of 02 special trains comprising of total 122 coaches have been maintained by
JBP division.
4.4 In train no. 22181/82 JBP-NZM Express, disposable pillow covers procured through
stores as NS items are being supplied to the passengers of 2nd & 3rd AC Coaches on
trail basis. Feedback of passengers are as Very Good 49.2%, Good 33.60% , Average
14.10% and unsatisfactory 03.10%.
4.5 During the month, 36 BOXNHL rakes were formed as CC rakes. The no. of NKJ based
CC rakes on 28.02.15 was 228.

* 44 other base CC rakes were examined as flying rakes with ordinary BPC as per Rly
board instruction.
5. Performance of Diesel Sheds

5.1 Diesel loco outage (freight +coaching) during current month is 102.97 % of the target
i.e 8.44 more locos/ day than the target. The average outage (freight and coaching) for
the year 2014-15 of WCR is 102.32% of the target.
6.0 Progress of Model Rakes:

Supply of material for first rake was disrupted due to expiry of delivery period on
31.01.15. Vide COS/WCR MA No. 60007 dtd. 11.02.15, the delivery period has been
extended upto 10.04.15. Supply of material has again started on 28.02.15 and Luggage
Rack for GSCN, GS, SLRD & WCB Coaches has been received in this month.
Meanwhile, all the 24 coaches for first rake of Model Rake Project have been
nominated, which are being made ready with modification in shell and electrical wiring
etc.

M/s KIEL has submitted their request for extension of delivery period to COS/WCR.
CRWS/BPL opinion on the subject have been communicated vide CWM/CRWS office
letter no. CRWS/BPL/Model Rake/Refurbishing/2007/46/Pt.X dtd. 24.02.15. The formal
extension from COS office is still awaited.
Railway Board are requested to communicate the decision regarding final nomination
of trains for Model Rake Project (Vide this office letter no WCR/M/W/06/120 pt V dated
27.02.2015).

7.0 Utilisation of funds

7.1 Utilisation of funds under Plan Head 41:

Against Budget Grant of Rs 1012.00 lakhs for 2014-15, funds utilized up to Jan’ 15 are
Rs 507.00 lakhs, which is 50.10% of Revised Grant .

7.2 Utilisation of funds under Plan Head 42:

Against Budget Grant of Rs. 2589.00lakhs for 2014-15,funds utilized up to Jan’15 are
Rs.2016.00 lakhs, which 77.87.% of Revised Grant .

8.0 Status of Coaching items

[ Status of coaching items as per Railway Board letter No. 2007/M(C)/139/9 dated
30.04.10 is enclosed as ANNEXURE-IX.

9.0 Workshop Portal: WCR has regularly fed data of POH out-turn, RSP work, over due
POH, cycle time, unit cost, incentive performance, local passing and staff Strength in the
workshop portal.

10.0 Disciplining of errant Vendors – NIL


11.0 Line haul cost – Necessary monitoring is being done.
12.0 ASSISTANCE REQUIRED:

12.1 A proposal for grant of 15% teaching allowance to the instructor of Welding Training
centre(RRWI),Bhopal has been sent to Railway board vide this office letter no.
WCR/M/W/06/602 dated 07.01.2014 and followed by reminder 20.02.15. Railway Board
are requested to communicate the sanction of teaching allowance at the earliest.

12.2 At the time of formation of CRWS/BPL in Aug 1989, FA&CAO/CR had concurred creation
of two posts for Elect. Organization.

2. AWM Elect.

However Railway Board agreed for creation for only one post i.e AWM/Elect but post of
WM (Elect.) by readjustment in cadre by Electrical department was operated as junior
scale does not have power to deal tender cases in works matter.

At the time of inception of CRWS/BPL, it appears that MLR of AC coaches were not
planned. Since then the workshop have been expanded and infrastrure have been
created

now for out turn of 750 coaches per annum. At present we are turning 05 AC coaches
per month of all variants including RMPU coaches. Considering the present environment
it is necessary to improve the gazetted supervision over CRWS complex and the colony
etc spread over in 400 acre.

Accordingly Rly Board is requested to communicate the sanction of creation of one junior
scale post of AWM/Elect. (Ref-WCR/P-HQ/Gaz./creation /revenue post/Elect. Dated
19.11.2012.)

12.3 Proposal for replacing existing CLW pattern incentive scheme with Group Incentive
Scheme in Wagon Repair Shop KTT has been submitted to Railway Board vide this office
letter no.WCR/M/W/06/256 Pt-I dated 25.03.11 & followed by reminder of dated
07.03.2012. Sanction is awaited.

12.4 Administration of factory act, 1948 through Railway administration. A proposal has been
sent to AM (PU) vide this office letter no. WCR/M/W/06/914 dated 17.06.2013 and
followed by reminder dated:27.02.2015 and for Administration of factory act by Ministry of
Railway by incorporating suitable amendment to Indian Railway Act 1989 so that it
implemented by Zonal Railway/ PU’s or alternatively defining Railway as a state within the
preview of factory act ,1948. We have recommended for former option.

It is requested that the proposal may please be considered to its logical conclusion.

Off-POH coaches are being inspected thoroughly on receipt. Amenity deficiencies are
noted and these are sent to respective POH workshops in the prescribed feedback
form. Representatives are sent to Ajmer to participate in calling in programme
meeting in which quality related problems are sorted out.
